As one of the most important episodes of change in the Ottoman Empire, the Tanzimat Era (1839-1876) was a phase when the state and its political and ideological formation witnessed structural transformation and reforms. During this period, privy councils were instituted at every level, as one of the basic changes in decision-making and the legislation process of the Ottoman State. Meclis-i Âlî-i Umûmî (the Supreme Council-General) is located at the top of the counsulting hierarchy of councils at the administrative piramid, (...) instituted in 1838. Desde o final do ano de 2019, o novo coronavírus vem preocupando a população global devido ao crescente aumento de casos de pessoas infectadas e de mortes causadas pelo vírus. Independentemente do resultado da pandemia, é certo que o mundo não mais será como antigamente. Mas que mundo se formará após a epidemia viral? Esse trabalho tem o intuito de discutir as capacidades que temos para construir o porvir. Isto é, os mundos possíveis ainda não explorados e suas perspectivas diante (...) dos sintomas pelos quais sofremos com o devir. Em nosso artigo, pretendemos explorar as possibilidades filosóficas, antropológicas, econômicas e políticas com as novas tecnologias, em uma tentativa de construir uma experiência mental através da analogia com a máquina e sua relação com o mundo. Pendant la guerre indo-pakistanaise, les États-Unis ont lié le sort de leur allié à la crédibilité de la puissance américaine. Le président Richard Nixon et son conseiller en matière de sécurité nationale, Henry Kissinger, utilisent le langage du genre pour exprimer leur conception de la crédibilité américaine, une crédibilité construite par et à travers ce langage. En suivant une approche sensible au genre inspirée des approches féministes poststructuralistes, cet article analyse les conversations enregistrées dans lesquelles Nixon et Kissinger ont formulé (...) des mesures politiques risquées afin de paraître « durs » ou de « se comporter comme des mecs » à l’apogée du conflit de 1971. La conception de la crédibilité de Nixon et Kissinger a produit une base extrêmement instable et dangereuse pour la conduite d’une politique étrangère qui aspirait à maintenir l’équilibre des forces entre les États-Unis et l’Union soviétique. Nesta resenha, apresentamos os tópicos centrais discutidos no livro 'Consciência e mecânica quântica', de Raoni W. Arroyo. Discutimos criticamente alguns dos argumentos centrais do livro, focando em particular na tentativa do autor de argumentar contra abordagens mpisticas da mecãnica quântica, e na distinção mais refinada entre realismo científico e naturalismo.

Em Intertexto, poema de B. Brecht, uma questão filosófica é tratada: por que devo preocupar-me com os outros? A alusão ao poema insere-nos de pronto no vértice desse trabalho. Trata-se do problema da alteridade. Percorreremos as abordagens clássicas da ética autocentrada, situando em cada uma delas um vício original, a saber, a confusão entre tempo e espaço. Fora dos marcos da metafísica bergsoniana, deixa-se de considerar uma dimensão da realidade, o tempo. O resultado será a constituição de uma ética coadunada (...) com a natureza das representações intelectuais - espaciais, portanto -, estruturada pela lógica da conservação, o que sacrificará necessariamente o alcance da universalidade, compreendida em seu sentido largo, a qual não será jamais, sob a perspectiva bergsoniana, alcançada sem o contato com o que há de mais íntimo no real, o tempo, o movimento criador. O caráter auto-referenciado da tradição ética aparecerá como desdobramento de um modo de vida (fechado) que orienta a confecção e interpretação da forma legal, atingido pela manifestação normal de nossas faculdades para estar e agir no mundo. Gaston Bachelard, filósofo francês, acompanhou um período de rupturas, isto é, de modificações conceituais e metodológicas na física contemporânea. Ele é um dos diversos pensadores que apresentaram reflexões importantes para a compreensão da atomística contemporânea. Este artigo evidencia suas principais reflexões filosóficas acerca dos fundamentos da mecânica quântica. Para tanto, lança-se mão de conceitos importantes de sua epistemologia sem os quais se tornam incompreensíveis suas ideias. Assim, este trabalho remarca como a física rompe com as ideias científicas e filosóficas tradicionais (...) na primeira metade do século XX ao apresentar um novo objeto do conhecimento, a saber, os corpúsculos quânticos. Ademais, a fim de bem caracterizar a filosofia da física quântica bachelardiana, destaca-se, conforme o autor, a natureza das partículas atômicas, como se constitui a atividade científica dessa ciência na criação de novos fenômenos e enfatiza-se seu racionalismo aplicado como filosofia mais adequada. Por fim, ressalta-se neste trabalho que as ideias de Bachelard se diferenciam de outras interpretações da mecânica quântica. (shrink)

A mecânica quântica instituiu uma linguagem matemática inteiramente inédita. Essa mudança na física exigiu que físicos e filósofos repensassem os conceitos pelos quais se podiam representar a realidade, uma vez que as noções clássicas se revelaram limitadas na compreensão dos fenômenos atômicos. O filósofo francês G. Bachelard e o físico alemão W. Heisenberg são autores que discorreram acerca das grandes modificações que ocorreram no seio da física, e, com isso, trataram do problema da linguagem na mecânica quântica. Neste artigo, o (...) objetivo é recorrer aos argumentos de ambos os autores para evidenciar relações entre suas ideias acerca da temática referida. Destaca-se que Bachelard e Heisenberg criticam a aplicação da linguagem usual e dos conceitos filosóficos da modernidade na nova física, mas, mediante sua noção de ruptura, o filósofo francês propõe que a mecânica quântica se restrinja à linguagem matemática. Ideia esta que vai contra ao princípio de complementaridade de Bohr, admitido por Heisenberg na compreensão dos fenômenos quânticos e para uma interpretação da física quântica. (shrink)

O objetivo deste ensaio consiste em argumentar, de maneira não conclusiva, em favor da tese que responsabiliza a física nuclear pela popularização, entre os físicos, do termo ‘modelo’. Apesar de este termo já ser usado desde, pelo menos, o início do século XX, foi com as investigações sobre a estrutura do núcleo atômico que ele se disseminou. Finalmente, este texto questiona se a popularização deste conceito não poderia ser também explicada pela sua capacidade de permitir a uma ciência tão especializada, (...) donde tão fragmentada, como a física a existência de canais de comunicação internos. ABSTRACT Traditionally, being a realist about something means believing in the independent existence of that something. In this line of thought, a scientific realist is someone who believes in the objective existence of the entities postulated by our best scientific theories. In metaphysical terms, what does that mean? In ontological terms, i.e., in terms of what exists, scientific realism can be understood as involving the adoption of a scientifically informed ontology. But according to some philosophers, a realistic attitude must go (...) beyond ontology. The way in which this requirement has been understood involves providing a metaphysics for the entities postulated by science, that is, answering questions about the nature of what ontology admits to exist. We discuss how two fashionable approaches face the challenge of providing a metaphysics for science: a form of naturalism and the Viking/Toolbox approach. Finally, we present a third way, which adopts the best of both approaches: the meta-Popperian method, which focuses on discarding the wrong alternatives, or better saying, the metaphysical profiles incompatible with certain theories. We present the meta-Popperian method, a metametaphysical method capable of objectively assessing which metaphysical profiles are incompatible with certain scientific theories. For this, we will use quantum mechanics as a case study, presenting some previously obtained results. As our focus is on methodological questions about the relationship between metaphysics and science; with this method, we can see how science can be used to avoid error in metaphysical issues. In our opinion, this would be a way to develop a productive relationship between science and metaphysics. (shrink)

The self-esteem first presented by William James is one of the oldest research topics in psychology. Research on self-esteem provides a starting point for restoring human nature in modern society where humanity has been lost. The reason why self-esteem is illuminated as a research theme is recognized as a major mechanism for leading to human behavior. According to researches self-esteem has emotional, cognitive, and evaluative functions, and is divided into two factors: domain and specific. Especially, the specific factors of self-esteem (...) are related to the moral trait. Thus, a good understanding of the factors of self-esteem associated with moral traits is an attempt to promote the development of moral education. According to 2015 Moral Education Curriculum (MEC), self-esteem and positive attitude related to self-esteem were suggested as elements of moral education contents. In order to utilize self-esteem as an effective moral education content, it is necessary to analyze the characteristics and factors of self-esteem. Also, this try is to find the grounds that can be applied to moral education. For this purpose, this study analyzed the characteristics of early self-esteem and recently presented concepts to find applicability to moral education. In addition to this, some examples of how to link the factors of self-esteem and the contents presented in 2015 MEC is presented. (shrink)

Maximize Expected Choiceworthiness (MEC) is a theory of decision-making under moral uncertainty. It says that we ought to handle moral uncertainty in the way that Expected Value Theory (EVT) handles descriptive uncertainty. MEC inherits from EVT the problem of fanaticism. Roughly, a decision theory is fanatical when it requires our decision-making to be dominated by low-probability, high-payoff options. Proponents of MEC have offered two main lines of response. The first is that MEC should simply import whatever are the best solutions (...) to fanaticism on offer in decision theory. The second is to propose statistical normalization as a novel solution on behalf of MEC. This paper argues that the first response is open to serious doubt and that the second response fails. As a result, MEC appears significantly less plausible when compared to competing accounts of decision-making under moral uncertainty, which are not fanatical. (shrink)

Jeff McMahan has argued against the moral equivalence of combatants (MEC) by developing a liability-based account of killing in warfare. On this account, a combatant is morally liable to be killed only if doing so is an effective means of reducing or eliminating an unjust threat to which that combatant is contributing. Since combatants fighting for a just cause generally do not contribute to unjust threats, they are not morally liable to be killed; thus MEC is mistaken. The problem, however, (...) is that many unjust combatants contribute very little to the war in which they participate—often no more than the typical civilian. Thus either the typical civilian is morally liable to be killed, or many unjust combatants are not morally liable to be killed. That is, the liability based account seems to force us to choose between a version of pacifism, and total war. Seth Lazar has called this “The Responsibility Dilemma”. But I will argue that we can salvage a liability-based account of war—one which rejects MEC—by grounding the moral liability of unjust combatants not only in their individual contributions but also in their complicit participation in that war. On this view, all enlistees, regardless of the degree to which they contribute to an unjust war, are complicitously liable to be killed if it is necessary to avert an unjust threat posed by their side. This collectivized liability based account I develop avoids the Responsibility Dilemma unlike individualized liability-based accounts of the sort developed by McMahan. (shrink)

Nick Bostrom and others have suggested treating decision-making under moral uncertainty as analogous to parliamentary decision-making. The core suggestion of this “parliamentary approach” is that the competing moral theories function like delegates to the parliament, and that these delegates then make decisions by some combination of bargaining and voting. There seems some reason to hope that such an approach might avoid standard objections to existing approaches (for example, the “maximise expected choiceworthiness” (MEC) and “my favourite theory” approaches). However, the parliamentary (...) approach is so far extremely underspecified, making it largely indeterminate how such a model will in fact behave in the respects that those concerned with moral uncertainty care about. This paper explores one way of making it precise. We treat predicaments of moral uncertainty as analogous to bargaining situations alone (setting aside voting), and apply a version of the Nash solution that is standard in bargaining theory. The resulting model does indeed perform in many of the hoped-for ways. However, so also does a version of MEC that employs a structural approach to intertheoretic comparisons. It seems to us an open question which, regarding this version of MEC and the bargaining-theoretic approach, is superior to the other. We identify the key points on which the two differ. (shrink)

The purpose of this study was to explore the motivational structures of external whistleblowers involved in the decision to blow the whistle by applying MEC theory and the laddering technique. Using both soft and hard laddering methods, data were collected from 37 Korean external whistleblowers. Results revealed that the means-end chain of external whistleblowers was the hierarchical linkage among two concrete attributes, two functional consequences, and one terminal value. The extant whistleblowing literature has either made assumptions about whistleblowers’ motivations when (...) developing models or has drawn indirect inferences from measures of other variables. Our study is the first with an explicit and empirical focus on whistleblowers’ motivations. The findings provide evidence of the motivational structures of external whistleblowers that consist of a set of complex paths linked by multi-layered motivators. This research will be helpful in designing and reviewing whistleblowing programs for organizations, regulatory agencies, and journalists. (shrink)

A popular model of normative decision-making under uncertainty suggests choosing the option with the maximum expected moral choice-worthiness (MEC), where the choice-worthiness values from each moral theory, which are assumed commensurable, are weighted by credence and combined. This study adds descriptive uncertainty about the non-moral facts of a situation into the model by treating choice-worthiness as a random variable. When agents face greater descriptive uncertainty, the choice-worthiness random variable will have a greater spread and a larger standard deviation. MEC, as (...) a decision rule, is sensitive only to the expected value of the random variable and not to its standard deviation. For example, MEC is insensitive to cases where an option with a large degree of descriptive uncertainty may have a higher probability of being below some threshold of impermissibility than does an option with less dispersion, even though the latter has a higher expected choice-worthiness. When applied to the same situation, similar moral theories will have statistically correlated choice-worthiness values. This correlation affects the dispersion of the credence-weighted sum of the random variables but not its expected value. Thus, MEC is insensitive to aspects of the normative situation to which a good decision-rule should be sensitive. (shrink)

Contrary to what has been alleged, the moral equivalence of combatants (MEC) is not a doctrine that was expressly developed by the traditional theorists of just war. Working from the axiom that just cause is unilateral, they did not embrace a conception of public war that included MEC. Indeed, MEC was introduced in the early fifteenth century as a challenge to the then reigning just war paradigm. It does not follow, however, that the distinction between private and public war had (...) no place in the traditional teaching. Thomas Aquinas and his successors did not analyse just war by extrapolation from the related idea of self-defense. Rather, they likened just war to a legal proceeding that could solely be undertaken by persons possessed of legitimate authority. For this reason, just war was first and foremost public war. Private war was deemed ?war? only in a secondary and reduced sense of the term. It was accordingly understood that public war should be waged and its morality judged by reference to a set of norms that are not directly reducible to those governing private self (and other)-defense. In this article, I present a two-pronged argument for the immorality of contemporary, asymmetric drone warfare, based on my new interpretations of the just war principles of “proportionality” and “moral equivalence of combatants” (MEC). The justification for these new interpretations is that drone warfare continues to this day, having survived despite arguments against it that are based on traditional interpretations of just war theory (including one from Michael Walzer). On the basis of my argument, I echo Harry Van der Linden’s (...) call for “an international treaty banning all weaponized UAV [uninhabited aerial vehicles].”. (shrink)

Avrupa Fetva Meclisi, çoğu Batı’da ikame eden hem şerî delilleri hem de vâkıayı bilen kıymetli âlimleri bünyesinde toplamış ilmi bir müessesedir. 1997 yılında Yûsuf el-Karadâvî’nin (1926-2022) başkanlığında kurulmuştur. Bu tarihten itibaren özellikle de Batı’da yaşayan müslümanları ilgilendiren ve müslüman ülkelerde gözlemlenen problemlerden ciddi manada farklılaşan önemli fıkhî meseleleri gündemine taşımış, ürettiği çözümlerle hem oradan yaşayan hem de benzer problemlerle yüzleşen Müslümanlar için referans niteliğinde karar ve fetvalara imza atarak, kendisine başvurulan ilmi bir merci haline gelmiştir. Kuruluşundan günümüze Meclis’in yapısını konu (...) edinen ve genel ya da aile hukuku veya muamelat gibi, özel bazı meseleler bağlamında izlediği fetva yöntemine ilişkin farklı dillerde bazıları akademik tarzda pek çok çalışma yapılmıştır. Meclis, 2023 yılında İstanbul’da icra ettiği toplantısını bu tarihe kadar yaptığı çalışmalar ve kendisine yöneltilen tenkitlere hasretmiş, toplantıda Meclis’i farklı yönleriyle değerlendiren çok sayıda bildiri sunulmuştur. Bu çalışma da aynı gayeye hizmet etmek maksadıyla Meclis’in fetvalarını neşrederken izlediği metodu, fıkıh ve fetva usulü kuralları bağlamında eleştirel bir bakış açısıyla değerlendirmek üzere kaleme alınmıştır. Değerlendirme, fetvanın muteber sayılabilmesi için müftüde aranan ilmi ehliyet ve adalet şartlarıyla sınırlandırılmıştır. Bu bağlamda öncelikle fıkıh meclislerinin fıkıh ilmine yaptığı katkıdan bahseden bir giriş yapılmış, ardından Meclisle ilgili tanıtıcı kısa bir malumat verilerek, “ekalliyyât fıkhı” olarak da bilinen alanda doldurduğu boşluk başta olmak üzere, diğer fıkıh meclislerinden olumlu yönde ayrıldığı hususiyetlerine değinilmiştir. Fetvanın kabul edilmesi için gerekli şartlar meşhur usul kitaplarıyla iktifa edilerek tahlil edilerek aktarılmış, Meclis’in neşrettiği fetva ve kararların bu kurallara uygunluğu tartışılarak, diğer fıkıh meclisleriyle mukayese imkânı oluşturabilmek için onlar tarafından neşredilmiş karar ve fetvalara da yer verilmiştir. Çalışmanın sonucunda Meclisin, karar ve fetvaların kimler tarafından alındığını ilan etmemek suretiyle kriter olarak belirlenen fetva usulü kurallarına riâyet etmediği anlaşılmış, diğer fıkıh meclislerinin de çoğunlukla aynı problemle malul olduğu sonucuna varılmıştır. Çalışma, tespit edilen problemlerin çözümü için bazı tavsiyelerin de yer aldığı bir sonuçla tamamlanmıştır. Çalışmanın, ulaştığı sonuçlarla fetva müesseselerinin bu faaliyeti icra ederken fetva usulü çerçevesinde hareket etmelerine rehberlik edecek ölçüler ortaya koymak suretiyle alana katkı sağlaması umulmaktadır. Bunun yanında, hangi isimle anılırsa anılsın kurumsal olarak fetva neşreden müesseselerin, özelde ise Avrupa Fetva Meclisi’nin kararlarıyla amel eden ya da karar ve fetvalarını esas alarak fetva veren veya çalışmalarında istifade eden araştırmacı ve müftülerde farkındalık oluşturması ümit edilmektedir. To analyse the biological role of 5‐methylation of cytosine residues in DNA requires precise and efficient methods for detecting individual 5‐methylcytosines (5‐MeCs) in genomic DNA. The methods developed over the past decade rely on either differential enzymatic or chemical cleavage of DNA, or more recently on differential sensitivity to chemical conversion of one base to another. The most commonly used methods for studying the methylation profile of DNA, including the bisulphite base‐conversion method, are reviewed.

Cet article écrit par deux psychologues cliniciens met en évidence ce qui des difficultés apparentes entre mère et fils est le fruit du passé de violences conjugales et ce qui est de l’ordre des difficultés primaires du lien. À partir de l’étude d’une dyade mère-fils rencontrée en MECS au travers d’un dispositif praticien, trois types d’entretiens ont été mis en place : individuels, mère-enfant et fraternels. Les divers éléments de la clinique tendent à montrer que les difficultés actuelles s’originent dans (...) la relation primaire mère-fils où la problématique de la dette tient elle aussi une part importante. O trabalho apresenta os resultados de um estudo realizado em torno do tema da qualidade nas políticas educacionais para a educação básica. Destaca o significado do termo em documentos exarados pelo MEC nesta primeira década de século e o compara com os resultados educacionais alcançados por um conjunto de municípios catarinenses no tocante às suas metas de qualidade. Realça que o cenário desafiador que se impõe aos municípios pesquisados traduz-se tanto no encargo pelo alcance das metas nacionais do IDEB, diretamente (...) implicado na melhoria do desempenho dos estudantes na Prova Brasil, quanto na devida atenção a outros referenciais orientadores das ações voltadas à construção da qualidade social da educação, dentre eles projeto político-pedagógico e as diferenças sociais. Conclui apontando a necessidade de acompanhamento atendo das condições que consubstanciariam a qualidade social almejada, em um contexto de crescente tendência ao uso de informações majoritariamente quantitativas na formulação de políticas educacionais.
