Government-sponsored enterprises (GSEs) and quasi-autonomous non-governmental organizations (quangos) comprise a powerful organizational sector that has been criticized for its lack of accountability to governments and their citizens. These organizations are established to serve the public as a whole by targeting the needs of particular groups or fulfilling specific functions. Often they use practices adopted from the business sector, and sometimes they enter the marketplace as profitmaking enterprises. In light of the contribution of GSE Fannie Mae to the 2008 world economic (...) crisis, the impact of this sector on effective democratic government bears further examination. In this article, I present a systems model that suggests how researchers might comprehensively assess the accountability of organizations in this sector, here termed the "gray sector," with respect to their government missions. I focus on four systems dimensions: mission, organizational design, organizational outcomes, and the information feedback process. Organizational design and the nature of the sector population are cited as emerging issues of particular importance. (shrink)

The interplay between computability and randomness has been an active area of research in recent years, reflected by ample funding in the USA, numerous workshops, and publications on the subject. The complexity and the randomness aspect of a set of natural numbers are closely related. Traditionally, computability theory is concerned with the complexity aspect. However, computability theoretic tools can also be used to introduce mathematical counterparts for the intuitive notion of randomness of a set. Recent research shows that, conversely, concepts (...) and methods originating from randomness enrich computability theory.The book covers topics such as lowness and highness properties, Kolmogorov complexity, betting strategies and higher computability. Both the basics and recent research results are desribed, providing a very readable introduction to the exciting interface of computability and randomness for graduates and researchers in computability theory, theoretical computer science, and measure theory. More and more organisations formulate a code of conduct in order to stimulate responsible behaviour among their members. Much time and energy is usually spent fixing the content of the code but many organisations get stuck in the challenge of implementing and maintaining the code. The code then turns into nothing else than the notorious "paper in the drawer", without achieving its aims. The challenge of implementation is to utilize the dynamics which have emerged from the formulation of the code. (...) This will support a continuous process of reflection on the central values and standards contained in the code. According to Molinism, logically prior to his creative decree, God knows via middle knowledge the truth value of the counterfactuals or conditionals of creaturely freedom (CFs) and thus what any possible person would do in any given circumstance. Critics of Molinism have pointed out that the Molinist God gets lucky that the CFs allow him to actualize either a world of his liking or even a good-enough world at all. In this paper, I advance and strengthen the popular critique in (...) two ways. First, I specify the kind of luck to which God is subject, which is circumstantial moral luck. Second, and more importantly, I argue that exposure to this luck is problematic because something external to God and beyond his control determines the degree of praiseworthiness he deserves in relevant possible worlds. My main contention is that divine subjection to circumstantial moral luck raises the theoretical costs of Molinism. (shrink)

In this paper, I examine Pascal's Wager as a decision problem where the uncertainty is massive, that is, as a decision under ignorance. I first present several reasons to support this interpretation. Then, I argue that wagering for God is the optimal act in a broad range of cases, according to two well-known criteria for decision-making: the Minimax Regret rule and the Hurwicz criterion. Given a Pascalian standard matrix, I also show that a tie between wagering for God and wagering (...) against God is only possible under very narrow conditions when applying the Hurwicz criterion. Finally, I discuss three objections to these two versions of the Wager. The most pressing challenge comes from the Many-Gods objection. I conclude that this objection is even more challenging whenever one faces a situation of massive uncertainty about God's existence. I argue that addressing it requires a more detailed examination of the benefits of adopting a religious life compared to those of choosing non-theism, or an additional criterion that can break the tie between these options. Tendo estas questões em mente, este artigo visa indicar relações possíveis entre o antifundacionismo, o pensamento de Paul Feyerabend e os letramentos científicos. Em um primeiro momento indicaremos questões relativas ao antifundacionismo, e em seguida verificaremos como tal questão se efetiva no pensamento de Feyerabend. (...) Proponents of the duty to vote (DTV) argue that in normal circumstances, citizens have the moral duty to vote in political elections. Discussions about DTV analyze _what_ the duty is, _who_ has this duty, _when_ they have it, and _why_ they have it. Missing are answers to the Specification Question: to _which_ elections does DTV apply? A dilemma arises for some supporters of DTV—in this paper, I focus on Julia Maskivker’s work—because either answer is problematic. First, I argue that it (...) is implausible that DTV applies to _all_ elections because this makes the duty too costly for the voter. Second, I argue that there are no good reasons why under normal circumstances DTV applies only to _some_ elections. I consider objections but conclude that the dilemma is successful and therefore the case for DTV is incomplete. (shrink)

Many theists conceive of God as a perfect being, i.e., as that than which none greater is metaphysically possible. On this grand view of God, it seems plausible to think that such a supreme and maximally great being would not be subject to luck of any sort. Given the divine perfections, God is completely insulated from luck. However, I argue that the opposite is true: precisely because God is perfect, he is subject to a kind of luck called constitutive luck. (...) In this paper, first I provide an analysis of luck and then explain the concept of constitutive luck. I proceed to defend constitutive luck from charges of incoherence and examine a different approach to make sense of this luck. Furthermore, I distinguish between two kinds of constitutive luck and argue that even if God isn’t subject to one kind, evading the second kind is unsuccessful. I offer two ways that God is constitutively lucky and reach a surprising conclusion: a perfect being is the luckiest of all possible beings. (shrink)

We compare various notions of algorithmic randomness. First we consider relativized randomness. A set is n-random if it is Martin-Löf random relative to ∅. We show that a set is 2-random if and only if there is a constant c such that infinitely many initial segments x of the set are c-incompressible: C ≥ |x|-c. The ‘only if' direction was obtained independently by Joseph Miller. This characterization can be extended to the case of time-bounded C-complexity. Next we prove some results (...) on lowness. Among other things, we characterize the 2-random sets as those 1-random sets that are low for Chaitin's Ω. Also, 2-random sets form minimal pairs with 2-generic sets. The r.e. low for Ω sets coincide with the r.e. K-trivial ones. Finally we show that the notions of Martin-Löf randomness, recursive randomness, and Schnorr randomness can be separated in every high degree while the same notions coincide in every non-high degree. We make some remarks about hyperimmune-free and PA-complete degrees. (shrink)

Unlike other classical arguments for the existence of God, Pascal’s Wager provides a pragmatic rationale for theistic belief. Its most popular version says that it is rationally mandatory to choose a way of life that seeks to cultivate belief in God because this is the option of maximum expected utility. Despite its initial attractiveness, this long-standing argument has been subject to various criticisms by many philosophers. What is less discussed, however, is the rationality of this choice in situations where the (...) decision-makers are confronted with greater uncertainty. In this paper, I examine the imprecise version of Pascal’s Wager: those scenarios where an agent’s credence that God exists is imprecise or vague rather than precise. After introducing some technical background on imprecise probabilities, I apply five different principles for decision-making to two cases of state uncertainty. In the final part of the paper, I argue that it is not rationally permitted to include zero as the lower probability of God’s existence. Although the conditions for what makes an act uniquely optimal vary significantly across those principles, I also show how the option of wagering for God can defeat any mixed strategy under two distinct interpretations of salvation. Musical life became disrupted in 2020 due to the COVID-19 pandemic. Many musicians and venues turned to online alternatives, such as livestreaming. In this study, three livestreamed concerts were organized to examine separate, yet interconnected concepts—agency, presence, and social context—to ascertain which components of livestreamed concerts facilitate social connectedness. Hierarchical Bayesian modeling was conducted on 83 complete responses to examine the effects of the manipulations on feelings of social connectedness with the artist and the audience. Results showed that in concert (...) 1, where half of the participants were allowed to vote for the final song to be played, this option did not result in the experience of more agency. Instead, if their preferred song was played (regardless of voting ability) participants experienced greater connectedness to the artist. In concert 2, participants who attended the concert with virtual reality headsets experienced greater feelings of physical presence, as well as greater feelings of connectedness with the artist, than those that viewed a normal YouTube livestream. In concert 3, attendance through Zoom led to greater experience of social presence, but predicted less connectedness with the artist, compared to a normal YouTube livestream. Crucially, a greater negative impact of COVID-19 (e.g., loneliness) predicted feelings of connectedness with the artist, possibly because participants fulfilled their social needs with this parasocial interaction. Examining data from all concerts suggested that physical presence was a predictor of connectedness with both the artist and the audience, while social presence only predicted connectedness with the audience. Correlational analyses revealed that reductions in loneliness and isolation were associated with feelings of shared agency, physical and social presence, and connectedness to the audience. Overall, the findings suggest that in order to reduce feelings of loneliness and increase connectedness, concert organizers and musicians could tune elements of their livestreams to facilitate feelings of physical and social presence. Labour and employment law no longer has a monopoly on regulating labour relations and is facing a crisis as its effectiveness is questioned. Codes of conduct adopted by companies to recognise their social responsibility for the global supply chain are instruments that can usefully complement labour and employment law. The aim of this paper is to analyse in depth the legal nature of codes of conduct and their impact on labour and employment law. Will the use of codes of conduct (...) reinforce the crisis of labour and employment law in the era of globalisation or will these codes be part of a solution to this crisis? Do we have to consider codes of conduct as competitors to labour and employment law or as an opportunity for rethinking the way that labour and employment law norms should be produced and applied? Johnson -Laird has argued that spatial reasoning is based on the construction and manipulation of mental models in memory. The present article addresses the question of whether reasoning about time relations is constrained by the same factors as reasoning about spatial relations. An experiment is reported that explored the similarities and the differences in the performance of subjects in comparable spatial and temporal reasoning tasks. The results indicated that, in both the temporal and the spatial content domains, the data were (...) in agreement with the view that subjects solved problems by constructing models in memory rather than with a logical rule conceptualisation of reasoning. An analysis of the premise-reading times on the basis of premise-linking order provided support for an on-line process of mental models construction, and offered an explanation for the finding that spatial problems that did require an inference of transitivity were easier than problems that did not. No essential differences in processing and performance were observed across the two content domains, although in the time domain the correctness data were in agreement with both the mental models theory and the logical rules view. The results are discussed with respect to the mental models theory and the structural characteristics of the problems. (shrink)

This article offers a revision of Gilles Deleuze’s “Postscript on the Societies of Control.” Departing from recent shifts empowered by the digital transformation and AI, we argue that Deleuze’s “dividual” has been replaced by the “user” (reducing the human being to predictable behavior), putting in crisis those institutions that were paramount for the now traditional societies of control in the age of globalization and the end of history (Fukuyama): We witness a crisis of democracies, the legal system, the epistemological system, (...) the civic society, even capitalism itself. The Antecedent-Behavior-Consequence (ABC)-analysis is a tool for analyzing behavior and stems from the field of psychology where it is used as a tool for the understanding of behavior in general and organizational behavior in particular. In this paper the ABC-analysis is implemented as a tool to understand why people behave ethically in organizations, through the identification of key environmental factors that cause such behavior. This analysis can be the first step to recognizing the complexity of circumstances determining ethical behavior, as (...) well as trigger for changing that behavior. This will be elaborated in the implementation process of an ethical code. The Jordan decomposition theorem states that every function $f \colon \, [0,1] \to \mathbb {R}$ of bounded variation can be written as the difference of two non-decreasing functions. Combining this fact with a result of Lebesgue, every function of bounded variation is differentiable almost everywhere in the sense of Lebesgue measure. We analyze the strength of these theorems in the setting of reverse mathematics. Over $\mathsf {RCA}_{0}$, a stronger version of Jordan’s result where all functions are continuous is equivalent to (...) $\mathsf {ACA}_0$, while the version stated is equivalent to ${\textsf {WKL}}_{0}$. The result that every function on $[0,1]$ of bounded variation is almost everywhere differentiable is equivalent to ${\textsf {WWKL}}_{0}$. To state this equivalence in a meaningful way, we develop a theory of Martin–Löf randomness over $\mathsf {RCA}_0$. (shrink)

Electronic machinic phenomena yield fascinating links with biological processes. Either in the macro-micro-structure of binary encoded information ‐ bytes on media ‐ to the processual flow programs execute on hardware while operating it. Observing micro-electronic worlds akin to living entities: electronic voltages running throughout electronic architectures pipelining data to memory registers; operating systems executing programs on electronic substrates; data flows taking place in machines and in communications protocols within networks. Static art-sci constructs explore and visualize these observations as 2D drawings (...) (Neon Paleolitikos Drawings, 2017‐present) or 3D sculptures (Binary and Biological Sculpture Series, 2018‐present), creatively exposing their inherent rhythmic organization of information, while dynamic installations (Phoenix.Wolfanddotcom.info, Wolfanddotcom, Half-Plant, 2017, Ant Ennae Labyrinths, 2019‐present) propose immersive interference mechanisms that attempt user entanglement in non-human environments. Seven aesthetic case examples are introduced and explored, observing and seeking resonances between micro-granular electronic, biological and hybrid data as source synthesis. This research proposes a look at bio-electronic aggregates on Neon Paleolitikos strata. After the Anthropocene, Neon Paleolitikos is an imaginary epoch dating since the decline of mankind until the zenith of bio-electronic life forms: operational symbioses combined among ruins of silica, transistors, algorithms, cells, plants, animals and electricity. O presente artigo tem como objetivo justificar que a concepção de ética originária desenvolvida por Heidegger, alinhada à importância que Gadamer atribui à experiência particular, pode trazer uma relevante contribuição para a reflexão filosófica acerca dos temas que envolvem a ética, como tentativa de superação do modo tradicional de se conceber a própria ética enquanto tal. A forma pela qual a tradição metafísica tem historicamente abordado o tema da ética reforça a distinção entre teoria e prática, e a busca de (...) princípios ou normas universalmente aplicáveis tem se mostrado insuficiente para elucidar o que torna possível a experiência moral. A linguagem conceitual generalista, da mesma forma, tem se demonstrado inadequada para tratar do tema, visto que tende a aproximar a ética da técnica própria das ciências, ignorando a relevância que a experiência particular pode trazer para o debate ético. Nesta perspectiva, a ética originária fornece elementos para a construção de um sentido de ética que almeja alcançar a singularidade da existência, superando assim a distinção entre teoria e prática, e colocando em evidência uma instância prévia, que permaneceu oculta em razão dos limites da própria metafísica. The present study aims at understanding how Ethica Nicomachea V.6 relates to its preceding chapters, V.1-5. On the one hand, the interpreter wonders for what purpose Aristotle introduces a topic named ‘the civic just’ (to politikon dikaion) in V.6, since V.1-5 treats extensively of matters of justice in the city. On the other hand, the same text posits that there is a certain ‘just without qualification’ (to haplōs dikaion), which may or may not be the civic just itself; compared to (...) the just without qualification, other forms of just are so by similitude (kath’homoiteta). In attempting to clear the confusion around those two points, the present study proposes the following: (1) the civic just is the just without qualification insofar as it is the primordial form of the just, in which only humans who are cumulatively free, equals and self-sufficient have a share; (2) the description of the civic just recapitulates several aspects of the discussions of justice in V.1-5 – the laws, the kinds of equality, rule, the legal suit - because the civic just encompasses all the forms of just (dikaion) related to the virtues of universal justice (V.1) and partial justice (V.2-5); (3) the expression to politikon dikaion is introduced in V.6 in order to contrast everything treated in V.1-5 with the domestic just, to oikonomikon dikaion, mentioned for the first time in V.6; (4) the forms of the domestic just are just only by similitude with the civic just because justice loses density outside the civic sphere, a situation which can be explained by the shortcomings Aristotle ascribes to women, children and slaves in EN V.6 (lack either of freedom or equality or yet self-sufficiency) as well as in Politica I (varying degrees of defective deliberation and virtue). This paper deals with the mutations in Wittgenstein’s treatment of the notions of “generality” and of “singularity”, from his first philosophy, in the Tractatus Logico-Philosophicus, to his later mature philosophy represented by the Philosophical Investigations. As we shall see, Wittgenstein’s philosophical handling of the notion of “visual perception” plays a key role in those conceptual transformations.

Trata-se de capítulo de um livro sobre a noção de "substância" na história da filosofia e contém uma discussão sobre a noção ordinária de "corpo" do ponto de vista da filosofia analítica.

The objective of this article is to try to elucidate Wittgenstein’s ex-travagant thesis that each and every mathematical advancement involves some “semantical mutation”, i.e., some alteration of the very meanings of the terms involved. To do that we will argue in favor of the idea of a “modal incompati-bility” between the concepts involved, as they were prior to the advancement, and what they become after the new result was obtained. We will also argue that the adoption of this thesis profoundly (...) alters the traditional way of con-struing the idea of “progress” in mathematics. (shrink)

Para solucionar a questão “sobre o que há” levantada por Quine, e realizar a tarefa de compreender de forma exauriente as muitas unidades ontológicas que povoam a grande província do Ser, propomos como alternativa à ontologia punteliana, uma nova ontologia designada de “Ontologia Estrutural” (OE). Tal ontologia parte de bases teóricas sistemático-estruturais, mas desemboca em uma visão diversa em que co-subsistem unidades factuais estruturadas, configurações estruturais (dinâmicas), bem como unidades ontológicas aparentes (objetos), todas englobadas pela subdimensão temporal que as interconexiona, (...) compreendida esta como uma subdimensão (interna) da macrodimensão do Ser. Nesse sentido, começamos situando a temática ontológica na discussão filosófica atual a partir de uma chave quineana; prosseguimos apresentando um conceito de verdade derivado de nossa leitura da filosofia punteliana, o qual constituirá o ponto de ligação entre linguagem e mundo. Na sequência, mostramos como do conceito de verdade trazido à lume, após uma breve incursão na semântica filosófica, chegamos ao campo ontológico a partir das categorias ontológicas de estrutura e estado ontológico. Ao final, delineamos, em seus caracteres gerais, a nossa ontologia estrutural, compreensiva de noções ontológicas próprias que dão novos rumos à compreensão filosófica desta grande temática. In Being and Time, Heidegger presented the finitude of human existence from the concepts of being towards death and anticipatory resoluteness. By interpreting human existence as existential possibility, it becomes possible to properly understand existential death as distinct from death in the vital sense. In view of the projective characteristic of understanding, Heidegger shows that projection into possibilities is always subject to risk and failure, since what sustains the “existential” aspect of existential possibility is projection in it. In this sense, (...) the objective of this article is to present and discuss the concepts of death, existential possibility and finitude existence based on the interpretative thesis that Heidegger’s elaboration of the existential concept of death is independent of the common and mundane sense of death, presented through the concept of demise, based on the thesis proposed by Heidegger that death is the possibility of the impossibility of existence in general. The objective of this paper will be to present a critical evaluation of the so-called “standard conception of a proof”. According to this conception, a text could only be called a “demonstration of a certain mathematical proposition” if we could find a completely formalized version of that demonstration, its “corresponding formal proof”. We will compare these ideas with the treatment of the same topic within two markedly different contexts, that of contemporary Swedish intuitionism and that of modern software engineering. Finally, (...) we will offer a quick discussion of some of Wittgenstein's proposals regarding the subject. /// -/- O objetivo deste texto será o de apresentar uma avaliação crítica da assim chamada “concepção estândar” do que seja uma prova. Segundo essa concepção, um texto só poderia ser chamado de uma “demonstração de uma certa proposição matemática” se pudéssemos encontrar uma versão completamente formalizada daquela demonstração, sua “prova formal correspondente”. Faremos comparações com o tratamento do mesmo tópico em dois contextos muito distintos, aquele do intuicionismo sueco contemporâneo e o da moderna engenharia de software. Por fim, faremos uma rápida apresentação de algumas propostas de Wittgenstein sobre o assunto. (shrink)

This paper offers an overview of various alternative formulations for Analysis, the theory of Integral and Differential Calculus, and its diverging conceptions of the topological structure of the continuum. We pay particularly attention to Smooth Analysis, a proposal created by William Lawvere and Anders Kock based on Grothendieck’s work on a categorical algebraic geometry. The role of Heyting’s logic, common to all these alternatives is emphasized.

Most professionals have the arduous task of managing their own dual loyalty: in one contextual relationship, they are members of a profession while simultaneously they are employed as members of a locally established organisation. This sense of a dual loyalty has to be taken into account when professional bureaucracies develop ethics programmes. This article focuses on universities. Accounting for the dual loyalty of academic professionals, it is the objective of the study to contribute to the most appropriate ethics programmes in (...) such an academic context. Based on a review of the literature, we identify which ethical issues commonly emerge in educational and research activities. Then we offer a conceptual analysis of the conditions required for each different strategy of ethics management. We argue that none of the four theoretically derived strategies is applicable solely on its own. For universities it is most promising to design ethics programmes based on the guiding values of the academic community, including integrity measures for universities and corrective measures for students. The argument developed in this article is assumed to be widely applicable in assessing the appropriateness of ethics management strategies in other professional settings. (shrink)
