This book examines the relationship between the educational activities of civil society and those of the state via three case studies in: vocational education, political education and educational markets. Winch argues that the narrower educational activities of the state cannot be understood independently of those that take place in civil society which consists of institutions such as families, churches, businesses, trade unions, charities and political associations.

The article is focused on some aspects of development adult learning and education policy in Ukraine from stakeholders` perspective, and active role of the Ukrainian civil society in this discourse. This was facilitated by conducting analytical research and further advocacy activities on the protection and representation of interests in Ukraine in 2018-2019. Adult learning and education following the change in UNESCO’s terminology from «adult education» to «adult learning and education» (abbreviated - ALE), is interpreted as a permanent activity (...) aimed at acquiring, recognizing and applying key skills. Acquisition of new skills, abilities and knowledge by adults usually occurs after they receive basic education and enter the labour market. In European practice, this covers formal, non-formal and informal forms of adult learning. Stakeholders were involved in the analytical re- search through a survey of experts; participation in a practical seminar on peer review workshop, which was held in the format of a progress meeting to present the Policy Research Report and discuss the preliminary results; virtual discussion of analytical documents. Usually, adult learning policy promotes social well-being and integration, employment and active civil participation. Ukraine lack of consolidate active state adult learning policy during the whole period of its independence since 1991. The problem-solving options proposed in the research and validated by stakeholders are presented in this article. Civil society is one of the most used - and abused - concepts in current political thinking. In this important collection of essays, the concept is subjected to rigorous analysis by an international team of contributors, all of whom seek to encourage the historical and comparative understanding of political thought. Education has been widely criticised as being too narrowly focused on skills, capacities and the transference of knowledge that can be used in the workplace. As a result of the dominance of economic rationalism and neo-liberalism, it has become commodified and marketed to potential customers. The aim of the article is to argue the thesis that, 25 years after the fall of communism, with the exception of former Yugoslavia, there has been and still is, a lack of „women’s movements“ in the post-communist countries. The author also proposes some explanations as to why there are dozens of women’s organizations but no women’s movements. In order to support her thesis, Raynova emphasizes the difference between “women’s movements”, “feminist movements” and “social movements”, and shows the weakness of (...) some current definitions. Instead of a definition, she indicates the conditions for a women’s movement, which are: (1.) women’s oppression and discrimination as a prevalent situation, which motivates a movement when that situation is perceived as intolerable; (2.) ideas and concrete strategies on how to proceed in order to change this situation; (3.) some kind of organization or leading personalities, able to coordinate and unite women in a mass movement and to ensure continuity of action until the goals of the movement are achieved; and (4.) large masses of women who are motivated and ready to fight resolutely for changing their situation. The provided analyses show that these conditions have not been always given, but that the persisting problems of women’s problems can be resolved only if women engage more actively in civil society so as to enforce their claims. External economic aid has played an important role in Northern Ireland’s peacebuilding process, particularly by funding community-based intervention projects.As a consequence of the Troubles, Northern Ireland suffered from severe socioeconomic inequality. These locally funded projects have fostered social cohesion by encouraging cross community interaction aimed at reducing violence and sectarianism. The NGO projects also promote social justice, reduce inequality, and provide the means to meet people’s basic human needs. The field research for this article was conducted during the summer of (...) 2010 and explores the perceptions of 120 civil society leaders and funding agency development officers on the effectiveness of the aid from the IFI and EU Peace III Fund in creating local social-economic NGOs to promote equity, equality, and social justice. The findings of this study reveal significant diversity in the respondents’ descriptions of the aids’s role in promoting equality, equity, and social justice as well as their expressed hopes and frustrations regarding its overall effectiveness. While Corporate Social Responsibility (CSR) is often seen to involve voluntary and deliberative approaches such as certification, governments have recently stepped into the picture through national legislation. France’s Law on Duty of Vigilance adopted in 2017 is a landmark case of such legislation. Years of voluntary CSR certification schemes led by Civil Society were replaced by a new philosophy of fighting for mandatory CSR controlled by a judge. We depict the change of mindset and the related change (...) of roles inside the coalition of Civil Society actors represents a Machiavellian Moment. The combination of collective civil society actors’ roles (namely nongovernmental organizations and labor unions) as Machiavellian _Virtue_ with disruptive events as Machiavellian _Fortuna_ made the law’s adoption possible. Based on this case study, we provide an analysis of civil society roles in the development of CSR-related legislation. (shrink)

The article attempts to trace the evolution of the concept of civil society. Drawing from the work of political philosophers from the classical period, the period of renaissance, scientific revolution, the period of Enlightenment in the 18th century, and ideologies from the Marxist and Gramscian discourses, the article demonstrates the shifts in the meaning and implications of the concept, its relations to public spaces, accountability, governance, normative ideals of state and the relationship between the state and its citizens. The article concludes its historical progression with the New Social Movements, wherein the civil society became synonymous with strategic action to construct 'an alternative social and world order’, a site for problem solving. Other contenders who put forth a renewed interest in the resurgence of civil society were the New Left, who assigned civil society a role to defend people’s democratic will in the face of state power, and the neoliberals who considered civil society as a site for subversion from authoritarian regimes. The article finally concludes with a call for urgent attention towards reclaiming the authority of the civil society in education scenario. (shrink)

Philosophy for Children (P4C) practice and its distinctive method of cultivating communities of philosophical inquiry model two main functions of democratic civil society. Civil society makes explicit the implicit agreement of communal membership and common belonging and mediates the diverse interests and values of community members. An essential principle of civil society that underlies these two functions is that its members possess intrinsic and political equality, fostering a unique space for civic engagement and (...) democratic will-formation. P4C programs enact these functions of civil society: as children encounter philosophical questions, speak their minds, listen to one another, disagree, and puzzle out the reasons for their disagreements, the main aim is that they engage in collaborative inquiry. I argue that free and open-access P4C programs at public libraries are microcosms of civil society in the serendipitous accidental coming together of strangers. These programs enact civil society insofar as they motivate and exercise civic virtues of collaboration and critical reflection by practicing community of inquiry through self-correcting dialogue. Law in Civil Society advances a new and comprehensive theory of how legal institutions should be reformed to uphold the property, family, and economic rights of individuals in civil society. In so doing, it offers a powerful challenge to the dominant legal theories and practices espoused by liberalism, positivism, natural law, and critical legal thought. Winfield argues against the prevailing assumptions of legal philosophers who dogmatically embrace formal or historical conceptions of law. True law, he contends, (...) must be constructed within the context of the different spheres of rights and ultimately can only exist within a civil society committed to self-determination and community. The concept of civil society, generally speaking, refers to a collective of free citizens who organize their common life in an autonomous and co‐operative way. To understand the different meanings and historical dynamic of the concept, three conceptions of it need to be distinguished, the oldest of which long pre‐dates the development of modern notions of ‘state’ and ‘society’. The Aristotelian idea of koinonia politike – translated into Latin as societas civilis – refers to a political community (...) of free and equal, virtuous citizens, bound together by a willingness to advance their common interest by means of political self‐rule in order to protect their liberty against both despotism and anarchy. Despite its historical distance from the two other, modern conceptions, this original one still poses a crucial question for any contemporary notion of civil society: what are the social understandings, forms of life and modes of action necessary for the establishment and preservation of political institutions that enable civic co‐operation and political autonomy? Various approaches to civil society research are considered. Two key problems caused by impact of post-modernism are discussed, that are: crises of identification with the society and problems of personal identity. A particular personality crisis that is specific for contemporary Russia is noticed. The crisis is caused by the combination of two factors. They are: social abandonment, atomization and loneliness and total relativism produced by expansion of post-modernism. The second factor influences the Western citizenship as well. That’s (...) why “re-emergence” of civil society is discussed in the Western world, though civil society institute has never died in the Western countries. Personality-oriented civil society is considered to be a prologue for re-emergence of the wholeness that seems to fall apart because of the loss of all universalistic values. The alliance between the heritage of the Russian thinker V. Rozanov and philosophical discourse by M. Foucault is tracked, the latter being a champion of personality-oriented civil society as opposed to “gregarious” politicallystructured one. Rozanov demonstrates his life to us as a process of a personality’s creative work which makes life experience a basis for the creation of universal values. Post-modernism represented by Fucault makes this experience as a basis in the process of the reflexive discourse-analysis this demonstrating his moving away from it. Both authors removed “interdict” from a number of so called "private themes" that had had ambiguous marginalized/sacral status in public discourse. The two thinkers transformed the problem of the “private discourse” into meta-language fit to conceive and describe the essence of the societal life and epoch as a whole. They drew attention to personality-oriented social communications and emergence of new types of societal communities. Both figures are ofa great importance for now-a-days discussions on civil society development in the epoch of a post-modernism. The fact that comparison of their views will contribute to better understanding of the controversies which are inherent in civil society is demonstrated. (shrink)

The article takes the first steps towards a general theory of civil society elites, a concept not fully developed in either elite or civil society research. This conceptual gap hampers academic and public understanding of the dynamics at the top of civil society. To address this, the authors rely on the theoretical framework of Pierre Bourdieu to build a theory of civil society elites as managers of civic capital. This role is illustrated (...) through examples from the differently institutionalised UK and Nordic civil societies. The first part of the article introduces the notion of civic capital and its emergence during the 19th century. The second part focuses on elite positions in civil society fields, demonstrating how civil society elites, as managers of civic capital, navigate between their constituents and other elite groups. These elites wield the power to consecrate social relations while misrecognising their own symbolic and economic gains. Recent scandals in the climate movement and UK and Nordic civil societies shed light on the symbolic aspects of the positions of civil society elites. This comprehensive analysis contributes to elite and civil society research and enriches public discussions about the role of civil society leaders in society. (shrink)

This paper will analyse Hegel's discussion of the relation between family and civil society on the basis of Marx's insight into the discrepancy between Hegel's explicitly logical structure of presentation based on �essential relationships� and his implicitly historical structure of presentation based on �external necessities�. It is intended neither to resolve the dispute between Hegel and Marx nor to apply Marx's critique to passages of the Philosophy of Right that he did not have occasion to discuss. It will attempt to illustrate the conflict between Hegel's characterization of civil society as a moment of ethical life emerging from the family in a non-contradictory manner, and his characterization of civil society's opposition to, and transformation of, the family. Andrew Arato and Jean Cohen's Populism and Civil Society: The Challenge to Democratic Constitutionalism is probably the most important contribution to the academic debate on populism in recent years. I will discuss two of the book's core contribution to the delete: (un-)civil society and constitutionalism.

Scholarship on Chinese civil society suffers from a weak theorization of the concept, in which civil society is generally defined as NGOs (non-governmental organizations) that exists in the third sector. This article examines the dimension between state and society known as ‘civil sphere’, a concept that is broader and more mysterious than the conventional notion of ‘civil society’. Civil sphere can be understood as a discursive structure that defines what is (...) class='Hi'>civil and what is uncivil in a society. Taking the Chinese intellectual debate between the New Lefts and the Liberals as an example, this article shows that in a society that is rapidly changing, the existence of such a public sphere represents a vital source of individual freedom. The twentieth-century Dutch philosopher Herman Dooyeweerd left behind an impressive canon of philosophical works and has continued to influence a scholarly community in Europe and North America, which has extended, critiqued, and applied his thought in many academic fields. The rise of global civil society as a new discourse in the last century, in the new century has been of concern. Western academic circles around the concept of global civil society, global civil society and the emergence and development of global civil society influence on the political realities and trends and other issues had extensive discussions and the formation of a different theoretical framework and research camp. While the Western world made (...) ​​a series of civil society, research results, but still insufficient to demonstrate the normative study, mainly confined to the liberal democratic framework of the inadequacies of the middle. China scholars have been from international relations, political science and political philosophy point of view about global civil society, but in general, the power of research in this area is still relatively weak, insufficient results, further research needs to be made. As a word rising from the late of last century, Global Civil Society is very attractable in the early new century. Western academy has initiated abroad discussion on the concept of GCS, the process of its formation and development, its impact on political realities and its future. In the discussion, theory analysis frames and theory camps have already come into being. Though a great achievements have been gotten, there are still some deficiencies lie in the Western studies, such as lacking of normative studies and main studies are limited in the frames of liberal democracy. In China some scholars have studied about GCS from the views of international relationship, political science and political philosophy. But as a whole, research force in the realm is still weak and the fruits are insufficient, deep discussion is needed. (shrink)

This paper examines how civil society actors in the EU utilize the political and legal opportunities provided by the EU’s fundamental rights policy to mobilize against discrimination, notably racism, and xenophobia. It emphasizes the multiple enabling roles that this policy provides to civil society associations engaged in judicial activism, political advocacy, and service delivery both at the EU and Member State levels, and assesses their effectiveness. It describes several factors that hinder the implementation of EU fundamental (...) rights policy and reviews the strategies of civil society to overcome them. It highlights the reluctance of parts of public opinion to combat ethnic prejudice, considers reactions against what at a time of crisis is perceived as a costly project of social regulation, and examines civil society responses. Antonio Gramsci was an Italian Marxist thinker whose radical ideas on how to build an alternative world from below remain vigorously relevant today. Gramsci’s philosophy of praxis critically dissects the institutions of modern liberal democracy to reveal what is perhaps its deepest secret: it is the most successful political system in modernity at preserving an objective condition of domination while transforming it into a subjective conviction of freedom. Based on a careful reading of Gramsci's The Prison Notebooks, Marco Fonseca (...) shows hegemony as more than leadership of elites over subaltern majorities based on "consent". Following Gramsci’s critique of citizenship, civil society and democracy, including the current project of neoliberal "democracy promotion" particularly in the Global South, he discloses a hidden process of hegemony that generates the preconditions for consent and, thus, successful domination. As the struggles from Zapatismo to Chavismo and from the Arab Springs to Spain’s Podemos show, liberation is not possible without counter-hegemony. This book will be of interest to activist scholars engaged in the study of Marxism, Gramsci, political philosophy, and contemporary debates about the renewal of Marxist thought and the relevance of revolution and Communism for the twenty-first century. It is claimed that Hegel denies the possibility of a modern epic and that his lectures on aesthetics demand the condemnation of all the art of his own time. I use the available student transcripts of his lectures on aesthetics, in conjunction with Lukács's views on the novel, to show that Hegel suggests that the novel might count as a modern epic and that it may perform a significant function in modern ethical life (Sittlichkeit) as presented in his own (...) class='Hi'>philosophy of right. While Hegel raises questions concerning the possibility of a modern epic, he also presents the novel with a task that Lukács's interpretation of Balzac's Illusions perdues shows the novel is able to fulfill. This becomes evident when we consider Hegel's remarks on the novel in connection with his theory of civil society. (shrink)

Calls to ?build civil society?, ?create active citizenship?, ?empower communities?, or ?widen political participation? are growing by the day. They are heard in academia, the private sector, among NGOs and increasingly in government. In short, the rhetoric of self?government, that ideal dear to republicans, is back on the political agenda. This time, however, it is increasingly tied to the category of civil society. Yet can the programme of ?more power to civil society? really achieve (...) democratic autonomy in the way that many neo?republicans want it to? This article pursues this question, first, by reconstructing an ideal?type model of republican civil society from the writings of Hannah Arendt and Vaclav Havel ? two influential theorists of self?organisation in civil society. Second, it asks, sceptically, where such a civil society will come from, whether it can be fully reconciled with modernity and how ? if at all ? it can meet the charge of voluntarism. These critical interrogations are followed by a further three, focusing on the problematic absence of the market in the republican account of civil society, its under?theorised ? even Utopian ? notion of power and, finally, its likely complicity in the ongoing exclusion of women from the public sphere. The article concludes by calling for a more ambitious, wide?ranging vision of republican autonomy than the narrow emphasis on civil society will allow. (shrink)

This essay explores social forces which contributed to regaining independence by the Polish people and sovereignty by the Polish state after 45 years of Soviet domination There were four major factors or forces of historical change: workers' resistance (big-industry working class); intellectual opposition (dissidents); grass-roots movement (families, households and their microeconmuc activity); and the Catholic Church (in the late phase of the Polish People's Republic). The preliminary thesis is that Poland succeeded in transcending communism and Soviet domination as quickly as (...) it did thanks to its civil society traditions. In particular, universities and their intellectual influence on the young generations of Poles helped nurture the political opposition Equally, the grass-roots movement of Polish family households undermined the unrealistic, strange system of national (planned) economy, which otherwise could have lasted much longer in Poland, as it did in all of Eastem Europe. The conclusion follows that the historically formed cultural capital of the Polish people was the decisive factor in the nation's liberation from totalitarian rule. (shrink)

For virtually all the major schools of Western opinion, the collapse of the Communist regimes in Eastern Europe and in the Soviet Union, between 1989 and 1991, represents a triumph of Western values, ideas, and institutions. If, for triumphal conservatives, the events of late 1989 encompassed an endorsement of “democratic capitalism” that augured “the end of history,” for liberal and social democrats they could be understood as the repudiation by the peoples of the former Soviet bloc of Marxism-Leninism in all (...) its varieties, and the reemergence of a humanist socialism that was free of Bolshevik deformation. The structure of political and economic institutions appropriate to the transition from post-Communism in the Soviet bloc to genuine civil society was, accordingly, modeled on Western exemplars—the example of Anglo-American democratic capitalism, of Swedish social democracy, or of the German social market economy— or on various modish Western academic conceptions, long abandoned in the Soviet and post-Soviet worlds, such as market socialism. No prominent school of thought in the West doubted that the dissolution of Communist power was part of a process of Westernization in which contemporary Western ideas and institutions could and would successfully be exported to the former Communist societies. None questioned the idea that, somewhere in the repertoire of Western theory and practice, there was a model for conducting the transition from the bankrupt institutions of socialist central planning, incorporated into the structure of a totalitarian state, to market institutions and a liberal democratic state. Least of all did anyone question the desirability, or the possibility, of reconstituting economic and political institutions on Western models, in most parts of the former Soviet bloc. (shrink)

The conference was originally to have run from Monday the 5th through midday on Saturday the 10th of October and to have included some twenty-three or more papers. But several of the announced participants did not appear. Among these was Shlomo Avineri, who was to have been special guest of honor and opening speaker, but who was prevented from participating, it was announced, by an imminent strike at the Hebrew University of Jerusalem. In actuality there were sixteen papers and twenty-three (...) participants in all. Because of the reduced number of papers it was decided on the 5th that we would meet formally beginning the next day and continue through Thursday the 8th, with Friday the 9th free and a possible general discussion on the morning of the 10th. A recurring theme in many places concerns the nurturing and maintenance of a civil society that is committed to justice, to human fulfilment and a community that actively pursues the good of all its members. The creation of a civil society where there is respect for persons and a concern for the good of others is an important social aim and though it is not the sole responsibility of educational institutions, they have a crucial role to (...) play in its development. It also evident that the creation of a civil society includes the family and the wider community and so in order to understand how a civil society is to be fostered, we need to understand relationality, a central concept in both the Western and Eastern understandings of human nature. If we reflect on contemporary education in both the East and the West, an important question to consider is the extent to which education measures up to developing in young people a sense of their responsibilities to one another, their families and to the wider community. In short the question of how well we are developing humane persons who are able to relate to one another and build a civil society. This article argues that there needs to be a rebalancing of the aims of education to include the development of those values and dispositions that will foster a civil society. (shrink)

This article investigates the impact of Locke's philosophy of language on his political thought. It argues that certain aspects of his linguistic theory have a devastating impact on his vision of civil society. There are three ways in which the Lockean commonwealth is threatened. First, Locke's belief in the sovereign and constitutive power of words impedes the toleration that he holds so dear. Second, his fear that men break the compacts that make language work throws into doubt (...) the possibility of the trust that generates and sustains political society. Third, his radical thesis of semantic instability undermines the foundations of community: sociability, the 'social contract' and culture. While Locke's politics might, in the light of this analysis, appear impossible, I end by suggesting that these tensions capture the ineliminably problematic character of political life. (shrink)

This is the first volume to systematically address his democratic theory. Including contributions from leading scholars such as Dick Howard, Ulrich Preuss, Hubertus Buchstein, Janos Kis, Uri (...) Ram, Leonardo Avritzer, Carlos de la Torre, and Nicolás Lynch, this book is organized around three major areas of Arato´s influence on contemporary political and social thought. The first section offers a comprehensive view of Arato’s scholarship from his early work on critical theory and Western Marxism to his current research on constitution-making and its application. The second section shifts its focus from the previous, comprehensive approach, to a much more specific one: Arato´s widespread influence on the study of civil society in democratization processes in Latin America. The third section includes a previously unpublished work, ‘A conceptual history of dictatorship (and its rivals,)’ one of the few systematic interrogations on the meaning of a political form of fundamental relevance in the contemporary world. In this contribution to contemporary political philosophy, Jensen aims to develop a model of civil society for deliberative democracy. In the course of developing the model, he also provides a thorough account of the meaning and use of "civil society" in contemporary scholarship as well as a critical review of rival models, including those found in the work of scholars such as John Rawls, Jurgen Habermas, Michael Walzer, Benjamin Barber, and Nancy Rosenblum. Jensen's own ideal (...) treats civil society as both the context in which citizens live out their comprehensive views of the good life as well as the context in which citizens learn to be good deliberative democrats. According to his idealization, groups of citizens in civil society are actively engaged in a grand conversation about the nature of the good life. Their commitment to this conversation grounds dispositions of epistemic humility, tolerance, curiosity, and moderation. Moreover, their regard for the grand conversation explains their interest in deliberative democracy and their regard for democratic virtues, principles, and practices. Jensen is not a naive utopian, however; he argues that this ideal must be realized in stages, that it faces a variety of barriers, and that it cannot be realized without luck. (shrink)

This dissertation examines the coherence and applicability of Whitehead's philosophy of organism insofar as that speculative scheme functions as a viable metaphysical basis for his philosophy of civilization. In short, what is offered is an inquiry concerning the metaphysical foundation of Whitehead's theory of civilized society. ;Overall, the metaphysical ground of civilized society is rooted in two tenets fundamental to Whitehead's philosophy: the paradigm of organism, exemplified in the becoming of an actual entity, and two, (...) the essentially social character of order, exemplified in the occurrences of natural events. Of the first, the primary ontological status of actual entities, each a self-creative process of many things in disjunction immanently related into one novel individual, sets the standard in terms of which all other existent things, human beings and civilized societies alike, are ultimately referent. Accordingly, the concepts of prehension and concrescence are most pertinent to the genesis and character of human experience, and thus to the advent of civilized society. The principle of creativity-one-many is likewise essential to the derivation of civilized society, inasmuch as the process of 'many' creatively united into 'one' is a universal archetype of Whitehead's philosophy, whether applied to cosmology or sociology. ;Equally fundamental to the metaphysical foundation of civilized society is Whitehead's conception of a composite organism, i.e., a "society" of actual entities, for it is upon this basis that the hierarchical social order of nature is established, and thereby the civilized order of human society. The occurrence of civilized society is, in this context, simply a highly specialized and unique form of social order made manifest by the impelling drive of creativity, actualized by way of the radical novelty of human mentality and the freedom of individual effort. Civilization is, as Whitehead so aptly puts it, an "adventure of ideas." So too, the question concerning the metaphysical status of civilized society, as an existent thing, as one or many, finds its resolution in conformity with the principles germane to the constitution of any such social organism. Contrary to the widespread opinion that in the Soviet period the Institute of Philosophy had been a mere citadel of ideological dogmatism, the author shows that even in the most oppressive periods of stagnation not only did the institute resist the imposition of this atmosphere, but it openly refused to take part in any campaign of condemnation or ideological reprisal against nonconformists, whether in philosophy, literature, economics, or politics. The reigning atmosphere in the institute at that time was (...) one of glasnost, open argument, and constructive discussion. And the mediator of such an environment was the institute's Communist Party chapter, which among other positive influences, provided the institute and its associates with real protection from Stalinism, hostility, and societal pressure. While in the country as a whole there had never been a civil society, the institute always possessed and actively displayed the key features of such an institution. The famous wall newspaper published at the institute was one sign of such its civic-social maturity. (shrink)

Behind only that of Bronislaw Malinowski, the influence of the Central European polymaths Ernest Gellner and Karl Polanyi on socio-cultural anthropology in the 20th century was profound. Gellner and Polanyi also influenced much wider swathes of scholarship. They belong to different generations and were raised in quite different settings in Prague and Budapest respectively. What these thinkers have in common is a philosophy of history which posits the industrial revolution in northwest Europe as a radical rupture in Weltgeschichte. Polanyi’s (...) ‘great transformation’, with its focus on the economy, corresponds to Gellner’s metaphor of the ‘big ditch’ and focus on a new polity. The cultural homogenization of the nation-state and the disembedding of the economy from society in the era of free trade are two sides of the same coin. This paper argues that these complementary models derive to a considerable degree from the scholars’ background on the margins of industrializing Europe, in the ruins of the Habsburg Empire. The polarization of the individual and the community that underlies much of the debate between individualists and communitarians is made possible in part by the literal vanishingof civil society—the domain whose middling terms mediate the stark opposition of state and private sectors and offer women and men a space for activity that is both voluntary and public. Modern democratic ideology and the reality of our political practices sometimesseem to yield only a choice between elephantine and paternalistic government or (...) a radically solipsistic and nearly anarchic private market sector—overnment gargantuanism or private greed. Americans do not much like either one. President Clinton's callfor national service draws us out of our selfishness without kindling any affection for government. Private markets service our avarice without causing us to like ourselves. The question of how America's decentralized and multi-vocal public can secure a coherentvoice in debates over public policy under the conditions precipitated by so hollow and disjunctive a dichotomy is perhaps the most important issue facing both the political theory and social science of democracy and the practice of democratic politics in America today. Two recent stories out of Washington suggest just how grave the situation has become. Health-care reform failed in a paroxysm of mutual recrimination highlighted by the successful campaign of the private sector against a presidential program that seemed to be widely misunderstood.
