ABSTRACT: This article discusses the current legacy of Michel Foucault in relation to the current political situation. It is articulated in three parts. The first insists on the fact that Michel Foucault has been and still is significant for discussions concerning political sciences and international relations by the way he has discussed them and by his own academic politics. The second part highlights the key role of his attempt to define a dispositif of security in the 1977–78 lecture (...) course ‘Security, Territory, Population’ and the various interpretations given after his death. The third part introduces my own research on the subject and its development. Twenty years ago, I called this dispositif of security surveillance a ban-opticon dispositif. This is only partly relevant since the violence of the effects on individuals has been intensified by a multifocal construction of “suspects” by various transnational guilds of security professionals who systematise profiling and weak correlations as an alternative method of seeking the truth about causalities and facts attributed to an individual. Because of this systematicity of “suspicion first”, which jeopardises the principle of innocence, I call this dispositif of security a transnational dispositif of suspicion-prediction, which is organised both as a rearticulation of the modern episteme with suspicion back at its core and as a “legitimate” one, thus allowing a “preventive” violence to be re-enacted in the name of scientific predictions of a future so deadly that it is necessary to act violently now in order to prevent even more violence. This question of inverted temporality, in which the imagined future dominates the present, leads to the belief that the future can already be known under a grammar of the future perfect. Combined with the strategic orientation of right-wing parties to abandon the celebration of the past in order to mobilise the fear of apocalyptic futures, this characteristic of the ‘future-perfect’ explains a series of contemporary developments in security and surveillance, re-framing the attachment of the population to a new form of conservatism that captures the imagination of the future, including some contemporary discourses of war. Resisting this attraction to the future-perfect is possible by reinventing hope. (shrink)

Although it is usually assumed that in Michel Foucault’s work biopolitics is a politics which has life for its object, a closer analysis of the courses he gave at the Collège de France on this topic, as well as of the other seminars and papers of this period, shows that he took a quite different direction, restricting it to the regulation of population. The aim of this article is to return to the origins of the concept and to confront (...) the issue of life as such. This implies four shifts with respect to Foucault’s theory: (1) Politics is not only about the rules of the game of governing, but also about its stakes. (2) More than the power over life, contemporary societies are characterized by the legitimacy they attach to life. (3) Rather than a normalizing process, the intervention in lives is a production of inequalities. (4) The politics of life, then, is not only a question of governmentality and technologies, but also of meaning and values. The discussion is grounded on a series of empirical investigations conducted in France and South Africa on how life and lives are treated in our world. (shrink)

", et comment ils peuvent résister aux pouvoirs et travailler à la transformation sociale. Foucault's analysis of biopolitics has been appraised by Didier Fassin as successfully recognizing an essential trait of contemporary society: the attribution of an absolute value to abstract life and the emergence of political governmentalities managing life. Yet, claims Fassin, Foucault overlooked the need for paying close analytical attention to the everyday detail of lives differentially rendered worth living. Giving a focus to anthropologist Veena Das's work on sexual violence, this paper considers the surprising use by a number (...) of contemporary post-Foucauldian theorists of the resources made available by philosopher Stanley Cavell's reading of Wittgenstein as an alternative for the analysis of everyday violence. Having discussed a further tenor of criticism of Foucault – suggestions that the articulation of biopolitics and its forms of indirect murder as a general phenomenon fail to describe the prior or framing conditions under which certain human lives are more vulnerable than others to becoming disposable life – the paper reconstructs a new lexicon of terms devised by Das which would be more adequate to such analysis. In fact, the paper argues that Foucault is just as available for such reconfiguration as other theorists to whom Das responds differently. (shrink)

Michael Foucault's writing has shaped the teaching of half a dozen disciplines, ranging from literary criticism to the history of criminology. But none of his books offers a satisfactory introduction to the entire complex body of his work. The Foucault Reader precisely serves that purpose. It contains selections from each area of Foucault's thought, a wealth of previously unpublished writings, and an interview with Foucault during which he discusses his philosophy with unprecedented candor.

A series of recent studies on extant coelacanths has emphasised the slow rate of molecular and morphological evolution in these species. These studies were based on the assumption that a coelacanth is a ‘living fossil’ that has shown little morphological change since the Devonian, and they proposed a causal link between low molecular evolutionary rate and morphological stasis. Here, we have examined the available molecular and morphological data and show that: (i) low intra-specific molecular diversity does not imply low mutation (...) rate, (ii) studies not showing low substitution rates in coelacanth are often neglected, (iii) the morphological stability of coelacanths is not supported by paleontological evidence. We recall that intra-species levels of molecular diversity, inter-species genome divergence rates and morphological divergence rates are under different constraints and they are not necessarily correlated. In this paper we discuss the issue of the processes potentially underlying the emergence of emotional consciousness in the light of theoretical considerations and empirical evidence. First, we argue that componential emotion models, and specifically the Component Process Model , may be better able to account for the emergence of feelings than basic emotion or dimensional models. Second, we advance the hypothesis that consciousness of emotional reactions emerges when lower levels of processing are not sufficient to cope with the event (...) and regulate the emotional process, particularly when the degree of synchronization between the components reaches a critical level and duration. Third, we review recent neuroscience evidence that bolsters our claim of the central importance of the synchronization of neuronal assemblies at different levels of processing. (shrink)

Agency and representation are viewed as preconditions for democratic action. The dominant understanding of agency and representation is defined in terms of certain capacities and abilities that are considered to constitute the basis of personhood. The article will put into question this understanding and the assumptions that underpin it and argue that it rests on a mistaken conception of human animality – one that reduces the self to an autonomous and disembodied rational mind. The article will also suggest that it (...) is problematic because it marginalizes more than human forms of life – as well as those of us who are differently human – and excludes their points of view from the political processes of world making. In contrast, I will put forward an understanding of agency and representation that is attuned to the relational dimensions of all life on earth. By paying attention to the semiotic propensities that all forms of life share – which entails considering nonlinguistic forms of communication – this article responds to the need for more radically democratic ways of listening, giving voice, and caring for the earth’s beings and the relations that form the conditions for life to flourish. Les coordinations ont fait leur apparition au lendemain de Mai 1968 dans les lycées puis dans les universités. Elles sont devenues un élément constant du répertoire d'action collective des mouvements de jeunesse. Au milieu des années 1980, des coordinations naissent dans des secteurs salariés (cheminots, infirmières, postiers) sans pour autant s'établir durablement comme forme d'action collective. L'apparition de ces coordinations de salariés est à la fois liée aux circonstances et au caractère d'exemplarité qu'a eu la coordination étudiante contre le projet (...) de loi Devaquet ; à la présence dans ces secteurs salariés de militants et militantes ayant connu les mobilisations lycéennes et étudiantes des années 70 et remettant en cause les pratiques syndicales traditionnelles, enfin à l'augmentation des compétences des salariés en terme de qualifications et de diplômes. La convergence de ces éléments dans le secteur public explique que les coordinations s'y soient développées. Dans ce cadre, la coordination infirmière n'est ni la figure de mobilisation ni le produit de spécificités propres au genre féminin. (shrink)

In his major work, An Inquiry into the Modes of Existence, Bruno Latour sets out to establish an anthropology of the Moderns based on the plurality of the modes of existence that make up their world. What about the beings of science, politics, art, religion, economics and so on? How do these beings relate to one another, and how do they constitute the specific forms of thought of the Moderns? Taking as its starting point one of the central notions of (...) modern thought, namely the notion of matter, this article seeks to identify the way in which Latour shows its importance in the constitution of modern thought. The commentary raises political questions about the ways in which data has been constituted as an object vested with certain powers, influence, and rationalities. We place the emergence and transformation of professional practices such as ‘data science’, ‘data journalism’, ‘data brokerage’, ‘data mining’, ‘data storage’, and ‘data analysis’ as part of the reconfiguration of a series of fields of power and knowledge in the public and private accumulation of data. Data politics asks questions about the ways in which data has (...) become such an object of power and explores how to critically intervene in its deployment as an object of knowledge. It is concerned with the conditions of possibility of data that involve things, language, and people that together create new worlds. We define ‘data politics’ as both the articulation of political questions about these worlds and the ways in which they provoke subjects to govern themselves and others by making rights claims. We contend that without understanding these conditions of possibility – of worlds, subjects and rights – it would be difficult to intervene in or shape data politics if by that it is meant the transformation of data subjects into data citizens. The aim of this work is to revisit the proposal made by Dag Westerståhl a decade ago when he provided a modern reading of the traditional square of opposition and of related structures. We propose a formalization of this modern view and contrast it with the classical one. We discuss what may be a modern hexagon of opposition and a modern cube, and show their interest in particular for relating quantitative expressions.

Si aujourd'hui le pape François renonce à l'expression d'acte intrinsèquement mauvais, nombre de représentants officiels de l'Église catholique continuent à l'utiliser alors même que la crise des abus sexuels et de pouvoir en a montré les limites et les dérives possibles. Il fallait donc revenir sur l'ancrage historique de la formule (et de ses variantes associées) afin de la déconstruire et d'adapter sa formulation en la reliant à l'exercice de la raison pratique qui préside à tout agir. The processing of emotional nonlinguistic information in speech is defined as emotional prosody. This auditory nonlinguistic information is essential in the decoding of social interactions and in our capacity to adapt and react adequately by taking into account contextual information. An integrated model is proposed at the functional and brain levels, encompassing 5 main systems that involve cortical and subcortical neural networks relevant for the processing of emotional prosody in its major dimensions, including perception and sound organization; related action tendencies; (...) and associated values that integrate complex social contexts and ambiguous situations. This paper first investigates logical characterizations of different structures of opposition that extend the square of opposition in a way or in another. Blanché’s hexagon of opposition is based on three disjoint sets. There are at least two meaningful cubes of opposition, proposed respectively by two of the authors and by Moretti, and pioneered by philosophers such as J. N. Keynes, W. E. Johnson, for the former, and H. Reichenbach for the latter. These cubes exhibit four and six squares of (...) opposition respectively. We clarify the differences between these two cubes, and discuss their gradual extensions, as well as the one of the hexagon when vertices are no longer two-valued. The second part of the paper is dedicated to the use of these structures of opposition for discussing the comparison of two items. Comparing two items usually involves a set of relevant attributes whose values are compared, and may be expressed in terms of different modalities such as identity, similarity, difference, opposition, analogy. Recently, J.-Y. Béziau has proposed an “analogical hexagon” that organizes the relations linking these modalities. Elementary comparisons may be a matter of degree, attributes may not have the same importance. The paper studies in which ways the structure of the hexagon may be preserved in such gradual extensions. As another illustration of the graded hexagon, we start with the hexagon of equality and inequality due to R. Blanché and extend it with fuzzy equality and fuzzy inequality. Besides, the cube induced by a tetra-partition can account for the comparison of two items in terms of preference, reversed preference, indifference and non-comparability even if these notions are a matter of degree. The other cube, which organizes the relations between the different weighted qualitative aggregation modes, is more relevant for the attribute-based comparison of items in terms of similarity.
