Public opinion in recent years has soured on multiculturalism, due in large part to fears of radical Islam. In Multiculturalism without Culture, Anne Phillips contends that critics misrepresent culture as the explanation of everything individuals from minority and non-Western groups do. She puts forward a defense of multiculturalism that dispenses with notions of culture, instead placing individuals themselves at its core. Multiculturalism has been blamed for encouraging the oppression of women--forced marriages, female genital cutting, school girls (...) wearing the hijab. Many critics opportunistically deploy gender equality to justify the retreat from multiculturalism, hijacking the equality agenda to perpetuate cultural stereotypes. Phillips informs her argument with the feminist insistence on recognizing women as agents, and defends her position using an unusually broad range of literature, including political theory, philosophy, feminist theory, law, and anthropology. She argues that critics and proponents alike exaggerate the unity, distinctness, and intractability of cultures, thereby encouraging a perception of men and women as dupes constrained by cultural dictates. Opponents of multiculturalism may think the argument against accommodating cultural difference is over and won, but they are wrong. Phillips believes multiculturalism still has an important role to play in achieving greater social equality. In this book, she offers a new way of addressing dilemmas of justice and equality in multiethnic, multicultural societies, intervening at this critical moment when so many Western countries are poised to abandon multiculturalism. Many political theorists of multiculturalism describe their theories as “contextualist.” But it is unclear what “contextualism” means and what difference it makes for political theory. I use a specific prominent example of a multiculturalist discussion, namely Tariq Modood’s argument about “moderate secularism,” as a test case and distinguish between different senses of contextualism. I discuss whether the claim that political theory is contextual in each sense is novel and interesting, and whether contextualism is a distinct feature of political theory (...) of multiculturalism. I argue that the forms of contextualism which concern the scope and methodology of political theory are sensible, but not novel or distinctive of multiculturalism. I then discuss the more controversial forms of contextualism, which I call political and theoretical contextualism. Finally, I apply the distinctions to Modood’s argument. I argue that it is not a form of theoretical contextualism and that theoretical contextualism would in fact undermine arguments for multiculturalist policies of accommodation. (shrink)

By analogy to Macpherson 's "protective" and "self-developmental" models of liberal democracy, there might be two distinct models of liberal multiculturalism. On the protective-style model, the aim is to protect minority cultures against assimilationist and homogenizing intrusions of the majority. On the other model, here dubbed "polyglot multiculturalism," the majority might expand its own "context for choice" by having more minority cultures from whom to borrow. Polygamy, forced marriage, female genital mutilation, punishing women for being raped, differential access for men and women to health care and education, unequal rights of ownership, assembly, and political participation, unequal vulnerability to violence. These practices and conditions are standard in some parts of the world. Do demands for multiculturalism — and certain minority group rights in particular — make them more likely to continue and to spread to liberal democracies? Are there fundamental conflicts between our commitment to gender (...) equity and our increasing desire to respect the customs of minority cultures or religions? In this book, the eminent feminist Susan Moller Okin and fifteen of the world’s leading thinkers about feminism and multiculturalism explore these unsettling questions in a provocative, passionate, and illuminating debate. Okin opens by arguing that some group rights can, in fact, endanger women. She points, for example, to the French government’s giving thousands of male immigrants special permission to bring multiple wives into the country, despite French laws against polygamy and the wives’ own bitter opposition to the practice. Okin argues that if we agree that women should not be disadvantaged because of their sex, we should not accept group rights that permit oppressive practices on the grounds that they are fundamental to minority cultures whose existence may otherwise be threatened. In reply, some respondents reject Okin’s position outright, contending that her views are rooted in a moral universalism that is blind to cultural difference. Others quarrel with Okin’s focus on gender, or argue that we should be careful about which group rights we permit, but not reject the category of group rights altogether. Between Multiculturalism and Nationalism - A Discursive Construction of Britishness in the Spectator in the Wake of the London Bombings In his interdisciplinary work Ideology, Teun A. van Dijk proposes to study ideology as a cognitive, social and linguistic enterprise. Such an integrative approach is assumed to model interfaces between social structure and cognition through discourse. The notion of ideology it presupposes may be described as shared social representations, which become a group's defining attributes, and govern its ideological expression (...) in discourse. It seems that this approach can be productively applied to a study of ideological relations in the discourses of multicultural societies, such as Britain.In the wake of the London bombings in July 2005, the British rightwing quality weekly the Spectator published a series of articles raising alarming questions about the misguided ideological priorities of modern Britain, and envisioning a deepening crisis of national identity. According to the magazine, the heritage and values of mainstream British society are being endangered by the political promotion of multiculturalism. This in turn has instigated terrorist threats from Islamic extremists, who have been nurtured by the British welfare state and emboldened by its permissive policies. Thus the increasing ideological split between the militancy of the non-integrated Muslim minority in Britain and the decadence of national culture has become the subject of a number of articles. As a result, one of the pervasive discursive mechanisms emerging in the publication has been an ideological confrontation between "us" and "them"The aim of the present study is to survey the pragmatic and rhetorical devices used to construct the image of British society tied in a discursive struggle to define its modern identity-oscillating between the ideals of multiculturalism and the ideology of nationalism. The material for the study is taken from over fifteen articles that come from three subsequent issues of the Spectator published on 16, 23, and 30 July 2005. The methodological framework of the study draws on the research procedures of Critical Discourse Analysis accommodated to the analysis of ideological discourse in the press. (shrink)

Bhikhu Parekh is an internationally renowned political theorist. His work on identity and multiculturalism is unquestionably thoughtful and nuanced, benefiting from a tremendous depth of knowledge of particular cases. Despite his work’s many virtues, however, the normative justification for Parekh’s recommendations is at times vague or ambiguous. In this essay, I argue that a close reading of his work, in particular his magnum opus Rethinking Multiculturalism and the selfproclaimed sequel A New Politics of Identity, reveals that his claims (...) frequently rely upon a Kantian account of moral dialogue and indeed moral personhood that he remains unwilling to claim. Recognizing this latent Kantianism is essential to a thorough assessment of Parekh’s work on identity, and his criticisms of other theorists. It is only because of his ambiguity that his multiculturalism is able to avoid the sort of charges that he levels against other responses to diversity, including those of such authors as Rawls, Habermas, Kymlicka, and Raz. Many political theorists are multiculturalists. They believe that states ought to support and accommodate minority cultures, even if they disagree about when such support and accommodations are due and what forms they should take. In this contribution, I argue that multiculturalists have failed to notice an important objection against a wide range of multiculturalism policies. This objection is predicated on the notion that when states support and accommodate minority cultures, they should support and accommodate many subcultures and individualistic conceptions (...) of the good as well. However, since a significant proportion of multiculturalism policies imposes financial costs on society, it will often be prohibitively expensive for states to support and accommodate citizens’ subcultures and individualistic conceptions of the good on an equal basis. The result is that implementing such policies is likely to end up discriminating against certain groups, which might include e.g. fervent football fans, globe-trotters, mountain climbers, motor bikers, Hippies, and artists. I conclude by considering six reasons for giving preferential treatment to minority cultures that would allow multiculturalists to avoid this implication, which invoke, inter alia, the depth, duration, and involuntariness of cultural commitments; the role of culture in allowing people to live autonomously; and cultural rights to political self-determination. How should we think about the interrelationships that obtain among Philosophy, Education, and Culture? In this paper I explore the contours of one such interrelationship: namely, the way in which educational and (other) philosophical ideals transcend individual cultures. I do so by considering the contemporary educational and philosophical commitment to multiculturalism. Consideration of multiculturalism, I argue, reveals important aspects of the character of both educational and philosophical ideals. Specifically, I advance the following claims: i) We are obliged to (...) embrace the moral and political directives of multiculturalism. ii) This obligation is a moral one: that is, multiculturalism is justified on moral grounds. iii) Far from entailing any philosophically problematic form of cultural relativism, multiculturalism is itself a ‘universal’ or ‘transcultural’ ideal. iv) Moreover, the advocacy of multiculturalism presupposes another kind of universality, dubbed below ‘transcultural normative reach.’ v) Consequently, multiculturalism should not be understood as entailing the demise of ‘universalistic’ dimensions of either philosophy or education. In this paper, I show how a novel treatment of speech acts can be combined with a well-known liberal argument for multiculturalism in a way that will justify claims about the preservation, protection, or accommodation of minority languages. The key to the paper is the claim that every language makes a distinctive range of speech acts possible, acts that cannot be realized by means of any other language. As a result, when a language disappears, so does a class of (...) speech acts. If we accept that our social identities are in large part constituted by the decisions we make about how to speak, language loss, then, will amount to a substantial infringement on our autonomy in a particularly important domain. In theoritical and political writings, multiculturalism is most frequently understood in the language of recognition. Multiculturalist initiatives responds to the demands of minority cultures for political and cultural recognition so long denied them with devastating effects. In this article, we argue that the politics of recognition may have implicit dangers. In so far as it is articulated as a demand placed upon a dominant group and integrally tied to the substantiation of pre-given or fixed identity, it can easily mask (...) or even reiterate cultural hierarchization associated with Eurocentrism. We argue that it is necessary to understand recognition in terms of equal dignity; at the core of our argument is the insistence that all of us must have our potential to shape our identifications recognized by the state, such that we – and not the state – are the source of the meaning that they have to us, as individuals and as members of groups. Multiculturalism has not yet systematically addressed, much less challenged, dominant approaches to poverty and welfare reform. This lacuna must be rectified since the widespread poverty experienced by people of color poses a substantive threat to the development of a truly inclusive and multicultural society. Present approaches to poverty, defined in the context of welfare reform, are defective for three reasons: First, welfare reform basically aims to reduce welfare “dependency” by moving so-called able-bodied welfare recipients off welfare and into the (...) labor market. This project seems destined to fail given a chronic scarcity of jobs, and especially decent paying jobs. Second, welfare reform does not provide an adequate framework for the general alleviation of poverty since many poor receive little or no welfare assistance. Third, welfare assistance is based on an invidious, stigmatizing distinction between the able-bodied poor (viewed as unworthy and disreputable) and the disabled poor. Thus, given disproportionate rates of poverty among people of color as well as a general (but mistaken) impression that US poverty is principally a “minority” problem, present policies and attitudes toward the poor insure that many people of color will bear the brunt of economic and symbolic marginalization despite gains which accrue to some people of color as the result of greater racial and cultural inclusiveness. In the post-World War II world, when the democratic system of governance spread as a universally accepted system of governance, the question of demand for political rights of multiculturalist groups and adjustment with the existing system arose. There was a massive increase in migration for various reasons, which also gave rise to many other political problems. Multiculturalism and migration got adequate space in Modood's political literature. He presented its socio-political analysis. In discussing the interrelationships between Multiculturalism and liberalism, the question of adjustment of many cultures in relatively less liberal systems provides an alternative perspective to understanding Multiculturalism through migration. -/- . This is a critical examination of Bryan Van Norden’s latest book, Taking Back Philosophy: A Multicultural Manifesto. Van Norden’s call for more diversification in philosophical curricula points to an important problem, that is, the predominance of a Western perspective in global philosophy departments. However, the notion of multiculturalism advocated by Van Norden reveals certain limitations when it comes to addressing the structural preconditions that render possible the dominant position of the Western perspective. One possible alternative for the multiculturalist approach (...) might be a global perspective. Will Kymlicka argues that societal culture matters to liberalism because it contributes to its members’ freedom. If so, multiculturalism that advocates group rights to sustain minority societal cultures in the liberal West is in fact entailed by liberalism, the core value of which is individual freedom. “Freedom,” then, functions as the main bridge between liberalism and multiculturalism in Kymlicka’s position. Kymlicka is correct that societal culture contributes to its members’ freedom by providing them with meaningful options. The sense (...) of freedom enabled by culture, however, is not equivalent to the notion of freedom advocated by mainstream liberalism, liberal autonomy. I argue in this paper that Kymlicka’s liberal multiculturalism is an inconsistent and therefore implausible theoretical construct because Kymlicka unwittingly equivocates on “freedom” in using its two distinct senses interchangeably. This review considers the process of expansion of subjectivity that María Pía Lara introduces in Moral Textures: Feminist Narratives in the Public Sphere. As the complexity of Lara's understanding of multiculturalism is exhibited, the process of achievement of self-realization and autonomy is critiqued as inconsistent with the hidden transcript/public transcript distinction. The “we” to be fashioned intersubjectively in the dialogical process of subjective expansion cannot countenance that crucial distinction to the understanding of those narratives.

Raphael Cohen-Almagor’s Just, Reasonable Multiculturalism offers a different way of approaching multiculturalism from the systematic theoretical treatments that anchor the literature. While strongly committed to liberal democratic values, it presents not so much a theory or moral argument justifying minority or majority cultural rights as a set of values and principles for adjudicating controversial cases and oft-heard arguments against multicultural accommodation. After noting distinctive features of the approach, I discuss three areas of tension in the analysis. First, between (...) its appeals to Rawlsian justice and state neutrality and its support of state multiculturalism. Second, between its stated theoretical principles and its adjudication of some cases. Third, regarding how we think about a state’s entanglement with culture and, specifically, whether that should be in terms of an incomplete liberal neutrality, liberal perfectionism, or liberal nationalism. I suggest that as helpful as Cohen-Almagor’s liberal-democratic guidelines are, there remain some contextual factors which are no less important in justly responding to the pointy end of multiculturalism. Following this, we address two prevalent and diametrically opposed criticisms of multiculturalism, namely, that multiculturalism is relativistic, on the one hand, and that it is absolutist, on the other. The paper discusses the challenges faced by the theoretical thought and practice in Europe concerning the politics of. Though multiculturalism is a complex phenomenon assuming that many social diversities should be brought into accord, in the practice of the Central and Southeast European states it is reduced to the identification of the identities and the recognition of the ethno-cultural minorities' rights. In these regions the politics of multiculturalism meets the resistance of the majority as well as the barriers (...) that slow down their social development. The antagonists of multiculturalism find their allies in conservative though real opinions of the intellectuals and politicians in the West who are afraid that a too fast expansion of the European Union may jeopardize its economic development and disturb even more its political stability. There are two kinds of resentment relevant to the politics of multiculturalism today. 1 The first, which is basically Nietzsche’s conception of ressentiment, occurs under conditions in which people are subject to systematic and structural deprivation of things they want (and need), combined with a sense of powerlessness about being able to do anything about it. It manifests itself in terms of a focused anger or hatred towards that group of people who seem to have everything they want, and (...) yet also symbolize their powerlessness to get it. For Nietzsche, of course, it was out of this set of emotions and psychological state of mind that the ‘slave revolt’ that gave birth to modern morality emerged, supplanting the aristocratic values oriented around good and bad with the reactive and slavish values of those oriented around good and evil (Nietzsche 1989: 36- 39). The desire to lash out or take revenge against those who you perceive as keeping you down, keeping you from enjoying all the benefits and advantages others enjoy and that you want or feel you deserve, for Nietzsche, is a basic emotional orientation that can – in combination with other complex forces - reshape an entire culture. A second form of resentment is of a more moralized kind; a reactive sentiment bound up with holding another morally accountable for their actions. What is citizenship? This question goes back to the political philosophy of Aristotle, and how one answers it will be decisive in determining one's vision of political life. In the last ten to fifteen years, the question of citizenship has aroused a renewed set of extremely lively debates within political philosophy, and Iris Marion Young has certainly occupied an important place within these theoretical debates. In particular, Young—especially in her seminal article, Polity and Group Difference: A critique of the ideal (...) of universal citizenship—has presented a sharp challenge to all political theorists who are in some broad sense intellectually nourished by the tradition of civic republicanism and who think about the theme of citizenship under the influence of civic‐republican conceptions. In essence, Young's argument is that the practices of contemporary liberal society show that the implicit normative promise contained in the idea of a universal citizen identity has not been fulfilled, and therefore we must rethink this notion from the ground up. The purpose of my essay is to review the arguments that constitute Young's challenge to the civic‐republican tradition, with a view to clarifying the following questions: Is Young's political theory aimed at a reconstruction of the idea of citizenship on a normatively more sound basis? Or does her project imply a rejection of the idea of citizenship, and its displacement by an alternative understanding of political membership? (shrink)

Robert Goodin has usefully distinguished two models of liberal multiculturalism: “Protective multiculturalism,” which justifies multiculturalist policies, such as granting minority cultures group rights, on the grounds that such policies may be necessary to defend those cultures against oppression, and “Polyglot multiculturalism,” which positively values multiculturalism for sake of its benefits to society at large. Typically, it is the autonomy of a society’s members that multiculturalism is thought to benefit. The purpose of this paper is to (...) call attention to several other possible benefits of multiculturalism. We find in Mill’s discussion of “individuality” three suggestions as to how the social diversity brought by multiculturalism may promote well-being: through self-development, through individuals’ identification of suitable pursuits, and through social progress. While I believe that all three of Mill’s suggestions are worthy of reexamination, inthis paper I focus my attention on defending the latter. (shrink)

In the Algerian War of Independence, women famously used both traditional and modern clothing as part of their revolutionary efforts against French colonialism. This paper uncovers some of the principal lessons of this historical episode through a phenomenological exploration of agency, religion, and political transformation. Part I draws primarily on the philosophical insights of Martin Heidegger and Maurice Merleau-Ponty alongside the memoirs of Zohra Drif, a young woman member of the Algerian Front de Libération Nationale, in order to explore the (...) worldly and habitual nature of human agency in contrast to the Enlightenment stress on individual rationality and autonomy. Part II turns to John Russon’s phenomenological interpretation of religion in order to argue for the ineluctable significance of religion on human existence, in contrast to the modern tendency to oppose religious tradition and secular modernity. Part III analyzes the dynamics of intercultural communication, and argues for the political power of phenomenology as a critical enterprise that enables more just and emancipatory visions of collective human life and political transformation to come to the fore. Hymenoplasty is a surgical procedure requested by women who are expected to remain virgins until marriage. In this article, I assess the ethical and legal challenges raised by this request, both for the individual physician and for the health care system. I argue that performing hymenoplasty is not always an unethical practice and that, under certain conditions, it should be provided by the health care system.

Can multiculturalists be egalitarians and should egalitarians be multiculturalists? Is the absence of cultural recognition an injustice in the same way as the absence of individual rights or basic resources? Multiculturalist political theorists and policy-makers argue that liberal egalitarianism fails to take seriously the role of culture and group identity in defining harms and cases of injustice. The literature on multiculturalism currently splits parties into two camps : those favorable to the uniform treatment of cultural differences and those favorable to their differential treatment. Brian Barry, perhaps of the most influential present supporters of the first camp, has recently developed a severe criticism of the second approach. I intend in this paper to examine the scope and limits of Barry’s own uniform treatment approach. First, I will present the grounds Barry has for supporting it. For nearly two decades, E. D. Hirsch’s book _Cultural Literacy_ has provoked debate over whose knowledge should be taught in schools, embodying the culture wars in education. Initially developed to mediate against the multicultural "threat," his educational vision inspired the Core Knowledge curriculum, which has garnered wide support from an array of communities, including traditionally marginalized groups. In this groundbreaking book, Kristen Buras provides the first detailed, critical examination of the Core Knowledge movement and explores the history and cultural politics (...) underlying neoconservative initiatives in education. Ultimately, _Rightist Multiculturalism_ does more than assess the limitations and possibilities of Core Knowledge. It illuminates why troubling educational reforms initiated by neoconservatives have acquired grassroots allegiance despite criticism that their vision is culturally elitist. More importantly, Buras argues understanding that neoconservative school reform itself has become a multicultural affair is the first step toward fighting an alternative war of position—that is, reclaiming multiculturalism as a radically transformative project. Given the current popularization of computer programming and the trends of informatization and digitization, colleges have actively responded by making programming lessons compulsory for students of all disciplines. However, students from different ethnic groups often have different learning responses to such lessons due to their respective cultural backgrounds, the environment in which they grew up, and their consideration for future employment. In this study, an AI-assisted programming module was developed and used to compare the differences between multi-ethnic college students in (...) terms of their theoretical and actual learning expectancy, motivation, and effectiveness. The module conducted analysis through the deep learning network and examined the relevant processes that the students underwent during programming lessons, as well as the types of errors they had committed. Their learning motivation for and actual learning performance in programming were then examined based on the cognitive learning theory. The results of the experiment, which involved 96 multi-ethnic college students, indicated that the two groups had dissimilar theoretical performance in terms of their expectancy and motivation for learning programming. The indigenous students’ main concern was whether programming would affect their families or tribes, and this concern affected and was reflected in their learning outcomes. In contrast, the learning motivation and goals of Han Chinese students were driven by the cognition of the value of programming to themselves. The research findings can contribute toward the cognition and understanding of multi-ethnic students when learning computer programming and development of the appropriate teaching methods, and serve as a reference for subsequent research on integrating multiculturalism into computer programming lessons. The death of multiculturalism has been pronounced many times. In spite of this, this political program has proven resilient and the fact of cultural diversity remains inescapable in most liberal democracies. Still, with the rise of the far right, the migrant crises in the United States and Europe and with social movements pushing the boundaries of multicultural theory, it is high time to review multiculturalism, a movement of the late 20th century, and see where it is headed in (...) the 21st century. This article has two objectives. First, after reviewing three debates—anti‐essentialists versus multiculturalism, interculturalism versus multiculturalism and multiculturalism versus the welfare state—I argue that the normative core of multiculturalism is still viable. Second, I argue that multiculturalism remains unable to contribute to some of the most pressing issues of the 21st century and point to a novel approach to the justification of multicultural policies. This justification relies on the concept of vulnerability, a concept that plays an important but undertheorized role in current multicultural theories. (shrink)

The idea of this paper came to me from my junior colleague and friend Saikat Sarkar who mentioned in a different context this paper's title. Existing work in this field registers two themes: those scholars who are abroad perforce critique whites since their unwritten code for getting tenure etc. is to lessen the guilt of their masters in First World social sciences' and humanities departments. And then there is the instance of First world scholars using these (mostly) subaltern-studies' scholars to (...) invade developing world academic systems with agenda of their own. This essay mentions the first sort and then deviates from contemporary scholarship in proving that multiculturalism may not be the right solution to ethnic plurality. It goes on to show how these Third World scholars attempted and attempt to erase individuality in the name of Cosmopolitanism. This last is the latest fad in humanities' departments in South East Asia, especially, India. (shrink)

The article entitled "Multiculturalism is the main philosophical concept of social and political development in modern society" is devoted to the analysis of cultural and political problems occurring in modern societies in the context of globalization from a socio-philosophical aspect. The necessity of approaching the issue from the point of view of the current needs of the time and era, respect for other cultural identities, non-actualization of acts of radicalism, terrorism, extremism, religious fundamentalism, and racism, which may cause imbalance (...) in the system of ethnic-political relations of polyethnic societies in the era of globalization, and taking complex measures calculated for a safe future in relation to ethnic-political subjects is reflected in the article. In a philosophical sense, the term multiculturalism is a generalized expression of the cultures to which social subjects belong, having a broad meaning and incorporating different values.. It is known that culture and spirituality are historical philosophical systems, and depending on the rules of time and the form of the social structure at each stage of historical development, the culture and spirituality change and renew. Multiculturalism is a form of tolerance in which representatives of different national cultures coexist in conditions of equal rights and self-affirmation within a single country. The philosophical-theoretical basis of the multiculturalism paradigm is precisely the mutual understanding of parallel cultures in global society, joint activity, and even their equal dialogue. The article analyzes the concept of multiculturalism from a philosophical perspective and primarily explains it as a synthesis of communitarianism and liberalism. It was especially noted that multiculturalism, as a humanist ideology, reflects the equality promoted by communitarianism and respect for individuality and other cultures and religions, as liberals say. The article draws attention to the transformation of the multiculturalism paradigm into the main philosophical and political concept of modern societies against the background of globalization and the formation of the political doctrine of many developed countries, including the Republic of Azerbaijan, in the context of state policy. I argue that science will be better, by its own criteria, if it pursues multiculturalism, by which I mean an ethnic- and gender-diverse set of scientists. I argue that minority and women scientists will be more likely to recognize false, prejudiced assumptions about race and gender that infect theories. And the kinds of changes that society will undergo in pursuing multiculturalism will help reveal these faulty assumptions to scientists of all races and genders.
