Es geht in dem vorliegenden Band um die Rehabilitierung der theoretischen Neugierde für jenes Millennium, das wir Mittelalter nennen. Was heißt es, eine theoretische Einstellung einzunehmen? Gibt es kulturelle Unterschiede oder einen Bedeutungswandel hinsichtlich der curiositas? Was sind die bevorzugten Gegenstandsbereiche der theoretischen Neugier? Hierbei prallen zwei Einstellungen aufeinander: die curiositas als fehlgeleitete und im Grunde eitle und schädliche Neugier oder als ein Naturverlangen, das ein anthropologisches Existential darstellt. Ausgehend vom Wortfeld der theoretischen Neugierde wird die Dialektik und longue durée (...) der curiositas in ihren historischen und systematischen Zusammenhängen thematisiert. An die Stelle von normativen Wertungen treten zeitlich und räumlich weitgespannte Untersuchungen, die dazu beitragen, die begriffliche, motivische und konzeptionelle Entfaltung der theoretischen Neugier im Spannungsfeld theoretischer, kultureller, institutioneller und religiöser Determinanten zu verfolgen und damit zugleich aus der epochenfixierten Engführung zu befreien. Der historische Blick zeigt uns wie in einem Laboratorium die zentrale Idee wie auch die Perspektivenvielfalt der theoretischen Neugierde. (shrink)

Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. Under conditions of growing interconnectedness of the global economy, more and more stakeholders are exposed to risks and costs resulting from business activities that are neither regulated nor compensated for by means of national governance. The changing distribution of risks poses a threat to the legitimacy of business firms that normally derive their legitimacy from operating in compliance with the legal rules of democratic nation states. However, during the process of globalization, the regulatory power of nation states has been weakened (...) and many production processes have been shifted to states with weak regulatory frameworks where businesses operate outside the reach of the democratic nation state. As a result, business firms have to address the various legitimacy challenges of their operations directly and cannot rely upon the legitimacy of their regulatory environment. These developments challenge the dominant approach to corporate governance that regards shareholders as the only stakeholder group in need of special protection due to risks not covered by contracts and legal regulations. On the basis of these considerations, we argue for a democratization of corporate governance structures in order to compensate for the governance deficits in their regulatory environment and to cope with the changing allocation of risks and costs. By way of democratic involvement of various stakeholders, business firms may be able to mitigate the redistribution of individual risk and address the resulting legitimacy deficits even when operating under conditions of regulatory gaps and governance failure. As systems based on opaque Artificial Intelligence (AI) continue to flourish in diverse real-world applications, understanding these black box models has become paramount. In response, Explainable AI (XAI) has emerged as a field of research with practical and ethical benefits across various domains. This paper not only highlights the advancements in XAI and its application in real-world scenarios but also addresses the ongoing challenges within XAI, emphasizing the need for broader perspectives and collaborative efforts. We bring together experts from diverse (...) fields to identify open problems, striving to synchronize research agendas and accelerate XAI in practical applications. By fostering collaborative discussion and interdisciplinary cooperation, we aim to propel XAI forward, contributing to its continued success. Our goal is to put forward a comprehensive proposal for advancing XAI. To achieve this goal, we present a manifesto of 27 open problems categorized into nine categories. These challenges encapsulate the complexities and nuances of XAI and offer a road map for future research. For each problem, we provide promising research directions in the hope of harnessing the collective intelligence of interested stakeholders. (shrink)

In recent years, a dramatic increase in the study of infrastructure has occurred in the social sciences and humanities, following upon foundational work in the physical sciences, architecture, planning, information science, and engineering. This article, authored by a multidisciplinary group of scholars, probes the generative potential of infrastructure at this historical juncture. Accounting for the conceptual and material capacities of infrastructure, the article argues for the importance of paradox in understanding infrastructure. Thematically the article is organized around three key points (...) that speak to the study of infrastructure: ruin, retrofit, and risk. The first paradox of infrastructure, ruin, suggests that even as infrastructure is generative, it degenerates. A second paradox is found in retrofit, an apparent ontological oxymoron that attempts to bridge temporality from the present to the future and yet ultimately reveals that infrastructural solidity, in material and symbolic terms, is more apparent than actual. Finally, a third paradox of infrastructure, risk, demonstrates that while a key purpose of infrastructure is to mitigate risk, it also involves new risks as it comes to fruition. The article concludes with a series of suggestions and provocations to view the study of infrastructure in more contingent and paradoxical forms. (shrink)

Machine learning-driven clinical decision support systems (ML-CDSSs) seem impressively promising for future routine and emergency care. However, reflection on their clinical implementation reveals a wide array of ethical challenges. The preferences, concerns and expectations of professional stakeholders remain largely unexplored. Empirical research, however, may help to clarify the conceptual debate and its aspects in terms of their relevance for clinical practice. This study explores, from an ethical point of view, future healthcare professionals’ attitudes to potential changes of responsibility and decision-making (...) authority when using ML-CDSS. Twenty-seven semistructured interviews were conducted with German medical students and nursing trainees. The data were analysed based on qualitative content analysis according to Kuckartz. Interviewees’ reflections are presented under three themes the interviewees describe as closely related: (self-)attribution of responsibility, decision-making authority and need of (professional) experience. The results illustrate the conceptual interconnectedness of professional responsibility and its structural and epistemic preconditions to be able to fulfil clinicians’ responsibility in a meaningful manner. The study also sheds light on the four relata of responsibility understood as a relational concept. The article closes with concrete suggestions for the ethically sound clinical implementation of ML-CDSS. (shrink)

The tsunami effect of the COVID-19 pandemic is affecting many aspects of scientific activities. Multidisciplinary experimental studies with international collaborators are hindered by the closing of the national borders, logistic issues due to lockdown, quarantine restrictions, and social distancing requirements. The full impact of this crisis on science is not clear yet, but the above-mentioned issues have most certainly restrained academic research activities. Sharing innovative solutions between researchers is in high demand in this situation. The aim of this paper is (...) to share our successful practice of using web-based communication and remote control software for real-time long-distance control of brain stimulation. Recording and manipulating neuronal ensemble activity is a key requirement in advanced neuromodulatory and behavior studies. Devices capable of both recording and manipulating neuronal activity brain-computer interfaces should ideally operate un-tethered and allow chronic longitudinal manipulations in the freely moving animal. In this study, we designed a new intracortical BCI feasible of telemetric recording and stimulating local gray and white matter of visual neural circuit after irradiation exposure. To increase the translational reliance, we put forward a Göttingen minipig model. The (...) animal was stereotactically irradiated at the level of the visual cortex upon defining the target by a fused cerebral MRI and CT scan. A fully implantable neural telemetry system consisting of a 64 channel intracortical multielectrode array, a telemetry capsule, and an inductive rechargeable battery was then implanted into the visual cortex to record and manipulate local field potentials, and multi-unit activity. We achieved a 3-month stability of the functionality of the un-tethered BCI in terms of telemetric radio-communication, inductive battery charging, and device biocompatibility for 3 months. Finally, we could reliably record the local signature of sub- and suprathreshold neuronal activity in the visual cortex with high bandwidth without complications. The ability to wireless induction charging combined with the entirely implantable design, the rather high recording bandwidth, and the ability to record and stimulate simultaneously put forward a wireless BCI capable of long-term un-tethered real-time communication for causal preclinical circuit-based closed-loop interventions. Advances in machine learning and the development of very large knowledge graphs have accompanied a proliferation of ontologies of many types and for many purposes. These ontologies are commonly developed independently, and as a result, it can be difficult to communicate about and between them. To address this difficulty of communication, ontologies and the communities they serve must agree on how their respective terminologies and formalizations relate to each other. The process of coming into accord and agreement is called “harmonization.” (...) The Ontology Summit 2021 examined the overall landscape of ontologies, the many kinds of ontology generation and harmonization, as well as the sustainability of ontologies. The Communiqué synthesizes and summarizes the findings of the summit as well as earlier summits on related issues. One of the major impediments to harmonization is the relatively poor quality of natural language definitions in many ontologies. The summit surveyed the state of the art in natural language definition development, based on lexicographic principles, as well as examples of ongoing projects that are explicitly dealing with harmonization and sustainability. The paper argues that the correct definition of lying is that to lie is to assert something one believes to be false, where assertion is understood in terms of the notion of the common ground of a conversation. It is shown that this definition makes the right predictions for a number of cases involving irony, joking, and false implicature. In addition, the proposed account does not assume that intending to deceive is a necessary condition on lying, and hence counts so-called (...) bald-faced lies as lies. (shrink)

In den letzten Jahren hat sich eine Vielfalt unterschiedlicher Gremien zur Ethikberatung entwickelt: vom Konsil mit einem einzelnen Berater bis zum Ethikkomitee. In dem Band werden die Ethikberatung, ihre Entwicklung und Anwendung, sowie die Gründung von Gremien in Krankenhäusern, Pflegeeinrichtungen, Hospizen und von niedergelassenen Ärzten anhand von Fallbeispielen erläutert. Dabei schlagen die Autoren eine Brücke zwischen traditioneller philosophischer Ethik und anwendungsbezogener klinischer Ethik. Auch rechtliche Fragen werden erörtert.

A simple explanation of theoreticity says that a term is theoretical if and only if it refers to nonobservational entities. Paradigmatic examples of such entities are electrons, neutrinos, gravitational forces, genes etc. There is yet another explanation of theoreticity: a theoretical term is one whose meaning becomes determined through the axioms of a scientific theory. The meaning of the term ‘force’, for example, is seen to be determined by Newton’s laws of motion and further laws about special forces, such as (...) the law of gravitation. Theoreticity is a property that is commonly applied to both expressions in the language of science, and referents and concepts of such expressions. Objects, relations and functions as well as concepts thereof may thus qualify as theoretical in a derived sense. (shrink)

fMRI is a tool to study brain function noninvasively that can reliably identify sites of neural involvement for a given task. However, to what extent can fMRI signals be related to measures obtained in electrophysiology? Can the blood-oxygen-level-dependent signal be interpreted as spatially pooled spiking activity? Here we combine knowledge from neurovascular coupling, functional imaging and neurophysiology to discuss whether fMRI has succeeded in demonstrating one of the most established functional properties in the visual brain, namely directional selectivity in the (...) motion-processing region V5/ MT+. We also discuss differences of fMRI and electrophysiology in their sensitivity to distinct physiological processes. We conclude that fMRI constitutes a complement, not a poor-resolution substitute, to invasive techniques, and that it deserves interpretations that acknowledge its stand as a separate signal. This paper offers both exegetical and systematic reconsiderations of Donald Davidson’s view on metaphor. In his essay What Metaphors Mean, Davidson argued against the idea that metaphors have any kind of propositional content beyond the literal meaning of the relevant sentence. Apart from this negative claim, Davidson also made a constructive proposal by suggesting that metaphor’s distinctive effect is to prompt a mental state of seeing-as. These two points seem connected insofar as Davidson makes the following assumptions. First, metaphors cause (...) their distinctive effects in an a-rational way. Second, seeing-as is a nonpropositional mental state. If we side with Davidson in thinking of meaning as rational and propositional, then it follows that metaphors’ distinctive effects cannot be an instance of meaning. They have the wrong format and are brought about in the wrong way. Against this background, I distinguish a strong reading and a modest reading of Davidson’s wrong-kind objection to metaphorical meaning. By taking into account some of Davidson’s later pronouncements on the matter, this paper aims to show that Davidson did not hold on to the strong version of the wrong-kind objection. This would open up the way to conceiving of metaphorical meaning in terms of speaker’s meaning, were it not for the fact that Davidson sticks to the wrong-way objection. The two concluding sections examine the cogency of the wrong-way objection as applied to metaphorical speaker’s meaning, and offer a model for thinking about the a-rational mental causation Davidson thought metaphors exhibit. Argumentation mining is an application of natural language processing (NLP) that emerged a few years ago and has recently enjoyed considerable popularity, as demonstrated by a series of international workshops and by a rising number of publications at the major conferences and journals of the field. Its goals are to identify argumentation in text or dialogue; to construct representations of the constellation of claims, supporting and attacking moves (in different levels of detail); and to characterize the patterns of reasoning that (...) appear to license the argumentation. Furthermore, recent work also addresses the difficult tasks of evaluating the persuasiveness and quality of arguments. Some of the linguistic genres that are being studied include legal text, student essays, political discourse and debate, newspaper editorials, scientific writing, and others. The book starts with a discussion of the linguistic perspective, characteristics of argumentative language, and their relationship to certain other notions such as subjectivity. Besides the connection to linguistics, argumentation has for a long time been a topic in Artificial Intelligence, where the focus is on devising adequate representations and reasoning formalisms that capture the properties of argumentative exchange. It is generally very difficult to connect the two realms of reasoning and text analysis, but we are convinced that it should be attempted in the long term, and therefore we also touch upon some fundamentals of reasoning approaches. Then the book turns to its focus, the computational side of mining argumentation in text. We first introduce a number of annotated corpora that have been used in the research. From the NLP perspective, argumentation mining shares subtasks with research fields such as subjectivity and sentiment analysis, semantic relation extraction, and discourse parsing. Therefore, many technical approaches are being borrowed from those (and other) fields. We break argumentation mining into a series of subtasks, starting with the preparatory steps of classifying text as argumentative (or not) and segmenting it into elementary units. Then, central steps are the automatic identification of claims, and finding statements that support or oppose the claim. For certain applications, it is also of interest to compute a full structure of an argumentative constellation of statements. Next, we discuss a few steps that try to 'dig deeper': to infer the underlying reasoning pattern for a textual argument, to reconstruct unstated premises (so-called 'enthymemes'), and to evaluate the quality of the argumentation. We also take a brief look at 'the other side' of mining, i.e., the generation or synthesis of argumentative text. The book finishes with a summary of the argumentation mining tasks, a sketch of potential applications, and a—necessarily subjective—outlook for the field. Two prominent relational egalitarians, Elizabeth Anderson and Niko Kolodny, object to giving people in a democratic community differential voting weights on the grounds that doing so would lead to unequal relations between them. Their claim is that deviating from a “one-person, one-vote” scheme is incompatible with realizing relational egalitarian justice. In this article, I argue that they are wrong. I do so by showing that people can relate as moral, epistemic, social, and empirical equals in a scheme with differential voting (...) weights. I end the article by showing that from the perspective of relational egalitarianism, it is sometimes true that differential voting weights are more just than equal voting weights. (shrink)

Online trading invariably involves dealings between strangers, so it is important for one party to be able to judge objectively the trustworthiness of the other. In such a setting, the decision to trust a user may sensibly be based on that user’s past behaviour. We introduce a specification language based on linear temporal logic for expressing a policy for categorising the behaviour patterns of a user depending on its transaction history. We also present an algorithm for checking whether the transaction (...) history obeys the stated policy. To be useful in a real setting, such a language should allow one to express realistic policies which may involve parameter quantification and quantitative or statistical patterns. We introduce several extensions of linear temporal logic to cater for such needs: a restricted form of universal and existential quantification; arbitrary computable functions and relations in the term language; and a “counting” quantifier for counting how many times a formula holds in the past. We then show that model checking a transaction history against a policy, which we call the history-based transaction monitoring problem, is PSPACE-complete in the size of the policy formula and the length of the history, assuming that the underlying interpreted func-. We introduce and study a simple generic model of neutral evolution of genotypes, designed to provide a feasible and general method for quantifying excess evolutionary activity|the extent to which evolutionary activity is the product of adaptive evolution. We compare the behavior of the generic neutral model against two other models: Packard's agent-based model of the evolution of sensory-motor functionality and a neutral \shadow" of Packard's model. Diversity and evolutionary activity of these three models across the mutation rate spectrum illustrate the (...) feasibility and general applicability of the generic neutral model, con rm the appropriateness of using neutral models to quantify the extent of the continual adaptive success of genotypes, and reveal power-law dependences of evolutionary activity on mutation rate. The question of who should be included in democratic decision-making is known as the boundary problem in democratic theory. I identify two requirements that a satisfactory solution to the boundary problem must satisfy, i.e. the Considered Judgment Requirement and the Value Requirement. I argue that the two most prominent solutions to the boundary problem—the all-affected principle and the all-subjected principle—fail to satisfy these requirements. Instead, I propose an equal relations principle and show that it satisfies the requirements. It turns out (...) that relatedness, and not affectedness or subjectedness, is what fundamentally explains who should be included. (shrink)

Victims of oppressive (e.g., sexist, racist or ableist) structures sometimes internalize the unjust norms that prevail in society. This can cause these victims to develop preferences or make deci-sions that seem bad for them. Focusing on such cases, we ask: is self-discrimination disrespectful? We show that some of the most sophisticated respect theories fail to provide any clear guidance. Specifically, we show that the widely recognized view that respect has two dimensions—an interest dimension and an autonomy dimension—delivers completely opposite verdicts (...) depending on how these two dimensions (and the relation between them) are specified. A main takeaway point is that we need to distinguish between at least four different respect-based views. Whether self-discrimination caused by internalized oppression is disrespectful depends on which view one supports. (shrink)

Whether meaning is compositional has been a major issue in linguistics and formal philosophy of language for the last 2 decades. Semantic holism is widely and plausibly considered as an objection to the principle of semantic compositionality therein. It comes as a surprise that the holistic peculiarities of scientific language have been rarely addressed in formal accounts so far, given that semantic holism has its roots in the philosophy of science. For this reason, a model-theoretic approach to semantic holism in (...) the language of science is presented here.
