How should an impartial social observer judge distributions of well-being across different individuals when there is uncertainty regarding the state of the world? I explore this question by imposing very weak conditions of rationality and benevolent sympathy on impartial betterness judgments under uncertainty. Although weak enough to be consistent with all the main theories of rationality, these conditions prove to be sufficient to rule out any heterogeneity in what is good for individuals, to require a neutral attitude to uncertainty on (...) the part of the social observer, and to require that both individual and social betterness be strongly separable. Recently, moral deliberation within care institutions is gaining more attention in medical ethics. Ongoing dialogues about ethical issues are considered as a vehicle for quality improvement of health care practices. The rise of ethical conversation methods can be understood against the broader development within medical ethics in which interaction and dialogue are seen as alternatives for both theoretical or individual reflection on ethical questions. In other disciplines, intersubjectivity is also seen as a way to handle practical problems, and methodologies have (...) emerged to deal with dynamic processes of practice improvement. An example is responsive evaluation. In this article we investigate the relationship between moral deliberation and responsive evaluation, describe their common basis in dialogical ethics and pragmatic hermeneutics, and explore the relevance of both for improving the quality of care. The synergy between the approaches is illustrated by a case example in which both play a distinct and complementary role. It concerns the implementation of quality criteria for coercion in Dutch psychiatry. (shrink)

Against those who identify genealogy with reductive genealogical debunking or deny it any evaluative and action-guiding significance, I argue for the following three claims: that although genealogies, true to their Enlightenment origins, tend to trace the higher to the lower, they need not reduce the higher to the lower, but can elucidate the relation between them and put us in a position to think more realistically about both relata; that if we think of genealogy’s normative significance in terms of a (...) triadic model that includes the genealogy’s addressee, we can see that in tracing the higher to the lower, a genealogy can facilitate an evaluation of the higher element, and where the lower element is some important practical need rather than some sinister motive, the genealogy can even be vindicatory; and finally, that vindicatory genealogies can offer positive guidance on how to engineer better concepts. The virtues and vices of argument are now an established part of argumentation theory. They have helped direct attention to hitherto neglected aspects of how we argue. However, it remains controversial whether a virtue theory can contribute to some of the central questions of argumentation theory. Notably, Harvey Siegel disputes whether what he calls ‘arguments in the abstract propositional sense’ can be evaluated meaningfully within a virtue theory. This paper explores the prospects for grounding an account of argument evaluation in (...) arguers’ virtues and vices by examination of a corresponding debate in virtue ethics: Can an ethics of virtue guide our actions? This paper presents a novel argumentation framework to support Issue-Based Information System style debates on design alternatives, by providing an automatic quantitative evaluation of the positions put forward. It also identifies several formal properties of the proposed quantitative argumentation framework and compares it with existing non-numerical abstract argumentation formalisms. Finally, the paper describes the integration of the proposed approach within the design Visual Understanding Environment software tool along with three case studies in engineering design. Solvency assessment is the core content of insurance supervision. In this paper, from the perspective of capital flow, the insurance company’s capital flow is regarded as a dynamic system, the stochastic differential equations model is established to describe its flow characteristics, and the existence of positive equilibrium point of the system is proved, as well as the conditions of stability at equilibrium point, that is, the requirements of the insurance company’s solvency. This paper researches and analyzes the evaluation of the competitiveness of ice and snow tourism, uses the improved fuzzy neural network algorithm to process the system flow diagram of ice and snow tourism development through the function and characteristics of the power system of ice and snow tourism, and finally selects more than 40 indicators of the three subsystems of resources, economy, and culture. Based on the construction of cloud fuzzy neural network model, the above method is used for experimental (...) comparison analysis, and experiments are conducted through University of California Irvine dataset and engineering examples to compare with the traditional cloud model, fuzzy neural network, and BP neural network to analyze the operation efficiency, accuracy rate, and several rules of the algorithm. Through the experimental comparative analysis, the cloud fuzzy neural network can fully take into account the randomness and fuzziness of the data, optimize the generation of cloud rules, avoid multidimensional rule disasters, and ensure the operational efficiency of the algorithm; the accuracy rate of the algorithm is improved relative to that of the traditional technology, and it applies to a variety of datasets. And the software is used to test the ice and snow tourism industry system dynamics model to realize the correctness and robustness testing of the model. Accidie, depression, and dejection seem to be psychological phenomena that are best characterized as cases in which an agent has no motivation to pursue what he or she judges to be good or valuable. The phenomena thus seem to present a challenge to any view that draws a close connection between motivation and evaluation. ‘Accidie, Evaluation, and Motivation’ aims to show that the phenomena are actually best explained by a theory that postulates a conceptual connection between motivation and evaluation.

The descriptions 'good' and 'bad' are examples of thin concepts, as opposed to 'kind' or 'cruel' which are thick concepts. Simon Kirchin provides one of the first full-length studies of the crucial distinction between 'thin' and 'thick' concepts, which is fundamental to many debates in ethics, aesthetics and epistemology.

With the increasing demand for ethical standards in the current business environment, ethical leadership has received particular attention. Drawing on self-verification theory and social exchange theory, this study investigated the effect of leaders’ core self-evaluation on the display of ethical leadership and the moderating role of employees’ exchange ideology in the relationship between ethical leadership and employees’ job performance. Consistent with the hypotheses, the results from a sample of 225 dyads of employees and their immediate leaders showed a positive relationship (...) between leaders’ core self-evaluation and ethical leadership. Moreover, the results showed that ethical leadership mediates the effects of leaders’ core self-evaluation on employees’ job performance. Furthermore, we found that employees’ exchange ideology moderates the relationship between ethical leadership and job performance. By investigating the status quo of the swimming training market in a certain area, we can obtain information on the current development of the swimming training market in a certain area and study the laws of the development of the market so as to provide a theoretical basis for the development of the market. This paper designs an evaluation algorithm suitable for swimming training based on the improved AlexNet network. The algorithm model uses a 3 × 3 size convolution kernel (...) to extract features, and the pooling layer uses a nonoverlapping pooling strategy. In order to accelerate the network convergence, the model introduces batch normalization technology. The algorithm uses data augmentation technology to expand the data set, including rotation and random erasure, to a certain extent alleviating the problem of overfitting. The results of the study showed that there were no significant differences in fat, minerals, protein, body mass index, basal metabolic rate, and total energy expenditure in the body composition ratios of children in the convolutional neural network assessment group and the control group, while muscle and total body water were not significantly different. However, there are significant differences in fat-free body weight and muscle strength of various segments of the body, among which there are very significant differences in muscle strength of lower limbs in each segment of the body. There were no significant differences in minerals, body mass index, basal metabolic rate, total energy expenditure, and lower limb muscle strength in the body composition ratios of men and women in the convolutional neural network assessment group. There are significant differences in body weight, upper limb muscle strength, and trunk muscle strength. There were no significant differences in the proportions of body composition between men and women in the control group, except for fat and protein. (shrink)

Historically, biocentrists have ascribed interests to organisms via an account of function. One promising account of function for this purpose is the organizational or autopoietic account of function, according to which some entity x has a function of self-maintenance when the parts of x contribute to the goal of self-maintenance. In this paper, I will present the autopoietic account of interests and provide some reasons for thinking that this account is promising. I will also present a possible issue for the (...) biocentrist who uses the autopoietic account of function given the following two claims: what it means to be a biological “self” is ambiguous, and the autopoietic account of interests relies on a self boundary. I argue that the proponent of this account then needs to choose a definition of individual and explain why that definition is morally relevant. Otherwise, the proponent of the autopoietic account has not given an account of what constitutes a harm or a benefit for a biological individual, and there are good reasons to believe that this is a necessary component of any account of interests. Currently, one of the most important components of scientific activity is the writing and subsequent defense of a candidate's / doctoral dissertation. It is revealed that, despite the rapid digitalization of the educational process in the scientific paradigm of the whole world, including Russia, there is no single digital assessment of the dissertation. The current system of evaluation of a dissertation based on the one-dimensional designation "yes" or "no" does not allow to objectively and impartially determine the scientific value of (...) the dissertation. The author proposed a methodology for evaluating dissertations on a one-hundred-point scale, where the researcher with the highest score on the defense of the dissertation would be provided with financial support from the state to continue promising scientific research, while at the same time being an advantage in the competition for his election to the Russian Academy of Sciences. The author is critical of the conditions of the state and prospects of the development of science in Russia, considering it unfair to neglect the system of evaluation in the defense of dissertations, which leads to a constant outflow of young researchers abroad. In the perspective of applying the digital assessment of the dissertation, the support of talented scientists in obtaining high scores in the defense of the dissertation at the local, regional and federal levels is considered. Black and Wilensky (1979) have made serious methodological errors in analyzing story grammars, and in the process they have committed additional errors in applying formal language theory. Our arguments involve clarifying certain aspects of knowledge representation crucial to a proper treatment of story understanding.Particular criticisms focus on the following shortcomings of their presentation: 1) an erroneous statement from formal language theory, 2) misapplication of formal language theory to story grammars, 3) unsubstantiated and doubtful analogies with English grammar, 4) various non (...) sequiturs concerning the generation of non‐stories, 5) a false claim based on the artificial distinction between syntax and semantics, and 6) misinterpretation of the role of story grammars in story understanding.We conclude by suggesting appropriate criteria for the evaluation of story grammars. The aim of this paper is to propose foundations for a formal model of representation and numerical evaluation of a possibly broad class of arguments, including those that occur in natural discourse. Since one of the most characteristic features of everyday argumentation is the occurrence of convergent reasoning, special attention should be paid to the operation ⊕, which allows us to calculate the logical force of convergent arguments with an accuracy not offered by other approaches.

INTRODUCTION: In accounts of the two-factor theory of delusional belief, the second factor in this theory has been referred to only in the most general terms, as a failure in the processes of hypothesis evaluation, with no attempt to characterise those processes in any detail. Coltheart and Davies attempted such a characterisation, proposing a detailed eight-step model of how unexpected observations lead to new beliefs based on the concept of abductive inference as introduced by Charles Sanders Peirce. METHODS: In this (...) paper, we apply that model to the explanation of various forms of delusional belief. RESULTS: We provide evidence that in cases of delusion there is a specific failure of the seventh step in our model: the step at which predictions from hypotheses are considered in the light of relevant evidence. CONCLUSIONS: In the two-factor theory of delusional belief, the second factor consists of a failure to reject hypotheses in the face of disconfirmatory evidence. (shrink)

In Algorithms & Autonomy, Rubel, Castro, and Pham (hereafter RCP), argue that the concept of autonomy is especially central to understanding important moral problems about algorithms. In particular, autonomy plays a role in analyzing the version of social contract theory that they endorse. I argue that although RCP are largely correct in their diagnosis of what is wrong with the algorithms they consider, those diagnoses can be appropriated by moral theories RCP see as in competition with their autonomy based theory. (...) Most notably, proponents of consequentialism and virtue ethics can appropriate RCPs insights. This is good news because RCP’s social contract theory is vulnerable to a well known class of counterexamples. The most significant contribution of RCP, if I am right, is in their identification, presentation, and evaluation of concrete cases involving algorithms and not in the more controversial claims about theoretical ethics that RCP themselves see as central to what they are doing. It is a piece of philosophical common sense that belief and knowledge are states. Some epistemologists reject this claim in hope of answering certain difficult questions about the normative evaluation of belief. I shall argue, however, that this move offends not only against philosophical commonsense but also against ordinary common sense, at least as far as this is manifested in the semantic content of the words we use to talk about belief and knowledge. I think it is relatively easily to (...) show with some linguistic tests that ordinary belief and knowledge attributions should be classified aspectually as state descriptions. Hence, the move some epistemologists to deny that belief and knowledge are states threatens to simply change the topic rather than open up answers to difficult questions in epistemology. I do not know fully how to answer the relevant questions about the normative evaluation of belief, but I pursue this critical point here in service of a positive proposal about the general framework in which they should be answered. In brief, the general framework is one which recognizes an important place for what I call state-norms, beside the action-norms which are more familiar from normative theory. And it locates the epistemic norms that apply to beliefs and are relevant for knowledge on the state-norm side of this divide. This turns out to be not only consistent with but indeed to underwrites the philosophical and ordinary common sense that belief and knowledge are states. (shrink)

Although clinical ethics consultation is a high-stakes endeavor with an increasing prominence in health care systems, progress in developing standards for quality is challenging. In this article, we describe the results of a pilot project utilizing portfolios as an evaluation tool. We found that this approach is feasible and resulted in a reasonably wide distribution of scores among the 23 submitted portfolios that we evaluated. We discuss limitations and implications of these results, and suggest that this is a significant step (...) on the pathway to an eventual certification process for clinical ethics consultants. In climate science, observational gridded climate datasets that are based on in situ measurements serve as evidence for scientific claims and they are used to both calibrate and evaluate models. However, datasets only represent selected aspects of the real world, so when they are used for a specific purpose they can be a source of uncertainty. Here, we present a framework for understanding this uncertainty of observational datasets which distinguishes three general sources of uncertainty: (1) uncertainty that arises during the (...) generation of the dataset; (2) uncertainty due to biased samples; and (3) uncertainty that arises due to the choice of abstract properties, such as resolution and metric. Based on this framework, we identify four different types of dataset ensembles — parametric, structural, resampling, and property ensembles—as tools to understand and assess uncertainties arising from the use of datasets for a specific purpose. We advocate for a more systematic generation of dataset ensembles by using these sorts of tools. Finally, we discuss the use of dataset ensembles in climate model evaluation. We argue that a more systematic understanding and assessment of dataset uncertainty is needed to allow for a more reliable uncertainty assessment in the context of model evaluation. The more systematic use of such a framework would be beneficial for both scientific reasoning and scientific policy advice based on climate datasets. (shrink)

In some severely uncertain situations, exemplified by climate change and novel pandemics, policymakers lack a reasoned basis for assigning probabilities to the possible outcomes of the policies they must choose between. I outline and defend an uncertainty averse, egalitarian approach to policy evaluation in these contexts. The upshot is a theory of distributive justice which offers especially strong reasons to guard against individual and collective misfortune.

Here we present the framework of a new approach to assessing the capacity of research programs to achieve social goals. Research evaluation has made great strides in addressing questions of scientific and economic impacts. It has largely avoided, however, a more important challenge: assessing (prospectively or retrospectively) the impacts of a given research endeavor on the non-scientific, non-economic goals—what we here term public values —that often are the core public rationale for the endeavor. Research programs are typically justified in terms (...) of their capacity to achieve public values, and that articulation of public values is pervasive in science policy-making. We outline the elements of a case-based approach to public value mapping of science policy, with a particular focus on developing useful criteria and methods for assessing public value failure, with an intent to provide an alternative to market failure thinking that has been so powerful in science policy-making. So long as research evaluation avoids the problem of public values, science policy decision makers will have little help from social science in making choices among competing paths to desired social outcomes. The main argument of this paper is that an evaluation of the overall explanatory power of a theory is less problematic and more relevant as an assessment of the state of knowledge than evaluation of statistical explanations of single occurrences in terms of likelihoods that are assigned to explananda.

In situations that require creative thinking, there is no well-known procedure for how to reach the goal, or the solution. Among other things, it is not clear how choices between outcomes are made, or when the search for a solution should terminate. The article focusses on the evaluation of solutions that are generated during the search. The general question concerns the standards according to which evaluation is made. Crucial concepts from the theory of argumentation are systematically discussed and explained with the help of examples from real-life discourse and texts. In this paper I will defend the controversial thesis that all argumentation in natural language can be reconstructed, for the purposes of assessment, as a deductively valid argument. Evaluation of the argumentation amounts to evaluation of the logical coherence of the premises. I will be taking the pragma-linguistic theory of Bermejo-Luque as an initial starting point.

A survey-based research study was conducted to analyze sustainability practices of large U.S. corporations in their domestic and international operations. Large U.S. corporations were slow to address global environmental challenges, but a majority of them now demonstrate a clear understanding of their responsibilities. Most large U.S. corporations are proactively involved in sustainability and environmentally friendly measures, and their involvement at home is more intense than abroad. Analyses revealed that U.S. corporations engage in eight activities related to sustainability: investing in energy-efficient (...) methods, generating electricity from solar power, generating electricity from wind power, using biofuels, trading carbon credits, supporting environmental organizations, generating electricity from biomass, and generating electricity from hydropower. Of these, only generating electricity from biomass and hydropower were not significantly different with respect to U.S. corporations’ foreign and domestic implementation. This paper represents the first attempt to determine whether and how U.S. corporations’ efforts to promote sustainability differ with respect to their operational locus. (shrink)

CASUS is an authoring system, which should enable physicians to produce problem-based computer learning programs with minimal technical effort and give them sound instructional support. The theoretical background of CASUS are constructivist approaches to learning and instruction, which deal mainly with the question, how to design problem-based learning environments. The paper presents the constructivist concept of CASUS and results of a forma-tive evaluation. Four authors were observed and interviewed while developing a learning case with CASUS. The evaluation pursued mainly the (...) question of which difficulties arise while producing a case with CASUS and which measures are necessary in order to improve the authoring system. Results show that with regard to technical aspects physicians can produce learning cases even without any special prior knowledge. There were far more problems with instructional aspects of the production of cases. Most of these difficulties were very specific to the content of the cases. Therefore, it seems that an appropriate way to design learning cases with high quality, is a cooperation between some authors with different expertise. (shrink)

It is hard to argue with the proposition that value for money should guide health spending. However, even after decades of development, economic evaluation is still a work in progress. As applied, it deals poorly with issues of social justice, ageing and end of life issues; cases involving small numbers—such as decisions about orphan drugs—are also contested. Unfortunately, differences in incremental cost-effectiveness ratios are presented with a degree of precision which contributes to an ‘illusion of validity’.1 Nobel Laureate Amartya Sen (...) has suggested that ‘when all the requirements of ubiquitous market-centred evaluation have been incorporated into the procedures of cost–benefit analysis, it is not so much a discipline as a daydream’.2 As with any approach to public decision making, the use of economic evaluation rests on an implicit social licence, including that the decision making is fair and reasonable. Many countries have developed special policies for rare, ‘ultrarare’ or ‘orphan’ diseases to moderate the effect of a ubiquitous application of economic evaluation. The threshold for defining ‘small’ or rare is a matter of judgement and ranges between 2 and 80 per 100 000 population.3 Magalhaes challenges the ethical basis of special programmes for low incidence conditions and argues against such provisions. Fuzzy sets and fuzzy logics are used to model events with imprecise, incomplete, and uncertain information. Researchers have developed numerous methods and techniques to cope with fuzziness or uncertainty. This research intends to introduce the novel concepts of complex neutrosophic relations and its types based on the idea of complex neutrosophic sets. In addition, these concepts are supported by suitable examples. A CNR discusses the quality of a relationship using the degree of membership, the degree of abstinence, and the degree (...) of nonmembership. Each of these degrees is a complex number from the unit circle in a complex plane. The real part of complex-valued degrees represents the amplitude term, while the imaginary part represents the phase term. This property empowers CNRs to model multidimensional variables. Moreover, some interesting properties and useful results have also been proved. Furthermore, the practicality of the proposed concepts is verified by an application, which discusses the use of the proposed concepts in statistical decision-making. Additionally, a comparative analysis between the novel concepts of CNRs and the existing methods is carried out. (shrink)

Today there are over 1,500 public-use airports in the United States. Each of these airports provides a service to the surrounding community, whether in the form of a general aviation or commercial air service facility. An airport is dependent on many facets of the local government infrastructure for support services. Also, the airports have ties to neighboring or resident military installations. A military installation has similar missions and objectives to an airport, a situation that enables a working relationship that is (...) complementary to each party. For example, airports and military installations alike must provide such services as emergency response, fire protection, airspace control, environmental protection, and a safe infrastructure for aircraft operations.
