Workers in the garment manufacturing industry are often subjected to violations of their rights and are exposed to low wages and difficult working conditions. In response to the exposure of these violations in the media, major fashion brands and retailers subject their suppliers to labour codes of conduct. Despite these codes of conduct being largely ineffective, this comparative case study of garment manufacturers operating from Lesotho and Eswatini illustrates that such codes provide workers and trade unions with access to bargaining (...) leverage that they would otherwise not have. A framework with a synthesis of potential sources of workers’ power is developed and related to global production networks, collective mobilisation, the nature of the state, as well as national and transnational scales of organising. Based on historical case studies of the two countries, this paper illustrates how unions in the two countries followed different approaches to using this source of power in relation to other sources of power. These approaches were shaped by their contexts and strategic choices. Theoretically, it is argued that sources of workers’ power are analytically distinct, but are relational and operate best when seen as mutually reinforcing. The term ‘power resource nexus’ is used to frame this potential mutual reinforcement of sources of power. (shrink)

In the past few years, scholars have been questioning whether the current approach in data ethics based on the higher level case studies and general principles is effective. In particular, some have been complaining that such an approach to ethics is difficult to be applied and to be taught in the context of data science. In response to these concerns, there have been discussions about how ethics should be “embedded” in the practice of data science, in the sense of showing (...) how ethical issues emerge in small technical choices made by data scientists in their day-to-day activities, and how such an approach can be used to teach data ethics. However, a precise description of how such proposals have to be theoretically conceived and could be operationalized has been lacking. In this article, we propose a full-fledged characterization of ‘embedding’ ethics, and how this can be applied especially to the problem of teaching data science ethics. Using the emerging model of ‘microethics’, we propose a way of teaching daily responsibility in digital activities that is connected to the higher level ethical challenges discussed in digital/data ethics. We ground this microethical approach into a virtue theory framework, by stressing that the goal of a microethics is to foster the cultivation of moral virtues. After delineating this approach of embedding ethics in theoretical detail, this article discusses a concrete example of how such a ‘micro-virtue ethics’ approach could be practically taught to data science students. It is widely accepted that, in the course of interpreting a metaphorical utterance, both literal and metaphorical interpretations of the utterance are available to the interpreter, although there may be disagreement about the order in which these interpretations are accessed. I call this the dual availability assumption. I argue that it does not apply in cases of metaphorical singular reference. These are cases in which proper names, complex demonstratives or definite descriptions are used metaphorically; e.g., ‘That festering sore must go’, (...) referring to a derelict house. We are forced to give up dual availability in these cases because a process of predicate transfer happens in the restriction clauses of such metaphorically used definite phrases, so that a denotation-less definite concept is never constructed. A process of enriched composition yields only a metaphorical referent/denotation. I compare cases of metaphorical reference both to cases of metonymic reference and to uses of epithets of the ‘That N of an N’ form. Reflection on the former is helpful in getting clear about the kind of property transfer involved in referential metaphors. Such transfer happens directly at the level of properties and is not mediated via a correspondence between objects, as is the case with metonymic reference. Reflection on epithets such as ‘that festering sore of a house’ is helpful since these are a sort of intermediate case between cases of literal and metaphorical reference. They provide support for my claim that in cases of metaphorical reference there is only a single referent. Moreover, constraints on the use of these epithets suggest that referential metaphors are similarly constrained. In particular, I argue that referential metaphors can only be used when the implicit category restriction is highly salient, and that the evaluative information conveyed by the metaphor serves primarily to indicate the speaker’s attitude towards the referent rather than being intended to help the hearer identify the referent. In recent months months the hashtag #overlyhonestmethods has steadily been gaining popularity. Posts under this hashtag—presumably by scientists—detail aspects of daily scientific research that differ considerably from the idealized interpretation of scientific experimentation as standardized, objective and reproducible. Over and above its entertainment value, the popularity of this hashtag raises two important points for those who study both science and scientists. Firstly, the posts highlight that the generation of data through experimentation is often far less standardized than is commonly assumed. (...) Secondly, the popularity of the hashtag together with its relatively blasé reception by the scientific community reveal that the actions reported in the tweets are far from shocking and indeed may be considered just “part of scientific research”. Such observations give considerable pause for thought, and suggest that current conceptions of data might be limited by failing to recognize this “inherent variability” within the actions of generation—and thus within data themselves. Is it possible, we must ask, that epistemic virtues such as standardization, consistency, reportability and reproducibility need to be reevaluated? Such considerations are, of course, of particular importance to data sharing discussions and the Open Data movement. This paper suggests that the notion of a “moral professionalism” for data generation and sharing needs to be considered in more detail if the inherent variability of data are to be addressed in any meaningful manner. Development-oriented funding schemes such as the UK Global Challenges Research Fund (GCRF) have opened up opportunities for collaborations between low-middle income countries (LMICs) and high-income country (HIC) researchers. In particular, funding for medical technology research has seen a rise in previously under-represented disciplines such as physics and engineering. These collaborations have considerable potential to advance healthcare in LMICs, yet can pose challenges experienced to researchers undertaking these collaborations. Key challenges include a lack of tradition of HIC/LMIC collaborations within participating departments, (...) lack of experience with development agendas, designing contextually-appropriate technologies and ensuring long-term viability of research outputs. This paper reflects on these key challenges, using the experiences of the authors on the Open Laboratory Instrumentation (OLI) project as a focalizing lens. This project was a GCRF-funded collaboration between physicists in the UK and engineers in Tanzania to develop an open-source, 3D-printed, fully-automated laboratory microscope. Researchers interested in children's understanding of mind have claimed that the ability to ascribe beliefs and intentions is a late development, occurring well after children have learned to speak and comprehend the speech of others. On the other hand, there are convincing arguments to show that verbal communication requires the ability to attribute beliefs and intentions. Hence if one accepts the findings from research into children's understanding of mind, one should predict that young children will have severe difficulties in verbal (...) communication. Conversely, if this prediction fails, this casts doubt on the claim that young children lack meta-representational skills. Using insights from Relevance Theory, an experiment was designed to test children's ability to recover a speaker's intended referent in situations in which the speaker's words underdetermine the referent. Results suggest that children's skills are comparable to those of untutored adults in similar situations. Thus this study indirectly casts doubt on the claim that young children lack meta-representational skills. (shrink)

Data science skills are rapidly becoming a necessity in modern science. In response to this need, institutions and organizations around the world are developing research data science curricula to teach the programming and computational skills that are needed to build and maintain data infrastructures and maximize the use of available data. To date, however, few of these courses have included an explicit ethics component, and developing such components can be challenging. This paper describes a novel approach to teaching data ethics (...) on short courses developed for the CODATA-RDA Schools for Research Data Science. The ethics content of these schools is centred on the concept of open and responsible science citizenship that draws on virtue ethics to promote ethics of practice. Despite having little formal teaching time, this concept of citizenship is made central to the course by distributing ethics content across technical modules. Ethics instruction consists of a wide range of techniques, including stand-alone lectures, group discussions and mini-exercises linked to technical modules. This multi-level approach enables students to develop an understanding both of “responsible and open science citizenship”, and of how such responsibilities are implemented in daily research practices within their home environment. This approach successfully locates ethics within daily data science practice, and allows students to see how small actions build into larger ethical concerns. This emphasises that ethics are not something “removed from daily research” or the remit of data generators/end users, but rather are a vital concern for all data scientists. (shrink)

Introduction The mainstream view in philosophy of language is that sentence meaning determines truth-conditions. A corollary is that the truth or falsity of an utterance depends only on what words mean and how the world is arranged. Although several prominent philosophers (Searle, Travis, Recanati, Moravcsik) have challenged this view, it has proven hard to dislodge. The alternative view holds that meaning underdetermines truth-conditions. What is expressed by the utterance of a sentence in a context goes beyond what is encoded in (...) the sentence itself. Truth-conditional content depends on an indefinite number of unstated background assumptions, not all of which can be made explicit. A change in background assumptions can change truth-conditions, even bracketing disambiguation and reference assignment. That is, even after disambiguating any ambiguous words in a sentence and assigning semantic values to any indexical expressions in the sentence, truth-conditions may vary with variations in the background. We have a certain fascination with the incredible untapped potential of our minds. Some studies once suggested that we use only 10% of the mind's capacity. Today that estimate has been revised to about 2%-3%. Imagine what more we could do with all of that as yet unrealized potential. What is standing in our way? How do we move into a more full realization of who we are? These are the questions that this book seeks to answer.

Centering Theory (CT) as articulated by Grosz et al. (1995) is a theory intended to model some of the factors that influence local coherence in a discourse. The idea is that at any one time there are a number of entities that are at the center of attention. Each utterance n that makes up a discourse potentially has two sorts of discourse ‘centers’, an ordered set of forward-looking centers, Cf(uttn), that provide potential links to upcoming utterances, and a single backward-looking (...) center, Cb(uttn), that links back to the previous utterance, in the sense that it is identical to one of the members of the set of forward-looking centers of the previous utterance. Roughly, one can think of Cb(uttn) as the current topic of the conversation. The members of the set Cf(uttn) on the other hand are the entities mentioned in the utterance and which are candidates to become the next topic of conversation. The members of Cf(uttn) are ranked in order of their salience. The most highly ranked member of Cf(uttn) is the preferred center, Cp(uttn), and ideally it will become the backward-looking center of the next utterance, Cb(uttn+1). When Cb(uttn) is the most highly ranked member of Cf(uttn), this indicates that it will continue to be the topic of conversation in the next utterance. If this does indeed happen, we have what is known in CT as a CONTINUE transition. When some entity other than Cb(uttn) is the most highly ranked member of Cf(uttn), an upcoming topic shift is signaled. This situation is known in CT as a RETAIN. A topic shift following a RETAIN will be a SMOOTH SHIFT. If the topic shifts to an entity that is neither the preferred center of the current nor of the previous utterance, then the shift will be a ROUGH.. (shrink)

Architecture and urbanism seem to be »weak« disciplines, constantly struggling for a better understanding of their nature and disciplinary borders. The huge amount of metaphors appearing in the discourse of both not only reference to their creative nature but also indicate their weakness and the missing piece strengthening their own understanding: a definition of space for architecture and of city for urbanism. But using metaphors in this field implies a problem - though metaphors achieve to bring opposites together, there remains (...) the question how literal they can actually become in order to relate to these subjects properly. :I present arguments in favour of the view that the propositions expressed by utterances containing singularly referring terms have modes of presentation of the objects referred to by those terms as constituents. I rely on recent work by Sperber and Wilson, Recanati and other pragmatists, and claim that a Fregean account of singular reference is supported by this work. This is in opposition to Recanati himself, who in his book Direct Reference has argued for a view which is closer to (...) that of some neo‐Russellians. In particular, I argue contra Recanati for the truth‐conditional relevance of the modes of presentation associated with demonstratives and other referential terms. That is, 1 argue that these modes of presentation must be seen as part of the truth‐conditional content of utterance‐tokens containing such terms. (shrink)

Lepore and Stone devote Part I of their book to setting out a number of views that act as foils for their own positive ‘disambiguation’ view of interpretation developed in Part II. They divide their opposition into three camps: The Gricean rationalists, the neo-Gricean lexicalists, and the empirical psychologists. I try to show why a ‘disambiguation’ view of such phenomena is unappealing and why Relevance Theory provides a better account of these phenomena. I end with some brief remarks about what (...) all of this tells us about the interface between semantics and pragmatics. (shrink)

According to one widely held view of metaphor, metaphors are cases in which the speaker (literally) says one thing but means something else instead. I wish to challenge this idea. I will argue that when one utters a sentence in some context intending it to be understood metaphorically, one directly expresses a proposition, which can potentially be evaluated as either true or false. This proposition is what is said by the utterance of the sentence in that context. We don’t convey (...) metaphorical meanings indirectly by directly saying something else. One consequence is that, contrary to what Searle (1993: 110) suggests, we do not arrive at the metaphorical meaning that the speaker intended via a literal interpretation of the sentence the speaker utters. The defense of this view depends on articulating a conception of what is said that is more generous than that allowed for by Searle (1993) and others such as Bach (2001). I hope to motivate this broadened conception of what is said (what I call a contextualist conception of what is said), and to show some of the benefits of adopting a direct expression view of metaphor. It has long ben recognised that there are referential uses of definite descriptions. It is not as widely recognised that there are atttributives uses of idexicals and other such paradigmatically singular terms. I offer an account of the referential/attributive distinction which is intended to give a unified treatment of both sorts of cases. I argue that the best way to account for the referential/attributive distinction is to treat is as semantically underdetermined which sort of propositions is expressed in a context. (...) In certain contexts the proposition expressed will be a descriptive one, and in others it will be an object-dependent one. I appeal to Sperer and Wilson's (1986) idea that the recovery of the content of an utterance involves pragmatic processes of enrichment of a representation of the logical form of utterance. According to the account I offer, the first-level descriptive meaning associated with an expression (whether this is an indexical or a definite description) is pragmatically enriched and then used either to track an individual in the context, or is taken to lay down a condition of satisfaction for an individual. The proposition that the listener takes the speaker to have expressed is recovered on the basis of considerations of relevance and contextually available information about the speaker's directive intentions. Although my account has affinities with those of Recanati (1993) and Nunberg (1993), it also differs from theirs in crucial ways. Each of these authors sees asymmetries where I see none. In this chapter, we propose a non-traditional RCR training in data science that is grounded in a virtue theory framework. First, we delineate the approach in more theoretical detail by discussing how the goal of RCR training is to foster the cultivation of certain moral abilities. We specify the nature of these ‘abilities’: while the ideal is the cultivation of virtues, the limited space allowed by RCR modules can only facilitate the cultivation of superficial abilities or proto-virtues, which help students (...) to familiarize themselves with moral and political issues in the data science environment. Third, we operationalize our approach by stressing that (proto-)virtue acquisition (like skill acquisition) occurs through the technical and social tasks of daily data science activities, where these repetitive tasks provide the opportunities to develop (proto-)virtue capacity and to support the development of ethically robust data systems. Finally, we discuss a concrete example of implementing this approach. In particular, we describe how this method is applied to teach data ethics to students participating in the CODATA-RDA Data Science Summer Schools. (shrink)

Grimberg identifies four arguments which she alleges are used in my paper‘Pragmatics and Singular Reference’(Bezuidenhout, 1996a) in order to establish the truth-conditional relevance of de re modes of presentation. In fact, only one of these, properly understood, is an argument which I would endorse. However, I do plead guilty to having used examples with features which misleadingly suggest that I endorse these various arguments. The debate between contextualists and semantic minimalists about meaning/content is one that matters most to philosophers of language, even though the debate is not solely a philosophical one. There are at least three ways of casting the debate. Firstly, it can be cast as one about how and when semantic and pragmatic mental resources are used during ordinary conversational exchanges. This debate utilizes theories and methodologies from psychology. Secondly, it can be framed in terms of the logic of natural languages (...) and how to incorporate context sensitivity into a formal, compositional model of natural-language sentence-level meaning. Thirdly, it can be approached from an analytic philosophy of language perspective, with the aim of clarifying various crucial concepts, such as the concepts of saying and implicating, using a priori methods. Ideally, these domains of research will produce outcomes that cohere with each other. This essay surveys recent progress in these three domains. (shrink)

The concept of dual-use encapsulates the potential for well-intentioned, beneficial scientific research to also be misused by a third party for malicious ends. The concept of dual-use challenges scientists to look beyond the immediate outcomes of their research and to develop an awareness of possible future (mis)uses of scientific research. Since 2001 much attention has been paid to the possible need to regulate the dual-use potential of the life sciences. Regulation initiatives fall under two broad categories—those that develop the ethical (...) education of scientists and foster an awareness and responsibility of dual-use issues, and those which assess the regulation of information being generated by current research. Both types of initiatives are premised on a cautious, risk-adverse philosophy which advocates careful examination of all future endpoints of research endeavors. This caution advocated within initiatives such as pre-publication review of journal articles contrasts to the obligation to share underpinning data sharing discussions. As the dual-use debate has yet to make a significant impact on data sharing discussions (and vice versa) it is possible that these two areas of knowledge control may present areas of ethical conflict for scientists, and thus need to be more closely examined. This paper examines the tension between the obligation to share exemplified by data sharing principles and the concerns raised by the risk-cautious culture of the dual-use debates. The paper concludes by reflecting on the issues of responsibility as raised by dual-use as relating to data sharing, such as the chain of custody for shared data. (shrink)

Freivalds defined an acceptable programming system independent criterion for learning programs for functions in which the final programs were required to be both correct and "nearly" minimal size, i.e., within a computable function of being purely minimal size. Kinber showed that this parsimony requirement on final programs limits learning power. However, in scientific inference, parsimony is considered highly desirable. A lim-computablefunction is (by definition) one calculable by a total procedure allowed to change its mind finitely many times about its output. (...) Investigated is the possibility of assuaging somewhat the limitation on learning power resulting from requiring parsimonious final programs by use of criteria which require the final, correct programs to be "not-so-nearly" minimal size, e.g., to be within a lim-computable function of actual minimal size. It is shown that some parsimony in the final program is thereby retained, yet learning power strictly increases. Considered, then, are lim-computable functions as above but for which notations for constructive ordinals are used to bound the number of mind changes allowed regarding the output. This is a variant of an idea introduced by Freivalds and Smith. For this ordinal notation complexity bounded version of lim-computability, the power of the resultant learning criteria form finely graded, infinitely ramifying, infinite hierarchies intermediate between the computable and the lim-computable cases. Some of these hierarchies, for the natural notations determining them, are shown to be optimally tight. (shrink)

Policy motives for work for people with a disability (PWD) are divergent along two discourses: work as a right vs norm. Work as a right, based on the UN Convention on the Rights of Persons with Disabilities (UNCRPD), portrays work as a potential gateway for inclusion. Work as a norm fits a neoliberal agenda. It considers labor market participation of all, including PWD, as a civil responsibility crucial for economic welfare. Critics argue that the work as a norm discourse presents (...) a risk for inclusion of PWD. Work is seen as a necessary condition for and not one of many ways to inclusion in society. To make the right to work for PWD work, critical scholars call to unravel whether and how the discourses of work as a right and norm for PWD become intertwined in policy. In response and through the lens of recontextualization, we study how discourses of work as a right and norm for PWD are received, reproduced and reworked in political debate in Flanders (Belgium) over time. We examine policy texts and parliamentary questions of four government terms (2004–2024). The findings illustrate how the work as a right discourse is gradually recontextualized into the work as a norm discourse to legitimize neoliberal policies of strict activation. In accordance, we see a gradual move towards neoliberal-ableism. Although the UNCRPD aims to eradicate ableism, its recontextualization and appropriation reinforces neoliberal-ableism. (shrink)

This is a review article of Ross (2005), a book which attempts to show the implications of cognitive science and economics for each other. Ross makes neoclassical economics central to the unification of the behavioural sciences, and defends its fundamental health against its critics. He locates the source of the empirical and conceptual problems besetting neoclassical economics in the mistaken assumption that the economic agents neoclassicism talks about refer directly to real, whole people. Ross argues that people are atypical as (...) economic agents; bugs and other non-social animals are much more typical, and neoclassical economics applies to them in a straightforward way. How then does economics apply to the atypical agents that people are? Ross’s answer builds on Ainslie (2001), who models people as being the result of strategic interactions between successive economic agents, and on Glimcher’s (2003) work on the neuroeconomics of game playing in monkeys which, Ross argues, can be extrapolated to humans. The author is impressed by the boldness of Ross’s vision, and the arguments offered to support it. However, doubts remain about Ross’s theory of the self, the lifespan of the proposed successive economic agents out of which real people are composed, the implicit suggestion that in economics approximations can be overcome, and finally the conclusiveness of Ross’s case against the need for revolutionary reappraisals of neoclassical economics. ABSTRACTThere has considerable interest in bringing low/middle-income countries scientists into discussions on Open Data – both as contributors and users. The establishment of in situ data sharing practices within LMIC research institutions is vital for the development of an Open Data landscape in the Global South. Nonetheless, many LMICs have significant challenges – resource provision, research support and extra-laboratory infrastructures. These low-resourced environments shape data sharing activities, but are rarely examined within Open Data discourse. In particular, little attention is given (...) to how these research environments shape scientists’ perceptions of data sharing incentives. This paper expands on these issues of incentivizing data sharing, using data from a quantitative survey disseminated to life scientists in 13 countries in sub-Saharan Africa. Studies of science are increasingly drawing attention to the highly communal nature of research. Ethics, sociology, philosophy, and anthropology of science all emphasize the key role that collaborative actions play in the generation of scientific knowledge. Nonetheless, despite the increasing interest in these communal aspects of scientific research, studies on the relationships underpinning communality are commonly focused on the how the individual interacts with their peers and contributes to the epistemic activities of science. In contrast, there is little literature that (...) broadens out the scope of this analysis to consider the multidimensional nature of these research relationships. In particular, little is said about how scientists mediate their social interactions with peers during daily laboratory research. Less, indeed, is said about the tradition of ‘learning through example’ that characterizes most in situ laboratory training. All of these relational activities are of critical importance in sustaining and perpetuating the practice of science. It therefore becomes important to ask how we understand these relational activities directed towards building and sustaining relationships in different loci for the primary purpose of strengthening the practice of research and sustaining the traditions of scientific research. Moreover, it is vital to consider how discussions on responsibility may be cached out for individual scientists. This article employs a virtue ethics approach to consider these issues. It begins by sketching out the plethora of different relationships present in daily laboratory practice using existing ethnographic studies. It then uses virtue ethics to identify specific responsibilities that individual scientists have in cultivating and safeguarding the development of these relationships. It concludes by suggesting ways in which these issues may be taken up in teaching responsible conduct to scientists. (shrink)

BackgroundThe widespread sharing of biological and biomedical data is recognised as a key element in facilitating translation of scientific discoveries into novel clinical applications and services. At the same time, twenty-first century states are increasingly concerned that this data could also be used for purposes of bioterrorism. There is thus a tension between the desire to promote the sharing of data, as encapsulated by the Open Data movement, and the desire to prevent this data from ‘falling into the wrong hands’ (...) as represented by ‘dual use’ policies. Both frameworks posit a moral duty for life sciences researchers with respect to how they should make their data available. However, Open data and dual use concerns are rarely discussed in concert and their implementation can present scientists with potentially conflicting ethical requirements.DiscussionBoth dual use and Open data policies frame scientific data and data dissemination in particular, though different, ways. As such they contain implicit models for how data is translated. Both approaches are limited by a focus on abstract conceptions of data and data sharing. This works to impede consensus-building between the two ethical frameworks. As an alternative, this paper proposes that an ethics of responsible management of scientific data should be based on a more nuanced understanding of the everyday data practices of life scientists. Responsibility for these ‘micromovements’ of data must consider the needs and duties of scientists as individuals and as collectively-organised groups.SummaryResearchers in the life sciences are faced with conflicting ethical responsibilities to share data as widely as possible, but prevent it being used for bioterrorist purposes. In order to reconcile the responsibilities posed by the Open Data and dual use frameworks, approaches should focus more on the everyday practices of laboratory scientists and less on abstract conceptions of data. Since the beginning ofthe 1980s, successive Belgian governments have pursued a social security policy that is a combination of cutting social expenditure on the one hand and improving the plight of lower income categories among benefit recipients on the other. This has been realised by means of a strategy of 'targeting within universalism ', i.e. improving the benefits for the poor and restricting them for the better off, but without abolishing the entitlements oft he latter category completely. The Belgian experience (...) puts inperspective the 'middle class matters' argument, which predicts that, if cuts are made in social expenditure,the middle classes will use their political resources to defend the provisions they benefit from and to diminish the benefits reserved for the poor.
