This essay presents the analysis of conflict history over freshwater in several drainage basins across the planet. As will be demonstrated in this essay, unilateral water policies have proved to reduce the role and prospect of water treaties and international water sharing regimes, and led to political tensions and conflicts. Using the case studies of conflict history in the Aral Sea Basin, the Jordan River Basin, the Ganges-Brahmaputra River system and the Tigris-Euphrates River Basin, the author assesses a conflict potential (...) and underscores that the necessity for sustained basin wide water treaties will increase along with the growing demand for freshwater. The central argument of the essay is that unilateral diversions of water flows will instigate wars between riparian states because of the rising demand for freshwater in the future. (shrink)

This paper explores the potential of blockchain technology in revolutionizing intellectual property (IP) protection and its implications for sustainable development goals, particularly those related to peace, justice, and strong institutions. By providing a transparent and immutable ledger for tracking IP ownership, blockchain offers a secure platform to combat fraud and misrepresentation in IP transactions. Additionally, smart contracts can automate IP enforcement, further enhancing protection measures. Beyond IP protection, blockchain fosters transparency in copyright ownership and transactions, facilitating fair compensation for creators (...) and discouraging piracy. However, challenges such as accessibility and regulatory hurdles remain. Despite these limitations, integrating blockchain in IP protection offers transformative opportunities to establish equitable systems, enhance trust, and streamline processes. The paper examines the structure and dynamics of the political imaginary of the two countries of post-Soviet Central Asia - Kyrgyzstan and Tajikistan. As the authors show, Russia has a special place in this structure. For a long time, many ordinary citizens of these states did not perceive Russia as a foreign state on an equal footing with others. This perception was due to a number of factors, the most important of which was Soviet institutional and psychological inertia. At the (...) institutional level, Soviet inertia was expressed primarily in the transparency of the borders between Russia and the Central Asian countries. On a psychological level, it manifested itself in nostalgia for the Soviet past. It was the overlapping of soviet nostalgia with the understanding of the importance of migration to Russia for the material well-being of households that gave rise to a high level of loyalty to Moscow. Recently, however, the Russian Federation has started to gradually become a foreign state among others in the eyes of ordinary residents of Kyrgyzstan and Tajikistan. In the minds of people, Russia still has a specific status, but this specificity is increasingly seen in a global context; in this context, other actors along with Moscow matter (Beijing and Washington, as well as Istanbul and Tehran). The process of turning Russia into an ordinary “abroad” was going on before, but it accelerated sharply after February 24, 2022. The authors identify signs of distancing from Russia both at the level of the ruling elites and at the level of civil society. Among these signs are, in particular, the desire of governments to demonstrate a multi-vector foreign policy, a change in the public rhetoric of top officials, as well as manifestations of anti-Russian sentiment in the public sphere of Kyrgyzstan. For I shall insist, and I think we can only rightly insist, that the philosopher is not yet in a position to produce a satisfactory positive theory of the relation between mind and body. And I shall annoy many of you further by insisting that the old-fashioned (...) “dualism” has not really been disproved. However, even if you do not agree with me, it is at any rate a good general piece of advice that, when we are confronted with a philosophical view which has maintained its ground for a very long time but seems to ourselves or to our generation very unreasonable, we should look specially carefully to find the positive grounds which have made so apparently unplausible a doctrine seem true to so many competent thinkers. The paper proves that a historical method in Marxism is not identified to a dialectical method. The logic of history and the logic of its analysis in Marxism do not always coincide. The Logical coincides with the Historical only in eternity as it actually occurs in the works by G.V.F. Hegel. Eternity which has already witnessed everything does not know history any more. In the same way, history also begins there where the eternity comes to an end. Therefore, artificial identification (...) of the Logical with the Historical in Marxism led sometimes to actual mistakes. It is no wonder that it has always caused discussions in Marxism. They are mainly explained by the fact that the deductive, abstract-to-concrete method in which the “General” appears before the “Concrete” is an anti-historical method in its Nature. In real human history the “General” which is generalization of many “Concrete” could not appear before the latter in any way. For this reason, the real historical materialism needs an inductive method of knowledge. Only in that case historical materialism will cease to remain the soviet “histmat” and becomes the real form of a new world outlook. The author is of the opinion that the Party spirit of the Soviet philosophy promoted preservation of the anomalies mentioned in Marxism. The open discussion could help to find valid but not inherited from Hegel relation of historical and logical methods in Marxism. (shrink)
