The purpose of the present paper is to clarify the different ways in which the young Max Horkheimer received Schopenhauer’s philosophy in his early writings Aus der Pubertät. The text analysis reveals that the young Horkheimer adopted during the 1914-1916 period a romantic perspective and a more illuministic one in the 1917-1918 period. This paper specifically focuses on a novel from the first period, Eva, from which it appears that Horkheimer subscribed to Schopenhauer’s doctrine of the aesthetical genius in an (...) original way. Paru en 1975, Surveiller et punir de Michel Foucault a profondément marqué l'ensemble des sciences humaines et sociales. Plus de quarante ans après, la société de surveillance annoncée par Foucault se manifeste à travers des préoccupations sécuritaires croissantes et la quête fantasmatique d'un risque zéro. Les réformes successives de notre droit pénal traduisent une volonté forte de prévenir, voire de prédire, la réalisation des infractions. La surveillance se déploie non seulement dans l'enceinte carcérale mais au-delà des murs. In a recent blog post, Joshua Clover rightly notices the swift emergence of a new panoply of “genres of the quarantine.”1 It should not come as a surprise that one of them centers on Michel Foucault’s notion of biopolitics, asking whether or not it is still appropriate to describe the situation that we are currently experiencing. Neither should it come as a surprise that, in virtually all of the contributions that make use of the concept of biopolitics to address the (...) current coronavirus pandemic, the same bunch of rather vague ideas are mentioned over and over again, while other—no doubt more interesting—Foucauldian insights tend to be ignored. In what follows, I discuss two of these insights, and I conclude with some methodological remarks on the issue of what it may mean to “respond” to the current “crisis.”. (shrink)

The author pieces together a manuscript of Epitimia of Theodore the Stoudite and other chapters prescribing monastic rules to the hegumen and monks. The manuscript, dating back to the second half of the 12th century, was originally belonging to the famous dossier of the St. Nicola of Casole Abbey . The Salentine manuscript reports a shortened version of Epitimia adapted for the Otranto monastery.

We argue that many optimization methods can be viewed as representatives of “forcing”, a methodological approach that attempts to bridge the gap between data and mathematics on the basis of an a priori trust in the power of a mathematical technique, even when detailed, credible models of a phenomenon are lacking or do not justify the use of this technique. In particular, we show that forcing is implied in particle swarms optimization methods, and in modeling image processing problems through optimization. (...) From these considerations, we extrapolate a principle for general data analysis methods, what we call ‘Brandt’s principle’, namely the assumption that an algorithm that approaches a steady state in its output has found a solution to a problem, or needs to be replaced. We finally propose that biological systems, and other phenomena that respect general rules of morphogenesis, are a natural setting for the application of this principle. (shrink)

It is commonly hypothesized that scientists are more likely to engage in data falsification and fabrication when they are subject to pressures to publish, when they are not restrained by forms of social control, when they work in countries lacking policies to tackle scientific misconduct, and when they are male. Evidence to test these hypotheses, however, is inconclusive due to the difficulties of obtaining unbiased data. Here we report a pre-registered test of these four hypotheses, conducted on papers that were (...) identified in a previous study as containing problematic image duplications through a systematic screening of the journal PLoS ONE. Image duplications were classified into three categories based on their complexity, with category 1 being most likely to reflect unintentional error and category 3 being most likely to reflect intentional fabrication. We tested multiple parameters connected to the hypotheses above with a matched-control paradigm, by collecting two controls for each paper containing duplications. Category 1 duplications were mostly not associated with any of the parameters tested, as was predicted based on the assumption that these duplications were mostly not due to misconduct. Categories 2 and 3, however, exhibited numerous statistically significant associations. Results of univariable and multivariable analyses support the hypotheses that academic culture, peer control, cash-based publication incentives and national misconduct policies might affect scientific integrity. No clear support was found for the “pressures to publish” hypothesis. Female authors were found to be equally likely to publish duplicated images compared to males. Country-level parameters generally exhibited stronger effects than individual-level parameters, because developing countries were significantly more likely to produce problematic image duplications. This suggests that promoting good research practices in all countries should be a priority for the international research integrity agenda. (shrink)

In this article I reconstruct the philosophical conditions for the emergence of the notion of counter-conduct within the framework of Michel Foucault’s study of governmentality, and I explore the reasons for its disappearance after 1978. In particular, I argue that the concept of conduct becomes crucial for Foucault in order to redefine governmental power relations as specific ways to conduct the conduct of individuals: it is initially within this context that, in Security, Territory, Population, he rethinks the problem of resistance (...) in terms of counter-conduct. However, a few months later, in What is Critique?, Foucault replaces the notion of counter-conduct with that of critical attitude, defined as the particular form that counter-conduct takes in modern times. This notion allows him to highlight the role played by the will in resistance to governmental strategies. But since the notion of counter-conduct is conceptually wider than that of critical attitude, I suggest in conclusion that it could be worth reactivating it as a “historical category which, in various forms and with diverse objectives, runs through the whole of Western history.”. The Roots of Spanish Federalism Spain's successful transition to democracy (1975-1982) was influenced profoundly by a long-standing 19th-century federalist tradition.1 Although, as elsewhere, early federalism was understood mostly in territorial terms, in Spain it gradually took on ethnic connotations. By denouncing the monolithic, pre-democratic nation-state, the federalist vision emphasized different cultures and languages. Thus Spain was seen as an ethnically pluralistic country. A homogeneous Spain would have been inconsistent with a pluralistic concept of “Spanishness.” Two visions of Spain, the centralist (...) and the federalist-regionalist, have competed since the beginning of the 19th century, as part of a long-standing political conflict…. Whistleblowing is the act of disclosing information from a public or private organization in order to reveal cases of corruption that are of immediate or potential danger to the public. Blowing the whistle involves personal risk, especially when legal protection is absent, and charges of betrayal, which often come in the form of legal prosecution under treason laws. In this article we argue that whistleblowing is justified when disclosures are made with the proper intent and fulfill specific communicative constraints in (...) addressing issues of public interest. Three communicative constraints of informativeness, truthfulness and evidence are discussed in this regard. We develop a ‘harm test’ to assess the intent for disclosures, concluding that it is not sufficient for justification. Along with the proper intent, a successful act of whistleblowing should provide information that serves the public interest. Taking cognizance of the varied conceptions of public interest, we present an account of public interest that fits the framework of whistleblowing disclosures. In particular, we argue that whistleblowing is justified inter alia when the information it conveys is of a presumptive interest for a public insofar as it reveals an instance of injustice or violation of a civil or political right done against and unbeknown to some members of a polity. Expectations play a central role in understanding scientific and technological changes. Future-oriented representations are also central with regard to nanotechnologies as they can guide policy activities, provide structures and legitimation, attract different interests, focus policy-makers’ attention and foster investments for research. However, the emphasis on future scenarios tends to underrate the complexity of the challenges of the present market of nanotechnologies by flattening them under the needs and promises of scientific research. This is particularly apparent if we consider the viewpoint (...) of the regulator who faces two different ranges of problems with regard to the market and research and is expected, simultaneously, to manage two different types of regulatory instruments, pursuing at the same time the same goals. Instead, by favoring only the future scenarios, the regulator runs the risk of abruptly shifting from more flexible and elastic tools to forms of hard legislation, wasting, thus, the resources of the soft-regulation, in particular those of self-regulation. By referring primarily to the European context, human rights, also thanks to their normative structure of principles, can help in strengthening both the legislation needed for regulating the present market and the soft instruments needed for steering research and for fostering the stakeholders’ participation without sacrificing the coherence of the regulatory response. A groundbreaking examination of Michel Foucault's history of truth. Many blame Michel Foucault for our post-truth and conspiracy-laden society. In this provocative work, Daniele Lorenzini argues that such criticism fundamentally misunderstands the philosopher’s project. Foucault did not question truth itself but what Lorenzini calls “the force of truth,” or how some truth claims are given the power to govern our conduct while others are not. This interest, Lorenzini shows, drove Foucault to articulate a new ethics and politics of truth-telling (...) precisely in order to evade the threat of relativism. The Force of Truth explores this neglected dimension of Foucault’s project by putting his writings on regimes of truth and parrhesia in conversation with early analytic philosophy and by drawing out the “possibilizing” elements of Foucault’s genealogies that remain vital for practicing critique today. RESUMO As elites simbólicas perpetuam as formas mais importantes de racismo, o que aponta a importância de nos dedicarmos à análise de como discursos racistas são construídos, com foco específico no discurso da elite branca e, neste trabalho, da branquitude soteropolitana conforme plasmada por estudantes da Universidade Federal da Bahia. Para tanto, reunimos dados, gerados na UFBA, oriundos de questionários abertos e grupo focal com estudantes de graduação. Nesta análise discursiva crítica, utilizamos recorte de uma pesquisa mais ampla, na qual (...) se investigou a percepção da branquitude por discentes autodeclarados/as brancos/as da UFBA. Nossa análise sugere que a percepção do privilégio branco, mesmo quando afirmada, é permeada de ideias que podem fundamentar práticas e/ou discursos racistas, e que a representação de mulheres negras ainda é calcada em estereótipos socialmente construídos numa sociedade fortemente racista como a nossa. ABSTRACT Symbolic elites perpetuate the most critical forms of racism, which points to the importance of the analysis of how racist discourses are constructed, with a specific focus on the white elite. In this paper, the focus is Bahia's capital whiteness as shaped by students at the Federal University of Bahia. For this, we gathered data, generated at UFBA, from open questionnaires and a focus group with undergraduate students. For this critical discursive analysis, we used a section of a broader research, in which the perception of whiteness by self-declared white students from UFBA was investigated. Our analysis suggests that the understanding of white privilege is permeated with ideas that can support racist practices and discourses, and that the representation of black women is still based on socially constructed stereotypes in an actively racist society such as ours. This paper studies the interaction between savagean uncertainty and time preferences. We introduce a variation of the discounted subjective expected utility model, where time preferences are state dependent. Before uncertainty is resolved, the individual is unsure about the discount factor that will be used, even when evaluating certain payoffs. The model can account for the present bias and diminishing impatience, even if the future is discounted geometrically. The present bias disappears when the immediate payoff becomes uncertain.
