The democratic boundary problem arises because it appears that the units within which democratic decision procedures will operate cannot themselves be constituted democratically. The study argues that setting the boundaries of democracy involves attending simultaneously to three variables: domain (where and to whom do decisions apply), constituency (who is entitled to be included in the deciding body) and scope (which issues should be on the decision agenda). Most of the existing literature has focussed narrowly on the constituency question, endorsing either (...) the All‐Affected Interests Principle or the All Subjected Principle, but neither is satisfactory as a general solution. In particular, the former fails to explain why having interests at stake in a decision necessarily gives you the right to participate in making it, and the latter, although more plausible on that count, assumes that the domain and scope issues have already been settled. To make progress, we need to bring democratic values to bear on the boundary problem. The units we favour should be those that are likely to promote political equality and solidarity among members of the demos. Although this approach will often justify existing territorial states as sites of democracy, it can also generate arguments for making boundary changes along one or other dimension. (shrink)

In this paper, I investigate how researchers evaluate their characterizations of scientific phenomena. Characterizing phenomena is an important – albeit often overlooked – aspect of scientific research, as phenomena are targets of explanation and theorization. As a result, there is a lacuna in the literature regarding how researchers determine whether their characterization of a target phenomenon is appropriate for their aims. This issue has become apparent for accounts of scientific explanation that take phenomena to be explananda. In particular, philosophers who (...) endorse mechanistic explanation suggest that the discovery of the mechanisms that explain a phenomenon can lead to its recharacterization. However, they fail to make clear how these explanations provide warrant for recharacterizing their explananda phenomena. Drawing from cases of neurobiological research on potentiation phenomena, I argue that attempting to explain a phenomenon may provide reason to suspend judgment about its characterization, but this cannot provide warrant to recharacterize it if researchers cannot infer a phenomenon’s characteristics from this explanation. To explicate this, I go beyond explanation – mechanistic or otherwise – to analyze why and how researchers change their epistemic commitments in light of new evidence. (shrink)

This paper is not an article in a regular sense. It is a dialogue between François-David Sebbah, one of the two editors of this topical collection, and Jean-Luc Nancy, one of the most eminent representatives of the contemporary French Thought. This dialogue took place in the first half of 2022 in a written form, because of the sanitary restrictions related to the COVID-19 pandemic and because Nancy was heavily sick. Sebbah sent to Nancy a text, corresponding to Section 2.1, (...) and Nancy responded to it with another text, corresponding to Section 2.2. Unfortunately, Nancy died on August 23, 2022, and could not revise his own text nor pursue the dialogue, as it was originally planned. For this reason, an introductory clarification by Sebbah, corresponding to Section 1, has been added. The purpose of such clarification is to introduce the reader to Nancy’s philosophy of technology—although technology never had a central role in Nancy’s reflections. In Section 2.1, Sebbah proposes a distinction between “French Theory,” “French Thought,” and “French Philosophy.” He also proposes a list of twelve possible intersections between the French Thought and the philosophy of technology. In Section 2.2, Nancy criticizes the use of expressions such as “French Thought.” He also insists, in a Heideggerian vein, on the fact that Technology (with a capital “T”) does not depend on human ends but has its own ends. The needs of the poor and socially disadvantaged are highlighted. Relational autonomy and solidarity are explored in relation to isolation and social distancing. Reciprocity is discussed with reference to healthcare workers’ duty of care (...) and its limits. Priority setting and access to treatment raise ethical issues of utility and equity. Difficult ethical dilemmas around triage, do not resuscitate decisions, and withholding and withdrawing treatment are discussed in the light of recently published guidelines. First published in two volumes in 1749, Observations on Man is notable for being based on the doctrine of the association of ideas. Volume 2 is particularly concerned with human morality and the duty and expectations of mankind. Why do aircraft fly? How do their wings support them? In the early years of aviation, there was an intense dispute between British and German experts over the question of why and how an aircraft wing provides lift. The British, under the leadership of the great Cambridge mathematical physicist Lord Rayleigh, produced highly elaborate investigations of the nature of discontinuous flow, while the Germans, following Ludwig Prandtl in Göttingen, relied on the tradition called “technical mechanics” to explain the flow of (...) air around a wing. Much of the basis of modern aerodynamics emerged from this remarkable episode, yet it has never been subject to a detailed historical and sociological analysis. In The Enigma of the Aerofoil, David Bloor probes a neglected aspect of this important period in the history of aviation. Several analyses of biological function — for example, those of Williams, Millikan, and Kitcher — identify an item’s function with what natural selection designed it to do. Allen and Bekoff have disagreed, claiming that natural design is a special case of biological function. I argue that Allen and Bekoff’s account of natural design is unduly restrictive and that it fails to mark a principled distinction between function and design. I distinguish two approaches to the phenomenon of natural design — the (...) “trait-centered” approach of Allen and Bekoff and the “organism-centered” approach — and defend the latter. It is widely supposed that the Everettian account of quantum mechanics has difficulties with probability. In this paper I shall argue that those who argue against the Everettian interpretation on this basis are employing a double standard. It is certainly true that there are philosophical puzzles about probability within the Everettian theory. But I shall show that orthodox metaphysics has even worse problems with probability than Everettianism. From this perspective, orthodox metaphysicians who criticise Everettians about probability are a classic case (...) of a pot calling the kettle black. (shrink)

Multiple cue probability learning studies have typically focused on stationary environments. We present three experiments investigating learning in changing environments. A fine-grained analysis of the learning dynamics shows that participants were responsive to both abrupt and gradual changes in cue-outcome relations. We found no evidence that participants adapted to these types of change in qualitatively different ways. Also, in contrast to earlier claims that these tasks are learned implicitly, participants showed good insight into what they learned. By fitting formal learning (...) models, we investigated whether participants learned global functional relationships or made localized predictions from similar experienced exemplars. Both a local (the Associative Learning Model) and a global learning model (the novel Bayesian Linear Filter) fitted the data of the first two experiments. However, the results of Experiment 3, which was specifically designed to discriminate between local and global learning models, provided more support for global learning models. Finally, we present a novel model to account for the cue competition effects found in previous research and displayed by some of our participants. (shrink)

Liberal education has been under siege in recent years. Far-right ideologues in journalism and government have pressed for a uniform curriculum that focuses on the achievements of Western culture. Partisans of the academic left, who hold our culture responsible for the evils of society, have attempted to redress imbalances by fostering multiculturalism in education. In this eloquent and passionate book a distinguished scholar criticizes these positions and calls for a return to the tradition of independent thinking that he contends has (...) been betrayed by both right and left. Under the guise of educational reform, says David Bromwich, these groups are in fact engaging in politics by other means. Bromwich argues that rivals in the debate over education have one thing in common: they believe in the all-importance of culture. Each assumes that culture confers identity, decides the terms of every moral choice, and gives a meaning to life. Both sides therefore see education as a means to indoctrinate students in specific cultural and political dogmas. By contrast, Bromwich contends that genuine education is concerned less with culture than with critical thinking and independence of mind. This view of education is not a middle way among the political demands of the moment, says Bromwich. Its earlier advocates include Mill and Wollstonecraft, and its roots can be traced to such secular moralists as Burke and Hume. Bromwich attacks the anti-democratic and intolerant premises of both right and left - premises that often appear in the conservative guise of "preserving the tradition" on the one hand, or the radical guise of "opening up the tradition" on the other. He discusses the new academic"fundamentalists" and the politically correct speech codes they have devised to enforce a doctrine of intellectual conformity; educational policy as articulated by conservative apologists George Will and William Bennett; the narrow logic of institutional radicalism; the association between personal reflection and social morality; and the discipline of literary study, where the symptoms of cultural conflict have appeared most visibly. Written with the wisdom and conviction of a dedicated teacher, this book is a persuasive plea to recover a true liberal addition in academia and government - through independent thinking, self-knowledge, and tolerance of other points of view. This article reprints the text of a review of adam smith's "theory of moral sentiments", And presents arguments for ascribing it to david hume. Hume's subsequent criticism of what he called "the hinge" of adam smith's moral system ("viz." that "all kinds of sympathy are necessarily agreeable") is also examined, And it is argued that smith failed to appreciate the nature and extent of this criticism. It is concluded that "the hinge" of smith's novel theory is a false assumption; (...) yet without it smith cannot present a viable alternative to hume's explanation of the origin of our moral sentiments. In _Reading the Figural, or, Philosophy after the New Media_ D. N. Rodowick applies the concept of “the figural” to a variety of philosophical and aesthetic issues. Inspired by the aesthetic philosophy of Jean-François Lyotard, the figural defines a semiotic regime where the distinction between linguistic and plastic representation breaks down. This opposition, which has been the philosophical foundation of aesthetics since the eighteenth century, has been explicitly challenged by the new electronic, televisual, and digital media. Rodowick—one of the foremost (...) film theorists writing today—contemplates this challenge, describing and critiquing the new regime of signs and new ways of thinking that such media have inaugurated. To fully comprehend the emergence of the figural requires a genealogical critique of the aesthetic, Rodowick claims. Specifically, it interrogates three approaches taken by posthumanist discourse: scientific, humanist, and organismic. David Cecchetto’s investigations reveal how each perspective continues to hold on to elements of the humanist tradition that it is ostensibly mobilized against. We fear that the growing threat of violent attack has upset the balance between existential concepts of political power, which emphasize security, and traditional notions of constitutional limits meant to protect civil liberties. We worry that constitutional states cannot, during a time of war, terror, and extreme crisis, maintain legality and preserve civil rights and freedoms. David Williams Bates allays these concerns by revisiting the theoretical origins of the modern constitutional state, which, he argues, recognized and made room for (...) tensions among law, war, and the social order. We traditionally associate the Enlightenment with the taming of absolutist sovereign power through the establishment of a legal state based on the rights of individuals. In his critical rereading, Bates shows instead that Enlightenment thinkers conceived of political autonomy in a systematic, theoretical way. Focusing on the nature of foundational violence, war, and existential crises, eighteenth-century thinkers understood law and constitutional order not as constraints on political power but as the logical implication of that primordial force. Returning to the origin stories that informed the beginnings of political community, Bates reclaims the idea of law, warfare, and the social order as intertwining elements subject to complex historical development. Following an analysis of seminal works by seventeenth-century natural-law theorists, Bates reviews the major canonical thinkers of constitutional theory (Locke, Montesquieu, and Rousseau) from the perspective of existential security and sovereign power. Countering Carl Schmitt's influential notion of the autonomy of the political, Bates demonstrates that Enlightenment thinkers understood the autonomous political sphere as a space of law protecting individuals according to their political status, not as mere members of a historically contingent social order. Philosophers have distinguished a metaphysical category which they term "historical entities" or "continuants". Such particulars are spatiotemporally localized and develop continuously through time while retaining internal cohesiveness. Species, social groups and conceptual systems can be profitably treated as historical entities. No damage is done to preanalytic intuitions in treating social groups as historical entities; both biological species and conceptual systems can be construed as historical entities only by modifying the ordinary way of viewing both. However, if species and conceptual systems (...) are to "evolve", then they must be treated as historical entities. The type specimen method, which is used by systematists to individuate and name biological taxa, is set out and then extended to apply to scientific communities as social groups and conceptual systems. The central topic for this book is the ethics of treating individuals as though they are members of groups. The book raises many interesting questions, including: Why do we feel so much more strongly about discrimination on certain grounds – e.g. of race and sex - than discrimination on other grounds? Are we right to think that discrimination based on these characteristics is especially invidious? What should we think about ‘rational discrimination’ – ‘discrimination’ which is based on sound statistics? To (...) take just one of dozens of examples from the book. Suppose a landlord turns away a prospective tenant, because this prospective tenant is of a particular ethnicity – arguing that statistics show that one in four of this group have been shown in the past to default on their rent. That seems clearly unfair to people of this ethnicity. But we are routinely being judged in this way – not just on the basis of our ethnicity, but assumptions are made about us and decisions taken about us based on our gender, religion, job, post-code, hobbies, blood-group, nationality, etc. Now suppose that another landlord turns away a convicted criminal, arguing that one in four of convicted criminals have been shown to be unreliable rent payers. Is our intuition the same as before? Should it be? This book is suitable for all students of philosophy, especially those with an interest in applied ethics. (shrink)
