Philosophers have recently argued that self-fulfilling beliefs constitute an important counter-example to the widely accepted theses that we ought not and cannot believe at will. Cases of self-fulfilling belief are thought to constitute a special class where we enjoy the epistemic freedom to permissibly believe for pragmatic reasons, because whatever we choose to believe will end up true. In this paper, I argue that this view fails to distinguish between the aim of acquiring a true belief and the aim of (...) believing what is true. While one cannot usually fail to establish that one will acquire a true belief without establishing the truth of the believed proposition, in the case self-fulfilling belief the two can come apart. I argue that insofar as the aim of belief has to do with determining whether the believed proposition is true, it will be both impossible and impermissible to believe for pragmatic reasons. (shrink)

This paper considers the relationship between evidence and self-fulfilling beliefs—beliefs whose propositional contents will be true just in case—and because—an agent believes them. Following Grice, many philosophers hold that believing such propositions would involve an impermissible form of bootstrapping. This paper argues that such objections get their force from a popular but problematic function-model of theoretical deliberation, and that attending to the case of self-fulfilling belief can help us see why such a model is mistaken. The paper shows that on (...) a revised model of theoretical deliberation our evidence will problematically underdetermine any appropriate doxastic attitude: when belief in a proposition is self-fulfilling, our evidence is insufficient to support belief, disbelief, or even suspended judgment toward that proposition. Just as the existence of practical akrasia has been treated as important evidence for the existence of our practical agency, the alleged absence of epistemic akrasia—cases in which a believer believes some proposition contrary to her considered judgments about what she has most reason to believe—has recently been marshaled as grounds for skepticism about the existence of similar forms of epistemic agency. In this paper, I defend the existence of epistemic agency against such objections. Rather than argue against the impossibility (...) of epistemic akrasia, I argue that the impossibility of epistemic akrasia is actuallycompatible withthe existence of epistemic agency. The crucial mistake, I argue, is that skeptics about epistemic agency are failing to distinguish carefully between differences in the structure of believing and acting and differences in the structure of normative reasons to believe and normative reasons to act. I show that once these ‘environmental’ differences are properly distinguished, we can see that absence of epistemic akrasia provides no reason to doubt that practical and epistemic agency are on a par with one another. Between January and February 2009, the longest general strike in French history took place in Guadeloupe and Martinique. The labor movement had far reaching implications for the relationship between France and its overseas departments. In particular, they brought to the fore France’s colonial history in the Antilles, with attendant questions of race, citizenship and sovereignty that highlighted once again the cracks in the image of Antilleans as full French citizens. René Ménil’s essays provide a unique lens through which to (...) read the philosophical underpinnings of the 2009 labor movements in the Antilles. Ménil’s articulation of “a non-mythological elsewhere” posits a three-fold process of excavating history in order to articulate a myth of origin that in turn allows for the possibility of reclaiming a non-colonized identity. L’article se propose de voir comment ont été promus par les gouvernements de la Ve République la contraception et l’avortement en Guadeloupe et Martinique entre 1964 et 1975. La volonté de différencier la métropole (politique nataliste) des Antilles (politique néo-malthusienne) a été battue en brèche par le refus de l’Église et de certains partis politiques antillais. Les féministes ont dénoncé ces différences de politique. La contraception a été par ailleurs encouragée par des associations et des médecins soucieux d’améliorer la (...) vie des femmes en limitant les grossesses à répétition. The history of class, race and gender relations is largely under researched for the island territories of Curaçao, Bonaire, St Eustatius, Saba and St Maarten, the group of islands which comprise the Netherlands-Antilles. While there are archival sources which can depict some of this history, much of it remains submerged in our memories due to our self-imposed silences on these social issues. In this paper I extract some of this memory together with fragments of research already carried out, statistical (...) evidence available, and some of the struggles which the feminist movement has waged in regard to oppressive legislation which discriminated against women, to provide a glimpse of this postcolonial variation which also constitutes part of the Caribbean. The dynamic of social struggle in the French Caribbean What are the dynamics and the context, who are the agents of the major social movements which marked the spring of 2009 in the French Caribbean ? What is the link between the struggle against exploitation and the struggle against the permanence of the region’s colonial structures ? What differences are to be identified, in this respect, between Guadeloupe, Martinique and Guyana ?. These are the principal questions addressed in this interview.

Contrary to conventional accounts, critical knowledge of the cultural differences of Amerindian peoples was not absent in the early Conquest of the Americas. It was indeed a constitutive element of that process. The knowledge, strategies, and institutions of early Conquest relied on, and reproduced, Amerindian difference within the Spanish Empire as an essential element of that empire’s continued claims to legitimate authority. I demonstrate this through a focus on three parallel and sometimes overlapping texts: Ramón Pané’s Indian Antiquities; Peter Martyr (...) d’Anghierra’s First Decade; and the first systematic attempt to govern colonized populations in the Americas, the Laws of Burgos. Not only did each text furnish the necessary material upon which the claims to intellectual, and so civilizational, superiority that were central to the justification of empire could be sustained. What is more, they transformed Amerindian difference from an object of knowledge into a subject of governance. (shrink)

Les recherches ayant permis de sortir de l’invisibilité l’histoire de la migration antillaise mettent généralement l’accent sur sa place parmi les « migrations de travail » dans la France des années 1950-1970, sur le rôle de l’État dans l’expatriation des migrants, puis des discriminations subies. Relativement absente de la littérature est une vision des stratégies des individus, stratégies façonnées par les motifs du départ des Antilles puis par les attentes et les projets de vie à plus long terme. S’appuyant (...) sur des sources d’archives, cet article entend contribuer à une littérature qui par sa perspective genrée, révèle comment les normes et représentations des rapports sociaux de sexe agissent sur les choix des individus ainsi que sur l’orientation des politiques migratoires. Christopher Columbus did not know, on October 12, 1492, that he had reached a new world. Rather he believed, along with his crew, that he had crossed the ocean separating western Europe from east Asia; or, at the very least, that they were nearing the rich lands described by Marco Polo, which the Genoan had read about and his crew knew of, at least by reputation. In short, Columbus's ideas about the land he had just reached were considerably more inexact (...) than those that Fernão d'Ulmo - that is to say, the Flemish explorer Ferdinand Van Olmen, Commander-Grantee in the service of João II, who presided at Terceira des Açores - had flaunted before the King. Indeed d'Ulmo was to play a more important role in the history of Portuguese discoveries than did Prince Henry the Navigator himself. In 1487, the year in which the great Portuguese sovereign was deciding between three possible routes to the Indies, d'Ulmo (as he is named in a royal diploma, dated July 24, 1486), or de Olmos as he is called in Las Casas's Historia de Indias, had proposed to the King that he “dar achada huûa grande ylha ou ylhas o terra firme per costa que se presume ser a ylha das Sete Cidades.” His proposal was thus to undertake a voyage to the Antilles, where the cartographers of that time placed the Isle of the Seven Cities, and where d'Ulmo conjectured that a neighboring continent (terra firme) might be located. Columbus himself returned from his voyage five years later. In the meantime, d'Ulmo had perished, perhaps having reached this continent whose existence he - but not Columbus - had foreseen. As to the history of the discovery of America: even if we don't know whether d'Ulmo reached it, we do know that Columbus was unaware that he himself had. (shrink)

PurposeThe purpose of this paper is to present a case study of the creation of a Knowledge Zone in Curaçao to provide an insight into how a Knowledge Zone is established. After devising a vision, strategic alliances were formed. This created synergy and momentum, giving the project and process a life of their own.Design/methodology/approachThe project of creating a K‐Zone is based on a theoretical framework which draws upon the notion of a creative class, and how it can be attracted to (...) a specific location. It also deploys change management methodology, which describes how change is implemented. The theory states that creativity will drive the economy in the future and that societies that are able to attract the creative class will excel. It is not clear what attracts the creative class but it is believed that a certain life style, concentrations of peers and virtual and physical connectivity are essential. To create these conditions some changes must be implemented and these changes are often resisted in the beginning.FindingsKnowledge Zones can be created if there is a clear shared vision, leadership and alliances that forge synergies. The project was started in 2010 by the UNA under the presidency of Dr Miguel Goede, the Rector Magnificus of the University of the Netherlands Antilles. With the support of the Board of Supervisors, the UNA entered/sought alliances with the nearby Carmabi Research Institute and the neighbouring school for nurses, which opened a new school building within the designated zone. The UNA also provided the impetus to start a campaign to construct a new hospital that was planned for the area neighbouring the university and to start a school of medicine. But the breakthrough came when the local telecom provider, United Telecommunication Services, decided to provide the university with dedicated internet connections that were capable of the highest speed available on the island.Originality/valueThe paper contributes to a framework for understanding the creative economy of Small Islands Developing States in the Caribbean and how change can be implemented in these settings. The figure of the tracée is significant for Ménil’s understanding of spatio-temporality, an understanding upon which rest, so this essay argues, his concepts of critique, poetic knowledge, and literary form. The argument takes as its starting point the work Ménil did to conceptualize history as the poesis of recuperation. In doing so, the essay argues for a renewed understanding of Ménil’s contribution to Caribbean philosophy as a whole. One of the most important components of this contribution, the essay claims, is (...) the manner in which Ménil shifts the focus from how linguistic and cultural identity forms in the Antilles to how history appears. What this means is that Ménil works to displace the centrality of folklore and orality to the construction of Antillean identity in order to imagine how Antillean culture comes also to be expressed non-discursively. In Ménil’s work, this displacement occurs primarily by his re-thinking the relationship of architecture to literature. Re-thinking this relationship entails for Ménil recuperating the traces of an Antillean “past passed over,” which unexpectedly appear in both architectural structures and literary works. Paying attention to this particular and peculiar intellectual focus in Ménil’s work, this essay ultimately reconsiders the roles played by both discursive and non-discursive arts in the constitution of a decolonized aesthetics in the Antilles. Résumé Frantz Fanon s’est concentré principalement sur la violence comme moyen de résistance et de libération anticoloniale, mais aussi sur l’humanisme et les possibilités de sa réalisation. Il s’agit pour lui de dépasser la conception manichéenne de l’Europe, mais aussi de la Négritude à propos de l’homme et d’inventer comme il dit « l’homme total ». Le silence a régné assez longtemps sur la réception des œuvres de Fanon après sa mort, à l’exception de sa réhabilitation vingt ans après aux (...) Antilles lors d’une commémoration. Depuis sa disparition, on est passé de la simple critique du colonialisme à partir du champ économique et politique vers le champ culturel plus complexe et l’essai d’une compréhension plus approfondie de notions telles que celles de « nation », « identité », « imaginaire » ou « hybridité ». De plus, à cette évolution a participé aussi bien le discours foucaldien à propos des pouvoirs que les études abordées par Gilles Deleuze et Jacques Derrida sur la connaissance et le sujet. Ces thèmes ont influencé énormément les auteurs américains des Études postcoloniales dans leurs approches critiques du fait colonial et des phénomènes socioculturels qui en résultent. Ce fut surtout le cas pour Edward Said ainsi que pour d’autres penseurs tels Achille Mbembe, Gayatri Chakravorty Spivak, Homi K. Bhabha et bien d’autres. Mais ce sont avant tout Aimé Césaire, Frantz Fanon et Albert Memmi qui furent les théoriciens pionniers de ce mouvement. Ils ont en effet vécu la situation coloniale de manière directe et l’ont problématisée conceptuellement de sorte qu’ils ont dévoilé les différents aspects d’oppression et d’exclusion du colonialisme et donné ainsi une voix aux colonisés, subalternes et marginalisés. Cet article va tenter tout d’abord de rappeler la part critique de Frantz Fanon à l’égard de l’humanisme classique européen, mais aussi à celui de la Négritude. Par la suite il essaie de présenter sa conception d’un humanisme radical qui prend en considération l’homme, dire même l’humanité dans toute sa totalité, et à la fin il aborde les répercussions de la pensée fanonienne sur l’évolution politique actuelle ainsi que sur les Études postcoloniales. In Spring 2022, the Theory Center Reading Group at Indiana University- Bloomington was devoted to the work of Martinican writer and thinker Édouard Glissant. We focused on his Poetics of Relation (Poétique de la Relation 1990, English tr. 1997), while also engaging with the recently translatedTreatise on the Whole-World (Traité du Tout-Monde, 1996, English tr. 2020). An award-winning fiction and poetry writer, Glissant (1928-2011) is arguably the most influential Caribbean thinker of the 20th century, who over the course of his (...) career developed a unique aesthetic and philosophical lexicon that has shaped the language and perspectives of successive generations of theorists in poststructuralism, postcolonialism, and globalization. His works cover virtually all genres and forms, from lyrical poetry to scholarly studies, from historical and experimental fiction to philosophical essays and political manifestos on topics as enduring and as urgent as slavery, racism, (neo)colonialism, creolization, and the “chaos-world.” Concepts such as opacity, Relation, “archipelagic” and “trembling” thinking, rhizomatic identity, and the “Whole-World” generated conversations with thinkers like Gilles Deleuze, Jacques Derrida, Derek Walcott, Abdelkebir Khatibi, Achille Mbembe and others. Moreover, Glissant and his late idea of the “entour” have also influenced a younger generation of scholars in environmental humanities, intermediality and visual arts, and alter-globalization. In 2020, the Glissant Translation Project started publishing Glissant’s works in English in a comprehensive manner, attesting to the growing interest in his work far beyond the confines of his native Antilles and a Francophone audience to readers across the globe. Mathilda Percival, libre de couleur, quitta Saint-Eustache, une petite île sous domination hollandaise, entre fin 1859 et début 1860. Elle s’embarqua pour une nouvelle vie sur l’île de Saint-Thomas, située aux Antilles danoises. Cet article s’appuie sur sept lettres de Mathilda à son mari. Elles font la lumière sur la vie et les difficultés des ouvrières émigrées au xixe siècle aux Caraïbes. Elles montrent que son expérience recoupe celle des employées de maison émigrées à cette époque, auxquelles l’émigration offrait (...) l’occasion d’éprouver un sentiment d’autonomie et d’émancipation. Si les motifs économiques étaient certainement l’une des motivations principales du départ de Mathilda pour Saint-Thomas, les raisons de son exil définitif sont probablement beaucoup plus complexes. Il semblerait que son travail lui ait donné satisfaction. En outre, alors que l’historiographie sur la migration des femmes caribéennes porte principalement sur le xxe siècle (après la construction du Canal de Panama et s’accélérant après 1960), on sait peu sur l’émigration des femmes au milieu du xixe siècle, après l’abolition de l’esclavage. On en sait encore moins sur les Caraïbes non britanniques, constamment négligées par la recherche – une lacune à laquelle tente de remédier cet article à travers l’étude de ces lettres. (shrink)

History would be the most profound social, political, and economic points of contention behind the daily lives of a population under siege. Not simply those talked about (...) while people travel in public transportation (Haitians talk a lot while in public transportation), but also the interpretive matrices mobilized to speak about these problems. As for current events, they are the province of newspaper headlines, those front pages and editorial pages most often read and shared, the public opinion machine.Of course, a few snippets of news come to me: the rise of kidnapping, political instability, the opposition declaring that the presidential mandate has ended, a government sponsored referendum to change the constitution, upcoming elections. As I write this piece (summer 2021), armed banditry is rife in many working-class neighborhoods. There are victims by the dozens nearly every day.As I was asking myself how best to express the bicentennial dyspnea of the Haitian people, I learned about the assassination of the president of the Republic in his private residence.Haiti could not breathe. Now it is suffocating.I recently published a novel entitled Combats (March 2021) in which the characters live in a nineteenth-century rural setting. They experience the full force of the first consequences provoked by the infamous independence debt, well understood by Haitians and analyzed by international specialists such as David Graeber and Thomas Piketty.After its independence in 1804, Haiti was not accepted into the concert of nations. The country, founded by hordes of previously enslaved Blacks and by freed Mulattos, was a bad example, a model not to be emulated so geographically near a slave society, the United States, and the Antilles belonging to France. No economic power, that is, no white country defining itself as such, recognized the independence of the new Black, abolitionist, and egalitarian population. The isolation of Haiti thus began at the very moment of its foundation. [End Page 165]In a vain attempt to escape the embargo and to construct a collective destiny at the international level, Haiti accepted a colossal debt imposed on it by France. Charles X, king of France and Navarre, forced Jean-Pierre Boyer, supreme leader of the Haitian nation, to assume the responsibility for a ransom of 120 million francs. The economist Thomas Piketty calculates that this was equivalent to 28 billion euros in today's currency. David Graeber, in his Debt: The First 500 Years, considers it to be the most egregious debt in history. In truth, for Haitians, this strange transaction consisted in buying lands they had already conquered in their independence struggle, having taken them from the previous colonial settlers representing the French state.Since the previously emancipated ancestors were considered the colonial settlers' property, Haitians, under threat from the French army, assumed the weight of this debt, which really consisted in purchasing—from their previous torturers—their very persons and those of their grandparents. In other words, after the war of independence, begun by Black Maroons as soon as they arrived on the island of Haiti, pursued by Toussaint Louverture against slavery, brought successfully to a conclusion by Jean Jacques Dessalines through victorious military battles (November 1803 at Vertières, for example), after this long road toward emancipation, France, supported by all the foreign powers of the period, extracted from Haiti recognition of the debt in 1826, that is, during the first half of the nineteenth century, at the very moment when the independent countries of the world were beginning to undergo a massive industrialization.Haiti clearly missed out on this entrance into the industrial age of the steam engine. Cet article examine les spécificités de la politique antillaise néerlandaise ainsi que le niveau d’éducation des femmes et leur insertion dans la société civile, en lien avec l’émergence de mouvements de femmes à Aruba et Curaçao. Plusieurs de ces mouvements (1940-début des années 1990) sont ici analysés dans le but de comprendre ce qui rend les stratégies militantes féminines efficaces. Cet article avance l’hypothèse que leur réussite dépend des multiples ajustements qui sont faits à un environnement particulier. Bien que la (...) réussite de tels mouvements puisse être attribuée à des forces intellectuelles actives et à une compréhension approfondie des changements politiques, en fin de compte, c’est moins la connaissance, l’idéologie et la stratégie qui comptent que la capacité à agir au bon moment, à s’organiser et à coopérer, dans le but de surfer sur la vague du progrès. The European-American exchange of infectious diseases was responsible for the demogrpahic havoc of the native population in the New World after 1492. Prior to this date medical writers describe the presence in Spain of viral diseases like influenza, parotitis, smallpox, measles, poliomyelitis, and rabies; there were also rickettsiasis, diphtheria, salmonellosis, plague, tubercolosis, leprosy, malaria, scabies and tinea. In America, before European arrivals, there were no records of human viral diseases, though there were records of rickettsiasis, treponematosis — pinta, yaws and (...) syphilis — leihsmaniasis, amibiasis and perhaps leprosy. With the discovery of America in 1492, Columbus's sailors were contaminated by yaws and spread this disease into Europe. In 1493 influenza, as a zoonosis, was introduced into Santo Domingo and was responsible for the annihilation of the natives of the Antilles in less than a quarter of a century; in 1518 smallpox was also introduced in Santo Domingo and then to the American continent by negro slaves: by the same means measles were introduced in 1531. The previous existence or introduction of other infectious diseases in America is also discussed. (shrink)

Patrick Chamoiseau's Un Dimanche au cachot and Gisèle Pineau's Folie, aller simple refer to the authors’ professions to explore the tensions besetting Caribbean territories that belong integrally to the French Republic, yet are culturally distinct from the Hexagon. While both writers use a version of ‘staged marginality’ to raise questions about the ‘imagined community’ of the Republic, each adopts a different political approach and writing strategy. Chamoiseau appears still to struggle with binary colonial anxieties in relation to France, despite his (...) professed immersion in Glissant's transcending ‘Tout-Monde’; Pineau presents a less theorized, more integrative ‘transcultural’ Frenchness based on her personal experience. These contrasting interpretations highlight the need for a theoretical approach to the Antilles that accommodates both the shifting, relational dynamic associated with Glissant's postcolonial perspective, and the binary axis of centre and periphery more commonly associated with colonialism. Conçu pour mettre à disposition des corpus de données interactionnelles récoltées dans des contextes ordinaires, professionnels et institutionnels authentiques, et afin de promouvoir la recherche comparée sur le français parlé, le corpus CIEL-F comporte des enregistrements effectués en Algérie, Antilles françaises, Belgique, Burkina Faso, Cameroun, Canada, Congo, Côte d’Ivoire, Egypte, France, Inde, La Réunion, Maurice, Sénégal, Suisse et Togo. Dans la (...) première partie, l’article présente les défis et les enjeux de ce type de corpus. Dans la deuxième partie, l’article offre un exemple d’exploitation de ces données, en se penchant sur différents usages de là, allant de l’emploi déictique locatif à des emplois qui relèvent davantage de la particule discursive grammaticalisée. L’analyse propose quelques remarques sur la distribution de ces emplois de là dans différentes aires communicatives et des réflexions sur les possibilités ouvertes par une approche comparative au sein du français parlé dans le monde.
