In healthcare, a tension sometimes arises between the injunction to do as much good as possible with scarce resources and the injunction to rescue identifiable individuals in immediate peril, regardless of cost (the “Rule of Rescue”). This tension can generate serious ethical and political difficulties for public policy makers faced with making explicit decisions about the public funding of controversial health technologies, such as costly new cancer drugs. In this paper we explore the appropriate role of the Rule of Rescue (...) in public resource allocation decisions by health technology funding advisory bodies such as the National Institute for Health and Clinical Excellence. We consider practical approaches to operationalising the Rule of Rescue from Australia and the UK before examining the relevance of individual moral imperatives to public policy making. We conclude that that whilst public policy makers in a humane society should facilitate exceptional departures from a cost effectiveness norm in clinical decisions about identified individuals, it is not so obvious that they should, as a matter of national public policy, exempt any one group of unidentified individuals within society from the rules of opportunity cost at the expense of all others. Illusions that produce perceptual suppression despite constant retinal input are used to manipulate visual consciousness. Here we report on a powerful variant of existing techniques, Continuous Flash Suppression. Distinct images flashed successively around 10 Hz into one eye reliably suppress an image presented to the other eye. Compared to binocular rivalry, the duration of perceptual suppression increased more than 10-fold. Using this tool we show that the strength of the negative afterimage of an adaptor was reduced by half when it (...) was perceptually suppressed by input from the other eye. The more likely the adaptor was completely suppressed, the larger the reduction of the afterimage intensity. Paradoxically, trial-to-trial visibility of the adaptor did not correlate with the degree of suppression. Our results imply that formation of afterimages involves neuronal structures that access input from both eyes, but that do not correspond directly to the neuronal correlates of perceptual awareness. What does it feel like to be a bat? Is conscious experience of echolocation closer to that of vision or audition? Or do bats process echolocation nonconsciously, such that they do not feel anything about echolocation? This famous question of bats' experience, posed by a philosopher Thomas Nagel in 1974, clarifies the difficult nature of the mind–body problem. Why a particular sense, such as vision, has to feel like vision, but not like audition, is totally puzzling. This is especially so (...) given that any conscious experience is supported by neuronal activity. Activity of a single neuron appears fairly uniform across modalities and even similar to those for non-conscious processing. Without any explanation on why a particular sense has to feel the way it does, researchers cannot approach the question of the bats' experience. Is there any theory that gives us a hope for such explanation? Currently, probably none, except for one. Integrated information theory has potential to offer a plausible explanation. IIT essentially claims that any system that is composed of causally interacting mechanisms can have conscious experience. And precisely how the system feels is determined by the way the mechanisms influence each other in a holistic way. In this article, I will give a brief explanation of the essence of IIT. Further, I will briefly provide a potential scientific pathway to approach bats' conscious experience and its philosophical implications. If IIT, or its improved or related versions, is validated enough, the theory will gain credibility. When it matures enough, predictions from the theory, including nature of bats' experience, will have to be accepted. I argue that a seemingly impossible question about bats' consciousness will drive empirical and theoretical consciousness research to make big breakthroughs, in a similar way as an impossible question about the age of the universe has driven modern cosmology. Reinforcement Learning (RL) handles policy search problems: searching a mapping from state space to action space. However RL is based on gradient methods and as such, cannot deal with problems with multimodal landscape. In contrast, though Genetic Algorithm (GA) is promising to deal with them, it seems to be unsuitable for policy search problems from the viewpoint of the cost of evaluation. Minimal Generation Gap (MGG), used as a generation-alternation model in GA, generates many offspring from two or more parents (...) selected from a population. Therefore, evaluating policies of generated offspring requires much trial and error (i.e. interaction between an agent and an environment). In this paper, we incorporate importance sampling into the framework of MGG in order to reduce the cost of evaluation on policy search. The proposed techniques are applied to Markov Decision Process (MDP) with multimodal landscape. The experimental results show that these techniques can reduce the number of interaction between an agent and an environment, and also mean that MGG and importance sampling are good for each other. We agree with Block's basic hypothesis postulating the existence of phenomenal consciousness without cognitive access. We explain such states in terms of consciousness without top-down, endogenous attention and speculate that their correlates may be a coalition of neurons that are consigned to the back of cortex, without access to working memory and planning in frontal cortex.

Human interaction has two principle functions: building and maintaining relationships with others and exchanging information. The function of building and maintaining relationships with others relates to interpersonal coordination; this behavior pattern is expected to predict the outcome of social relationships, such as between therapists and patients. It is unclear, however, whether the exchange of information is associated with interpersonal coordination. In the present study, we tested a hypothesis of whether body movement synchrony occurs in a natural conversation and whether this (...) synchrony has a positive correlation with the degree of information exchange. Fifty participants were engaged in a conversation task; each had different roles in the conversation. We measured their body movements during this conversation using an optical motion capture system. Similar to methods that can be found in previous research, we calculated body movements and quantified their synchrony applying the methods previously reported that automatically quantified their body movements. Moreover, we determined the participants’ degree of information exchange concerning the conversation using a questionnaire. We observed that the body movement synchrony of pairs who talked with each other was significantly higher than that of pairs who did not talk with each other, and that this synchrony was positively associated with the degree of information exchange. These results suggest that body movement synchrony predicted information exchange. (shrink)

Under what conditions are material objects, such as particles, parts of a whole object? This is the composition question and is a longstanding open question in philosophy. Existing attempts to specify a non-trivial restriction on composition tend to be vague and face serious counterexamples. Consequently, two extreme answers have become mainstream: composition (the forming of a whole by its parts) happens under no or all conditions. In this paper, we provide a self-contained introduction to the integrated information theory of consciousness (...) (IIT). We show that IIT specifies a non-trivial restriction on composition: composition happens when integrated information is maximized. We compare the IIT-restriction to existing proposals and argue that the IIT-restriction has significant advantages, especially in response to the problems of vagueness and counterexamples. There has recently been some literature on the properties of a Health-Related Social Welfare Function (HRSWF). The aim of this article is to contribute to the analysis of the different properties of a HRSWF, paying particular attention to the monotonicity principle. For monotonicity to be fulfilled, any increase in individual health—other things equal—should result in an increase in social welfare. We elicit public preferences concerning trade-offs between the total level of health (concern for efficiency) and its distribution (concern for equality), (...) under different hypothetical scenarios through face-to-face interviews. Of key interests are: the distinction between non-monotonic preferences and Rawlsian preferences; symmetry of HRSWF; and the extent of inequality neutral preferences. The results indicate strong support for non-monotonic preferences, over Rawlsian preferences. Furthermore, the majority of those surveyed had preferences that were consistent with a symmetric and inequality averse HRSWF. (shrink)

This study explored how congruency between facial mimicry and observed expressions affects the stability of conscious facial expression representations. Focusing on the congruency effect between proprioceptive/sensorimotor signals and visual stimuli for happy expressions, participants underwent a binocular rivalry task displaying neutral and happy faces. Mimicry was either facilitated with a chopstick or left unrestricted. Key metrics included Initial Percept (bias indicator), Onset Resolution Time (time from onset to Initial Percept), and Cumulative Time (content stabilization measure). Results indicated that mimicry manipulation (...) significantly impacted Cumulative Time for happy faces, highlighting the importance of congruent mimicry in stabilizing conscious awareness of facial expressions. This supports embodied cognition models, showing the integration of proprioceptive information significantly biases conscious visual perception of facial expressions. (shrink)

Since Tversky argued that similarity judgments violate the three metric axioms, asymmetrical similarity judgments have been particularly challenging for standard, geometric models of similarity, such as multidimensional scaling. According to Tversky, asymmetrical similarity judgments are driven by differences in salience or extent of knowledge. However, the notion of salience has been difficult to operationalize, especially for perceptual stimuli for which there are no apparent differences in extent of knowledge. To investigate similarity judgments between perceptual stimuli, across three experiments, we collected (...) data where individuals would rate the similarity of a pair of temporally separated color patches. We identified several violations of symmetry in the empirical results, which the conventional multidimensional scaling model cannot readily capture. Pothos et al. proposed a quantum geometric model of similarity to account for Tversky's findings. In the present work, we extended this model to a more general framework that can be fit to similarity judgments. We fitted several variants of quantum and multidimensional scaling models to the behavioral data and concluded in favor of the quantum approach. Without further modifications of the model, the best-fit quantum model additionally predicted violations of the triangle inequality that we observed in the same data. Overall, by offering a different form of geometric representation, the quantum geometric framework of similarity provides a viable alternative to multidimensional scaling for modeling similarity judgments, while still allowing a convenient, spatial illustration of similarity. We present the first comprehensive taxonomic revision and review the biology of the olingos, the endemic Neotropical procyonid genus Bassaricyon, based on most specimens available in museums, and with data derived from anatomy, morphometrics, mitochondrial and nuclear DNA, field observations, and geographic range modeling. Species of Bassaricyon are primarily forest-living, arboreal, nocturnal, frugivorous, and solitary, and have one young at a time. We demonstrate that four olingo species can be recognized, including a Central American species (Bassaricyon gabbii), lowland species with (...) eastern, cis-Andean (Bassaricyon alleni) and western, trans-Andean (Bassaricyon medius) distributions, and a species endemic to cloud forests in the Andes. The oldest evolutionary divergence in the genus is between this last species, endemic to the Andes of Colombia and Ecuador, and all other species, which occur in lower elevation habitats. Surprisingly, this Andean endemic species, which we call the Olinguito, has never been previously described; it represents a new species in the order Carnivora and is the smallest living member of the family Procyonidae. We report on the biology of this new species based on information from museum specimens, niche modeling, and fieldwork in western Ecuador, and describe four Olinguito subspecies based on morphological distinctions across different regions of the Northern Andes. In this paper, we revisit the debate surrounding the Unfolding Argument (UA) against causal structure theories of consciousness (as well as the hard-criteria research program it prescribes), using it as a platform for discussing theoretical and methodological issues in consciousness research. Causal structure theories assert that consciousness depends on a particular causal structure of the brain. Our claim is that some of the assumptions fueling the UA are not warranted, and therefore we should reject the methodology for consciousness science that (...) the UA prescribes. First, we briefly survey the most popular philosophical positions in consciousness science, namely physicalism and functionalism. We discuss the relations between these positions and the behaviorist methodology that the UA assumptions express, despite the contrary claim of its proponents. Second, we argue that the same reasoning that the UA applies against causal structure theories can be applied to functionalist approaches, thus proving too much and deeming as unscientific a whole range of (non-causal structure) theories. Since this is overly restrictive and fits poorly with common practice in cognitive neuroscience, we suggest that the reasoning of the UA must be flawed. Third, we assess its philosophical assumptions, which express a restrictive methodology, and conclude that there are reasons to reject them. Finally, we propose a more inclusive methodology for consciousness science, that includes neural, behavioral, and phenomenological evidence (provided by the first-person perspective) without which consciousness science could not even start. Then, we extend this discussion to the scope of consciousness science, and conclude that theories of consciousness should be tested and evaluated on humans, and not on systems considerably different from us. Rather than restricting the methodology of consciousness science, we should, at this point, restrict the range of systems upon which it is supposed to be built. (shrink)

The lectures were part of the events leading up to the Dalai Lama's visit to Scotland at the end of May 2004. Over four weeks there were two lectures each week, one read by a (...) Christian and one by a Buddhist—both of them speaking on the same topic and both of them speaking comparatively, but from the background of their own tradition.The theme of week 1 was "Human Existence in Buddhism and Christianity"—the Christian speaker being Elizabeth Harris of London; the Buddhist speaker being Kiyoshi Tsuchiya, who teaches at Glasgow University. Harris pointed out that in their analysis of the human condition, Buddhism and Christianity show serious commonalities. For both traditions, human existence is ambivalent: on the one hand deeply permeated by the roots of evil (craving and ignorance according to Buddhism; sin according to Christianity), and on the other hand human (existence also offers a way out: there is the possibility of salvation or liberation). However, said Harris, Buddhism and Christianity "converge and diverge." Human self-centeredness is seen at the root of the problem according to both traditions, and there are convergences of their respective ways of salvation, too. The differences are, said Harris, primarily located in the active function of God for the salvific process within Christianity and in the role of reincarnation within the Buddhist analysis of human existence which is without any parallel in Christianity.Tsuchiya agreed that both traditions understand the self as the major source of the human predicament, but held that they understand this in a different sense. While the self is seen as sinful but nevertheless real in Christianity, Buddhism sees it as an unwholesome illusion. Resulting are two different or even contradictory forms of self-understanding, a "relational," individualistic ego dominant in Christianity, a sort of cosmological ego characteristic for Buddhism, particularly within the Zen-Daoist tradition from which Tsuchiya speaks. He illustrated this point provocatively by a comparative analysis of Kafka's story of Gregor Samsa's metamorphosis into a beetle and Chuang tzu's famous butterfly dream. Are there not dimensions in Christianity supportive of his nondualist approach to nature and human existence? Tsuchiya, in his response, admitted that the ultimate religious goals might converge, but insisted on at least a "possibly contradictory" religious orientation with specific dangers on both sides, so that there is room for mutual constructive challenge.The debate of week 1 continued through week 2, which was dedicated to "Ultimate Reality in Buddhism and Christianity," the Christian speaker being Karl Baier from the University of Vienna; the Buddhist lecturer Minoru Nambara, professor emeritus from the University of Tokyo. Baier presented an admittedly selective view of Christianity following the line of the neoplatonic, mystical tradition. From here he offered a comparative analysis of the deconstructive efforts of Nagarjuna and Nicolas Cusanus, who both employed the fourfold negation in order to introduce their nondual and nonconceptual view of the relation between ultimate and nonultimate reality. For Baier the obvious affinities between these two (sub-)traditions are getting even stronger in the present situation, for "by means of transformative encounter Buddhism and Christianity cease to be independent bodies of thought."Sketching the various transformations of Buddhism on its way from India to China, Nambara held that for Chinese Buddhism "this very world is in and of itself the ultimate subject, the ultimate reality." Zen practice, accordingly, is "a way where no metaphysical flowers blossom." To live by the bottomless ground of everything, which is in itself no-thing, is to live as "neither masters nor slaves of nature." Little is known about the time of development of the binocular suppression. In the present study, we evaluated the emergence of binocular suppression in infants by using continuous flash suppression (CFS, Tsuchiya & Koch, 2006). In our experiment, one eye of infants presented with a static face image at one side of the screen, while another eye is presented with dynamic Mondrian patterns in full screen. Adult observers confirmed that the static face image was consciously repressed by the changing (...) Mondrian patterns. If binocular suppression were functional, the infant would not perceive the face as did the adults, and thus would not show any preference in the experiment. However, if binocular suppression in the infants were not yet acquired, they would perceive the face and the Mondrian patterns at the same time, and would thus show preference for the side where the face was presented. The results showed that infants aged 2–3 months, but not those aged 4–5 months, detected the position of the face. Furthermore, this detection was not due to weak contrast sensitivity to the dynamic Mondrian mask. These results indicated that the immature binocular visual system may perceive different images from different eyes simultaneously, and that infants may lose this ability after establishing binocular suppression at 4–5 months of age. The physician charter on medical professionalism creates standards of ethical behaviour for physicians and has been endorsed by professional organisations worldwide. It is based on the cardinal principles of the primacy of patient welfare, patient autonomy, and social welfare. There has been little discussion in the bioethics community of the doctrine of the charter and none from a Jewish ethical perspective. In this essay the authors discuss the obligations of the charter from a Jewish ethical viewpoint and call on other (...) cultures to develop their own unique perspectives on this important document. Moral education through service learning at post-secondary level is an important but under-researched field. Most existing studies center on its learning outcomes like academic progress, personal development, communication, and leadership skills, with only a few evaluating the moral development of college students participating in service-learning projects. The lack of study on moral development in service learning indicates a need for clarification of the theoretical underpinnings of service learning, John Dewey's ideas on moral growth, in particular his model of moral imagination (...) and the implications thereof, for current service-learning research and practice. I would like to begin with the role of philosophy in solving ecological problems, emphasizing two aspects of its role: the struggle against hostile ideology and the organizing and guiding of activity in the sphere of the development of science and the shaping of its problems. This role of Marxist-Leninist philosophy clearly appears in the complex interdisciplinary problem of the interaction between nature and society.
