We propose a couple of general ways of constructing authentication schemes from actions of a semigroup on a set, without exploiting any specific algebraic properties of the set acted upon. Then we give several concrete realizations of this general idea, and in particular, we describe several authentication schemes with long-term private keys where forgery is NP-hard. Computationally hard problems that can be employed in these realizations include the Graph Colorability problem, the Diophantine problem, and many others.

While the importance of fostering individual taxpayers’ (hereafter taxpayers) trust in government to encourage tax compliance is widely acknowledged, how policy actions can increase trust in government remains unclear. Thus, the main purpose of our research is to see whether policy actions that signal government benevolence during a crisis can quickly increase trust in government, and its positive implications for tax compliance intentions. Another goal of our research is to see whether such a quick change of trust is driven by (...) emotions. To test this, we use the British COVID-19 Self-Employment Income Support Scheme (hereafter SEISS) as a natural experiment. Right after the SEISS was launched to the British public, we recruited a sample of 500 British self-employed taxpayers via Prolific. Our results suggest that receiving (vs. not receiving) government support increases trust in government and enhances tax compliance intentions. In addition, trust in government mediates the positive impact of receiving (vs. not receiving) government support on tax compliance intentions. More important, our results suggest that policy actions that signal government benevolence during a crisis can increase trust in government quickly because it is driven by taxpayers’ emotions such as gratitude. These results have important implications for governments to efficiently deal with the sharp rise in public debts caused by the COVID-19 pandemic. (shrink)

We study model theory of fields with actions of a fixed finite group scheme. We prove the existence and simplicity of a model companion of the theory of such actions, which generalizes our previous results about truncated iterative Hasse–Schmidt derivations [13] and about Galois actions [14]. As an application of our methods, we obtain a new model complete theory of actions of a finite group on fields of finite imperfection degree.

A Λ-type inversionless laser scheme is analyzed in which lasing is achieved under conditions when a conventional or a Raman laser would fail to operate. The dependence of gain on the parameters of the system is studied numerically. A realization in heliumlike ions is proposed which permits laser action at a wavelength of around 6 nm.

As scholars have shown, acceptance is key to the success of Payment for Ecosystem Services (PES) scheme. While many studies adopt a static cost-benefit perspective, few address the social process leading to acceptance. Drawing on Suchman (1995), this article examines the legitimacy process underlying the acceptance of a PES in agriculture. In particular, the role of collective action in the legitimisation process is analysed, using a combination of qualitative and quantitative methods of discourse analysis. Data from an agro-environmental PES (...) scheme in France on water quality shows that acceptance depends on the normative and cognitive legitimacy that actors confer upon a public policy. (shrink)

Many commentators and experts arguethat extensive agricultural systems across theEuropean Union (EU) should be supported toreach the two main functions of the EuropeanModel of Agriculture (EMA): lively economicsystems and environmental awareness. We arguethat the main current policy instrument of theEMA, the CAP (Common Agricultural Policy),should be targeted to take advantage ofexisting regional diversity in social realitiesand agricultural structures. Community-basedresearch work has been carried out throughoutthe 1990s in the cereal–sheep farming system ofCastile-La Mancha (south-central Spain), wherea system of land-use operates in (...) which cerealcropping and sheep farming are carried out onthe same land. Local agricultural staff andfarmers acted as collaborators in rating themain constraints and devising proposals forstructural, social, and institutional reforms.Results showed that the two social groupsinvolved (cultivators and pastoralists) haddivergent interests and unbalanced numbers forcollective action to be effective. Governmentintervention is required, but current EUagricultural policy is not accomplishing therestructuring objectives. Results of theopinion survey also support switching the EUsubsidy scheme to sheep from a per-head basisto a per-hectare basis and making grazing landmore accessible to landless shepherds. Regionalpolicy schemes should be devised that aretailored to meet the circumstances ofparticular land areas, but sensible policyschemes can only be devised after properknowledge of the structure and institutionalframework of EU agricultural systems. Critical thinking about international politics often involves reasoning about the beliefs, goals, appraisals, actions, and plans of actors such as countries, governments, politicians, etc. We analyzed arguments in interpretive reports about international politics, in order to develop a prototype argument diagramming tool for this domain, AVIZE (Argument Visualization and Evaluation). The purpose of AVIZE is to aid users in the construction and self-evaluation of real-world arguments in the domain of international politics. AVIZE provides a set of argument schemes as (...) cognitive building blocks for constructing argument diagrams. Most of the schemes are related to concepts from the field of automated plan recognition in artificial intelligence. While some currently available argument diagramming tools provide schemes, they are not tailored to the domain of international politics. Conceptual knowledge inspires imagination. On the other hand, it is a claim to power as well. Multiple knowledge claims often, therefore, are engaged in a contest. This contest can take the form of several discourses. Extant power structures play a significant role in lending (or not lending) a voice to one or several such discourses. To one with the power to govern, knowledge claims flowing from abstract concepts generated in an elite discourse not only inspires imagination but also often leads (...) to ‘norms’ and ‘rules’ that drive governance in the system which leads to action. Norms and rules define actionability of the conceptual knowledge claim. However, for the one weighed by powerlessness in being governed, knowledge claims often get generated only in action, since an autonomous discourse is often lacking. Yet the sheer powerlessness of the authors of such knowledge claims generated in action leads to its non-celebration. It fails to get elevated. It might also wither away. Such actionable knowledge claims of the powerless often then gets manifested as something like an ‘unvoiced’ or an ‘unvoicable’ discourse, in macabre forms of subversion of ‘norms’ and ‘rules’ of the system that leads to a sense of failure in governance among those with power as well. Power, thus, brings actionable knowledge to the fore, but in two different forms. For the power-holder, it takes the form of a ‘deviation’ from norms and rules in the actionable domain through subversion by the powerless, revealing a gap between knowledge in the conceptual and actionable domain that is reluctantly (often tacitly) tolerated. For the powerless, on the other hand, actionable knowledge is living; negotiating on the ‘deviation’ is an existential requirement. This paper is an attempt to explore these dichotomies, how power (and the lack of it) alters the significance and implications of actionable knowledge. (shrink)

Open peer commentary on the target article “Who Conceives of Society?” by Ernst von Glasersfeld. Excerpt: My goal in this commentary is to say enough to suggest that the meanings children impute to the language and actions of other children are based on their current conceptual schemes and that, if the schemes are at different levels of the constructive process, it is no easy feat for children to use their schemes in interactive mathematical communication.

This paper presents a position called Scheme-based Alethic Realism, which reconciles a realist position on the nature of truth with a pluralistic Kantian perspective that allows for multiple environments in which truthmaking relationships are established. We argue that truthmaking functions are constrained by a stable phenomenal world and a stable cognitive architecture. This account takes truth as normatively distinct from epistemic justification while relativizing the truth conditions of our statements to what we call Frameworks. The pluralistic aspect allows that these (...) stable elements, while constraining representational and linguistic schemes, do not define a single framework for truthmaking relations. We strengthen this position by considering themes on situated rational agency from cognitive science and artificial intelligence, arguing that whatever enables or supports rational action within a particular environment must figure into some account of truth and truthmaking, and vice versa. New accents in the philosophy of technology and philosophy of science amounting, e.g., to the so-called schools of the “New Experimentalism”, “New Instrumentalism” and, recently, “New Mechanism” emphasize the impact of instruments, experiments, and “mechanisms” of the respective technologies opened up by the progress of ever-improving measuring instruments, procedures etc. In addition, it would be necessary to accentuate the process- and action-orientation including practical responsibility problems and dynamic systems models from an epistemological perspective of the methodological scheme-interpretationist approach developed (...) by the author since the seventies of last century. The necessity of multi-disciplinary mutual influences was already time and again stressed regarding philosophy of science. But relatively new is not only the methodological turn involved but also the necessity to go to higher levels of abstraction, metatheories, action- and value-orientation. Therefore, we have to go more interdisciplinary, systems-oriented, and higher-level. That implies notable consequences for an ethics, or rather, meta-ethics for philosophy of science. Practice-oriented philosophers of science will have to go more methodological, multidisciplinary and even responsible. (shrink)

The book is exceptional because it applies the notion of foms of life to the context of human action. It provides answers to the following questions: Why do we act in a specific way? Why do we make particular decisions? Does one's form of life and language games determine our actions and decisions? Wittgenstein proposes a holistic method which enables us to give coherent answers to these questions. To answer the question of the contents of actions and decisions we (...) have to explain how we have institutionalized these actions or decisions. To this aim we shall reveal the frame within which language games are introduced and have come to function as practice and custom. The scheme of order underlying the language games is illustrated. Human actions and decisions follow particular rules. By highlighting the underlying scheme of order we may gain a perspicuous view of these rules. The aim of this book is to show that actions and decisions generate rational choice. This choice is explained by demonstrating the particular functions of the language games involved. (shrink)

An important but neglected problem in the philosophy of action concerns the normative nature of intentional action. The hypothesis at issue is that knowingly ignoring a bad effect of one’s actions implies that one brings it about intentionally. For example, a CEO who runs her business without any consideration for the foreseen and harmful effects on the environment harms it intentionally. Recent empirical research confirms that this is how we think about intentional action: experimental philosophers have made (...) the striking discovery that people are more willing to say that someone brought about a side effect intentionally when they regard it as bad rather than good. The hypothesis has never been developed into a full-blown theory of intentional action. The burgeoning research in experimental philosophy provides a new motivation for doing just this. The first part of the project is devoted to the development of a new theory of intentional action and moral responsibility. The central innovation is the idea that whether or not we do something intentionally depends not only on the significance we actually ascribe but also to the significance we should ascribe to the effects of our actions. The overall picture envisaged is that intentional action concerns reasons for and against action including moral reasons. The theory will be applied to two topics in moral philosophy, one in meta-ethics and one in applied ethics. Both concern foreseen effects of actions that have moral significance. The application in meta-ethics is a matter of disentangling persisting riddles concerning the Principle of Double Effect, according to which it can be permissible to bring about an effect one foresees even though it is impermissible to intend to bring about that effect. The second application concerns global justice and the role that people in affluent countries play in causing poverty in underprivileged countries. Here the theory is used for examining the sustainability of the argument that we do so intentionally and can be blamed for doing so.. (shrink)

Argumentation schemes are forms of reasoning that are fallible but correctable within a self-correcting framework. Their use provides a basis for taking rational action or for reasonably accepting a conclusion as a tentative hypothesis, but they are not deductively valid. We argue that teleological reasoning can provide the basis for justifying the use of argument schemes both in monological and dialogical reasoning. We consider how such a teleological justification, besides being inspired by the aim of directing a (...) bounded cognizer to true belief and correct choices, needs to take into account the attitudes of dialogue partners as well as normative models of dialogue and communicative activity types, in particular social and cultural settings. Deontological ethics views the morality of an action based upon its accordance with duty or rights, regardless of its consequences. In previous work, we presented some argumentation schemes for descriptive modeling of utilitarian ethical arguments. The premises of those schemes refer to utilitarian concepts such as maximum utility. Here we extend that approach by proposing some argumentation schemes for analysis of arguments based on deontological ethics. The premises refer to deontological concepts of duty, rights, and justice. (...) The conclusions specify whether an action is morally required, forbidden, or permitted. The critical questions are based upon common challenges to deontological ethics. These schemes provide semantic templates for recognizing implicit or explicit premises and conclusions of deontological arguments. Our approach to ethical argumentation is an alternative to current approaches using argumentation schemes of practical reasoning (reasoning about what to do). In addition to proposing novel argumentation schemes, in this paper we examine ethical argumentation in “Letter from a Birmingham Jail.” The analysis shows that deontological argumentation schemes as well as ethical variants of some “standard” schemes and rhetorical devices play a major role. Certification is a crucial part of the organic farming system to protect the integrity of the whole organic sector. Process-oriented on-site auditing by skilled inspectors is the central element of the certification procedure to protect the organic sector against fraud. However, little is known about the role of the inspectors in the certification scheme. In recent years, the requirements and challenges for the organic certification system have changed significantly. The aim of the present study is to get insights into strategies (...) and action patterns used by organic inspectors and thus to better understand their behaviour. Due to the exploratory character of the study, a qualitative approach was chosen. Twenty narrative expert interviews with organic inspectors were conducted. The evaluation was carried out with the narration analysis, which was basis for a typology analysis. The results of the study show that all organic inspectors develop strategies and behavioural patterns, which can be structured in two levels: an interpersonal and a professional level. On the interpersonal level, the results indicate that the inspectors’ behaviour patterns lie between goodwill and demonstration of power. At the professional level, the organic inspectors work with a risk or a checklist-oriented control approach. A risk-oriented control is characterised by the intrinsic motivation of the organic inspector to maintain the integrity of the organic sector. Risk-oriented inspectors set a control focus on the detection of fraud. The aspect of personal ethical involvement and interpersonal actions in control systems should be included when considering improvements in the organic sector. (shrink)

The article will elaborate the special character of historical effects compared to the effects in the modern scheme of cause and effect and suggest a way of reading the classical distinction between understanding and explanation in a way which differs somewhat from Gadamer’s, but also from Georg Henrik von Wright’s similar concerns. Because motives and intentions are internal, and not directly observable by another agent, it has always been a problem to find a pathway of reasoning linking them to externally observable evidence. This paper proposes an argumentation-based method that one can use to support or attack hypotheses about the motives or intentions of an intelligent autonomous agent based on verifiable evidence. The method is based on a dialectical argumentation approach along with a commitment-based theory of mind. It is implemented using the (...) Carneades Argumentation System, which already has 106 programmed schemes available to it and has an argument search tool. The method uses schemes, notably ones for abductive reasoning, argument from action to intention, argument from action to motive, and some new ones. (shrink)

Some options to single out the foremost function of philosophy in culture are discussed. As any functioning part has to possess definite level of the internal unity, I begin by tracing out the main views on the unanimity of philosophical knowledge and demonstrate that the opposed variants can be reduced to well‐known contraposition between subject matter (a strong variant) and method (a weak one). I show further that at least one strong version, which identifies philosophical subject matter with the concrete (...) universal being, seizes on only one piece of metaphysics. As a result, the boundary line between strong and weak versions erodes and the strong version converges into the weak one. Finally, I argue that fundamental philosophical themes can be united on the base of three famous Kant’s questions: What can I know? What may I hope? What ought I to do? Difference across modalities testifies against the interpretation of these questions as synopsis. Moreover, these questions correlate well with the three core parts of the making‐decision situation. Such a situation includes a set of possible alternatives and a system or an aggregate of selection criteria for a choice of the variant desired. These two components are logically prior to goal setting. Clearly, to achieve desired object one is to determine what steps are necessary for success. It is no less clear that in the structure of an action, they represent something one ought to do. Thus, specific cultural mission of philosophizing lies in the design and justification of Weltanschauung. (shrink)

The scheme of concepts we employ in daily life to explain intentional behaviour form a belief-desire model, in which motivating states are sorted into two suitably broad categories. The BD model embeds a philosophy of action, i.e. a set of assumptions about the ontology of motivation with subsequent restrictions on psychologising and norms of practical reason. A comprehensive critique of those assumptions and implications is offered in this work, and various criticisms of the model are met. The model’s predictive (...) and explanatory value exploits realistic notions of beliefs and desires as inner states underlying behavioural patterns. It is argued that the popular explication that beliefs and desires differ in their “direction of fit” is insufficient and inescapably normative. Essential to the model is the causal role given to desires. ‘Desire’ is therefore focussed. A dispositional and functional characterisation of desires is compatible with an eliminative view of dispositions. These views taken together do not exclude regarding desires as causes. Desires have propositional content. Content is a feature of desire’s dispositionality, and thereby causally relevant. This functional characterisation of content allows for non-linguistic content. The phenomenal conception of desire is criticised and diagnosed. A theme defended in various ways throughout the work is that desires mostly are unknown to agents and that the agent is in a less privileged position when it comes to analysis of his own motivational states, than e.g. people close to him. There are formal and empirical reasons to be pessimistic about agents’ abilities to make reliable predictions about their own intentional behaviour. The BD model’s concept of ‘intention’ is discussed and compared with non-reductive views of intentions. Criticisms of the common view that David Hume defends a BD model are presented, but it is argued that the BD interpretation of Hume is plausible, although this reading requires important qualifications in order to preserve internal consistency. The BD model leaves room for focussing attention, making foregrounded practical judgements, higher order desiring and other activities affecting one’s decision process. However, these various forms of deliberation in many cases are overrated. Three suggested norms of internal structural rationality are criticised in favour of simple Humean instrumentalism about practical reason. That position implies that criticism of other people’s ultimate ends is not a matter of internal rationality, but an inevitably social practice; it is dependent upon our concern for others, our view of their social roles and our own intrinsic desires. Proportionality in Action presents an empirical and comparative exploration of the proportionality doctrine, based on detailed accounts of the application of the framework by apex courts in six jurisdictions: Germany, Canada, South Africa, Israel, Poland and India. The analysis of each country is written and contextualized by a constitutional scholar from the relevant jurisdiction. Each country analysis draws upon a large sample of case law and employs a mixed methodological approach: an expansive coding scheme allows for quantitative analysis providing (...) comparable and quantifiable measurements, which is enriched by qualitative analysis that engages with the substance of the decisions and captures nuance, contextualizing the data and providing it with meaning. The book concludes with a comparative chapter that synthesizes some of the most interesting findings. Focusing on deviations of the practice of proportionality from theory, the authors conclude their argument in support of an integrated approach to the application of proportionality. (shrink)

Keith Oatley draws on theories from psychology, philosophy and linguistics, as well as writings from other social sciences, to show how emotions are central to any understanding of human actions and mental life.

We analyze the back-action of nonlinear atomic homodyning measurements on steady-state “macroscopic superpositions” that can be generated in high-Q microwave cavities. We show that a full characterization of the state requires measurements such that the macroscopic superposition is irreversibly destroyed, that is, it cannot be reconstructed by using the scheme that was used to generate it in the first place.

The standard analysis of supererogation is that of optional actions that are praiseworthy to perform, but not blameworthy to skip. Widespread assumptions are that action beyond the call is at least necessarily equivalent to supererogation ("The Equivalence") and that forgoing certain agent-favoring prerogatives entails supererogation (“The Corollary”). I argue that the classical conception of supererogation is not reconcilable with the Equivalence or the Corollary, and that the classical analysis of supererogation is seriously defective. I sketch an enriched conceptual scheme, (...) “Doing Well Enough (DWE)”, that allows for distinct analyses of action beyond the call and supererogation, among other often neglected fundamental moral notions. Parallels and asymmetries with suberogation are briefly explored. Apparently, DWE’s core act-evaluative notions are more fundamental than the agent-evaluative ones of supererogation/suberogation. Any kind of knowledge, cognition, perception, and action is necessarily shaped by activation of "schemata". Any interpretation is schema activation. Schemata are epistemologically speaking "structural" activation patterns which are psychologically and neurologically speaking accommodated, adapted, "learned" by activating neuronal assemblies. Six levels of interpretative schema activations are outlined from invariable primary "interpretations" through conventional, classificatory and justificatory as well as meta-interpretations. Constitutive schema interpretations are unavoidable. Many philosophical problems will have to be reformulated or reinterpreted along these lines.

Milner and Goodale have advanced a justly influential theory of the structure of the human visual system. In broad outline, Milner and Goodale hold that the ventral neural pathway is associated with recognition and experiential awareness, and with a kind of indirect control of action. And they hold that, by contrast, the dorsal neural stream is associated with the non-conscious, direct control of visually informed action. Most of the relevant empirical research has focused on the visual control of (...) close-in, “personal space,” reaching and/or grasping. While their view has not escaped controversy and debate, we think that Milner and Goodale have a compelling story to tell about the visual guidance of such close in, “personal space” action. However, the question of whether their scheme applies to behavior with visually specified targets that are outside of the space accessible by simply reaching and grasping is largely unstudied. And it should be studied, since this is the arena of much human behavior. We provide good reason to think that the Milner and Goodale scheme may well not apply to important classes of mid-range, ‘action space’ behavior. But the matter is in the end to be decided in the lab. We describe a research program to do this. (shrink)

Rural development policies are often inspired by narratives that are difficult to challenge because they are based on an apparently obvious and coherent reading of reality. Research may confront such narratives and trigger debates outside the academic community, but this can have a feedback effect and lead to a simplistic or biased posture in research. This article analyzes a research-based initiative that questioned a commonly held narrative in large-scale irrigation schemes in Morocco concerning the structural weaknesses of farmer-led collective (...) action. This initiative conceived an alternative narrative of farmer-led collective action, based on research and actions undertaken in collaboration with the farmers. The article assesses to what extent it was possible to design this narrative and to draw on it to orient research activities, actions with farmers and public engagement, without impairing the quality of the research process. The alternative narrative was designed and diffused based on three intertwined activities: (1) the identification and analysis of farmer-led collective actions, (2) the diffusion of information on successful farmer-led collective actions especially through the production of videos, and (3) exchanges with and between local farmers’ organizations. The alternative narrative that resulted from these activities emphasizes the potentialities of farmer-led collective action, and more broadly, the willingness and capabilities of many family farmers to play an active role in the governance of rural areas. The message of the alternative narrative and the distinction made between the research articles and videos in both their content and role ensured that research did not fall into simplistic or biased analyses. The alternative narrative also became a key to renewed relations between farmers and researchers and helped design training for students that pay more attention to local dynamics. In a situation in which scheme-level organizations show limited interest in reflexive enquiry, this initiative proposes some stepping stones to make it possible for changing narratives to accompany changing relations between actors. A.V. Smirnov’s theory of the Logic-of-sense is based on the difference between two lo­gics: the logic of substance and the logic of process. Their difference can be examined us­ing the theory of preconceptual experience based on the notion of scheme. A.V. Smirnov has formulated the natural setting of consciousness: existence of the outside world and the Self, their uniqueness and their permanency. As the result of analysis of the natural setting of consciousness the authors singled out two main schemes: (...) the experience scheme and the universality scheme. The schemes are discussed using a thought experi­ment: the treatment of pneumonia by doctors who understand their own actions using different logics. It is demonstrated that each scheme is valid in both logics. Still, the psychological and objective-practical content of the schemes changes. Experience in process logic is the process which is naturally given to consciousness. Perception of the course of an ailment by a doctor is an example. This perception can be empiri­cally wrong but it cannot be confused with another process, such as remembrance of the manifestations of the disease known to the doctor from literature. Experience in the substance logic, by contrast, is just one of the properties of the disease known from the literature: “it is possible to perceive it by senses in a given situation”. Experi­ence that is conceived substantially is often denoted as qualia. The universality scheme in process logic is often realized as a universality of the process: the course of the dis­ease is not changing if the observer is changed, though the experience of the course can be different. Universality scheme in the substance logic is realized as universality of the result of the observation: “I see the same thing that any other doctor would see”. It follows that the universality scheme understood substantially is a generalization of the results of observations of different observers. This paper argues that Gadamer's hermeneutics offers a methodological perspective for social and political theory that overcomes the impasse created by the dichotomy between the positivist and humanist approaches to social action. Both the positivists’attempt to replace the actors’subjective concepts with the objective concepts of the social scientist and the humanists’attempt to describe meaningful action strictly in the social actors’terms have been called into question in contemporary discussions. Gadamer's approach, which is based on the hermeneutical method of textual (...) interpretation, offers an alternative to both the positivist and humanist perspectives. Gadamer argues that understanding a text involves the fusing of the conceptual schemes of author and interpreter. Relying on Ricoeur's analysis of the parallels between actions and texts, it is argued that this understanding of the process of textual interpretation can be profitably applied to the analysis of social action. This application, furthermore, provides a means of analyzing social action that transcends the dichotomy between the positivist and humanist approaches. Gadamer's approach legitimizes the imposition of the observer's conceptual scheme without denying the constitutive role of the social actors’concepts. (shrink)

The sensorimotor approach to perception addresses various aspects of perceptual experience, but not the subjectivity of intentional action. Conversely, the problem that current accounts of the sense of agency deal with is primarily one of subjectivity. But the proposed models, based on internal signal comparisons, arguably fail to make the transition from subpersonal computations to personal experience. In this paper we suggest an alternative direction towards explaining the sense of agency by braiding three theoretical strands: a world-involving, dynamical interpretation (...) of the sensorimotor approach, an enactive description of sensorimotor agency as contrasted with organic agency in general, and a dynamical theory of equilibration within and between sensorimotor schemes. On this new account, the sense of oneself as the author of one’s own actions corresponds to what we experience during the ongoing adventure of establishing, losing, and re-establishing meaningful interactions with the world. The meaningful relation between agent and world is given by the precarious constitution of sensorimotor agency as a self-asserting network of schemes and dispositions. Acts are owned as they adaptively assert the constitution of the agent. Thus, awareness for different aspects of agency experience, such as the initiation of action, the effort exerted in controlling it, or the achievement of the desired effect, can be accounted for by processes involved in maintaining the sensorimotor organization that enables these interactions with the world. We discuss these processes in detail from a non-representational, dynamical perspective and show how they cohere with the personal experience of agency. (shrink)

In a general context of increasing complexity of the ethical issues inherent in health practices, health professionals and specifically nurses find themselves forced to follow these changes in terms of skills development and ethical empowerment. Therefore, training practices are called upon to be revisited with the aim of developing ethical action. The research is based on this hypothesis : within the framework of ethics training, nurses who benefit from education based on the activity analysis centered on the schemes (...) that govern ethical behaviors would see an increase in their level of self-efficacy linked to ethical behaviors. Nanotechnology, as with many technologies before it, places a strain on existing legislation and poses a challenge to all administrative agencies tasked with regulating technology-based products. It is easy to see how statutory schemes become outdated, as our ability to understand and affect the world progresses. In this article, we address the regulatory problems that nanotechnology posses for the Food and Drug Administration’s (FDA) classification structure for ‘‘drugs’’ and ‘‘devices.’’ The last major modification to these terms was in 1976, (...) with the enactment of the Medical Device Amendments. There are serious practical differences for a classification as a drug or device in terms of time to market and research. Drugs are classified, primarily, as acting by ‘‘chemical action.’’ We lay out some legal, philosophic, and scientific tools that serve to provide a useful, as well as legally and scientifically faithful, distinction between drugs and devices for the purpose of regulatory classification. These issues we raise are worth the consideration of anyone who is interested in the regulation of nano-products or other novel technologies. (shrink)

I want to present some evidence that facts about de re attitudes or causal facts are important in the explanation of actions. In particular, I will argue that an attempt by Ernest Sosa and Mark Pastin [4] to give a scheme for explaining intentional actions fails. By adding either de re or causal locutions we can devise a more adequate schema for explaining action, but their analysis had been designed to eliminate de re locutions from explanations of intentional (...) class='Hi'>action. Showing the failure of their analysis does not, of course, show that de re or causal elements are required in these explanations, since it does not rule out the possibility of alternative explanatory schemes. But the centrality of de re or causal elements is supported by the inadequacy of their attempts to dispense with them. (shrink)

We develop a novel argument scheme tailored to debates surrounding public votes on a state action. It can be used to propose reasons for voting “yes” or “no” and allows for natural reconstructions of such debates. These reconstructions are of particular use to voters trying to weigh the pros and cons of the proposed state action. The scheme for proposing reasons helps answering two questions: What changes will the proposed state action bring with it? And are these (...) changes good or not? Using the scheme, we derive a three-layered structure of public debates surrounding votes that aides in constructing systematic and comprehensive overviews. The scheme for proposing reasons also lends itself to concise summaries for voter information and can be incorporated into more general deliberation dialogues. (shrink)

This paper examines interaction involving a child with an Autistic Spectrum Disorder, a humanoid robot and a co-present adult. In this paper data from one child is analysed in order to evaluate the potential contributions of a conversation analytic perspective to the examination of data relating to socio-emotional reciprocity. The paper argues for the value of treating all interaction as potentially relevant, looking without carefully pre-defined target behaviours and examining behaviour within its specific sequence of interaction. Adopting this approach, the (...) paper suggests, enables noticings and observations that might not be available from perspectives that rely on the coding of pre-specified behaviours in isolation. Treating all interaction as potentially relevant brought into view interactions that might otherwise be dismissed or ignored – because they occurred before, or after, the trial itself. Being informed by the value of unmotivated looking – rather than pre-specified coding schemes – enabled highly relevant behaviour that was not anticipated within the trials to be analysed. Finally, seeing sequence as important meant that behaviours were appreciated in their intricate detail, enabling a more precise understanding than might be available if they were considered separately from that sequential environment. The article re-examines the Aristotelian backdrop of Arendt’s notion of action. On the one hand, Backman takes up Arendt’s critique of the hierarchy of human activities in Aristotle, according to which Aristotle subordinates action (praxis) to production (poiesis) and contemplation (theoria). Backman argues that this is not the case since Aristotle conceives theoria as the most perfect form of praxis. On the other hand, Backman stresses that Arendt’s notion of action is in fact very different from Aristotle’s (...) praxis, to the extent that Arendt thinks of action as an external to the means-ends scheme, whereas Aristotle ultimately remains caught in this scheme proper to poiesis in thinking of praxis as its own end. According to Backman, Arendt’s concept of action can therefore be understood as a critique, rather than as a rehabilitation, of Aristotelian praxis. (shrink)

This article introduces a computational model which illustrates how a population of agents can coordinate a vocabulary for goal oriented behavior through repeated local interactions, called “Action Games”. Using principles of self organization and specific assumptions on their behavior, the agents learn the goals and a vocabulary for them. It is shown that the proposed model can be used to investigate the coordination of vocabularies for goal oriented behavior both in a vertical and in a horizontal transmission scheme. Furthermore, (...) it is shown that in this model shared vocabularies can only be learned from multiple demonstrations consisting of exactly these actions that are strictly required to reach the goal. Philosophers traditionally have been concerned both to explain intentional behavior and to evaluate it from a moral point of view. Some have maintained that whether actions (and their consequences) properly count as intended sometimes hinges on moral considerations - specifically, considerations of moral responsibility. The same claim has been made about an action's properly counting as having been done intentionally. These contentions will be made more precise in subsequent sections, where influential proponents are identified. Our aim in this paper (...) is to show that familiar defenses of these more precise claims are unpersuasive and that the claims do not merit acceptance. Our concern, more broadly, is to illuminate the place occupied by intention and intentional action in a conceptual scheme suited both to explanatory needs in the philosophy of mind to evaluative needs in moral philosophy. Parsons's epistemology of "analytical realism" could be developed only by first displacing Weber's alternative epistemology within the social action perspective. Reconsideration of Parsons's epistemological moves shows that he came to conclusions unsupportable within the social action perspective. Reassertion of the postulate of Verstehen retrieves his achievements from the pure functionalism and positivism he opposed, by establishing a comprehensive action scheme centered on ideal-type analysis.

It is often assumed that Paul Grice, in one way or another, has made an important contribution to the theory of speech acts} Grice, as far as I can see, never expressly addresses Austin’s theory in his published work. He hardly ever uses the speech act terminology of "illocution", "perlocution", etc.2 So what does the more or less implicit Gricean contribution to the theory of speech acts consist in'? There is more than one good answer to this question. I shall (...) concentrate on a particularly influential one, which goes back to Strawson (1964). It says that Austin, in his account of the nature of illocutionary acts, over-emphasized the role of conventions; that Austin went wrong in characterizing illocutionary acts as acts which are essentially conventional. The Gricean contribution to speech act theory, according to the envisaged answer, is twofold, both diagnostic and therapeutic. First, it helps us see where and why Austin went wrong in taking illocutionary acts to be essentially conventional. Second, it suggests an essentially intentional — instead of an essentially conventional- element in illocutionary acts. In his 1964 paper Strawson tried to bring out, as regards the interplay of convention and intention in illocutionary acts, both what can be conceded to Austin and what must be learnt from Grice. Austin (1962: 115) had said that "the performance of an illocutionaiy act involves the securing of uptake". Strawson (1964: 158 ff) interprets Austin as meani_ng to say that the performance of an illocutionary act involves understanding of illocutionary force. Understanding of illocutionary force involves, according to Strawson, grasping a "compleX [speaker’s] intention" (ib.: 160), and it is here, of course, where he brings Gricean ideas into _Austin’s scheme of what the essence of illocution is. Currently, many consumers have expressed strong opinions about food production process, its distribution, and guaranteeing models. Consumers’ concerns about ecological and social sustainability issues can have significant impacts on both food demand and food policies. The choice of approach to an asset or service could determine the orientation of the markets; therefore, it is particularly important to pay attention to novel, collective, social movements which are practicing alternatives to the mainstream models of production, distribution, and consumption. Farmers markets, solidarity-based purchasing (...) groups, box scheme, shopping groups, ‘pick your own’, social shopping, are all examples of sustainable consumption patterns involving thousands of people seeking quality and ethical products and services at the best price. While a variety of definitions of the concept of ethical consumption have been suggested, throughout this paper it will refer to the participation of consumers in, and their orientation toward, political discourses on sustainable and fair agro-food production. Ethical consumption attitude has been analysed in the framework of political consumerism theory by administering six focus groups among Italian participants of a specific form of collective action, namely the solidarity-based purchasing group. Findings provide insights that represent a fruitful starting point for deepening the analysis of ethical consumers’ behaviour at a broader level in order to sustain and spread eco-socially production practices and ethical consumption behaviour. Although the application of the emulation model to the control of simple positioning movements is relatively straightforward, extending the scheme to actions requiring multisegmental, interlimb coordination complicates matters a bit. Special consideration of the demands in this case, both on sensory processing and on the process model (two key elements of the Kalman filter), are discussed.

This study examines the participation and interaction of relevant individuals in the process of developing an accounting standard for South Korea’s emission trading scheme (ETS). Despite the enormous accounting implications of such schemes, there is a paucity of research on the development and application of ETS accounting. Ulrich Beck’s and Anthony Giddens’s risk society framework is utilised to scrutinise the process of setting accounting standards—from the agenda-setting stage all the way to the final publication of the standard. In this (...) case study, we take an interpretive approach in analysing the rich data collected through face-to-face interviews with prominent standard-setters, accounting experts and representatives of industry and government. Participant observation and relevant documents were also considered. The findings highlight the political nature of accounting standard-setting and identify the risks and responsibilities of the key agents in the process along with the means of sub-political action taken to influence decisions. We reveal that the agents involved in standard-setting attempted to balance their anthropocentric priorities with ecocentric responsibilities and prioritised the production of a standard with minimal impact on economic, reputational, and operational risk. Having authority as a standard-setter, referring frequently to precedents and, perhaps most importantly, engaging actively with the stakeholders throughout the process seem to have contributed to a widely accepted standard, which can serve as a benchmark for future attempts to factor in ETSs. This paper focuses upon a long-term strategic approach to tackling school absenteeism and truancy within secondary schools. It utilises a tiered colour-coded concept to monitor the progress of pupils within the groups and subsequently take the appropriate action. The PSCC scheme combines attainment and attendance data collected from pupils' primary schools with monitoring and enhancement strategies within the secondary school. The scheme enables schools to tackle their long-term absentees and erratic attenders as well as those who have learning and/or (...) special needs. Over a five-year period, properly implemented, the scheme has the potential to help to transform the prevailing culture within low attendance schools. The PSCC model utilises school change strategies in a dynamic manner in order to improve the attendance, behaviour and learning support needs of pupils which, in turn, can help to raise standards and attainment levels. It can also help to improve parents' attitudes towards their children's school. Finally, it provides a managerial focal point for staff to combat pupils' absence utilising a whole school approach.
