The aim of this paper is to evaluate the extent of the practice of using informal payments for accessing the services of public clinics or hospitals across Europe and to explain the prevalence of this corrupt practice using the framework of institutional theory. To achieve this, a multi-level mixed-effect logistic regression on 25,744 interviews undertaken in 2020 with patients across 27 European Union countries is conducted. The finding is that the practice of making informal payments remains a prevalent practice, although (...) there are large disparities in the usage of this practice in different European countries. However, informal payments by patients are more likely when there is a lower institutional trust and a higher degree of asymmetry between formal and informal institutions. The resultant proposal is that policy makers need to address the institutional environment to tackle such informal payments. How this can be achieved is outlined. (shrink)

El presente artículo aborda la estrategia escritural de Daniela Catrileo. Se propone revisar la elaboración del concepto de piñen examinando la relación entre lenguaje y colonialidad, para, de ese modo, subrayar el potencial político y reivindicativo que comporta en la novela del mismo nombre, Piñen (2019). Dicha hipótesis articulará el ejercicio de lectura aquí propuesto, atendiendo principalmente las estrategias narrativas empleadas –servirse de un polilingüismo que rompe estructuras gramaticales– para descentrar el lenguaje de su determinismo colonial. Preterm discharge effects: Relationship between the maternal experience and newborn's psychobiological regulation The purpose of this study is to investigate how the past experiences of mothers and their potentially traumatic events during pregnancy may have influenced the processes of psychobiological self-regulation and cognitive development in a child born preterm. Eighty children who had a gestational age of < 32 weeks were examined at the 9th month of the corrected age. The mothers and children were divided in two groups: multipara mothers (...) and their children and the primipara mothers and their children. These children were examined on the basis of sleep disorders, nutritional problems and mental development. Perinatal data from clinical observations and data from standardized developmental tests were used to describe the differences. The children of primipara mothers who had unexpected preterm delivery presented major incidences of sleep disorders while the children of primipara mothers, who programmed preterm delivery, presented a major incidences of nutrition problems. The predictability of preterm delivery has a major influence on the capacity of newborns for self-regulation in the case of primipara mothers. (shrink)

Al mismo tiempo los jóvenes usan cada vez de forma más intensiva las TIC y en particular los servicios de la Web 2.0. Sin embargo, hay evidencia que el uso de las tecnologías desde una perspectiva didáctica y creativa no es habitual. La propuesta didáctico-pedagógica de Kelluwen busca articular el trabajo de aula con herramientas de la Web 2.0 a través del uso de Diseños (...) Didácticos Colaborativos para desarrollar competencias socio-comunicativas y contenidos disciplinares en los estudiantes. Este artículo sistematiza, expone y discute los resultados preliminares de una intervención educativa que ha consolidado una comunidad de estudiantes, profesores e investigadores centrada en construir, usar y compartir diseños didácticos colaborativos que utilizan la Web Social como espacio de mediación en el proceso de enseñanza y aprendizaje escolar. Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. An extensive literature has focused on the impact of new public management oriented structural changes on academics’ practice and identity. These critical studies have been resolute in concluding that NPM inevitably leads to a degeneration of academics’ ethos and values. Drawing from the moral philosophy of Alasdair MacIntyre, we argue that these previous analyses have overlooked the moral agency of the academics and their role in ‘moralizing’ and consequently shaping the ethical nature of their practices. The paper provides a new (...) theoretical understanding of NPM-oriented reforms in light of the virtue ethics approach, thereby directing the attention to the moral character and moral agency of academics. Our analysis of interviews collected in the business department of a Danish university provides an example of how individuals have divergent ethical understandings of these structural changes and enact/resist pre-defined social roles in different ways. While in some cases the NPM agenda of the institutions has triggered internal moral conflict and a crisis of moral character, in other cases the new logic resonates with academics’ values and evaluative standards. Partially departing from the theoretical ground of MacIntyre, we conclude that academics can play a crucial role in shaping the morality of NPM-oriented institutions and in transforming these settings into suitable contexts for the cultivation of virtues. Category theory is often treated as an algebraic foundation for mathematics, and the widely known algebraization of ZF set theory in terms of this discipline is referenced as “categorical set theory” or “set theory for category theory”. The method of algebraization used in this theory has not been formulated in terms of universal algebra so far. In current paper, a _universal algebraic_ method, i.e. one formulated in terms of universal algebra, is presented and used for algebraization of a ground mereological (...) system described as “quantitative” (QMS) and of the standard set theories built upon it. The QMS is algebraized by using abelian generalized groups (AGGs) generalizing both abelian groups and Boolean algebras. To algebraize set theory, the AGG are enriched with operators to produce _extensional algebras_ (EA) of Tarskian “Boolean algebras with operators” type. EAs explicate the intuition of set theory’ universes (of discourse). The axiomatic set theory presented in this paper, named _extension theory_, previously went through an intuitive phase of development during its use by the author in computer science projects, where it served as the basis for development of a foundational data science framework and an extensional model of natural languages also outlined here. The present article is devoted to a logical treatment of some fundamental concepts involved in responsibility attribution. We specify a theoretical framework based on a language of temporal deontic logic with agent-relative operators for deliberate causal contribution. The framework is endowed with a procedure to solve normative conflicts which arise from the assessment of different normative sources. We provide a characterization result for a basic system within this framework and illustrate how the concepts formalized can be put at work in (...) the analysis of examples of legal reasoning. La poesía de Rodrigo Lira está marcada por el uso del humor negro y la polifonía, tanto para referirse a la voz poética como a su contexto literario, cultural, social y político. Estas estrategias para la configuración de su identidad y posicionamiento discursivo, de carácter fragmentario, se utilizan para conjurar su sentido de despertenencia, soledad y culpa de ser.

El presente trabajo tiene por objeto delinear aquellos conceptos centrales de la narración en Walter Benjamin que se despliegan en las lecturas de los cuentos y relatos que forman parte del corpus central del movimiento jasídico. Para ello se analiza la concepción de la experiencia, el uso de las palabras y las alusiones del narrador en ese instante en que, a través del consejo, el maestro transmite sabiduría. El consejo no es una respuesta cerrada ni un saber exclusivo sobre los (...) aspectos metafísicos, sino que es –ante todo– la transmisión del aspecto de unificación del mundo, donde lo cotidiano devela su carácter inexplicable y lo trascendental –en un instante fugaz– se aproxima a la vida misma. Lo que narra el maestro jasídico sucede entre el cielo y la tierra, entre la vida práctica y la mística. La narración no abrevia: se despliega, da cuenta de lo inacabado, del requerimiento de la tarea del hombre en el mundo, de la labor paciente, insistente, del constructo de una artesanía que sólo la convicción –aquello más allá del mero y puro intelecto– y el amor a la letra del texto sagrado puede reavivar. Placing the analyses in an interdisciplinary manner, the present paper fallows to catch and value, form a moral-formative perspective, the interpretations of the ethical theories regarding the evolutions in a moral plan, in order to build a structural model of the morality development levels, with all the complex and dynamiccomponents that this one transmits. We have proposed that this should have as final purpose the transfer and focalization of this data over the significant space of forming the human being as (...) a moral, autonomous and responsible personality, by offering, we hope, in the terms in of efficiency, a rich space, a more complete and operational form about the levels of morality and moral education. The education in mostly very responsible for the step that defines the educated morality, of the community, of the society and a re-thinking, a restructuring and direction of the moral education on different levels is, we think, a way of responding to the challenges of today and tomorrow’s world. This article analyzes the autofigurative strategies of La travesía by Luisa Valenzuela in terms of the narratives of the self, the Argentine dictatorship and feminism. A correspondence is found between the disavowal of the voice, the structure of the autobiographical account and the portrait of the experience of the violence of the military regime and of gender. Initially, the novel is situated at the height of the narratives of the self that, with literary resources that are separated from the most (...) conservative autobiographical writings, denounce the impossibility of understanding the subject as univocal, while founding different approaches to the retelling of the experience. This location allows exploring the formal experiments that Valenzuela carries out around the autobiographical exercise and that highlight the crisis of the construction of memory and the exposure of contemporary subjectivity. In addition, it is shown how such strategies serve as a vehicle for reflection on feminism and dictatorship that permeate all of her work. For this, Valenzuela's notion of feminine writing is used, which puts the multiplicity of perspectives before the univocity of the autobiographical voice, the ambiguous before the precise, and the collective before the authoritarian. La travesía is, then, read as part of the works that come to the narration of the experience itself in a framework of the retelling of collective memory, with narrative games that point out the deictic futility of the self and the difficulty of recounting past time, without, therefore, abandoning the call for its reconstruction as a guarantee of non-repetition. In a number of recent philosophical works, the concept of ontography has been raised to involve a revaluation of figurative and visual thinking against logico-conceptual thinking— i. e. a revaluation of a philosophical practice that supplements or departs from the traditional site of philosophy, language. This paper investigates the ontographic dimensions of Charles S. Peirce’s diagrammatology by focusing on his system of »existential graphs« as ontography avant la lettre.

Leading philosophical models of curiosity represent it as a desiderative attitude whose content is a question, and which is satisfied by knowledge of the answer to that question. I argue that these models do not capture the distinctive character of a form of curiosity that I call 'erotic curiosity'. Erotic curiosity addresses itself not to a question but to an object whose significance for the inquirer is affective as well as epistemic. This form of curiosity is best understood by analogy (...) to erotic love as theorized by Plato in the Symposium. (shrink)

El trabajo explora la controversia entre las concepciones atomistas y holistas del razonamiento probatorio con el objeto de evaluar críticamente sus contribuciones desde la perspectiva de una teoría normativa de la justifi cación de la decisión judicial sobre los hechos. La autora reconoce a las aproximaciones holistas el mérito de haber iluminado la relevancia semántica de la integración de las proposiciones a probar en un relato global del caso y la relevancia justifi cativa de la integración explicativa entre cada una (...) de ellas y el conjunto de pruebas disponibles. In this book, Gobetti combines political theory with the history of political thought to question the conceptual conventions and tacit assumptions which surround the concepts of private and public. In seeking the foundations of the modern liberal conception of private and public, she traces it to modern Natural Law thinkers, in particular Locke and Hutcheson. By developing a revised interpretation of 17th century natural jurisprudence, which recognizes that every adult controls an individual or private domain, as well as engaging in (...) political, community or public interaction, Gobetti raises interesting questions about the politics of participation in modern society.
