The aim of this paper is to consider whether some seats in a democratically elected legislative assembly ought to be reserved for representatives of future generations. In order to examine this question, I will propose a new democratic model for representing posterity. It is argued that this model has several advantages compared with a model for the democratic representation of future people previously suggested by Andrew Dobson. Nevertheless, the democratic model that I propose confronts at least two difficult problems. First, (...) it faces insoluble problems of representative legitimacy. Second, one might question whether this model provides a reasonably effective way to represent future interests compared with existing representative democratic institutions. Despite such problems, it is argued that political representation of posterity can be defended on the basis of fundamental ideas and ideals in recent theory of deliberative democracy. The first reason for this is that in a number of cases democratic decisions cannot be regarded as normatively legitimate from the point of view of deliberative democracy, unless posterity is given a voice. The second reason is that representation of posterity can contribute to more rational and impartial deliberations and decisions in legislative assemblies. (shrink)

The way our decisions and actions can affect future generations is surrounded by uncertainty. This is evident in current discussions of environmental risks related to global climate change, biotechnology and the use and storage of nuclear energy. The aim of this paper is to consider more closely how uncertainty affects our moral responsibility to future generations, and to what extent moral agents can be held responsible for activities that inflict risks on future people. It is argued that our moral responsibility (...) to posterity is limited because our ability to foresee how present decisions and activities will affect future people is limited. The reason for this is primarily that we are in a situation of ignorance regarding the pace and direction of future scientific and technological development. This ignorance reduces our responsibility in a temporal dimension because in most areas it is impossible to predict the interests and resource needs of future generations. In one area, however, we have fairly reliable knowledge about future people. It is reasonable to assume that future human beings will have the same basic physiological (physical and biological) needs as we have. On this basis, it is argued that we can be held responsible for activities causing avoidable damage to critical resources that are necessary to provide for future physiological needs. Furthermore, it is suggested that it is prima facie immoral to impose risks upon future generations in cases where the following conditions are fulfilled: (1) the risk poses a threat to the ability of future generations to meet their physiological needs, and (2) the risk assessment is supported by scientifically based harm scenarios. The purpose of this paper is to consider whether it is permissible for a liberal democratic state to deny anti-liberal-democratic citizens and groups the right to run for parliament. My answer to this question is twofold. On the one hand, I will argue that it is, in principle, permissible for liberal democratic states to deny anti-liberal-democratic citizens and groups the right to run for parliament. On the other hand, I will argue that it is rarely wise (or prudent) for ripe (...) democracies to exclude anti-liberal-democrats from parliamentary elections. There are at least two reasons for this. The first is related to the inherent stability of just institutions. The second is that exclusion can lead to group polarization and enclave deliberation that can engender political extremism and impair processes of interpersonal and intrapersonal deliberation in liberal democracies. This paper considers a guardianship model for the legal representation of future generations. According to this model, national and international courts should be given the competence to appoint guardians for future generations, if agents who care about the welfare of posterity apply for the creation of a guardianship in relation to a dispute that can be resolved by the application of law. This reform would grant guardians of future people legal standing or locus standi before courts, that is, the right (...) to bring an action before a court of law for adjudication. Although the guardianship model faces several difficult theoretical and practical problems pertaining to the representation of different near and distant future generations, it is argued that this model – and certain other legal norms intended to protect future basic needs – can be justified on the basis of the principle of liberty. The purpose of this paper is to consider some aspects of the question of how difficult it should be to amend or change constitutional laws through formal amendment procedures. The point of departure of my discussion is an amendment procedure that has recently been suggested by the prominent legal and political philosopher Bruce Ackerman. He defends a three-step amendment procedure – where a re-elected president is authorised to propose amendments that must thereafter be approved first by a two-thirds majority of (...) the legislature, and then by a simple majority of the citizens at the next two presidential elections. I propose and defend an alternative amendment procedure that can be termed the four-step procedure. According to this procedure, the right to propose amendments is granted both to legislators and voters via citizen initiatives. Thereafter, the proposed amendments should be placed before the legislature, where they must be approved by a simple majority in two successive parliaments, and there must be an interval of no less than one year between the two votes. If passed by the legislative assembly, the amendment(s) should be approved by a simple majority of the electorate in a referendum. However, a submajority of the legislators (i.e. a one-third minority) should be empowered to require an additional referendum on the proposed amendment(s), and this final referendum should be held two years after the first popular vote. In order to assess the outlined amendment procedures, I primarily focus on the following factors or criteria of evaluation, which I group under three headings: (1) Central ideas and ideals in deliberative democratic theory and the fact of persistent disagreement in modern pluralist societies (this includes considerations of how well alternative amendment procedures deal with disagreement among citizens); (2) rule of law values, stability and flexibility; and (3) the value of checks and balances that can guard against the abuse of power (or more precisely, whether the amendment procedures under consideration provide adequate checks and balances between courts, political actors and citizens). We report on the experience of creating a socially networked system, the Research-oriented Social Environment , for representing knowledge in the form of relationships between people, documents, and groups. Developed as an intercampus, interdisciplinary project of the University of California, this work reflects on a collaboration between scholars in the humanities, software engineering, and information studies by providing an opportunity not only to synthesize different disciplinary perspectives, but also to interrogate and challenge the assumptions each brings to team-based design projects (...) in the digital humanities. This work examines socially networked knowledge as both content and methodology for collaboration, calling for further critique and future investigation of epistemological questions in models of social networks. The purpose of this paper is to consider the following question: To what extent is it permissible for a liberal democratic state to suppress the spread of illiberal ideas (including anti-democratic ideas)? I will discuss two approaches to this question. The first can be termed the clear and imminent danger approach, and the second the preventive approach. The clear and imminent danger approach implies that it is permissible for liberal states to suppress the spread of illiberal doctrines and ideas only (...) if they pose a clear and imminent danger to security and/or the stability of liberal democratic institutions. The preventive approach, which is the one that I will propose and defend, goes further than this: it implies that it can also be permissible for a liberal state to restrict the spread of illiberal doctrines and ideas in order to prevent certain extremist illiberal groups (which I will term offensive illiberal groups) from gaining increased popular and political support, and in order to prevent such groups from becoming significant and powerful political actors. However, the evaluation and choice of liberty-limiting suppressive measures should be guided and restricted by two principles or side-constraints: the significance principle and the least restrictive means principle. Purpose– The purpose of this paper is to attempt to investigate how Information and Communications Technology researchers in UK computing departments address ethics in their research. Whilst research and innovation in ICT has blossomed in the last two decades, the ethical, social and legal challenges they present have also increased. However, the increasing attention the technical development receives has not been replicated in the area of developing effective guidelines that can address the moral issues inherent in ICT research.Design/methodology/approach– This research (...) is qualitative and made use of interviews. The data analysis was done with dialectical hermeneutics. Through a dialectical hermeneutic process, this research unpacks different understandings of relevance attached to ethics reviews of ICT research in UK computing departments.Findings– The findings include that ethics reviews are relevant because; it is a moral duty, it improves trust for researchers, it is part of risk assessment, it is in compliance with the law and it is a sustainable act.Practical implications– These various understandings illustrate an important dialectic process on the current state of the art in ICT research.Social implications– It asks to what degree the currently dominant model of ethics review based on biomedical ethics is optimal to ICT.Originality/value– It proposes a framework that can effectively help researchers and administrators to ensure responsible research and innovation in ICT. Finally, it identifies that ICT researchers would benefit from the developing repertoire of responsible research innovation. (shrink)

The general notion of the development of productive forces is, according to the materialist understanding of history, the point of departure for the solution of numerous concrete problems in Marxist-Leninist social theory and current revolutionary practice. It offers decisive arguments for the critique of Right and "Left" revisionism and reformism. In the course of the disputes that have recently begun in the Marxist economic and philosophical literature with regard to the basic questions involved in this problem, substantial gaps are found (...) specifically in the development of general theory. What is the internal contradiction moving within the forces of production; in what lies the distinction between their existence and essence, essence and appearance? A correct understanding of the processes involved in the resolution of this contradiction in real life, in revolutionary practice, depends upon attaining the utmost clarity with regard to these questions. The purpose of this article is to consider the question of whether democratic legitimacy requires viewpoint neutrality with regard to political speech – including extremist political speech, such as hate speech. The starting point of my discussion is Jeremy Waldron’s negative answer to this question. He argues that it is permissible for liberal democracies to ban certain extremist viewpoints – such as vituperative hate speech – because such viewpoint-based restrictions protect the dignity of persons and a social and moral environment (...) of mutual respect. According to Waldron, well-drafted narrow hate speech bans are not democratically illegitimate, and they do not undermine systemic democratic legitimacy – that is, the legitimacy of a democratic political system. In contrast to Waldron, I will argue that democratic legitimacy requires viewpoint neutrality to respect persons as thinking agents. I will defend a civil libertarian doctrine of viewpoint neutrality, and this doctrine requires that citizens in liberal democracies ought to have a legal free speech right to do moral wrong – that is, a legal right to express and defend any political viewpoint or idea, even if it is morally wrong to express, or expose others to, such views. It will be argued that any viewpoint-based restriction on public discourse (including narrow hate speech bans) is democratically illegitimate, and that such restrictions undermine systemic democratic legitimacy. The purpose of this paper is to propose and consider a new constitutional provision that can contribute to the protection of the vital needs of future generations. The proposal I wish to elaborate can be termed the posterity provision, and it has both substantive and procedural elements. The aim of this constitutional provision is twofold. The first is to encourage state authorities to make more future‐oriented deliberations and decisions. The second is to create more public awareness and improve the process (...) of public deliberation about issues affecting near and remote future generations. It is argued that a good case can be made for the proposed reforms compared with alternative substantive constitutional environmental provisions found in existing constitutions and in the literature on legal and political theory. The main reason for this is that the proposed law constitutes a better and more adequate basis for judicial enforcement than the alternatives, which tend to be very vague or unclear. In this connection, I contend that there are both epistemological and moral reasons for introducing constitutional provisions that focus on the protection of critical natural resources essential for meeting the basic physiological needs of future people. It is also argued that the posterity provision can be defended on the basis of central ideas and ideals in recent theory of deliberative democracy. (shrink)

The focus of this paper is to evaluate the impact of urban expansion on landuse types of Akure for the period of 1972 to 2009. In analyzing the u rban expansion of the cit y, 1972 MSS, 1986 Landsat Thematic TM and Landsat Enhanced Thematic Mapper Plus images for 2002 and 2009 satellite image captured from googleearth website (...) were used in a post classification comparison analysis to map the spatial dynamics of landuse / land cover changes and identify the urban expansion of Akure. Questionnaire was also used to determine the factors responsible for the expansion of Akure. The findings showed a rapid expansion in the built-up are a of Akure from 1.00% in 1972 to 2.46% in 1986, 2.46% in1986 to 3.90% in 2002 with an annual growth rate of 10.63% and 3.66% due to increasing population of Akure within these periods respectively. Prediction made showed that the built-up of A kure would expand to 2.66 % in 2022. Th e study recommends review of the outdated 1980 master plan and development control mechanism that will guide the rapid expansion that had been accompanied by loss of vegetation in Akure. (shrink)

The purpose of this chapter is to consider the question of whether respect for persons requires toleration of the expression of any extremist political or religious viewpoint within public discourse. The starting point of my discussion is Steven Heyman and Jonathan Quong’s interesting defences of a negative answer to this question. They argue that respect for persons requires that liberal democracies should not tolerate the public expression of extremist speech that can be regarded as recognition-denying or respect-denying speech – that (...) is, speech or other expressive conduct that expresses viewpoints that explicitly reject that all persons should be regarded and treated as free and equal persons or citizens. According to Heyman and Quong, recognition-denying speech falls outside the scope of the right to participate in public discourse (i.e. what it is a right to). In contrast to Heyman and Quong, one can argue that a strong case can be made for viewpoint neutrality on the basis of what can be called a libertarian or Nozickean status-based theory of rights. According to this theory, toleration in a liberal democracy requires respect for the status of persons as thinking agents, and respect for thinking agents and their sovereignty over their own mind requires viewpoint neutrality – that is, a basic right to participate in public discourse as speakers and listeners free from state-imposed viewpoint-based restrictions. All persons should have a basic right to express, hear and consider any viewpoint within public discourse. This doctrine of viewpoint neutrality requires that citizens in liberal democracies ought to have a legal free speech right to do moral wrong – that is, a legal right to express and defend any viewpoint within public discourse, even if it is morally wrong to express, or expose others to, such views. Expertise in Chinese character recognition is marked by reduced holistic processing, which depends mainly on writing rather than reading experience. Here we show that, while simplified and traditional Chinese readers demonstrated a similar level of HP when processing characters shared between the simplified and traditional scripts, simplified Chinese readers were less holistic than traditional Chinese readers in perceiving simplified characters; this effect depended mainly on their writing rather than reading performance. However, the two groups did not differ in HP of (...) traditional characters, regardless of their difference in reading and writing performances. Our image analysis showed high visual similarity between the two character types, with a larger variance among simplified characters; this may allow simplified Chinese readers to interpolate and generalize their skills to traditional characters. Thus, transfer of perceptual expertise may be constrained by both the similarity in feature and the difference in exemplar variance between the categories. (shrink)

Advances in neuroscience and other disciplines are producing large-scale brain data consisting of datasets from multiple organisms, disciplines, and jurisdictions in different formats. However, due to the lack of an international data governance framework brain data is currently being produced under various contextual ethical and legal principles which may influence key stakeholders involved in the generation, collection, processing and sharing of brain data thereby raising ethical and legal challenges. In addition, despite the demand for a brain data governance framework that (...) accounts for culture, there is a gap in empirical research and actions to understand how key stakeholders around the world view these issues using neuroscientists who are affected by these ethical and legal principles. Therefore, using the research question how do ethical and legal principles influence data governance in neuroscience? we attempt to understand the perceptions of key actors on the principles, issues and concerns that can arise from brain data research. We carried out interviews with 21 leading international neuroscientists. The analytical insights revealed key ethical and legal principles, areas of convergence, visibility, and the contextual issues and concerns that arise in brain data research around these principles. These issues and concerns circulate around intimately connected areas which include ethics, human rights, regulations, policies and guidelines, and participatory governance. Also, key contextual insights around animal research and ethics were identified. The research identifies key principles, issues, and concerns that need to be addressed in advancing the development of a framework for global brain data governance. By presenting contextual insights from neuroscientists across regions, the study contributes to informing discussions and shaping policies aimed at promoting responsible and ethical practices in brain data research. The research answers the call for a cross cultural study of global brain data governance and the results of the study will assist in understanding the issues and concerns that arise in brain data governance. This paper examines the impact and implications of ChatGPT and other generative AI technologies within the African context while looking at the ethical benefits and concerns that are particularly pertinent to the continent. Through a robust analysis of ChatGPT and other generative AI systems using established approaches for analysing the ethics of emerging technologies, this paper provides unique ethical benefits and concerns for these systems in the African context. This analysis combined approaches such as anticipatory technology ethics (ATE), ethical impact (...) assessment (EIA), and ethical issues of emerging ICT applications with AI (ETICA) with specific issues from the literature. The findings show that ChatGPT and other generative AI systems raise unique ethical concerns such as bias, intergenerational justice, exploitation of labour and cultural diversity in Africa but also have significant ethical benefits. These ethical concerns and benefits are considered crucial in shaping the design and deployment of ChatGPT and similar technologies responsibly. It further explores the potential applications of ChatGPT in critical domain areas such as education, agriculture, and healthcare, thereby demonstrating the transformative possibilities that these technologies can have on Africa. This paper underscores the critical role of AI governance as Africa increasingly adopts ChatGPT and similar AI systems. It argues that a comprehensive understanding of AI governance is essential not only for maximising the benefits of generative AI systems but also for facilitating a global dialogue. This dialogue aims to foster shared knowledge and insights between the Global North and the Global South, which is important for the development and creation of inclusive and equitable AI policies and practices that can be beneficial for all regions. The political concern of the Church towards an authentic political development of man and society has always been expressed by the Church. One of the means of doing this is the teaching Magisterium of the Roman Pontiffs begun with the Encyclical Rerum novarurn of Leo XIII. John Paul II had called for reforms of political institutions in the world in his Sollicitudo rei socialis. The political situation in Africa is one of great concern, characterised by dictatorial military regimes. Even the (...) democratically elected Governments turned out to be corrupt and are be-devilled with bad governance. This work focuses on the pronouncements indicated in the Pastoral Communiques of the Bishops under the aegis of SECAM in imitation of the Roman Pontiffs to advance the Social Teaching of the Church in the era of globalisation. In agreement with the tradition of the Roman Pontiffs and the Social Teaching of the Church, the thesis draws attention to ways of ameliorating the deteriorating political situation in Africa. The Bishops condemned corrupt regimes and offered solutions for a better political future for Africa. This book finally indicates much of the way forward for Africa. (shrink)

Purpose Digital contact tracing technologies are critical to the fight against COVID-19 in many countries including the UK. However, a number of ethical, legal and socio-economic concerns that can affect uptake of the app have been raised. The purpose of this research is to explore the perceptions of the UK digital contact tracing app in the Black, Asian and Minority Ethnic community in Leicester and how this can affect its deployment and implementation. Design/methodology/approach Data was collected through virtual focus groups (...) in Leicester, UK. A total of 28 participants were recruited for the study. All participants are members of the BAME community, and data was thematically analysed with NVivo 11. Findings A majority of the participants were unwilling to download and use the app owing to legal and ethical concerns. A minority were willing to use the app based on the need to protect public health. There was a general understanding that lack of uptake will negatively affect the fight against COVID-19 in BAME communities and an acknowledgement of the need for the government to rebuild trust through transparency and development of regulatory safeguards to enhance privacy and prevent misuse. Originality/value To the best of the authors’ knowledge, the research makes original contributions being the first robust study conducted to explore perceptions of marginalised communities, particularly BAME which may be adversely impacted by the deployment of the app. By exploring community-based perceptions, this study further contributes to the emerging citizens’ perceptions on digital contact tracing which is crucial to the effectiveness and the development of an efficient, community-specific response to public attitudes towards the app. The findings can also help the development of responsible innovation approaches that balances the competing interests of digital health interventions with the needs and expectations of the BAME community in the UK.
