Sensibel für die politischen, sozialen und geistig-kulturellen Umbrüche seiner Zeit entwickelt Friedrich Schlegel in der Auseinandersetzung mit Fichtes transzendentalem Idealismus ein systemkritisches, ironisches, experimentelles und zur Poesie hin sich öffnendes Philosophiekonzept, das als frühromantischer Idealismus charakterisiert wird. Teil 1 führt anhand der Wissenschaftslehre von 1794/95 in Fichtes Philosophie ein. Die Teile 2 bis 5 verfolgen Schlegels kritische Fichterezeption und seine Konzipierung philosophischer Alternativen. Dabei legt Teil 2 Schlegels Fragmente und kleinere Prosatexte zugrunde. Teil 3 erörtert seine philosophischen Vorlesungen von 1800/01 (...) und 1804/05. Teil 4 ist den besonderen Leistungen Schlegels für ein modernes Poesiekonzept und der Bedeutung seiner programmatischen Forderung der Synthese von Philosophie und Poesie gewidmet. Dabei wird u.a. auf die Konzepte von romantischer Poesie, Transzendentalpoesie und Mythologie eingegangen. Der Band problematisiert einen Begriff, der in Geistes- und Kulturwissenschaften, Philosophie und Erziehungswissenschaften häufig verwendet, aber wenig diskutiert wird. Von „Horizont" sprechen wir in vielen lebensweltlichen Kontexten, er ist ein wichtiger Aspekt unserer Weltsicht und betrifft unser Verständnis von Bildung, Wissen und Orientierung. Ein Horizont ist immer da, jedoch nie zu erreichen. Er begrenzt den Blick, hat aber auch ein Dahinter. Er ist abstrakt und jeweils individuell verschieden. Menschen brauchen einen Horizont, um eine sichere Perspektive zu gewinnen, doch insbesondere die (...) Moderne war und ist durch permanente Horizont- und Grenzverschiebungen gekennzeichnet, die diese Perspektiven fragil werden lassen. (shrink)

Angst begleitet uns überallhin und jederzeit. Sie gehört zum Menschen. Der Mensch ist ein Angstwesen, und dies prägt sein Verhältnis zur Welt, zu anderen und zu sich selbst. Um die Bedeutung der verschiedenen Ängstigungsweisen zu erläutern, wird eine Unterscheidung von drei Grundfunktionen, affektive Furcht, gefühlte Ängste und geistige Angst, vorgeschlagen. Sie stellen jeweils spezifische Ausprägungen der überlebenswichtigen Gefahrenbewältigung dar, die beim Menschen nicht nur die körperliche Schutzfunktion umfasst, sondern auch durch gedankliche Antizipation möglicher Risiken und Bedrohungen geprägt ist. Aber vor (...) allem die Angstgefühle können aus dem Gleichgewicht geraten, als leidvoll erlebt werden und sogar pathologisch werden. Deshalb soll am Ende auch die Hoffnung formuliert werden, dass Menschen die geistige Kraft besitzen, ihre Ängste sinnvoll in ihr Leben einzuordnen. Für eine differenzierte Sicht auf die Thematik werden zum einen einschlägige Theorien von Biologie über Psychologie bis Soziologie und Philosophie herangezogen, zum anderen die gewonnenen Ergebnisse mit Blick auf gesellschaftliche, politische und ideologisch-weltanschauliche Anwendungsbereiche vertieft. Wichtige Aspekte der Spinoza-Rezeption sind lange Zeit im Hintergrund geblieben. Spinoza galt seit dem öffentlich gemachten Bekenntnis des Aufklärers Lessing zum Hen kai Pan als Vertreter einer Substanzenontologie für Atheisten. Friedrich Heinrich Jacobi war es, der 1785 und 1789 eine breite Debatte um Pantheismus, Atheismus, letztbegründende Prinzipien der Metaphysik, ferner um Freiheit und Notwendigkeit auslöste. Spinozas Trieb- und Affektenlehre blieb in der Forschung weitgehend unbeachtet. Weniger lautstark als im ausgehenden 18. Jahrhundert, aber durchaus wirksam, ist Spinoza im 20. und 21. (...) Jahrhundert durch Denker wie Gilles Deleuze oder den Neurologen Antonio Damasio erneut in den Fokus der Aufmerksamkeit geraten. Diesmal ist es Spinozas vormals wenig beachtete Affektenlehre, die für Theorien vom ganzen, nicht bloß vom einseitig rationalen Menschen Interesse weckte. Galt das Interesse der Aufklärung der Rationalität des Denkens, die gegen Aberglauben und Irreführungen der Vernunft ins Recht zu setzen war, so wenden sich das 20. und das 21. Jahrhundert der Entdeckung der Intelligenz und Rationalität der Gefühle zu – zuerst in der Psychologie, bald auch in der Philosophie. Der Band nimmt das neue Interesse an Spinoza zum Anlass zu untersuchen, ob und inwieweit im Deutschen Idealismus, in der Romantik und im 19. Jahrhundert bis heute der andere Spinoza, der Spinoza einer bemerkenswerten Trieb- und Affektenlehre sowie des amor Dei intellectualis, wahrgenommen wurde. Die Beiträge zu Spinoza selbst, zu Jacobi, Kant, Fichte, Schelling, Hegel, Hardenberg/Novalis, Friedrich Schlegel, Schleiermacher, schließlich zu Nietzsche, Freud, Sartre, Lacan, Deleuze zeigen, dass dieser andere Spinoza durchaus in der einen oder anderen Weise gesehen wurde. This Article examines a constitutional problem that largely goes unnoticed and unexamined by legal scholars — the problem of technosocial engineering of humans. After defining terms and explaining the nature of the problem, I explain how techno-social engineering of humans is easily ignored, as we perform constrained cost-benefit analyses of incremental steps without contemplating the path we are on. I begin with two nonfiction stories, one involving techno-social engineering of human emotions and a second involving technosocial engineering of children’s preferences. (...) The stories highlight incremental steps down a path. Then, through plausible fictional extensions, I explore steps further down the path. The Article ends with a fact pattern familiar to every reader. It explains how the electronic contracting environment we experience regularly online is an example of techno-social engineering of humans with the intended consequence of nudging humans to behave like machines — perfectly rational, predictable, and ultimately programmable. Sussman et al. state that auditory systems exploit linear correlations in the sound signal in order to identify perceptual categories. Can the auditory system recognize linearity? In bats and owls, separability of emergent features is an additional constraint that goes beyond linearity and for which linearity is not a necessary prerequisite.

L'étude des faits, dont nous n'avons pu donner que quelques échantillons, ne laisse pas de doute sur la découverte tardive de la notion de hasard et la formation progressive du raisonnement probabiliste. On aurait pu s'attendre à trouver une intuition de la probabilité: la realité quotidienne offre le spectacle d'un mélange inextricable de faits et de séquences causales. Ce n'est qu'en théorie ou encore dans une certaine mesure en laboratoire que les faits et relations causales sont simplifiés et dissociés au (...) point de nous permettre des déductions certaines. Dans la vie courante on est plus souvent réduit à deviner et à baser ses prévisions sur des fréquences empiriques que sur des lois et équations simples et rigoureuses. Et pourtant l'expérimentation psychologique prouve que l'attitude probabiliste, quoique suggérée et entretenue par les faits, n'est pas primitive; bien au contraire, elle ne se construit qu'à partir d'un certain niveau de raisonnement et en interdépendance étroite avec celui-ci. La notion de hasard est étrangère à toute mentalité primitive, aussi bien celle du jeune enfant que celle dite du „primitif” et de l'obsédé en état de régression pathologique, qui chargent volontiers les événements fortuits de significations subjectives et miraculeuses. La notion de hasard et le raisonnement probabiliste en général ne sont accessibles qu'à une mentalité objective et rationnelle, capable de discerner, grâce à des mécanismes opératoires, le domaine du déductible de celui du fortuit et à structurer ce dernier par la méthode combinatoire en un système de probabilités, dont la méthode génétique permet d'analyser le processus et l'évolution. At workplaces where nanomaterials are produced or used, risk assessment and risk management are extremely difficult tasks since there is still limited evidence about the risks of nanomaterials. Measurement methods for nanoparticles are contested and safety standards have not yet been developed properly. To support compliance with the legal obligation of the employer to care for safe workplaces a large number of ‘soft’ regulatory tools have been proposed (e.g. codes of conduct, benchmarks, standards). However, it is not clear whether and (...) under which conditions soft regulation is complied with. This article discusses the potential advantages and drawbacks of soft regulation. It explores compliance issues when exposure measurement devices and other technology-related factors are involved. The exploration of three examples of soft regulation on occupational health and safety (a ministerial recommendation on preliminary exposure benchmarks, a nano-specific guidance of a chemical company and a public–private OHS guideline) shows that the capacity of the regulated parties to comply depends on the availability of appropriate technological devices and methods, technical expertise and other resources. When technological prerequisites are met, compliance is likely to increase. (shrink)

The current implementation of the Neo-Darwinian model of evolution typically assumes that the set of possible phenotypes is organized into a highly symmetric and regular space. Most conveniently, a Euclidean vector space is used, representing phenotypic properties by real-valued variables. Computational work on the biophysical genotype-phenotype model of RNA folding, however, suggests a rather different picture. If phenotypes are organized according to genetic accessibility, the resulting space lacks a metric and can be formalized only in terms of a relatively unfamiliar (...) structure. Patterns of phenotypic evolution—such as punctuation, irreversibility, and modularity—result naturally from the properties of the genotype-phenotype map, which, given the genetic accessibility structure, define accessibility in the phenotype space. The classical framework, however, addresses these patterns exclusively in terms of natural selection on suitably constructed fitness landscapes. Recent work has extended the explanatory level for phenotypic evolution from fitness considerations alone to include the topological structure of phenotype space as induced by the genotype-phenotype map. Lewontin’s notion of “quasi-independence” of characters can also be formalized in topological terms: it corresponds to the assumption that a region of the phenotype space is represented by a product space of orthogonal factors. In this picture, each character corresponds to a factor of a region of the phenotype space. We consider any region of the phenotype space that has a given factorization as a “type”, i.e., as a set of phenotypes that share the same set of phenotypic characters. Thus, a theory of character identity can be developed that is based on the correspondence of local factors in different regions of the phenotype space. (shrink)

This paper addresses the issue of narrative influence on knowledge acquisition in science education. Special characteristics of narratives and of narrative processing are compared to characteristics and processing of traditional expository educational materials. This paper goes beyond the existing literature on processing of media presentations that combine narrative and educational contents. Effects of four distinctive narrative features – dramatization, emotionalization, personalization, and fictionalization – are discussed with regard to their influence on single steps in knowledge acquisition to explain the superiority (...) of narratives over expository material found in some studies. The need for a model describing the complex relationships between the effects of the single narrative characteristics on knowledge acquisition is proposed. (shrink)

This paper focuses on the contribution of meta-regulation in responding to the regulatory needs of a field beset by significant uncertainties concerning risks, benefits and development trajectories and characterised by fast development. Meta-regulation allows regulators to address problems when they lack the resources or information needed to develop sound “discretion-limiting rules”; meta-regulators exploit the information advantages of those actors to be regulated by leveraging them into the task of regulating itself. The contribution of meta-regulation to the governance of nanotechnologies is (...) assessed in terms of responsibilisation. Responsibilisation is regarded as a pre -requisite for regulatory actors to internalise social values (such as consumer safety and occupational health) and to ensure that these values are built into regulatory practice. In order to explore the potential of responsibilisation, the Code of Conduct for Responsible Nanosciences and Nanotechnologies Research launched by the European Commission in 2008 is evaluated. The Code is a good case of meta-regulation that aims to steer the self-regulation of nanotechnological business and research organisations. The paper concludes that, while efforts were made on the part of meta-regulators and self-regulators to contribute to responsibilisation, important opportunities for responsibilisation such as dissemination and promotion of the Code, trust-building activities, and failure to provide rewards, incentives and stakeholder guidance were not taken up. In order to foster responsibilisation within the meta-regulatory instrument of the EC Code, a number of crucial activities to be undertaken by meta-regulators are recommended. (shrink)

This contribution discusses the United Kingdom (UK) government’s regulatory activities related to nanotechnological development. The central question is what other prudent public regulation can learn from the UK government’s regulatory strategy, its regulatory attitude and its large variety of regulatory measures. Other public regulators can learn from the interactive and integrative UK regulatory approach. They can also draw lessons from the critique on the UK government’s regulatory attitude and its problems to cope with specific nanotechnological challenges. These lessons are based (...) on an evaluation of the UK government’s regulatory activities from the viewpoint of prudent regulation. The notion of responsive regulation, which provides basic ideas for the evaluation methodology, refers to a view on prudence that focuses on moral constitutional values. Interestingly, a similar view on prudence has been discussed in nanoethics. (shrink)
