La « malédiction des matières premières » dont seraient victimes certains pays riches en ressources naturelles sert à qualifier les effets pervers, aux plans économique, politique et social, de l’émergence d’une activité de rente particulièrement rémunératrice. L’afflux de devises et de revenus supplémentaires déstructure les institutions économiques, politiques et sociales et les ordonne autour de la captation des revenus issus de l’activité de rente. Il évince de ce fait les secteurs d’activité moins rémunérateurs, en générant des pathologies sociales et de (...) l’instabilité politique, comme au Nigeria. Les pays qui ont échappé à cette malédiction, comme les Pays-Bas, la Norvège ou encore le Botswana, sont ceux qui ont réussi à la fois à limiter les effets dévastateurs de la rente sur les structures de l’économie en épargnant une partie des revenus supplémentaires, et à soutenir les autres secteurs d’activité par des incitations adéquates destinées à entretenir la diversification sectorielle, régionale et en emplois, de l’économie. Les cas analysés ici de la Norvège et du Nigeria, deux pays confrontés à la même problématique de l’exploitation pétrolière et gazière mais aux performances contrastées, suggèrent qu’un pays qui veut lutter contre la malédiction des ressources doit pouvoir s’appuyer sur des institutions socio-économiques et politiques endogènes et stables entretenues par un système de gouvernance légitime et inclusif. Jusqu'aux années 1950, le gaz apparaît encore comme marginal dans les préoccupations stratégiques et l'organisation des futures composantes de Total. Il faut attendre les années 1960 et 1970 pour que le gaz s'impose au coeur des préoccupations des grandes entreprises pétrolières. C'est de cette époque que datent les premières directions du (...) gaz. Du fait de la complexité et de la faible rentabilité à court terme des projets gaziers, les premiers membres des directions du gaz ont dû développer des stratégies de communication et de construction de réseaux d'alliances au sein de l'état-major de leur entreprise. Recrutés avec une expérience significative, ils ont construit et diffusé une culture innovante au fur et à mesure de leur carrière. The most interesting, and problematic, claim made by film-philosophy, for me, is the proposition that film thinks. This claim is interesting because it asserts that film has something philosophical to offer that philosophy itself lacks. It is problematic because we tend to think that where there is thinking, there must be a someone doing that thinking. And whatever film is, it is not a someone. This paper brings Karl Poppers model of objective knowledge what he calls knowledge in the absence (...) of a knowing subject to bear on the proposition that film thinks, in order to sketch out an account of film as a process of objective thinking distinct from that of philosophy or any other merely human mode of thought. In this paper, we provide a logical formalization of the emotion triggering process and of its relationship with mental attitudes, as described in Ortony, Clore, and Collins’s theory. We argue that modal logics are particularly adapted to represent agents’ mental attitudes and to reason about them, and use a specific modal logic that we call Logic of Emotions in order to provide logical definitions of all but two of their 22 emotions.
