In the late 1980s, a new conceptual framework appeared in the science, technology, and innovation studies: the National Innovation System. The framework suggests that the research system's ultimate goal is innovation, and that the system is part of a larger system composed of sectors such as government, university, and industry and their environment. The framework also emphasized the relationships between the components or sectors, as the ``cause'' that explains the performance of innovation systems. Most authors agree that the framework came (...) from researchers like Freeman, Nelson, and Lundvall. In this article, the author want to go further back in time and show what the ``system approach'' owes to the Organisation for Economic Co-operation and Development and its very early works from the 1960s. This article develops the idea that the system approach was fundamental to OECD work, and that, although not using the term National Innovation System as such, the organization considerably influenced the above-mentioned authors. One of the first frameworks developed for understanding the relation of science and technology to the economy has been the linear model of innovation. The model postulated that innovation starts with basic research, is followed by applied research and development, and ends with production and diffusion. The precise source of the model remains nebulous, having never been documented. Several authors who have used, improved, or criticized the model in the past fifty years rarely acknowledged or cited any original source. The (...) model usually was taken for granted. According to others, however, it comes directly from V. Bush’s Science: The Endless Frontier. This article traces the history of the linear model, suggesting that it developed in three steps corresponding to three scientific communities looking at science analytically. The article argues that statistics is a main reason the model is still alive despite criticisms, alternatives, and having been proclaimed dead. (shrink)

The measurement of science and technology is now fifty years old. It owes a large part of its existence to the work of the National Science Foundation and the Organization for Economic Cooperation and Development in the 1950s and 1960s. Given the centrality of S&T statistics in science studies, it is surprising that no history of the measurement exists in the literature. This article outlines such a history. The history is cast in the light of social statistics. Like social statistics, (...) S&T indicators are produced mainly by governments but differ in a number of aspects. First, they have not been developed to control individuals. Second, they have taken shape from the start at the international level. Third, they reflect a consensus among states and their organizations. This article shows that this specificity is due to the sociopolitics that drives S&T measurement. (shrink)

Polarization is a generalized feature of intellectual life. Few authors however have studied polarities as they actually occur in every day life and discourse. This paper proposes two hypotheses to account for the pervasiveness of polarities. The first relates to uncertainty. Almost everything that touches our lives is filled with irreducible uncertainty. As a rhetoric, polarization uses arguments from (future) consequences in order to manage the future. The second hypothesis relates to phenomenology: body and behavior incorporate tensions or dualistic properties (...) which are easily reproduced in language and thinking. Polarized thinking helps people to imagine extremes so that they may better anticipate the spectrum of possibilities available for action. The article concludes with remarks on the dangers of (over)generalizing and universalizing particulars (or extremes) in polarity based argumentation. (shrink)

For centuries, _innovation_ was a political and contested concept and linguistic weapon used against one's enemy. To support their case, opponents of innovation made use of arguments from ethos and pathos to give power and sustenance to their criticisms and to challenge the innovators. However, since the nineteenth century the arguments have changed completely. _Innovation_ gradually got rehabilitated. This article looks at one type of rehabilitation: the semantic rehabilitation. The history of innovation as a category is dominated by economists and by the contribution of J. A. Schumpeter. This paper documents the contribution of a neglected but influential author, the American sociologist William F. Ogburn. Over a period of more than 30 years, Ogburn developed pioneering ideas on three dimensions of technological innovation: origins, diffusion, and effects. He also developed the first conceptual framework for innovation studies—based on the concept of cultural lags—which led to studying and forecasting the impacts (...) of technological innovation on society. Science as a body of knowledge (natural and/or social) and as a method (experimental and hermeneutic) has been discussed and debated for centuries among philosophers and ‘men of science’ (scientists). This paper looks at research, the latest element added to the discourse on science. Science as research (an activity or practice), conducted at the level of individuals or organizations, has received increased attention over the course of the twentieth century in public discourse on what science is. This paper documents how (...) different players enlarged the meaning of research from the academic sphere to also encompass government and industry, and from research to research and development. It also examines the restriction of research to mean laboratory research, and the marginalization of the role of research in explaining economic progress. It is suggested that these changes bear witness to a shift in society’s cultural values: from (basic) research to (industrial) development to (technological) innovation. (shrink)

Innovation has become a very popular concept over the twentieth century. However, few have stopped to study the origins of the category and to critically examine the studies produced on innovation. This paper conducts such an analysis on one type of innovation, namely technological innovation. The study of technological innovation is over one hundred years old. From the early 1900s onward, anthropologists, sociologists, historians, and economists began theorizing about technological innovation, each from his own respective disciplinary framework. However, in the (...) last forty years an economic and “dominant” understanding of technological innovation has developed: technological innovation defined as commercialized invention. This paper documents the origins of this representation and the tradition of research to which it gave rise: “innovation studies.” More specifically, it analyzes what distinguishes this tradition from that concerned with technological change as the use of inventions in industrial production, and looks at why such a tradition originated in Europe. This paper traces thedevelopment and the construction of S&Tstatistics in these three countries, and theirsubsequent standardization, mainly by theOECD, in the 1960s. It shows how military andscience policy needs drove the construction ofstatistics, until economic considerations cameto dominate their development. It alsodiscusses how statistics interacted withpolitics by way of studies that documentedgaps between OECD Member countries and betweenthe OECD and the USSR.

J. Schumpeter is a key figure, even a seminal one, on technological innovation. Most economists who study technological innovation refer to Schumpeter and his pioneering role in introducing innovation into economic studies. However, despite having brought forth the concept of innovation in economic theory, Schumpeter provided few if any analyses of the process of innovation itself. This paper suggests that the origin of systematic studies on technological innovation owes its existence to the economist W. Rupert Maclaurin from MIT. In the (...) 1940s and 1950s, Maclaurin developed Schumpeter’s ideas, analyzing technological innovation as a process composed of several stages or steps, and proposed a theory of technological innovation, later called the linear model of innovation. Innovation is a key concept of modernity. It acquired its lettres de noblesse in the twentieth century, thanks to or because of economics and technology. However, for centuries the concept was essentially pejorative. How can we explain this connotation? This article suggests that one of the crucial moments is the Reformation. Using official documents of the time, the article studies the vocabulary of the English Reformation and documents the meanings and the uses made of innovation. Much has been written about the linear model of innovation. While it may have been the dominant model used to explain technological innovation for decades, alternatives did exist. One such alternative—generally discussed as being the exact opposite of the linear model—is the demand-pull model. Beginning in the 1960s, people from different disciplines started looking at technological innovation from a demand rather than a supply perspective. The theory was that technological innovation is stimulated by market demand rather than by scientific discoveries. (...) However, few traces of the demand-pull model remain in the literature today. This article looks at what happened to the demand-pull model from a historical perspective, at three points in time: birth, crystallization, and death. It suggests that the idea of demand as a factor explaining technological innovation emerged in the 1960s, was formalized into models in the 1970-1980s, then got integrated into “multidimensional” models. From then on, the demand-pull model disappeared from the literature, existing only as an object of the past, like the linear model of innovation. (shrink)

This essay explores the thought of Heidegger and Sartre concerning whether existentialism is conducive to a certain ethics conceived of as a theory of moral conduct. In the Letter on Humanism, Heidegger stresses the importance of a return to the idea of “ethos” as a replacement for the metaphysically conceived “ethics.” Sartre, conversely, in his essay Existentialism is a Humanism outlines an ethics that draws heavily from the philosophical tradition. This paper’s guiding question is whether the study of human existence, (...) given the views of these thinkers, leads to a particular ethics, or whether it suggests something like Heidegger’s return to the ancient Greek notion of “ethos,” that is, morality conceived of as a manner of being. The paper outlines the basic conceptions of human being held by these two thinkers, and shows how their individual conceptions of ethics unfold from these. I explicate and bring these thinkers’ conceptions of ethics into contrast in order to approach an answer to the question of whether existentialism is conducive to an ethics. (shrink)

This book revisits the encounter between Chinese and Western philosophy while unfolding questions about the way "comparative philosophy" is conducted today. In the vulgate of intellectual history, "Western thought" has constructed a substantialist view of reality that puts "relations" and "processes" into a subordinate position. The same view explains for the primacy given to the autonomy of individual beings. In contrast, according to the same vulgate, Chinese thought has been mainly stressing the fluidity of all phenomena and forms of life (...) so as to best adapt to their overarching patterns. I label such vision the Disneyland of comparative philosophy. It deciphers texts, partly in function of concepts that it extracts from them, partly according to notions that are superimposed over these texts. The two first chapters are focused upon the Western version of the "Disneyland of comparative philosophy." The third chapter shifts to Chinese narratives about local, comparative and global philosophies. In contrast to these approaches, the fourth chapter offers a blueprint as to the way to engage different philosophical traditions into tasks they define and share together. A last chapter presents four cases of ongoing transcultural philosophical dialogues and the promises they bear. Once it develops outside pre-formatted narratives, the web shaped by our philosophies and wisdoms suggests the outlines of a world that we could inhabit together. (shrink)

In this book, Benoît Dubreuil explores the creation and destruction of hierarchies in human evolution. Combining the methods of archaeology, anthropology, cognitive neuroscience and primatology, he offers a natural history of hierarchies from the point of view of both cultural and biological evolution. Harry Collins' central argument about experimental practice revolves around the thesis that facts can only be generated by good instruments but good instruments can only be recognized as such if they produce facts. This is what Collins calls the experimenters' regress. For Collins, scientific controversies cannot be closed by the ‘facts’ themselves because there are no formal criteria independent of the outcome of the experiment that scientists can apply to decide whether an experimental apparatus works properly or not.No one seems (...) to have noticed that the debate is in fact a rehearsal of the ancient philosophical debate about skepticism. Erasme s'est d'abord employé à délivrer Origène de la "caverne des ombres" d'où de nombreux humanistes, dont Pic de la Mirandole, n'avaient pu le tirer. Avec son génie propre, et alliant l'audace calculée et l'enthousiasme sincère pour la spiritualité origienne, Erasme fait une exégèse subtile fondée sur un réemploi, massif et sélectif, de l'énorme matériau emprunté à Origène, une tentative (...) de dépassement des problèmes posés par l'orthodoxie d'Origène, et enfin, s'impose comme traducteur et éditeur d'Origène. Réfléchir à l’idée de justice et de prise en compte des intérêts, notamment économiques, ouvre un champ d’étude considérable, même en prenant comme point de départ l’analyse juridique. Aussi pour tenter de circonscrire l’objet de cette recherche, le choix a été fait de partir d’une situation, provoquant la mise en tension de l’idée même de justice d’une manière originale et d’envisager une réponse juridique nouvelle. A cet égard, partir des catastrophes industrielles s’est imposé à plusieurs titres. D’une part, le phénomène (...) est mondial puisque des catastrophes ont eu lieu tant dans des pays développés qu’en développement. D’autre part, il questionne l’idée de justice de manière complexe car les conséquences ne sont pas univoques et le profil des victimes est très divers. Enfin, les modalités d’intervention juridique pour réguler ces situations poussent à envisager un cadre transnational d’intervention cohérent avec la portée des catastrophes industrielles. Néanmoins, cette réglementation, au sein de traités négociés entre pays et qui relève du droit international économique ne fait pas figure d’évidence. Pour dépasser l’horizon national en matière de normes juridiques, il convenait donc d’identifier un concept à même de le justifier : la justice socio-environnementale. (shrink)

In the early eighties, answering a question of A. Macintyre, J. H. Schmerl ([13]) proved that every countable recursively saturated structure, equipped with a function β encoding the finite functions, is the β-closure of an infinite indiscernible sequence. This result implies that every countably saturated structure, in a countable but not necessarily recursive language, is an Ehrenfeucht-Mostowski model, by which we mean that the structure expands, in a countable language, to the Skolem hull of an infinite indiscernible sequence (in the (...) new language). More recently, D. Lascar ([5]) showed that the saturated model of cardinality ℵ 1 of an ω-stable theory is also an Ehrenfeucht-Mostowski model. These results naturally raise the following problem: which (countable) complete theories have an uncountably saturated Ehrenfeucht-Mostowski model. We study a generalization of this question. Namely, we call ACI-model a structure which can be expanded, in a countable language L', to the algebraic closure (in L') of an infinite indiscernible sequence (in L'). And we try to characterize the λ-saturated structures which are ACI-models. The main results are the following. First it is enough to restrict ourselves to ℵ 1 -saturated structures: if T has an ℵ 1 -saturated ACI-model then, for every infinite λ, T has a λ-saturated ACI-model. We obtain a complete answer in the case of stable theories: if T is stable then the three following properties are equivalent: (a) T is ω-stable, (b) T has a ℵ 1 saturated ACI-model, (c) every saturated model of T is an Ehrenfeucht-Mostowski model. The unstable case is more complicated, however we show that if T has an ℵ 1 -saturated ACI-model then T doesn't have the independence property. (shrink)

The progressive dominance of historical-critical methods in the reading of ancient Chinese classics has led scholars to privilege micro levels of textual analysis. Consequently, the question as to whether laws of composition could be identified in this corpus has often been ignored, or considered irrelevant. Working on Chinese number symbolism as well as on rules governing “ring composition” in other cultural contexts, this article aims at fashioning anew the question of the possibility of an ancient Chinese “structural rhetoric” and at (...) envisioning the patterns that might have governed it. It specifically applies the approach it propounds to Huainanzi 淮南子, showing how numerology frames its structure and argument, the text being built after the image of the “roundness” of the Way and of the Ruler. It then endeavors to apply these results to the unearthing of “inter-structural” patterns that would help us to locate Huainanzi, Lüshi Chunqiu 呂氏春秋, the versions at hand of Zhuangzi 莊子, Lunyu 論語, or yet Laozi 老子 into a textual universe that shares correlated rhetorical features. Following a common assumption, when one inquires into a question, one has an inquisitive attitude towards it. More precisely, I shall assume that there is an inquisitive attitude towards Q that all of those who inquire into Q have in common and in virtue of which they can be said to be in an inquisitive state of mind towards Q. This paper is about the nature of this attitude. I elucidate it by examining whether it boils down to doubt, curiosity, (...) epistemic desire, or wondering. I shall do this by examining whether having these attitudes is necessary and sufficient for being in an inquisitive state of mind. The test will prove negative for the first three, but the case of wondering is more complex. (shrink)
