A central problem for the international governance of heritable germline gene editing is that there are important differences in attitudes and values as well as ethical and health care considerations around the world. These differences are reflected in a complicated and diverse regulatory landscape. Several publications have discussed whether reproductive uses would be legally permissible in individual countries and whether clinical applications could emerge in the context of regulatory gaps and gray areas. Systematic comparative studies that explore issues related to (...) the governance of this technology from different national and international perspectives are needed to address the lack of knowledge in this area. In this research report, we contribute to filling this gap by presenting views of stakeholders in the United Kingdom on challenges to the governance of heritable genome editing. We present findings from a multistakeholder study conducted in the United Kingdom between October 2016 and January 2018 and funded by the Wellcome Trust. This research included interviews, literature analysis, and a workshop. We involved leading U.K. scientists, in vitro fertilization clinicians, and representatives from regulatory bodies, patient organizations, and other civil societal organizations, as well as fertility companies. Part one of this article explores stakeholder perceptions of possible global developments in heritable genome editing and associated risks and governance challenges. Part two presents a range of policy options that were generated during the workshop in relation to the challenges discussed in part one. (shrink)

Artificial Knowing challenges the masculine slant in the Artificial Intelligence (AI) view of the world. Alison Adam admirably fills the large gap in science and technology studies by showing us that gender bias is inscribed in AI-based computer systems. Her treatment of feminist epistemology, focusing on the ideas of the knowing subject, the nature of knowledge, rationality and language, are bound to make a significant and powerful contribution to AI studies. Drawing from theories by Donna Haraway and Sherry Turkle, (...) and using tools of feminist epistemology, Adam provides a sustained critique of AI which interestingly re-enforces many of the traditional criticisms of the AI project. In multi-agent systems (MAS), abstract argumentation and argumentation schemes are increasingly important. To be useful for MAS, argumentation schemes require a computational approach so that agents can use the components of a scheme to construct and present arguments and counterarguments. This paper proposes a syntactic analysis that integrates argumentation schemes with abstract argumentation. Schemes can be analysed into the roles that propositions play in each scheme and the structure of the associated propositions, yielding a greater understanding of the schemes, a (...) uniform method of analysis, and a systematic means to relate one scheme to another. This analysis of the schemes helps to clarify what is needed to provide denotations of the terms and predicates in a semantic model. (shrink)

Most contemporary interpreters of Aquinas have assumed that Thomas subscribed to a “non-repeatability principle” such that created entities, once destroyed entirely, cannot be “brought back" into existence, even by God's power. Souls persisting in the interim between death and resurrection thus play an essential identity-preserving role between our death and rising again. No separated souls, no resurrection. Two of Aquinas’s best medieval interpreters, however, reject this interpretation. Leaning largely on one of Aquinas’s late quodlibetal questions, they deny that Thomas held (...) any non-repeatability principle strong enough to bar God’s resurrecting us even from complete destruction, souls and all. Here the chapter argues that careful analysis of the quodlibet and other texts largely vindicates the contemporary interpretation. It does so in a surprising way, however, since it turns out Aquinas’s non-repeatability principle applies only to corruptible, material entities like us, and not to incorruptible entities like angels. The reason Aquinas held this view, the chapter argues, is rooted in his theory of individuation. (shrink)

James Adam was a Scottish classics scholar who taught at Emmanuel College, Cambridge. A strong defender of the importance of Greek philosophy in a well-rounded education, Adam published a number of Plato's works including Protagoras and Crito. This two-volume critical edition of the Republic was another major contribution to the field. Though his preface claims 'an editor cannot pretend to have exhausted its significance by means of a commentary,' Adam's depth of knowledge and erudite analysis of the (...) Greek text ensured that his edition remained the standard reference for decades to follow, and it remains a thought-provoking evaluation of one of the great works of Western thought. Volume 1 is devoted to Books 1–5, which discuss justice and the ideal society, while Volume 2 presents Books 6–10, on the place of the philosopher and questions of governance. (shrink)

This paper provides a sustained investigation into ancient teichopolitics – the politics of constructing walls – and the question of whether the best city should be surrounded by walls. Plato’s Laws adopts the Spartan view that walls have a negative effect on national character and argues that they should be ‘left lying asleep and undisturbed in the ground’. Aristotle’s Politics puts forward a series of objections to Plato and adopts the more pragmatic view that walls are necessary. Prevailing philosophies about parental and other caregiver responsibilities toward children tend to be protectionist, grounded in informed benevolence in a way that countenances rather than circumvents intrusive paternalism. And among the kinds of children an adult might be called upon to parent or otherwise care for, children with disabilities figure among those for whom the strongest and snuggest shielding is supposed be deployed. In this article, we examine whether this equation of securing well-being with sheltering by protective parents and other (...) care-givers should unreflectively be adopted for disabled children. We also consider why healthcare providers might reasonably be reluctant to yield to this principle, even if parents instinctively suppose that protectionism is the parenting policy that best serves their disabled child’s interest. We contend that caregivers owe children with disabilities at least as much, and possibly more, respect for self-governance than other children need. In spite of disabled children’s vulnerability and even in view of it, we argue that they should be accorded not only welfare rights to well-being but at least a modified version of liberty rights as well. Healthcare providers are especially favorably positioned to facilitate the latter response. The main components of respectful caregiving can come into conflict with one another, but we present some priorities that advise against adopting a protectionist account of parenting rights, or at least against accepting protectionist views that focus parenting narrowly on shaping ideas about the child’s welfare. In sum, caring for a disabled child, we argue, involves more than creating conditions that will afford her contentment and comfort over the course of life. (shrink)

This article explores the critical history and reception of Charles Churchill, the mid-eighteenth century satirist, looking in particular at his skepticism towards all authority as a questioning of traditional ideas of `enlightenment', and at the reasons for the meteoric but short-lived nature of his poetic success.

I am legally entitled to certain accommodations for my visual impairment that I do not always need. Affording me these rights is required by justice even on those rare occasions in which they are not necessary to give me an equal opportunity to fully participate in all aspects of society. I sometimes wonder whether I am nonetheless “gaming the system,” “exploiting a loophole,” or otherwise acting unjustly or unfairly by using disability accommodations in such circumstances. The essay aims to explore (...) this apparent paradox by considering whether it is sometimes wrong, as a matter of justice, for disabled people to use accommodations we are justly owed. My conclusion is that, although it is not unjust for disabled people to use accommodations we are entitled to as a matter of justice, an ideally just person would sometimes forgo them for the sake of her commitment to justice itself. Many contemporary philosophers, especially the \"post-modern ones,\" claim that analytical philosophy has committed self-destruction by undermining the position of cognitive realism and questioning its main pillars: theory of objective reference of expressions and correspondential theory of truth. One of such philosophers is Rorty, an indefatigable critic of the conception of \"right representations,\" a concept that - according to him - is \"an empty compliment which we pay to helpful beliefs while realising our intentions.\" In order to support his nihilistic position, (...) Rorty many times refers to Quine. In my paper I seek to answer the question whether Rorty\'s and the views of other post-modern philosophers can be supported by Quine\'s philosophical conceptions. Analysing some selected trends of his philosophy, in particular the thesis about indeterminacy of reference (ontological relativity), I seek to prove that - contrary to Rorty\'s claim - Quine did not devalue the idea of objective reference. I also prove that the semantic concept of truth as relativised to the model of language plays in Quine\'s epistemology an equally essential role to the role of the immanent concept of truth as \"disquotational.\" The former is closer to the correspondential conception of truth. The conclusions which Rorty draws from the conception of Quine are rash, and sometimes they are an outcome of biased interpretation. (shrink)
