Centuries before being included in Hugo Grotius’s De iure belli ac pacis and De iure praedae, the subject of reprisal was already being discussed in medieval literature. The aim of this paper is to examine the medieval and early modern practice and theory of reprisal as it developed before and during Grotius’s lifetime. Its first part investigates a number of important foundational elements, such as the issues of definition and terminology, and the common characteristics of a reprisal case. In the (...) second half, the author explores why reprisals were deemed to be a ‘perversus mos’ or ‘bad custom’ and how continued reliance on this practice was nonetheless justified by inserting it into the medieval just war doctrine. The paper does not provide a systematic study of Grotius’s own engagement with medieval reprisal sources. From his long years of experience as a local executive until he was ushered into the presidency, Duterte was able to master the masses’ longings. He understands what the public expects in a leader-- gathered from information he collected in unorthodox fashion. He plunges into the grassroots even (at times) resorting to disguises; and sometimes he maintains his own intelligence group that feeds him necessary information. The shock that he generates in all corners, factions, sectors and even countries would qualify (...) him (perhaps) to be the unnamed monster that can disrupt the realm of Philippine politics. But despite his monstrous image, quite surprisingly, Duterte remains popular and appealing to the electorate. This essay foregrounds the ambivalent monster that the Philippine president wittingly or unwittingly assumes; a monster that is ready to devour victims while protecting those he (supposedly) loves. The essay argues that Duterte is a monster that represents a rapture—a kind of abrupt transition. He represents a monster leader that does not care about the elite’s and traditional pundits’ definition of a leader. He represents a leader that is hindi-iba (sa masa) but at the same time iba sa marami (trapo/traditional politicians). (shrink)

This paper is mainly a provisional survey of the engagement of the Filipinos with the thoughts of Paulo Freire, a Brazilian educator and philosopher. It presents first the main tenets of Freire’s liberating pedagogy. Then, it explores the Filipinos’ engagement with his ideas. Then, it gives some observations on the said engagement. The article examines the erasure of any concept of the ‘public kitchen’ in the Philippines as demonstrative of statewide suppression of marginal identities that continues to facilitate the simplistic and uncomplicated entry of neocolonial modernity. As a yardstick of growth and progress under the US colonial government, the battle to modernize the Philippines extends far beyond the political and administrative terrains and into the reconfiguration of domestic space. Accorded with new functions emanating from a colonial ideology, the induction of cooking and eating as expressions of collective identity have considerable implications for the manner in which public and private spaces are imagined. The plurality of languages and ethnicities, the geographic fragmentation, the predominant Roman Catholic religion, together with the still relatively short experience in nationhood account for a very peculiar understanding of "business ethics" in the Philippines. The rapid growth and liberalization of the economy, coupled with the inequitable distribution of wealth, the destruction of the environment and corruption are the main ethical concerns. Businesspersons and the academe endeavor to find creative solutions for these unique challenges.

Articles written in Filipino language were featured to highlight the Journal’s additional role—that is to be a venue for Philippine studies scholarship— while remaining true to its original interdisciplinary character. This is consistent with the University’s intention to establish a Center for Philippine Studies within the Institute for Culture and Language Studies. Academics from different universities contributed think pieces that explored, analyzed, and investigated Philippine reality through the lenses offered by (...) linguistics, cultural studies, ethics, history, and philosophy. This paper reports the policy-responses of different Philippine higher education institutions (HEIs) to the novel coronavirus, COVD-19 pandemic. It compares these responses with those made by HEIs in Indonesia, Thailand, and Vietnam. Publicly available data and news reports were used to gauge the general public’s reaction to these policies and how the Philippines’ responses fare with its Southeast Asian neighbors. The paper observes that despite the innovations made by Philippine HEIs in terms of alternative learning modes and technologies for (...) delivering education, there are still gaps and challenges in their responses. It recommends that policy-responses and learning innovations should be grounded on a deeper understanding of distance education and should be sensitive to the call of the times. (shrink)

In the essay “Police Power: The Biopolitical State Apparatus and Differential Interpellations,” Banu Bargu developed the notion of the Biopolitical State Apparatus (BSA). This essay deploys Bargu’s notion of the BSA within what it claims is a militarized police power in the Philippines during the COVID-19 pandemic. Illustrating how the functioning of militarized police power underpins the implementation of public-health policy and the enforcement of laws that complement such power, the essay will further demonstrate through the BSA concept what (...) police power says about the state under the Duterte regime, how this regime relates to the state of exception and posttruth politics, and how its policing operates in contrast to other states. The question initially raised in this paper was on how one’s religious sensibility affects one’s response to suffering. Focusing on three particular disasters that hit the Philippines, we look at the various media sources: the writing about the rains and flooding found in broadsheets and online media, and some ethnographic descriptions coming from the social sciences; we also look at experiential or anecdotal sources. All this provides us with material to establish certain traits and topics that come to fore (...) in times of disaster, including such concerns as the lessons learned during disaster, the wrath of God, and points of cultural pride such as notions of solidarity and resilience. A significant upshot of this study has been the recognition of epistemic and methodological reevaluations that had to constantly be taken. This concludes in a retrieval of the contextuality of suffering, a redefinition of what it means to say that the response is a Christian one, and finally a proposal that paying closer attention to these points, in addition to non-philosophical sources, might be a way of rethinking the problem of suffering beyond the scope of traditional theodicies. Recent literature describing the process and pathways of the agrarian transition in Southeast Asia suggests that the rise of agricultural intensification and the growth of commodity markets will lead to the demise of swidden agriculture. This paper offers a longitudinal overview of the conditions that drive the agrarian transition amongst indigenous swidden cultivators and migrant paddy farmers in central Palawan Island, the Philippines. In line with regional agrarian change, we describe how a history of conservation policies has criminalized and (...) pressured swidden farmers to adopt more intensive “modern” agricultural practices. We examine how indigenous swidden cultivators adjust their practice in response to recent changes in policies, security of harvests, and socio-cultural values vis-à-vis intensification. Rather than suggest that this transition will lead to the demise of swidden, results reveal that farmers instead negotiate a shifting ground in which they lean on and value swidden as a means of negotiating agrarian change. The succession of shocks—sudden social and environmental crises, whether they be episodic or erratic, such as extreme weather events, pandemics, and economic recessions—has dire consequences on the ability of people, especially the vulnerable and precarious, to secure safe, nutritious, and culturally appropriate foods. While the scholarship on multiple shocks and stressors is increasingly recognized in the academic literature, there remains a dearth in scholarship that critically interrogates the impacts of successive and overlapping shocks on the various dimensions and temporalities of (...) food security. In this paper, we adapt the double exposure framework to examine how a triad of shocks—a catastrophic typhoon, the COVID-19 pandemic, and high economic inflation—has led to varying magnitudes of transitory and chronic food insecurity among the fisherfolk in coastal communities in Capiz, the Philippines. Drawing from field research, we illustrate that the succession of shocks induced a decline in household incomes, an escalation of dependence on credit, and the consequential accumulation of debt among the fisherfolk. Credit and debt have allowed the fisherfolk to sustain meal frequency to some extent during periods of high vulnerability, but the succession of shocks continued to aggravate their lack of access to nutritious food. Looming in the background is the gradual crisis of declining fish stocks, which may exacerbate the impacts of successive shocks in the future. (shrink)

Abstract – This study aimed primarily to determine the effectiveness of crime prevention strategies implemented by the Salug Valley Philippine National Police (PNP) in terms of Police Integrated Patrol System, Barangay Peacekeeping Operation, Anti-Criminality Operation, Integrated Area Community Public Safety services, Bantay Turista and School Safety Project as evaluated by 120 inhabitants and 138 PNP officers from four Municipalities of Salug Valley Zamboanga del Sur. Stratified random sampling was utilized in determining the respondents. Index crime rate were correlated with the (...) crime prevention strategies of the PNP in town of Salug Valley. A descriptive method of research was applied in this study utilizing self-made questionnaire. The data collected were analyzed using the main statistical tools like frequency count, percentage, mean computation, Kruskal Wallis Analysis of Variance and simple correlation. Findings of the study revealed that the crime prevention strategies in four (4) municipalities were “much effective” to include Integrated Patrol System, Barangay Peace Keeping Operations, Anti-Criminality Operations, Integrated Area Community Public Safety Services, Bantay Turista and School Safety Project in connection to the responses of 158 participants. There is a significant relationship between crime prevention strategies employed and index crime rate. (shrink)

In this paper, we discuss specific epistemic injustices suffered by gender minorities in the Philippines. We also show that societal changes have been evident throughout the years. We review some progressive Philippine Catholic communities' sustainable development efforts toward gender equality or toward the eradication of discrimination, marginalisation, and violence based on a person's sexual orientation, gender identity, or gender expression (SOGIE). Despite these epistemic injustices, we reveal that there are ways by which gender disorientations may be disrupted by progressive (...) Getting a graduate education is one of the most important parts of a professional in a field. It allows them to climb higher in the professional rankings or even get higher pay for their academic work. All graduate students are adults and self-directed due to their past experiences in work or practice. However, when the pandemic hit the world, these self-directed learners were not spared from shutting of schools. In the Philippines, most graduate schools deliver their lessons through the (...) traditional mode or face-to-face until the pandemic that they shifted in the emerging online learning modality. Using the mixed method of quantitative and qualitative type of study the researchers were able to gather 419 graduate students from various regions of the archipelago to take part in the study. The researchers found out that upon experiencing the benefits of online learning, graduate students want to continue this modality even in the future. More than a third of the respondents also claimed that they want the blended or hybrid type of graduate studies as opposed to going back to the more traditional face-to-face classes. In this paper, I provide a brief overview of the development of analytic philosophy in the Philippines. I first highlight the circumstances that led to its inception in the late 1930s, and some of the notable works by prominent Filipino analytic philosophers that helped shape the tradition. Next, I discuss the socio-political climate in the late 1950s through the 1970s that may have led some Filipino philosophers to move away from analytic philosophy. In general, existential threats are those that may potentially result in the extinction of the entire human species, if not significantly endanger its living population. Among the said threats include, but not limited to, pandemics and the impacts of a technological singularity. As regards pandemics, significant work has already been done on how to mitigate, if not prevent, the aftereffects of this type of disaster. For one, certain problem areas on how to properly manage pandemic responses have already been identified, (...) like the following: (a) not being able to learn from previous experiences, (b) the inability to act on warning signals, and (c) the failure to reach a global consensus on a problem (i.e., in a timely manner). In terms of a singularity, however, it may be said that further research is still needed, specifically on how to aptly respond to its projected negative outcomes. In this paper, by treating the three problem areas noted above as preliminary assessment measures of a country’s capacity to coordinate a national response to large-scale disasters, we examine the readiness of the Philippines in preparing for an intelligence explosion. By citing certain instances of how the said country, specifically its national government, faced the coronavirus disease 2019 pandemic, it puts forward the idea that the likely Philippine disaster response towards a singularity needs to be worked on, appealing for a more comprehensive assessment of such for a more informed response plan. The neoliberal globalization project of expanding and maintaining capitalism globally requires the shaping of neoliberal nation-states that will entrench its ideology, political structures, and practices. In that sense, the neoliberal nation-state provides an appropriate conceptual site for investigating the local-global nexus in the dynamics of global capitalism. Using the Philippines as an example, this paper investigates the various factors or dimensions in the making of the Philippines as a neoliberal nation-state from the colonial era to the supranational structures (...) that exert external control on the Philippine political economy: the global power of transnational corporations, the IMF, American and Chinese imperialism, including the American military aid that supports militarization and counter-insurgency against movements that challenge the neoliberal agenda of the past and current regimes. How can students’ character formation be supported such that their youthful energy can become a force for the good? There is burgeoning research on how universities can help form people of character (Brooks et al. in _International_ _Journal of Ethics Education_ 4(2):167–182, 2019 ; Lamb et al. in _Journal of Moral Education_ 1–23, 2021b ). Nongovernmental organizations can also play a role. This article explores how a leadership program for students in the Philippines cultivates character using as theoretical framework (...) the 7 strategies of character development presented in Lamb et al. in _Journal of Character Education_ 17(1):81–108, 2021a. Jürgen Habermas assigns civil society groups ‘to bear a good portion of the normative expectations, especially the burden of a normatively expected democratic genesis of law’. This article looks at concrete attempts in the Philippine constitution to provide structures so that these groups can carry out the role Habermas envisages for them, and examines whether such attempts are sufficient to enable said groups to intervene in the political process as effectively as he expects of them.

The Philippines is one of the fast-growing economies in the South-East Asian and the Pacific region. This study considered eight factors: HEI PRC rate, crime rate, education, employment, health, poverty, income, and basic family amenities of the 17 regions of the country, all taken from the year 2012 databases of the Philippine Statistics Authority (PSA), the Philippine Institute for Development Studies (PIDS) and Open Data Philippines. Principal Component Analysis (PCA) generated the indices of the six factors and Cluster (...) Analysis (CA) to group regional similarities. Clustering revealed that ARMM and MIMAROPA Regions have clustered independently, in two individual clusters, while the rest of the 15 regions have clustered in two groups of five and 10. The study revealed that crime, poverty and health mortality rates have generally inverse relationships with HEI PRC percentage performance, employment, education, income and basic housing amenities. A recent joint study by the Council of Europe and the United Nations focused on the criminality surrounding organ donations. Published in October 2009, it points out the various violations of the international prohibition on the trafficking of organs. This paper will first analyze this study and then contextualize it in the current discourse about organ donation in the Philippines. Finally, the issue of organ donation will be put in the wider discourse of justice in organ transplantation.Organ donation and (...) trafficking are much debated issues in medical ethics. This paper will discuss this problematic in three specific dimensions. After an explanation of the general lines of the debate on organ transplantation , it will analyze the recently published joint report of the Council of Europe and the United Nation on the trafficking of organs . The discussion afterwards will be situated in the concrete cultural, ethical and legal framework of the Philippines as a test case for the validity and applicability of the reports recommendation . Lastly, it will conclude with some ethical considerations on the horizon of an elaborate concept of justice. (shrink)
