À partir d’une étude qualitative comparée en France et au Québec, nous montrons dans cet article que la phase d’intégration des nouvelles recrues aides-soignantes dans les organisations gériatriques françaises et québécoises est une phase complexe d’expérimentation du métier, où elles intègrent des normes collectives de rythmes de travail. Le collectif de travail, par la voix d’une « ancienne », juge de la capacité des nouvelles recrues à respecter ces rythmes et transmet des stratégies de régulation créées localement et indispensables pour (...) répondre aux prescriptions contradictoires. La situation actuelle d’intensification du travail vécue dans les organisations gériatriques françaises et québécoises conduit néanmoins à une fragilisation dangereuse des collectifs, voire à une individualisation du rapport aux enjeux organisationnels. Une telle individualisation peut conduire les nouvelles recrues à subir une souffrance éthique consécutive au fait d’accomplir des actes moralement condamnables pour parvenir à respecter les normes temporelles. Privés d’emploi, les chômeurs sont aussi privés des cadres temporels fournis par l’activité professionnelle. Partant de ce constat, nombre d’enquêtes ont associé la condition de chômeur à un temps excédentaire, gagné par l’ennui ou le découragement, et vide de sens. À rebours de cette perspective, nous avançons que l’expérience du chômage est marquée par un temps prescrit : celui de la recherche d’emploi. Nous sommes alors conduits à examiner l’hypothèse d’une pluralité des temporalités organisant la condition de chômeur. Pour cela (...) nous avons mené l’enquête auprès de chômeurs qui ne sont pas parvenus à satisfaire les obligations de recherche d’emploi et ont été sanctionnés. Nous montrons alors les tensions, jusqu’à la rupture, entre deux équations temporelles, l’une définie par l’imprévisibilité et le débordement du temps vécu de la vie quotidienne et l’autre caractérisée par la pression et la rationalisation du temps prescrit de la recherche d’emploi. Cet article propose une réflexion sur les activités de recherche à partir de laboratoires industriels et académiques et d’organisations « intermédiaires » (laboratoires communs ; spin offs etc.). Les observations faites ponctuellement depuis une vingtaine d’années dans des laboratoires de chimie et de biologie montrent qu’elles sont l’objet d’une compétition accrue au niveau mondial entre différentes institutions et entre individus. La première hypothèse de l’article est que cette concurrence exacerbée entre entreprises, entre laboratoires académiques, entre scientifiques conduit à des stratégies (...) ayant pour objectifs une diminution des temps réservés par les prescripteurs (« les temps officiels ») pour chaque acte de recherche et à une rationalisation du travail scientifique dans le but d’accélérer la mise sur les marchés de produits, qu’ils soient académiques ou industriels, et ainsi d’en diminuer les coûts. Pour rendre compte de cette évolution, l’organisation des temps de travail en « opérations de recherche » est comparée à celle qui semble devenir prédominante aujourd’hui, la « logique-projet ». La seconde hypothèse est que ces nouvelles normes contraignantes influencent « la disponibilité temporelle » des travailleurs de la recherche et obligent de ce fait à s’interroger sur la place des chercheurs dans le salariat. L’exil des migrants de retour en Géorgie post-soviétique, en se doublant d’une rupture historique brutale et douloureuse avec le « temps d’avant », révèle la perception d’une autre forme d’exil, social et temporel. Cet exil temporel organise une perception du temps originale constituée de diverses ruptures qui sont mises en narration par les discours des migrants à travers la mobilisation de différents procédés narratifs destinés à restituer des parcours individuels heurtés au sein d’un temps socialement partageable. Ainsi, ces narrations laissent (...) apparaître la mise en scène du motif inaugural de la chute ainsi que le lien entre migration et peur de la fragmentation nationale. Elles révèlent également des polarités sociales que nous comprenons comme des perceptions temporelles différenciées. La dialectique rupture-continuité diffère donc selon la position sociale des enquêtés. Selon qu’on ait pu clore ou non les « années difficiles » post-soviétiques, elles sont considérées comme une transition achevée ou bien comme une crise perpétuelle en décalage avec la temporalité politique rapide du réformateur Mikhaïl Saakashvili.Ainsi, en se conjuguant aux rythmes précaires des mobilités, l’appréhension temporelle des migrants dont il est ici question se saisit au croisement de perspectives historiques et de celles des trajectoires migratoires et biographiques. A wide range of more objectivist norms appear to leave uncharted an important part of normative space. In the beginning of this paper I briefly outline two broad ways of seeking more subject-directed norms: perspectivism and feasibilism. According to feasibilism, the ultimate reason why more objectivist norms are inadequate on their own is not that they fail to take into account the limits of an agent’s perspective, but that they are not sensitive to limits on what ways of choosing, acting, (...) and believing are feasible in a given situation. I think of these ways of choosing, acting, and believing in terms of an agent's dispositions. In this paper I focus on a knowledge-first implementation of feasibilism, a view in epistemology that supplements a knowledge norm with a norm urging one to manifest dispositions that are among the most knowledge-conducive feasible ones. A view with different norms that sometimes cannot be jointly satisfied raises questions about the status of these norms. By drawing on two general hypotheses about the relationship between succeeding (e.g. knowing) and manifesting dispositions conducive to success, I argue for a view on which the prescriptive and the hypological come radically apart. The result is that an epistemic analogue of a thesis that many have assumed to hold in the moral realm should be rejected. This thesis is Only Blameworthy for Wrongs: we can only ever be blameworthy for acts that are morally wrong. I argue that on the picture presented, we can be epistemically blameworthy for doxastic states that do not violate any prescriptive epistemic norms. I then generalise the considerations to the moral realm, arguing against Only Blameworthy for Wrongs. (shrink)

À travers une enquête qualitative par entretiens menée auprès des sportifs de haut niveau de l’INSEP, nous nous intéressons à leur rythme de vie qui articule des temps nombreux et variés : temps sportif, temps scolaire ou universitaire, temps professionnel, temps de récupération, temps de loisir privé et social, etc. Dans ce contexte il apparaît que leur temps objectif et leur temps subjectif ne coïncident pas toujours. Nous identifions à la fois une capacité générale de ces sportifs à gérer une (...) organisation temporelle particulièrement chargée, mais aussi de profondes variations d’un profil de sportif à l’autre, d’où l’idée d’une construction sociale du temps subjectif. Après avoir présenté l’organisation objective des temps à l’INSEP, nous analysons le poids de plusieurs facteurs sportifs et extra-sportifs pour expliquer cette disjonction et comprendre quels éléments ont tendance à favoriser un meilleur vécu d’un emploi du temps objectivement chargé. Cela nous conduit à ouvrir la discussion sur la conception des différentes temporalités de la préparation des sportifs qui demeure floue, entre temps de travail et temps de loisir. Cette préparation s’inscrit elle-même dans un contexte institutionnel spécifique : la construction du rythme de vie de ces sportifs est alors la recherche d’un compromis entre temps collectif et temps individuel. Background Antimicrobial resistance (AMR) is a global threat to human and livestock health. Although AMR is driven by use of antimicrobials, it is often attributed to “misuse” and “overuse”, particularly for antibiotics. To curb resistance, there has been a global call to embrace new forms of moral personhood that practice “proper” use, including prescription, dispensing and consumption of antimicrobials, especially antibiotics. This paper seeks to reflect on complex questions about how morality has become embedded /embodied in the AMR discourse (...) as presented in the data collected on antimicrobial prescription, dispensing and use in human and livestock health in Tanzania, primarily focusing on antibiotics. Methods This reflection is anchored on Jarrett Zigon’s morality framework that is comprised of three dimensions of discourse; the institutional, public, and embodied dispositions. The data we use within this framework are derived from a qualitative study targeting human and animal health care service providers and community members in northern Tanzania. Data were collected through 28 in-depth interviews and ten focus group discussions and analysed through content analysis after translation and transcription. In addition, a review of the Tanzania’s National Action Plans on antimicrobial resistance was conducted. Results Application of the framework demonstrates points of convergence and divergence in the institutional morality discourse articulated by the Tanzania National Action Plans, the public discourse and the embodied dispositions/ lived experiences of human and animal health care service providers and community members. We demonstrate that AMR is not just associated with “inappropriate” behaviour on the part of drug prescribers, dispensers, and users but also with shortcomings in health systems and service delivery. Conclusion Antibiotic dispensing and use practices that may be associated with the development of AMR should not be viewed in isolation from the broader health context within which they occur. The paper is devoted to the problem of formal representation of prescriptive obligation, i.e., the obligation concerning the way in which an action is to be performed. Improper representation of prescriptive obligation leads to Forrester's Paradox. In the paper I first present a new version of Forrester's Paradox that generalizes the observation on which the original version is based. Then I challenge the two existing solutions to the paradox. I reject the solution of H.-N. Castañeda and analyze problems to which (...) the solution of W. Sinnott-Armstrong leads. Many pharmaceuticals are available to patients only with a physician’s prescription. Although it is often not recognized as such, this is a classic example of paternalism in public policy. Pharmaceuticals are often perceived as carrying dangerous side effects. Access is restricted to protect patients from their own bad decisions. This chapter explores the moral justification for such paternalism and finds it wanting. It raises the question of whether there is adequate justification for this restriction. Consistency requires that pharmaceuticals posing (...) dangers primarily to the individual be available to competent consumers and that even moderate risks to third parties be tolerated. The chapter begins by arguing that all drug usage involves evaluative judgments about the relative benefits and harms of the agents and that physicians must make value judgments in deciding whether to prescribe. Under what circumstances should the federal government pay for outpatient prescription drugs? Should the government (and by extension, taxpayers) pay for all of the drugs prescribed by health care providers, regardless of price or use—adhering to a medical standard? Or should taxpayers only pay for prescriptions supported by scientific evidence of effectiveness—a scientific standard?

Nurses in all practice roles and settings need to understand the therapeutic use and potential for abuse of prescription drugs. Nursing roles, which include the administration and prescription of medication, health teaching and the implications of application, and the detection of drug-related problems, require that such education be timely and comprehensive. This paper discusses the state of knowledge dissemination about prescription drugs within the general context of nursing education. Nous abordons, dans cet article, le fonctionnement discursif des adverbiaux de localisation spatiale dehors et au dehors. Notre objectif est de mettre en valeur leur rôle dans la structuration du discours. Nous proposons aussi un examen des propriétés combinatoires et des conditions d’emploi de ces deux expressions dans les séquences narratives.. Following an introductory classification of prescriptive language that emphasizes the parallel between imperatives and moral language, this chapter distinguishes between the indicative and imperative moods of language. The Mīmā ṃ sā school of Indian philosophy elaborated complex ways of interpreting the prescriptive portions of the Vedic sacred texts. The present article is the result of the collaboration of a group of scholars of logic, computer science, European philosophy and Indian philosophy and aims at the individuation and analysis of the deontic system which is applied but never explicitly discussed in Mīmā ṃ sā texts. The article outlines the basic distinction between three sorts of principles —hermeneutic, linguistic and (...) deontic. It proposes a mathematical formalization of the deontic principles and uses it to discuss a well-known example of seemingly conflicting statements, namely the prescription to undertake the malefic Śyena sacrifice and the prohibition to perform any harm. To do this, two steps are followed: firstly, prediction in economics -its characteristics and limits- will be examined and, secondly, the role of prescription in economics (and its relations with internal and external values) will be studied. Ethicism is the most comprehensively defended answer to the question regarding whether ethical properties determine aesthetic properties in artworks. According to ethicism, aesthetically relevant ethical flaws in artworks count as aesthetic flaws and aesthetically relevant ethical merits count as aesthetic merits. In this paper, I argue that ethicism’s most significant argument, the Merited Response Argument suffers from an ambiguity that makes it either unsound or uninteresting. Specifically, the notion of an artwork’s ‘prescribing’ a response, central to MRA, is ambiguous between (...) merely attempting to elicit a response from appreciators as appropriate to a work, and endorsing a response as appropriate to relevant parts of the actual world. When new drugs are approved by the Food and Drug Administration, the default assumption is that they will be available by prescription only, safe for use exclusively under clinical supervision. The paternalism underlying this default must be interrogated in order to ensure appropriate respect for patient autonomy. Upon closer inspection, prescription requirements are justified when nonprescription status would risk harm to third parties and when a large segment of the population would struggle to exercise their autonomy in using (...) a drug safely and effectively on their own. Although these justifications can support prescription status for many drugs, we propose that reversing the FDA's current default to instead begin with a presumption in favor of over‐the‐counter status is the best way to avoid interference with valid claims of patient autonomy. Under this approach, a range of drug products could be considered for an OTC switch, including oral contraceptives, statins, and HIV‐prevention drugs. (shrink)

The paper reviews the book written by F.M. Kamm, entitled Bioethical Prescriptions: To Create, End, Choose, and Improve Lives. Kamm is one of the most prominent analytical philosophers in moral philosophy, known from such works as Intricate Ethics. She defends the rights-based approach to ethics and is also famous from constructing multilayered moral dilemmas. The review poses methodological questions, of whether scientific-like thought experiments performed in a moral lab, and the Method of Hypothetical Cases are able to transform our ethical (...) dilemmas and provide any solutions. Les temporalités de l’action publique n’intègrent pas actuellement les temporalités propres au vivant, dans un contexte préoccupant de crise écologique. Au travers de l’étude des politiques territoriales de biodiversité du Nord-Pas-de-Calais, nous analysons ici ces contradictions temporelles. L’action publique demeure en effet dans une perspective anthropocentrée qui détermine la finalité et les moyens des politiques de biodiversité à partir de contraintes politiques et économiques propres aux sociétés. Elle reflète ainsi une perspective linéaire du temps avec des objectifs de résultats court-termistes, (...) notamment liés au développement du New Public Management, à la politique par objectifs et à la contrainte de résultats quantifiables sur le vivant. À l’inverse, le vivant se pense au travers du temps évolutif et indéterminé propre aux écosystèmes. Les pressions anthropiques – artificialisation des sols, pollutions, fragmentation du territoire, changement climatique, etc. - menacent toutefois aujourd’hui sa pérennité car elles provoquent une accélération de la disparition irréversible d’espèces et la fragilisation des écosystèmes. Cet article appelle à une convergence des temporalités de l’action publique et de la biodiversité, qui pourrait se penser au travers d’un futur écocentré. (shrink)

There seems a potential tension between Hume's naturalistic project and his normative ambitions. Hume adopts what I call a methodological naturalism: that is, the methodology of providing explanations for various phenomena based on natural properties and causes. This methodology takes the form of introducing ‘the experimental method of reasoning into moral subjects’, as stated in the subtitle of the Treatise; this ‘experimental method’ seems a paradigmatically descriptive one, and it remains unclear how Hume derives genuinely normative prescriptions from this methodology. In resolving this problem, I will argue that Hume's naturalistic methodology – that is, his ‘experimental philosophy’, or what has come to be known as his experimental method – consists of the systematization of phenomena pertaining to human nature. In this article, we consider the problem of a discrepancy between, on the one hand, lay prescriptive judgments on the necessity of altruistic actions and, on the other, attributing moral worth to these actions. Based on Kantian theory of morality, we hypothesized that lay attributions of the moral worth of altruistic actions would be inversely related to normative ought-judgments according to which these actions should be performed, as having positive evolutionary-based utilitarian externalities for the actors. To test this general hypothesis, (...) we conducted two experiments using the same set of vignettes that were constructed based on systematically varying such factors as relatedness, reciprocity, the size of donation, and probability of meeting in the future. The results provide overall confirmation of our assumption, as evaluative judgments about the moral worth were inversely dependent on information provided about possible contributions from such consequentialist, payoff-based mechanisms as kinship and expected reciprocity, while prescriptive judgments were positively influenced by such information cues. Global Prescriptions scrutinizes the movement to export a U.S.-oriented version of the " rule of law," found in the activities of philanthropic foundations, the World Bank, the U.S. Agency for International Development, and several other developmental organizations. En effet, à travers la définition de ce qui fait problème, se joue la caractérisation du risque et de ses enjeux temporels. En complément des approches qui portent sur les controverses, l’approche porte sur une analyse sémantique. Alors même que le débat sur le nucléaire se structure autour des « pour » et des « contre », cette analyse sémantique vise à comprendre les objets (...) mêmes des discours et leur inscription dans le temps en fonction du rôle des acteurs. Celle-ci montre une qualification fortement différenciée du problème et une définition du risque loin d’être homogène pour l’ensemble des acteurs. Research on ethical norms has grown in recent years, but imprecise language has made it unclear when these norms prescribe “what ought to be” and when they merely describe behaviors or perceptions (“what is”). Studies of ethical norms, moreover, tend not to investigate whether participants were influenced by the prescriptive aspect of the norm; the studies primarily demonstrate, rather, that people will mimic the behaviors or perceptions of others, which provides evidence for the already well-substantiated social proof theory. In this (...) review article, we delineate three streams of norms research in business ethics: behavioral, perceptual, and prescriptive. We argue that by properly categorizing norms, and designing studies to investigate when prescriptions, more than mere mimicry, improve ethical outcomes in organizations, researchers can enhance managers’ efforts to promote ethical outcomes in organizations. _Aristotle on Prescription_ explores Aristotle’s deep reflections on rule-making as a process that is both distinct from that of particular deliberation and decision-making and fundamental to it, operating at the level both of the individual and of society as a whole.

L’Université, définie comme « institution gourmande », valorise la figure symbolique du chercheur entièrement investi dans son travail, supposant un rapport quasi exclusif de l’individu au métier. Cet investissement est d’autant plus réclamé que le chercheur est soumis à l’injonction de produire beaucoup et vite en même temps que de faire preuve d’une mobilité internationale dans un contexte de forte concurrence pour des postes définitifs proportionnellement rares. Étudiant les chargés de recherche recrutés sur des mandats à durée déterminée du Fonds (...) National de la Recherche Scientifique (FNRS) en Belgique, les auteurs montrent l’importance d’adopter une perspective relationnelle de la carrière scientifique qui prenne en considération son interférence avec la vie privée. Trois logiques spatio-temporelles sont dégagées : une logique d’intégration, une logique de conciliation et une logique du conflit. Cet article traite de la mise en place de l’organisation par projet dans une unité de R & D du secteur de l’énergie. Il montre que l’un des principaux effets de cette politique de « modernisation » est d’avoir transformé les contraintes temporelles qui pèsent sur le travail des chercheurs et ce, à au moins trois niveaux. D’abord, la composante administrative du travail de recherche s’est accrue au détriment du temps consacré à la production scientifique. Ensuite, le projet d’intensification du (...) travail auquel renvoie l’instauration du multiprojets génère des « coûts de coordination » et un phénomène de dispersion dans le travail, peu propices à la concentration intellectuelle que nécessitent les activités de recherche, au point que certaines tâches, comme la lecture ou l’écriture, sont réalisées à contretemps, dans la sphère hors travail et sur des temps de récupération. Quant à l’ajustement des activités aux demandes des clients, il donne lieu à une sorte d’ingénieurisation de la recherche. Tandis que les projets les plus éloignés des préoccupations des directions opérationnelles souffrent d’un manque de crédit, au double sens du terme, ceux commandités par les directions les plus proches du marché et du consommateur final, eux, s’apparentent de plus en plus à des études, court-termistes et directement opératoires. Le texte est consacré aux temporalités sociales des cuisiniers qui s’articulent autour de deux régimes horaires principaux : la « coupure » et la continuité. Il montre que la synchronisation des repas, du déjeuner et du dîner, sur des horaires concentrés sur la pause méridienne et en fin de journée, scinde les activités professionnelles en deux temps. Cependant, la réduction du temps de travail, les pressions économiques et sanitaires et les formes de rationalisation dans la restauration ont incité les professionnels (...) à repenser les organisations. Ce qui a renforcé le régime de la continuité. Le texte étudie aussi les facteurs qui favorisent l’adaptation d’un des modèles temporels et la question des disponibilités des salariés selon le régime horaire. Il étudie les arrangements qui se construisent autour de trois objets de négociation (coupure, repos, horaires atypiques) et dont les résultats dépendent des biographies des cuisiniers, des contextes d’action et des systèmes de valeurs professionnelles.
