One of the first frameworks developed for understanding the relation of science and technology to the economy has been the linear model of innovation. The model postulated that innovation starts with basic research, is followed by applied research and development, and ends with production and diffusion. The precise source of the model remains nebulous, having never been documented. Several authors who have used, improved, or criticized the model in the past fifty years rarely acknowledged or cited any original source. The (...) model usually was taken for granted. According to others, however, it comes directly from V. Bush’s Science: The Endless Frontier. This article traces the history of the linear model, suggesting that it developed in three steps corresponding to three scientific communities looking at science analytically. The article argues that statistics is a main reason the model is still alive despite criticisms, alternatives, and having been proclaimed dead. (shrink)

Polarization is a generalized feature of intellectual life. Few authors however have studied polarities as they actually occur in every day life and discourse. This paper proposes two hypotheses to account for the pervasiveness of polarities. The first relates to uncertainty. Almost everything that touches our lives is filled with irreducible uncertainty. As a rhetoric, polarization uses arguments from (future) consequences in order to manage the future. The second hypothesis relates to phenomenology: body and behavior incorporate tensions or dualistic properties (...) which are easily reproduced in language and thinking. Polarized thinking helps people to imagine extremes so that they may better anticipate the spectrum of possibilities available for action. The article concludes with remarks on the dangers of (over)generalizing and universalizing particulars (or extremes) in polarity based argumentation. (shrink)

Science as a body of knowledge (natural and/or social) and as a method (experimental and hermeneutic) has been discussed and debated for centuries among philosophers and ‘men of science’ (scientists). This paper looks at research, the latest element added to the discourse on science. Science as research (an activity or practice), conducted at the level of individuals or organizations, has received increased attention over the course of the twentieth century in public discourse on what science is. This paper documents how (...) different players enlarged the meaning of research from the academic sphere to also encompass government and industry, and from research to research and development. It also examines the restriction of research to mean laboratory research, and the marginalization of the role of research in explaining economic progress. It is suggested that these changes bear witness to a shift in society’s cultural values: from (basic) research to (industrial) development to (technological) innovation. (shrink)

For centuries, _innovation_ was a political and contested concept and linguistic weapon used against one's enemy. To support their case, opponents of innovation made use of arguments from ethos and pathos to give power and sustenance to their criticisms and to challenge the innovators. However, since the nineteenth century the arguments have changed completely. _Innovation_ gradually got rehabilitated. This article looks at one type of rehabilitation: the semantic rehabilitation. In the late 1980s, a new conceptual framework appeared in the science, technology, and innovation studies: the National Innovation System. The framework suggests that the research system's ultimate goal is innovation, and that the system is part of a larger system composed of sectors such as government, university, and industry and their environment. The framework also emphasized the relationships between the components or sectors, as the ``cause'' that explains the performance of innovation systems. Most authors agree that the framework came (...) from researchers like Freeman, Nelson, and Lundvall. In this article, the author want to go further back in time and show what the ``system approach'' owes to the Organisation for Economic Co-operation and Development and its very early works from the 1960s. This article develops the idea that the system approach was fundamental to OECD work, and that, although not using the term National Innovation System as such, the organization considerably influenced the above-mentioned authors. The measurement of science and technology is now fifty years old. It owes a large part of its existence to the work of the National Science Foundation and the Organization for Economic Cooperation and Development in the 1950s and 1960s. Given the centrality of S&T statistics in science studies, it is surprising that no history of the measurement exists in the literature. This article outlines such a history. The history is cast in the light of social statistics. Like social statistics, (...) S&T indicators are produced mainly by governments but differ in a number of aspects. First, they have not been developed to control individuals. Second, they have taken shape from the start at the international level. Third, they reflect a consensus among states and their organizations. This article shows that this specificity is due to the sociopolitics that drives S&T measurement. (shrink)

Innovation has become a very popular concept over the twentieth century. However, few have stopped to study the origins of the category and to critically examine the studies produced on innovation. This paper conducts such an analysis on one type of innovation, namely technological innovation. The study of technological innovation is over one hundred years old. From the early 1900s onward, anthropologists, sociologists, historians, and economists began theorizing about technological innovation, each from his own respective disciplinary framework. However, in the (...) last forty years an economic and “dominant” understanding of technological innovation has developed: technological innovation defined as commercialized invention. This paper documents the origins of this representation and the tradition of research to which it gave rise: “innovation studies.” More specifically, it analyzes what distinguishes this tradition from that concerned with technological change as the use of inventions in industrial production, and looks at why such a tradition originated in Europe. Innovation is a key concept of modernity. It acquired its lettres de noblesse in the twentieth century, thanks to or because of economics and technology. However, for centuries the concept was essentially pejorative. How can we explain this connotation? This article suggests that one of the crucial moments is the Reformation. Using official documents of the time, the article studies the vocabulary of the English Reformation and documents the meanings and the uses made of innovation. J. Schumpeter is a key figure, even a seminal one, on technological innovation. Most economists who study technological innovation refer to Schumpeter and his pioneering role in introducing innovation into economic studies. However, despite having brought forth the concept of innovation in economic theory, Schumpeter provided few if any analyses of the process of innovation itself. This paper suggests that the origin of systematic studies on technological innovation owes its existence to the economist W. Rupert Maclaurin from MIT. In the (...) 1940s and 1950s, Maclaurin developed Schumpeter’s ideas, analyzing technological innovation as a process composed of several stages or steps, and proposed a theory of technological innovation, later called the linear model of innovation. The history of innovation as a category is dominated by economists and by the contribution of J. A. Schumpeter. This paper documents the contribution of a neglected but influential author, the American sociologist William F. Ogburn. Over a period of more than 30 years, Ogburn developed pioneering ideas on three dimensions of technological innovation: origins, diffusion, and effects. He also developed the first conceptual framework for innovation studies—based on the concept of cultural lags—which led to studying and forecasting the impacts (...) of technological innovation on society. All in all, Ogburn has been as important to the sociology of technology as Robert K. Merton has been to the sociology of science and Schumpeter to the economics of technological innovation. (shrink)

Official science and technology statistics arefifty years old. Among industrial countries,the forerunners were the United States, Canadaand Great Britain. This paper traces thedevelopment and the construction of S&Tstatistics in these three countries, and theirsubsequent standardization, mainly by theOECD, in the 1960s. It shows how military andscience policy needs drove the construction ofstatistics, until economic considerations cameto dominate their development. It alsodiscusses how statistics interacted withpolitics by way of studies that documentedgaps between OECD Member countries and betweenthe OECD and the USSR.

Much has been written about the linear model of innovation. While it may have been the dominant model used to explain technological innovation for decades, alternatives did exist. One such alternative—generally discussed as being the exact opposite of the linear model—is the demand-pull model. Beginning in the 1960s, people from different disciplines started looking at technological innovation from a demand rather than a supply perspective. The theory was that technological innovation is stimulated by market demand rather than by scientific discoveries. (...) However, few traces of the demand-pull model remain in the literature today. This article looks at what happened to the demand-pull model from a historical perspective, at three points in time: birth, crystallization, and death. It suggests that the idea of demand as a factor explaining technological innovation emerged in the 1960s, was formalized into models in the 1970-1980s, then got integrated into “multidimensional” models. From then on, the demand-pull model disappeared from the literature, existing only as an object of the past, like the linear model of innovation. (shrink)

Suspension of judgment is a ubiquitous phenomenon in our lives. It is also relevant for several debates in contemporary epistemology (e.g., evidentialism/pragmatism; peer-disagreement/higher-order evidence; inquiry). The goal of this paper is to arrive at a better understanding of what suspension of judgment is. We first question the popular assumption that we call the Triad view according to which there are three and only three (paradigmatic) doxastic attitudes, namely, belief, disbelief, and suspension of judgment. We elaborate a cumulative argument regarding crucial (...) differences between belief/disbelief and suspension and conclude tentatively that suspension is not a doxastic state. On the constructive side, we defend the positive thesis (with special attention to justification/rationality and reasons for suspension) that suspension is rather an affective phenomenon, viz. a sort of mood. Finally, we consider further consequences of our view for contemporary debates in epistemology, and how it relates to ancient skepticism. (shrink)

The East has seen totality in a far more consistent and systematic way than the West; and India more so than any other civilisation in the East. When the Swami Siddheswarananda came to France to lecture on Vedic philosophy, he entitled his address, Outline of a Philosophy of Totality’. The expression could have been applied to the philosophies of India as a whole. But the world of thought, coextensive with culture, is far broader than philosophy. It is no exaggeration to (...) assert that India is the land of totality par excellence. Is it not even, according to one dictum, bigger than the world …? The notion of totality, implicit or conscious, poetic or theoretical, original or final, is present throughout Indian culture, both in its religion and in its arts, both in its customs as in its language. The Mahabharata, the largest epic poem ever conceived, proclaims: everything in the Mahabharata can be found elsewhere, but what is not in the Mahabharata cannot be found anywhere. Whilst the absolute beginning of a piece of Western music is in keeping with a dramatic time analogous to that of the Creation, Indian music seems to come from the eternity of a universe without transcendence. The body takes on a cosmic meaning through dance. By performing the tandava, the cosmic dance, Shiva Nataraja (‘Lord of the dance’) endlessly creates and destroys worlds. Indian art is an art of proliferation: both the reiteration of motifs sculpted in architecture and the litanies and metaphors spun out in epic poetry are symbolic attempts to capture the totality of the world. Every single element, being, movement or thing within this continuous space and time points towards all the others. The texts describe the sky of Indra with its web of pearls arranged in such a way that when one looks into one, one sees all the others reflecting in it; in the same way, each object of this world is not merely itself but comprises every one of the others and actually is all the others. The culture of India is one of plenitude, presence and continuity. At the opposite extreme, Japan developed a culture based upon the values of emptiness, absence and the interval. When a guru speaks, Valmiki and Vyasa know that it will take them many scores of verses. A Zen master's reply to his disciple takes up a single-line anecdote, or a word, or even a silence. At the other extreme, hundreds of statues line the gopuram of the temple at Madurai: not all of the thirty-three million gods ‘recognized’ in the writings are there, of course, but at least their unbelievable abundance gives us a plausible image of them. Davidson’s non-normative argument for the claim that inquiry does not aim at truth has not received much attention in the epistemological literature of the past two decades. As far as I know, only Christopher Hookway (2012) and Christoph Kelp (2021) have discussed it. Moreover, they have both rejected it, on similar grounds. After reconstructing Davidson’s argument, I turn to Hookway’s and Kelp’s criticisms and show why Davidson’s argument can in fact resist them.

La réception de la théologie politique de Johann Baptist Metz est un fait d’interprétation. Cette contribution présente tout d’abord la périodisation, apparue dans les années 1980, de l’oeuvre de Metz en trois phases: la période de la théologie transcendantale; la première phase de la théologie politique ainsi que sa deuxième phase. Décrire deux phases de la théologie politique délimitées par la formulation de la thèse centrale de l’oeuvre de Metz, selon laquelle la foi est mémoire de la souffrance de l’humanité, (...) permet de mettre en lumière la signification et les enjeux de la théologie politique. La deuxième partie de l’article s’intéresse à un aspect encore sujet à discussions de la réception de l’oeuvre de Metz: en réponse au refus postmoderne des grands récits, Metz et ses disciples présentent la théologie politique comme une théologie négative. Cependant, une telle réponse peut-elle être séparée d’autres affirmations déterminantes pour la théologie politique, en particulier celle selon laquelle le temps a une fin? (shrink)

Les orientations "vertes" du capitalisme actuel ne sont que des ruses pour faire triompher l'artifice. Elles ne font que nous éloigner davantage du sens de la nature, désormais perdue. The progressive dominance of historical-critical methods in the reading of ancient Chinese classics has led scholars to privilege micro levels of textual analysis. Consequently, the question as to whether laws of composition could be identified in this corpus has often been ignored, or considered irrelevant. Working on Chinese number symbolism as well as on rules governing “ring composition” in other cultural contexts, this article aims at fashioning anew the question of the possibility of an ancient Chinese “structural rhetoric” and at (...) envisioning the patterns that might have governed it. It specifically applies the approach it propounds to Huainanzi 淮南子, showing how numerology frames its structure and argument, the text being built after the image of the “roundness” of the Way and of the Ruler. It then endeavors to apply these results to the unearthing of “inter-structural” patterns that would help us to locate Huainanzi, Lüshi Chunqiu 呂氏春秋, the versions at hand of Zhuangzi 莊子, Lunyu 論語, or yet Laozi 老子 into a textual universe that shares correlated rhetorical features. In this book, Benoît Dubreuil explores the creation and destruction of hierarchies in human evolution. Combining the methods of archaeology, anthropology, cognitive neuroscience and primatology, he offers a natural history of hierarchies from the point of view of both cultural and biological evolution. This volume explains why dominance hierarchies typical of primate societies disappeared in the human lineage and why the emergence of large-scale societies during the Neolithic period implied increased social differentiation, the creation of status hierarchies, and, eventually, political (...) centralisation. My main aim in this paper is to contribute to the elucidation of the nature of non-religious faith. I start by summarising several well-known arguments that belief is neither necessary nor sufficient for faith. I then try to identify the nature of the positive cognitive attitude towards p that is involved in having faith that p. After dismissing some candidates for the role, I explore the idea that faith and hope are similar attitudes. On this basis, I then advance a (...) new characterisation of faith. Finally, I turn to the question of the rationality of faith. I argue that faith is intrinsically irrational because it is an intrinsically incoherent propositional attitude, but that there is nonetheless a sense in which faith is neither intrinsically epistemically irrational nor intrinsically practically irrational. La théologie de Karl Rahner mérite-t-elle le label de «classique»? Pour instruire le débat, l’article présente quatre dissertations doctorales récentes , ainsi qu’un ouvrage collectif, consacrés à l’oeuvre de Rahner. Nature et grâce, christologie et triadologie, théologie et anthropologie, athéisme et sciences naturelles, expérience et subjectivité, épistémologie et apologétique: les thèmes abordés par ces études témoignent de la diversité des questions traitées par le corpus rahnérien. De cet examen, trois lignes de force caractéristiques du style de cette théologie peuvent être (...) dégagées: modestie du langage théologique, rigueur des critères de validation, audace spéculative et systématique. En contrepoint critique, trois questions peuvent légitimement être avancées concernant l’universalité du langage employé et de l’expérience décrite, la fidélité au mystère et les points aveugles du système. Il y a fort à parier que l’avenir confirme le diagnostic qui s’impose à l’issue de cette étude, à savoir qu’il convient de considérer Rahner comme un classique de la discipline théologique pour avoir proposé, en un moment critique de son histoire, une voie de renouvellement tout à la fois grandiose et contestable. The essays collected in this volume focus on the Ancient Greeks' perception of foreigners and of foreign lands as potential sources of knowledge. They aim at exploring the hypothesis that the most adventurous intellectuals saw foreign lands and foreigners as repositories of knowledge that the Greeks σοφοί had to engage with, in the hope of bringing back home valuables in the form of new ideas. It is a common place to state that the "Greeks" displayed xenophobia, which is probably best (...) exemplified in the binary and ethnocentric division of humanity in two groups: the Greek world (i.e., the hellenophones) and the others, the Barbarians - those who speak foreign languages. This attitude of insularism and defiance, however, did not hinder the curiosity of Greek and Roman societies towards strangers. Lycurgus, Pythagoras, Democritus, etc.: there is a long list of sages and philosophers who travelled around the world for a significant period of time. The Greeks had a rich and varied relationship with foreign lands and people, which made possible a real circulation of knowledge throughout the Archaic, Classical and Hellenistic times; this is also true of the Roman Empire. Each of the articles included in this collective work explore one aspect of the "stranger" as a possible source of knowledge, with contributions mostly focused on Plato, Xenophon, Democritus, Aristotle, Diogenes, Cicero and Galen. Normal 0 21 Minha intenção é a de mostrar como uma leitura cética dos diálogos socráticos de Platão permite explicar alguns impasses nos quais resulta a interpretação dogmática desses diálogos. Enumero aqui, de maneira programática, os elementos que permitirão sustentar que, nos diálogos de juventude, Platão desenvolveu uma lógica que conduz a uma posição forte sobre os limites do conhecimento e do intelectualismo. Essa interpretação se inspira em traços dominantes do ceticismo de Arcesilau (séc. III a.C.). Mostrarei como os diálogos (...) de Platão podem ser lidos como a inspiração por trás da posição de Arcesilau quando este afirma que seria preciso suspender o julgamento e, na falta de certeza, seguir o que é razoável ( eulogon ). De uma parte, o estudo do estatuto paradoxal da ignorância socrática e do papel do oráculo na Apologia permite discernir o funcionamento de uma lógica propícia a gerar aporias. De outra parte, a análise do problema da virtude-ciência no Protágoras e no Laques permite exibir os mecanismos de uma argumentação cuja conclusão é a impossibilidade de defender hic e nunc uma ética estritamente intelectualista.
