La prévention du vieillissement est au cœur des politiques publiques de la santé. De nombreux dispositifs sont ainsi proposés aux différentes échelles de l’action publique afin de promouvoir le vieillissement réussi ou le vieillissement actif ou encore le bien vieillir. Dans les plans et programmes, trois piliers semblent se dégager au cœur des mesures préventives pour la santé des personnes âgées : la nutrition, l’activité sociale et la pratique des activités physiques et sportives (APS).Notre intérêt se porte sur la politique (...) de prévention de la vieillesse de manière générale ainsi que sur l’usage des APS comme outil privilégié de celle-ci et du maintien en bonne santé des personnes âgées. Ces deux axes permettent de questionner les temporalités de manière plurielle et de faire ressortir leurs articulations et leurs éventuels désajustements.Poser la question de la temporalité invite à questionner le temps long des transformations économiques, sociales ou scientifiques et les temps moyens ou courts des incitations des organisations internationales et des plans et programmes nationaux. De surcroît, en tant que politique préventive, la prévention du vieillissement a un rapport singulier à la temporalité en termes d’anticipation des risques. L’action publique doit ainsi articuler urgence et anticipation, se déployer dans le court terme en intégrant une projection d’un futur plus ou moins lointain. Enfin, les temporalités jouent aussi au niveau du public cible et des effets escomptés. Les plans reposent sur des transformations des conduites qui ont une portée temporelle très différente de celle des réformes et se confrontent aux parcours de vie des acteurs concernés inscrits dans un temps plus long et dans un temps subjectif. The first comprehensive analysis of the philosophical issues raised by the hijab controversy in France, this book also conducts a dialogue between contemporary Anglo-American and French political theory and defends a progressive republican solution to so-called multicultural conflicts in contemporary societies. It critically assesses the official republican philosophy of laïcité which purported to justify the 2004 ban on religious signs in schools. Laïcité is shown to encompass a comprehensive theory of republican citizenship, centered on three ideals: equality (secular neutrality of (...) the public sphere), liberty (individual autonomy and emancipation) and fraternity (civic loyalty to the community of citizens). Challenging official interpretations of laïcité, the book then puts forward a critical republicanism which does not support the hijab ban, yet upholds a revised interpretation of three central republican commitments: secularism, non-domination and civic solidarity. Thus, it articulates a version of secularism which squarely addresses the problem of status quo bias - the fact that Western societies are historically not neutral towards all religions. It also defends a vision of female emancipation which rejects the coercive paternalism inherent in the regulation of religious dress, yet does not leave individuals unaided in the face of religious and secular, patriarchal and ethnocentric domination. Finally, the book outlines a theory of immigrant integration which places the burden of civic integration on basic socio-political institutions, rather than on citizens themselves. Critical republicanism proposes an entirely new approach to the management of religious and cultural pluralism, centred on the pursuit of the progressive ideal of non-domination in existing, non-ideal societies. The recent wars in Iraq and Afghanistan have been characterized by the deployment of large private military forces, under contract with the US administration. The use of so-called private military corporations and, more generally, of mercenaries, has long attracted criticisms. This article argues that under certain conditions, there is nothing inherently objectionable about mercenarism. It begins by exposing a weakness in the most obvious justification for mercenarism, to wit, the justification from freedom of occupational choice. It then deploys a less (...) obvious, but stronger, argument – one that appeals to the importance of enabling just defensive killings. Finally, it rebuts five moral objections to mercenarism. At least since Athenian trade sanctions helped to spark the Peloponnesian War, economic coercion has been a prominent tool of foreign policy. In the modern era, sovereign states and multilateral institutions have imposed economic sanctions on dictatorial regimes or would-be nuclear powers as an alternative to waging war. They have conditioned offers of aid, loans, and debt relief on recipients’ willingness to implement market and governance reforms. Liberal societies conventionally treat religion as unique under the law, requiring both special protection and special containment. But recently this idea that religion requires a legal exception has come under fire from those who argue that religion is no different from any other conception of the good, and the state should treat all such conceptions according to principles of neutrality and equal liberty. Cécile Laborde agrees with much of this liberal egalitarian critique, but she argues that a simple analogy (...) between the good and religion misrepresents the complex relationships among religion, law, and the state. Religion serves as more than a statement of belief about what is true, or a code of moral and ethical conduct. It also refers to comprehensive ways of life, political theories of justice, modes of voluntary association, and vulnerable collective identities. Disaggregating religion into its various dimensions, as Laborde does, has two clear advantages. First, it shows greater respect for ethical and social pluralism by ensuring that whatever treatment religion receives from the law, it receives because of features that it shares with nonreligious beliefs, conceptions, and identities. Second, it dispenses with the Western, Christian-inflected conception of religion that liberal political theory relies on, especially in dealing with the issue of separation between religion and state. En Occident, Sartre a été le maître à penser d'une génération où les rapports avec le communisme se trouvaient au coeur des débats intellectuels et politiques. Or, si le philosophe a eu des relations souvent mauvaises avec le PCF, il a revendiqué ses liens avec l'URSS entre 1952 et 1968, malgré une pause provoquée par l'intervention militaire soviétique à Budapest. Sartre s'est même rendu onze fois en URSS, le plus souvent avec Simone de Beauvoir, et ces séjours, qui allaient de (...) quelques heures à plus d'un mois, sont au coeur de ce livre grâce aux rapports rédigés par les accompagnateurs soviétiques du couple. Le philosophe y rencontrait des auteurs officiels qu'il considérait parfois comme des amis et dont les parcours permettent de dresser les contours d'une histoire culturelle de l'URSS. Mais ces voyages et ces contacts s'inscrivaient aussi dans des pratiques établies par Moscou dès le début des années 1920 pour influencer, séduire et manipuler des Occidentaux. Le cas de Sartre est d'autant plus intéressant que le philosophe a créé et incarné la théorie de l'engagement : pour lui, chacun a la responsabilité de changer le monde et doit agir en ce sens ; chacun est responsable de ses actes et sera jugé sur ceux-ci. In his recent Rescuing Justice and Equality, G. A. Cohen mounts a sustained critique of coerced labour, against the background of a radical egalitarian conception of distributive justice. In this article, I argue that Cohenian egalitarians are committed to holding the talented under a moral duty to choose socially useful work for the sake of the less fortunate. As I also show, Cohen's arguments against coerced labour fail, particularly in the light of his commitment to coercive taxation. In the course (...) of defending those claims, I claim that Cohen's remarks on freedom of occupational choice and taxation exhibit partiality towards the interests of the better-off to the detriment of the less fortunate – a partiality which is in tension with his commitment to equality. The simplest and no doubt the most persistent of the ideas held on the relationship between society and power, from Menenius Agrippa to Auguste Comte, is that of an analogy between the social body and the human body. Both these men deduced that power is nothing other than the supreme regulating function of all functional activities, as harmoniously integrated in society as they are in human physiology. Ethnographic study often strengthened this organicist conception through description of the various social functions (...) as necessary or vital for the cohesion and the existence of primitive society. But historic societies provide a spectacle quite different from that of an integrated organism. In them social functions are not abstractions but are seen rather in the form of human groups whose relationships can scarcely be said to show an organic solidarity. Within these groups and working to set them against each other, powers have their own interests which they must protect against the inroads of ambitions. The permanence of certain functions (military, religious, and economic, for example) does not imply permanence in the structures which implement them or in the real or fictional power which accompanies them. Their meaning is ambivalent. Obviously, they contribute to the architecture of a society; they may have a latent content which is a disintegrating factor from the moment when their hierarchy no longer suits the changing stratifications of the social body. Today, the French word “syndicat” designates both an association of workers and a group of producers or business concerns. In the nineteenth century, it was identified with “associations of resistance” which the law called “workers’ coalitions” and which were associations of workers, de facto or de jure, formed to improve the lot of the working class by one means or another. In this study we shall consider such organizations exclusively.

A single powerful idea, that of progress, dominated the nineteenth century and became its main symbol—or so it seemed to Renan when he measured “the enormous strides that the science of man has made during the last one hundred years.” Since the waning of the Middle Ages, intellectual progress had gone hand in hand with the rejection of the appeal to authority. Francis Bacon had assigned to this kind of progress a practical goal, and Descartes had provided it with an (...) effective method. It seemed, therefore, that it was capable of going on, for some time at least, by additions to, and a systematic completion of, already existing knowledge. It is in such terms that Pascal described it in the preface to his Traité sur le vide, assimilating the development of mankind to that of “a single individual who lives forever and learns continually.” This picture, which became common to all later doctrines of progress, did not specify whether the human species would continue to progress indefinitely, as Condorcet said it would, or whether it would reach a state of old age and decrepitude and eventually become extinct, as Fourier imagined it. When reason, in the eighteenth century, ceased to be the gift of providence to the established political authorities, it became the property of all men, and the standard by which their conduct was to be judged. The progress of the intellect was thus socialized. In Turgot's words, “the entire mass of men is on the move to greater perfection, though a period of calm may alternate with one of agitation, and good with evil, and no matter how slow the movement may be.” This move took place against the background of an immovable nature, and as a result of the spread of enlightenment throughout society; and according to Turgot and his contemporaries, it could not be stopped by ancient institutions that stood in its way. The framework of nature was soon to be shaken when, at the turn of the century, the theories of Kant and Laplace divested the Newtonian order of its appearance of eternity, and when advances in geology and, finally, the transmutationist theories which culminated in Lamarck's Philosophie zoologique (1809), seemed to show that both inorganic. matter and living species were in the process of transformation. In biology, the criterion of progress was an increase in the specialization of the organism. It is this criterion which Saint-Simon wanted to apply to human societies, reminding us with satisfaction of what he owed to the anatomist Vicq d'Azyr. In the beginning of the nineteenth century, embryological discoveries seemed to show that the biological evolution of man was continuous with that of the lower animals. This gave rise to the idea of a continuous progress, and to the conviction that no valid reason could be found why progress should be confined to the present. The perfection of the individual (sketched tentatively by Condorcet) and the perfection of society found in Saint-Simon, and later on in Spencer, their systematic interpreters; and so did the idea that individual and society were to achieve, either spontaneously or by design, a dynamic equilibrium. Pascal's purely speculative picture was thus transformed into an organic theory of social evolution. (shrink)

Many believe that agent-centred considerations, unlike agent-neutral reasons, cannot show that victims have the right to kill their attackers in self-defence, let alone establish that rescuers have the right to come to their help. In this paper, I argue that the right to kill in self- or other-defence is best supported by a hybrid set of reasons. In particular, agent-centred considerations account for the plausible intuition that victims have a special stake, which other parties lack, in being to thwart the (...) attackers. That special stake plays an important part justifying victims' right to obtain help, and rescuers' right to give it. (shrink)

Whereas the majority view with regards to the understanding of human consciousness rests upon the metaphysical duality (the Cartesian mind/body dualism), the thought of the ‘thinker’, and descriptions from exclusively within the frame of reference of the scientific method; the purpose of this camp is to argue that the origin of such a metaphysical duality, the thought of the ‘thinker’ itself, and the scientific method itself (in which the ‘thinker’ is considered equivalent to God, and the thoughts of the ‘thinker’ (...) concerning consciousness are considered equivalent to Revelations) is the ‘movement’ of self reflection, which gives rise to the consciousness of “the Fall”; a consciousness composed of both the consciousness of the ‘thinker’ and the ‘unconscious’. Thus, the most significant duality is not the metaphysical duality at all, but the duality which occurs between the consciousness Created ‘by and in the image of God’ (Genesis 1:27)—referred to here as the “observing consciousness”; and the ‘fallen’ consciousness—previously referred as the ‘classical’ consciousness.
