Several countries maintain universal health coverage, which implies responsibility to organize delivery formats of healthcare services and products for citizens. In Brazil, the health system has a principle of universal access for more than 30 years, but many deficiencies remain and the country observes a day practice for those seeking judicial decisions to determine provision of healthcare.

Este trabalho propõe refletir sobre como o heteropessimismo não necessariamente produz uma solução para a crise da heterossexualidade, mas aponta seus pontos conflituosos e ensaia alternativas de existências dissidentes, fora da heterossexualidade. Para tal, serão desenvolvidas noções de heteropessimismo ou heterofatalismo, heteronormatividade, performances da masculinidade e da feminilidade, a (...) partir de um recorte dos Estudos Críticos da Heterossexualidade. Para pensar esses elementos, será analisada a série britânica Fleabag tanto em seus modos de endereçamento, como também na recepção dela, tornando-se uma das principais referências contemporâneas na cultura pop da tragédia feminina nas relações afetivo-sexuais. This article aims to present four case studies of the different responses to governmental measures to fight the COVID-19 pandemic by supreme and constitutional courts, especially in cases of jurisdictions that have been facing democratic erosion. The spread of the COVID-19 pandemic demanded immediate public policies and other political decisions from the branches of government. Executive authorities were the main actors in effecting constitutional public health norms. The expectation was that they will abide by the rule of law in fulfilling (...) their duties; that has not been the case under governments that promoted democratic erosion. The different contexts of the threats posed to the constitutional democracies led populist and illiberal leaders to opportunistically either try to—and then be contained by courts—or effectively consolidate the expansion of powers under the conditions of the pandemic. Concentrating on four jurisdictions (the USA, Hungary, El Salvador, and Brazil), the article demonstrates that courts can effectively work as bulwarks against waves of democratic erosion, especially in situations of stress, as it was the case in the global COVID-19 pandemic. This hypothesis is also proven by episodes in which courts did not sufficiently operate to curb illiberalism because they were already captured. The analyses enable classifying the court’s responses to the COVID-19 executive measures in a threefold pattern: deferential, restrictive, and of forced capitulation. (shrink)

We aimed to characterize the age of onset of training, age at menarche, menstrual periodicity, and performance perception during the menstrual cycle and examined the impact of these reproductive variables on body composition, morphology, and body weight satisfaction in Brazilian elite futsal players. The study consisted of 115 female Brazilian elite futsal players from the top national teams. Data were collected during the twentieth Women’s Brazil Futsal Cup. Players were interviewed and self-reported their age of onset of training, age at (...) menarche, menstrual periodicity, and the menstrual period, where they performed best. We also asked for what they considered to be their ideal body weight as well as information related to their training. Subsequently, anthropometric measurements were performed to estimate the body composition and determine morphological characteristics. Fifty-nine players were postmenarche-trained and 52 were premenarche-trained. Eighteen, 65, and 28 were classified as early, normal, and late menarche, respectively. Only 11 and 1 had irregular menstrual cycles and were amenorrheic, respectively. Seventy-three, 23, and 9 reported that their game performance was the best at the follicular phase, menses, and luteal phase of the menstrual cycle, respectively. No associations between the four reproductive-related variables were found. Postmenarche-trained players had significant lower age at menarche and higher percentage body fat. The somatotype profile registered lower ectomorphy rate for the postmenarche-trained participants after controlling for covariates. Early menarche group presented higher sum of six skinfold thickness and endomorphy rate compared to normal and late menarche groups. No differences were found when menstrual periodicity groups and best performance groups were compared, except for higher femur width in the regular menstrual cycle group compared to the irregular one. The association between body weight satisfaction and the four reproductive-related variables were not observed. Premenarche-trained Brazilian elite futsal players had the menarche later than the postmenarche-trained athletes. Most of the participants had menarche age classified as “normal,” presented “regular” menstrual cycles and perceived to perform better during the follicular phase of the menstrual cycle. (shrink)

Our visual system can process information at both conscious and unconscious levels. Understanding the factors that control whether a stimulus reaches our awareness, and the fate of those stimuli that remain at an unconscious level, are the major challenges of brain science in the new millennium. Since its publication in 1984, Visual Masking has established itself as a classic text in the field of cognitive psychology. In the years since, there have been considerable advances in the cognitive neurosciences, and a (...) growth of interest in the topic of consciousness, and the time is ripe for a new edition of this text. Where most current approaches to the study of visual consciousness adopt a 'steady-state' view, the approach presented in this book explores its dynamic properties. This new edition uses the technique of visual masking to explore temporal aspects of conscious and unconscious processes down to a resolution in the millisecond range. The 'time slices' through conscious and unconscious vision revealed by the visual masking technique can shed light on both normal and abnormal operations in the brain. The main focus of this book is on the microgenesis of visual form and pattern perception - microgenesis referring to the processes occurring in the visual system from the time of stimulus presentation on the retinae to the time, a few hundred milliseconds later, of its registration at conscious or unconscious perceptual and behavioural levels. BackgroundNational Ethics Committees (NECs) offer important oversight and guidance functions and facilitate public debate on bioethical issues. In an increasingly globalized world where technological advances, multi-national research collaborations, and pandemics are creating ethical dilemmas that transcend national borders, coordination and the joining of efforts among NECs are key. The purpose of this study is to take stock of the current NEC landscape, their varying roles and missions, and the range of bioethical topics on which they deliberated since their inception.MethodsData on (...) the availability, functions, and ethical deliberations (publications) of NECs globally were gathered through a systematic search of NEC websites and through contacts known to the authors. The search was conducted in English, French, and Spanish. The data abstraction was done in Excel and included the NEC’s country, region, functions, and deliberations on bioethical issues. Deliberation topics were classified into thematic categories through an iterative process of regrouping to arrive at the main set of themes.Results124 NECs in 100 countries were identified. 44% of the NECs are in Europe and 47% are in high-income countries. Out of the 1108 retrieved publications, 40% were on bioethics in the context of research, followed by the clinic (28%) and public health issues (22%). The top five topics of these publications were: research ethics (124; 9%), genetics and genomics (62; 6%), organ transplantation (58; 5%), assisted reproductive technology (49; 4%), and end of life (36; 3%).ConclusionOur study makes an important contribution to understanding the current interests and functions of NECs and the range of their bioethics deliberations. By making the data publicly available through this publication, it allows users to conduct tailored analyses and queries based on their interests, and to seek and strengthen collaboration and exchange. It also makes the case for the fruitfulness of developing and maintaining a global repository of current and new deliberations to more effectively advance this field for the greater good of humanity, research, and public health. Educational policy and social sciences researchers have been studying dishonest behaviors among students for a long time. In this bibliometric study we examine the extant literature on academic dishonesty until 2017. We also analyze the specific case of the literature on plagiarism since it is arguably one of the most common academic dishonest behavior. We aim at identifying the intellectual structure of the field of academic dishonesty and plagiarism. Results show that Donald L. McCabe and Richard L. Marsh appear as (...) the most productive authors. Furthermore, Whitley, 235–274, 1998) “Factors associated with cheating among college students: A review”, and Pennycook, 201–230, 1996), entitled “Borrowing others’ words: Text, ownership, memory, and plagiarism” are the most cited publications on academic dishonesty and on plagiarism, respectively. Additionally, a strong connection between the McCabe and Treviño articles emerged from the co-citation analysis on academic dishonesty, and also a strong relationship between Pennycook, 201–230, 1996) and Pecorari, 317–345, 2003), suggesting that these articles are strongly connected. Results suggest that these are the most influential authors and articles of the field. (shrink)

Under what conditions may adults irreversibly modify a child's body because they think the change is in her best interest? Certainly, parents who opt for female genital cutting or for surgical reduction of an enlarged clitoris in a girl with congenital (...) adrenal hyperplasia want to make choices that will contribute to their child's potential happiness. If cutting in Africa—or mitigating CAH symptoms here—upholds a girl's gender identity, which will translate into a fulfilled life as an adult, some argue that a parent's refusal to abide by social prescriptions does the child a serious disservice. The main purpose of this paper is the formulation of a hypothesis about the internal link between the laughing and the thinking of Being, offering some guidelines for a systematic treatment of the issue of the comical in Heidegger's work. I conclude the paper with a remark on the relation between the comical, the tragic and the thinking, having Heidegger's interpretation of Heraclitus as a starting point.

The main objective of Micheal Sandel’s Liberalism and the Limits of Justice was to attack the concept of deontology, as formulated by John Rawls. In this article, I argue that Sandel interpreted the concept of deontology in a misleading way. There is a difference between how Rawls defined this concept and how it was interpreted by Sandel. Given this, the first part of this article will analyze the way Sandel interpreted the Rawlsian concept of deontology. The second part presents an (...) assessment of the clash between the two authors in light of the differences in the way both of them understood the meaning of deontology in political liberalism. I argue that dialetheists have a problem with the concept of logical consequence. The upshot of this problem is that dialetheists must appeal to a hierarchy of concepts of logical consequence. Since this hierarchy is akin to those invoked by more orthodox resolutions of the semantic paradoxes, its emergence would appear to seriously undermine the dialetheic treatments of these paradoxes. And since these are central to the case for dialetheism, this would represent a significant blow to the position itself.

Collecting, comparing, and computing molecular sequences are among the most prevalent practices in contemporary biological research. They represent a specific way of producing knowledge. This paper explores the historical development of these practices, focusing on the work of Margaret O. Dayhoff, Richard V. Eck, and Robert S. Ledley, who produced the first computer-based collection of protein sequences, published in book format in 1965 as the Atlas of Protein Sequence and Structure. While these practices are generally associated with the rise of (...) molecular evolution in the 1960s, this paper shows that they grew out of research agendas from the previous decade, including the biochemical investigation of the relations between the structures and function of proteins and the theoretical attempt to decipher the genetic code. It also shows how computers became essential for the handling and analysis of sequence data. Finally, this paper reflects on the relationships between experimenting and collecting as two distinct “ways of knowing” that were essential for the transformation of the life sciences in the twentieth century. Are there ‘self-referential’ propositions? That is, propositions that say of themselves that they have a certain property, such as that of being false. There can seem reason to doubt that there are. At the same time, there are a number of reasons why it matters. For suppose that there are indeed no such propositions. One might then hope that while paradoxes such as the Liar show that many plausible principles about sentences must be given up, no such fate will befall (...) principles about propositions. But the existence of self-referential propositions would dash such hopes. Further, the existence of such propositions would also seem to challenge the widespread claim that Liar sentences fail to express propositions. The aim of this paper is thus to settle the question–at least given an assumption. In particular, I argue that if propositions are structured, then self-referential propositions exist. (shrink)

Background: Lay persons’ judgements of the acceptability of the not uncommon practice of ending the life of a damaged neonate have not been studied. Methods: A convenience sample of 1635 lay people in France rated how acceptable it would be for a physician to end a neonate’s life—by withholding care, withdrawing care, or active euthanasia—in 54 scenarios in which the neonate was diagnosed either with perinatal asphyxia or a genetic abnormality. The scenarios were all combinations of four factors: three levels (...) of maturity or immaturity, three levels of severity of the health problem, three levels of parents’ preference concerning prolonging care and two levels of decision-making (with or without consulting the other caregivers). Analyses: Analyses of variance of the participants’ responses were performed to determine the importance of each factor; the interactions among factors, with methods of ending life and with other patient characteristics; and the differences between asphyxia and genetic abnormality. A cluster analysis was performed to look for groups with different patterns of responses. Results: Lay people assigned most importance to the parents’ request and to the severity of the problem. Except for a small group (12%) always opposed to ending life, they used a simple additive-type rule in integrating the information. Implications: Most of this sample of French lay people are not categorically for or against ending the life of a damaged neonate, but judge its degree of acceptability by adding up those factors that seem most salient to them. The ‘political circle’ is reconstituted and thus also the reasons why a ‘transparent’ or ‘rational'political speech act destroys the very conditions of group formation.

Para este artigo, propomos enfrentar esta questão considerando o contexto brasileiro. Refletir sobre a cultura é sempre difícil em função de sua enorme abrangência, temporal e temática e, por isso, propomos como delimitação, recuperar a visão que estratos da intelectualidade brasileira apresentaram sobre as camadas populares ao (...) longo de nossa história republicana, definindo como recorte cronológico o período de 1920-2000. Ao percorrer este cenário, propomos identificar o conceito de cultura prevalecente em cada período e como este afetou o olhar da intelectualidade sobre a produção cultural popular. (shrink)

Formative intervention methodologies, such as the Change Laboratory, are increasingly being used in work environments. However, the learning process entailed in the application of these methodologies has received insufficient attention and may be facilitated through the use of learning platforms. We examined the development of learning and training strategies for implementing formative interventions, drawing on the experiences of a research group focusing on workers’ health. Information obtained from individuals involved in CL formative activities was analyzed and interpreted using Cultural-Historical Activity (...) Theory and the theory of expansive learning. The process of learning to implement formative interventions unfolded gradually, beginning with the interventionists’ initial exposure to abstract concepts that they subsequently internalized via various mediations and applied in concrete situations. Four key interventionist training strategies used to foster collective learning were identified: promoting dialogues and exchange of experiences, creating environments for continuous learning and permanent discussion, creating spaces for experimentation and the practical application of concepts, and the use of the double stimulation method during training programs. We propose a new class of multiple contraction operations — the system of spheres-based multiple contractions — which are a generalization of Grove’s system of spheres-based (singleton) contractions to the case of contractions by (possibly non-singleton) sets of sentences. Furthermore, we show that this new class of functions is a subclass of the class of the partial meet multiple contractions.

Its professed mission is rather unique: to teach about religions and religious life in the world, and to provide instructive experiences about the variety of the world's religious expressions as (...) a basis for mutual understanding, peace, and love among peoples of the world. The vision for the museum as a place that will foster religious learning, interreligious dialogue, and cooperation was developed by its founder, the Venerable Dharma Master Hsin Tao. He conceived the museum as an educational institution that will "explore the fundamental values that are at the roots of all religions." The mission of the museum—"to encourage respect, tolerance and love by fostering dialogue among people of all faiths and backgrounds as we work together to create greater understanding and peaceful interaction in the New Millennium"—has attracted widespread support among his disciples in Taiwan and overseas, whose contributions have made the museum project possible. The Content of the Museum of World Religions The goal in the content development and design of the museum has been twofold: (1) to create an institution of learning in which the visitor will find well structured information about important aspects of the world's religions and (2) to create an interactive space that, in the words of Ralph Applebaum, "immerses the visitors in an experience that enables them to view religion from many different perspectives to gain a better understanding of their own faith and the faith of others." To this, Professor Sullivan added, "[V]isitors will be invited to explore all religions as expressions of a universal search for purpose, meaning, and enlightenment. The museum will be a living monument to the human spirit and a sanctuary honoring the world's myriad faith traditions." To engage the visitor in this exploration, the visit to the museum has been designed as a journey that, even though not a ritual per se, has a structure analogous to the three-part structure of religious rituals.First, visitors experience a moment of separation from everyday life and enter into a very different quality of space and time. Although rapidity of fading has been long identified as one of the crucial design features of language, little is known about its effects on the design of communication systems. To investigate such effects, we performed an experiment in which pairs of participants developed novel communication systems using media that had different degrees of rapidity of fading. The results of the experiment suggest that rapidity of fading does not affect the pace with which communication systems emerge or the communicative effi cacy (...) of the emerged systems. However, rapidity of fading seems to affect the design of these systems. In particular, communication systems implemented in the more rapidly fading medium exhibited a higher degree of combinatorial reuse of their forms than systems implemented in the medium that faded more slowly. These results suggest that the design of language might be constrained by subtle relations the presence of which can be ascertained only through direct experimental manipulation. Human communication systems crafted today in the laboratory can provide new insights into the design of natural languages. (shrink)

A discussão em torno da fundamentação da democracia apresenta divergências tanto na questão substancial quanto na forma. Malgrado as diferenças conceituais, na atualidade parece ser uma tese comum a de que, para governar, é indispensável a aquiescência do povo. Desde cedo, percebe-se que as fissuras sociopolíticas não poderiam ser contidas exclusivamente com a força. De mais a mais, tudo sugere que esta esteja do lado dos governados, restando ser imprescindível aos governantes conquistar o coração e o pensamento do povo, a (...) fim de incutir certas crenças que lhes permitissem conservar o domínio do poder exclusivo para si. Desse modo, quando se coloca em evidência a política, percebe-se que ela é protagonizada, de um lado, pelos políticos e, de outro, pelos espectadores, o que a torna parecida com o teatro e permite ao político recorrer à ilusão e à fraude para perseguir seus objetivos particulares, enquanto finge servir ao bem-estar coletivo. Como o teatro, a política esconde as reais motivações que ocorrem nos bastidores do poder. A peça A Mandrágora, de Maquiavel, mostra como a fraude é utilizada para conquistar um fim e, ao mesmo tempo, não ferir os valores dominantes. A pretexto de causar o cômico, o florentino mostra o trágico da política, o que, em si, talvez seja uma lição ao povo para entender como os governantes perseguem seus propósitos. Nesse sentido, este escrito pretende mostrar que A Mandrágora é uma obra que, ao seu modo, introduz o pensamento político de Maquiavel, evidenciando, no caso, que a política usa a fraude como ferramenta. Meillassoux seeks knowledge of transcendental reality, blaming Kant for the ‘correlationist’ proscription of independent access to either thought or being. For Meillassoux, correlationism blocks an account of the meaning of ‘ancestral statements’ regarding reality prior to humans. I examine three charges on which Meillassoux’s argument depends: (1) Kant distorts ancestral statements’ meaning; (2) Kant fallaciously infers causality’s necessity; (3) Kant’s transcendental idealism cannot grasp ‘the great outdoors’. I reject these charges: (1) imposes a Cartesian misreading, hence Meillassoux’s false assumption that, (...) for Kant, objects don’t exist without subjects; (2) misreads Kant, who infers causality’s necessity from the possibility of experience; (3) casts Kant’s idealism as subjective, ignoring his perspectival portrayal of it.
