This article pays close attention to Michel Foucault's theory that political regimes are enlightened through courageous free speech. A Foucaultian enlightenment occurs not when philosophical reason completely replaces superstition and enthusiasm in the public sphere, but instead when the parrhesiast partially organizes competing claims to know and to speak the truth. While much of the recent scholarly literature on Foucault’s later lectures emphasizes the political importance of the parrhesiast, less attention has been paid to the overlap and/or (...) incompatibility between parrhesia and the other modes of truth-telling. Below, I explain Foucault’s analysis of the basic modes of philosophical truth-telling: prophesy, philosophy, teaching, and parrhesia. I provide examples of speakers working within these modes in the ancient and modern world. I explain the overlap and tension between these modes, and I analyze Foucault’s partial organization of them through the image of the parrhesiast. I briefly compare Foucault’s position to the agonistic democratic theory of Chantal Mouffe and distinguish Foucault’s view from consensus-based views of public reason. Finally, I provide practical and theoretical examples of parrhesiastic activity in the contemporary world. (shrink)

Saturday Night Live (SNL) has become a staple of each political season. In this chapter, the authors show how late night comedy programs such as SNL have joined traditional TV news programs as authorities of delimination for defining the boundaries of political truth in historical epoch. SNL is different from other comedy programs such as the The Daily Show because of its focus on parody. SNL featured many sketches focused on the election, which also contributed to the (...) production of the truth. As an authority of delimination for political truth, SNL emphasized the sexist double standard to which Hillary Clinton was held. In short, SNL will continue to play a role in the production of political truth and knowledge. Michel Foucault famously argued that truth and knowledge are neither static nor objective. For some years now, the significance of truth for politics has been intensely debated under the buzzword “post-truth.” However, this cannot hide the fact that political theory and philosophy have systematically neglected the relationship between truth and politics throughout their history. This article intends to remedy this desideratum by differentiating the various modes in which truth is referred to and invoked in the political field. To this end, the main strands of the post-truth (...) debate are reconstructed and their shortcomings are pointed out. Second, based on a contrasting reading of Habermas and Foucault, possible starting points for systematizing the relationship between truth and politics are discussed. Third, and as a prolegomenon to such a systematization, the article proposes a cartography of political truth forms and relations along five fault lines: truth as foundation and de-foundation, truth as coercion and freedom, truth as virtue and scandal, truth as secret and transparency, and truth as knowledge and practice. One of the most significant difficulties that we encounter today in the post-truth era is in constructing a reality in the gap between deceptive pre-given facts and how we experience them in our lives. This gap is mostly caused by our incapacity to see reality beyond the given frames and this very characteristic of post-truth enforces us to examine the meaning of seeing more extensively. Two particular reasons make seeing things and people even more difficult: first, the claim (...) of transparency in politics is essentially deceptive; it suggests us a way of seeing, but what it does, is rather to determine what or whom to see and from which aspect we are allowed to see them. As a result, for politics, transparency turns into a means to a desired end. Second, instrumentalization in politics works effectively only when its administrators and its subjects become invisible ‘nobodies’ who can only act and see in the pregiven limits of reality. For an alternative political approach, this article turns to a phenomenological understanding of reality which emphasizes that reality can only be constituted in the plurality of aspects. For a reconstitution of reality and politics, first, this study offers an analysis of the strong need for such a plurality that requires the inclusion of the invisibles at all levels; second, in order to develop a genuine sense of embodied plurality, it proposes a new political category, here termed ‘the politics of the invisible’. In 1784, the German newspaper Berlinische Monatsschrift asked its audience to reply to the question "What is Enlightenment?" Immanuel Kant took the opportunity to investigate the purported truths and assumptions of his age. Two hundred years later, Michel Foucault wrote a response to Kant's initial essay, positioning Kant as the initiator of the discourse and critique of modernity. The Politics of Truth takes this initial encounter between Foucault and Kant, as a framework for its selection of unpublished essays and (...) transcripts of lectures Foucault gave in America and France between 1978 and 1984, the year of his death. Ranging from reflections on the Enlightenment and revolution to a consideration of the Frankfurt School, this collection offers insight into the topics preoccupying Foucault as he worked on what would be his last body of published work, the three-volume History of Sexuality. It also offers what is in a sense the most "American" moment of Foucault's thinking, for it was in America that he realized the necessity of tying his own thought to that of the Frankfurt School. Cheryl Misak argues that truth ought to be reinstated to a central position in moral and political philosophy. She argues that the correct account of truth is one found in a certain kind of pragmatism: a true belief is one upon which inquiry could not improve, a belief which would not be defeated by experience and argument. This account is not only an improvement on the views of central figures such as Rawls and Habermas, but it can (...) also make sense of the idea that, despite conflict, pluralism, and the expression of difference, our moral and political beliefs aim at truth and can be subject to criticism. A critical and creative reconstruction of Adorno's conception of truth that shows its relevance for comtemporary philosophy, art, and politics.

Exploring the management of 'truth' in the Kingdom of Saudi Arabia, this book aims to investigate the ways in which the official 'truth' is constructed and institutionalised in the country. The Politics of Truth Management in Saudi Arabia argues that there are two interrelated notions which articulate the ways in which 'truth' is conceptualised in Islam. One, at macro level, constitutes the trans-historical foundational principles of the religion, a set of engrained beliefs, which establish the 'finality', (...) and 'oneness' of Islam in relation to other competing narratives. The other, at a micro level, takes place internally to find 'truth' within the 'truth'. Unlike Islamic truth at the macro level, which is entrenched, the Islamic truth at the micro level refers to the various attempts by different agencies to claim to have found the 'truth' within the 'truth'. Wahhabism, which is the product of an eighteenth century revivalist movement, is portrayed as the most 'authentic' reading of Islam. It is seen as the raison d'être for the prevailing political mechanism in the country and is introduced as an example of truth management at the micro level. Arguing that truth is not born in a power vacuum and often its construction and institutionalisation signify domination in one way or another, this book will be of interest to students of Religion, Politics, and Saudi Politics more specifically. This chapter reflects on some of the major themes of this volume, as it takes up the question: is truth a value in political discourse? As a preliminary step, we evaluate a view of political discourse that answers this question negatively: the identity-expression view. According to this view, political claims function to express commitments central to an individual’s political self-conceptions, rather than to state truths in the political domain. While we often assess political (...) claims as true or false, the identity-expression view maintains that such assessments are nothing more than our way of affirming or rejecting such claims—assessments of truth in politics are themselves only ways of expressing the political identity of the assessor. We explore the implications of the identity-expression view for the analysis of political disagreement and argue that, while some political disagreements may be best modeled this way, it is not clear that all of them are: at least sometimes, political disagreements are clearly responsive to the exchange of truth-apt reasons. Indeed, the structure of political disagreements (and some cases of polarization) suggest that truth continues to play an important aspirational role in many political exchanges. This leads us to embrace a pluralist picture of the function of political discourse: political discourse performs multiple functions, including reaching political decisions based on a public exchange of truth-apt reasons, and motivating political action via expressions of identity-forming political commitments. We also draw some broader implications of this pluralist position about the function of political discourse for theories of truth. This includes deflationist approaches to truth making a good fit for expressive uses of political claims in disagreement in attitude, whereas substantive theories of truth appear better suited to explain factual political disagreements. Hannah Arendt develops an immensely attractive account of `judgment', both as a supremely important human mental capacity and with respect to its place in political life, and this account rightly draws attention from a broad array of political theorists. Her essay `Truth and Politics' is one of the texts in which she first articulates this account of judgment. However, the account of truth offered in that essay is full of both puzzles and problems — notably, the (...) puzzle of why Arendt, committed as she is to elevating the dignity of political life, thinks she needs to drive a wedge between politics and truth to the extent that she does in her account of the relation between them. The question pursued in this article is: why does Arendt think that, in order to give judgment and opinion the dignity that are appropriate to them, she needs, as it were, to slander truth as `coercive', `tyrannical', and so on? A prevalent political narrative is that we are facing an epistemological crisis, where many citizens no longer care about truth and facts. Yet the view that we are living in a post-truth era relies on some implicit questionable empirical and normative assumptions. The post-truth rhetoric converts epistemic issues into motivational issues, treating people with whom we disagree as if they no longer believe in or care about truth. This narrative is also dubious on epistemic, moral, (...) and political grounds. It is epistemically dubious in being largely insensitive to the problem of complexity in politics; it is morally dubious because “post-truth” is often a derogatory label for individuals or groups that are deemed stupid, irrational, or morally compromised; and it is a politically toxic neologism because it purports to use the language of ‘truth’ as a weapon against power, yet these truth-claims are often themselves attempts to exert power over others by delegitimizing their perspectives. While it may seem as if truth and democracy are on especially bad terms lately, politics and truth have long had a vexed relationship, and moral panics about the value of truthfulness in politics are as old as politics itself. This article employs Bonnie Honig’s concepts of refusal and intensification to conceptualize the ancient practice of ‘parrhesia’ as a form of conflictual, political truth-telling. This entails envisaging political truth-telling as an intense, agonal practice that does not establish unalterable foundations but takes part in world-building practices. To this end, I first reconstruct parrhesia as an agonistic practice of truth-telling. Against this background, I take up Honig’s concept of intensification to make sense of parrhesia’s intricate (...) class='Hi'>political stakes with reference to Euripides’s Ion tragedy. Finally, I reenvisage the bacchants’ secession to Cithaeron against the backdrop of Michel Foucault’s analysis of the cynic tradition, where parrhesia turns into a subversive political practice of displaying and prefiguring other forms of existence and social relations. Recent discussion in democratic theory has seen a revival of interest in pragmatism. Drawing on the work of C. S. Peirce, Cheryl Misak and Robert Talisse have argued that a form of deliberative democracy is justified as the means for citizens to assure themselves of the truth of their beliefs. In this article, I suggest that the Peircean account of deliberative democracy is conceived too narrowly. It takes its force from seeing citizens as intellectual inquirers, something that I argue (...) is both problematic in itself and relies on a controversial understanding of truth and inquiry. The article goes on to propose reasons for favouring a Deweyan rather than a Peircean account of democracy, one in which deliberation is seen not simply as a matter of arriving at the truth, but as part of a broader view of human flourishing. After exploring the theory and practice of politics in ancient China, ancient India, and modern Europe, Scharfstein argues that the justification for deception and force is inseparable from political life and assesses the chances for a better political future.

This paper presents a conception of corruption informed by epistemic democratic theory. I first explain the view of corruption as a disease of the political body. Following this view, we have to consider the type of actions that debase a political entity of its constitutive principal in order to assess corruption. Accordingly, we need to consider what the constitutive principle of democracy is. This is the task I undertake in the second section where I explicate democratic legitimacy. I (...) present democracy as a procedure of social inquiry about what ought to be done that includes epistemic and practical considerations. In the third section, I argue that the problem of corruption for a procedural conception of democracy is that the epistemic value of the procedure is diminished by corrupted agents’ lack of concern for truth. Corruption, according to this view, consists in two deformities of truth: lying and bullshit. These deformities corrupt since they conceal private interests under the guise of a concern for truth. In the fourth section, I discuss the difficulties a procedural account may face in formulating solutions to the problem of corruption. (shrink)

This book engages with post-truth as a problem of societal order and for scholarly analysis. It claims that post-truth discourse is more deeply entangled with main Western imaginations of knowledge societies than commonly recognised. Scholarly responses to post-truth have not fully addressed these entanglements, treating them either as something to be morally condemned or as accusations against which scholars have to defend themselves (for having somehow contributed to it). Aiming for wider problematisations, the authors of this book (...) use post-truth to open scholarly and societal assumptions to critical scrutiny. Contributions are both conceptual and empirical, dealing with topics such as: the role of truth in public; deep penetrations of ICTs into main societal institutions; the politics of time in neoliberalism; shifting boundaries between fact - value, politics - science, nature - culture; and the importance of critique for public truth-telling. Case studies range from the politics of nuclear power and election meddling in the UK, over smart technologies and techno-regulation in Europe, to renewables in Australia. This paper on post-truth politics argues that to the extent that one wants to understand political discourses generally (post-truth political discourses in particular), it is crucial to see them as circulating talk that performs rather than reports. This implies a shift in focus. Many react strongly to ‘post-truth’ assertions by appealing to evidence, objectivity, facts and truth. In this paper, it is suggested that, when analysing political discourses, there is no point asking, ‘Is (...) it true?’ One should rather ask, ‘What happens as a result?’ Understanding political discourses as performative demands that the resulting doing, transforming and changing may transcend established parameters and known patterns. That also means problematising the types of argument allowed, or discourse considered appropriate, in a given situation. What, then, is the force within the performative discourse driving transformation? What role does intention play? And who—if anybody—can be designated as the master of the discourse? One way of answering these questions is to broaden the perspective of what happens in verbal exchanges. The hearer-speaker relation is fundamental, one in which meaning is shaped and the performative force is formed. A political discourse in general, and a post-truth political discourse in particular, cannot do and perform—cannot function—in a vacuum. This evokes serious questions about accountability and responsibility and also about human action and freedom. (shrink)

ABSTRACT“Post-truth” politics is often framed as a failure of the competition of idea­s. Yet there are different ways of thinking about the competition of ideas, with different implications for the way we understand its benefits and risks. The dominant way of framing the competition of ideas is in terms of a marketplace, which, however, obscures the different ways ideas can compete. Several theorists can help us think through the competition of ideas. J. S. Mill, for example, avoided the metaphor (...) of the market by focusing, instead, on competition as the testing of arguments in adversarial encounters before a critical audience. Georg Simmel, alternatively, conceived of competition as a form of indirect conflict, where two individuals strive in parallel to gain audience approval. This view emphasizes innovation and creativity in the competition of “all for all.” More recently, theorists have developed the market logic of competition by thinking of a marketplace not for ideas but for rationalizations. This articulates some of the features of Simmel’s view of competition, but underestimates the degrees of constraint required to secure the goods of competition. Ultimately, recognizing these different modes of competition in the public sphere can enrich our theories of deliberative democracy and sharpen our view of the problem of “post-truth” politics. In this response to Chin’s The Practice of Political Theory: Rorty and Continental Thought, I complete two tasks. First, I clarify that Chin’s project is a metatheoretical one, aiming to reconstruct Rorty’s account of political theory as practice. Second, I claim that this reconstruction makes it possible to respond, on Rorty’s behalf, to charges that his position is complacent and acquiescent, especially as it relates to the contemporary issue of post-truth politics.

There is no more important question in thinking about life-and actually living-in political community than whether it is to be permeated by, and purposefully oriented around, the main truths about human flourishing. It is at least paradoxical that, precisely when the state and its law and political life are shaping people's lives more and more, the professed roots of all this influence are growing thinner, more shallow. Lawmakers who profess and in many cases even think they should be (...) "neutral" about values are more involved with how persons' lives go than, perhaps, ever before. Of course, any community which has lost faith in the truth about human wellbeing is going to be quite befuddled by the question. But the perennial centrality of the question about truth and politics can be obscured for understandable reasons. One is the immediate urgency of so many practical challenges, such as settling the defense or state budget, protecting against terrorist attack, or deciding what to do about a nuclear-armed North Korea. Attention to the fundamental question is attenuated, too, by focus upon diffuse problems which affect nearly everyone daily, such as getting good healthcare coverage or creating jobs. Significant public debates about moral issues affecting policy are still common. But they tend to be episodic, and wary of getting down to foundations. When Americans argue today about immigration policy and capital punishment, for instance, they rely upon profound ethical beliefs. All too often, however, they link these commitments not to the objective moral truth at the heart of the matter, but instead to past practices, or to communal identity as a matter of fact who we are!"). In this article I try to prove that John Rawls, in his lectures published in _Political Liberalism_ and later works, recommended the independence of one’s world-view and politics, and that at the same time he allowed the existence of non-conflicting factual truths in politics. Post-truth politics has been diagnosed as harmful to both knowledge and democracy. I argue that it can also fundamentally undermine epistemic autonomy in a way that is similar to the manipulative technique known as gaslighting. Using examples from contemporary politics, I identify three categories of post-truth rhetoric: the introduction of counternarratives, the discrediting of critics, and the denial of more or less plain facts. These strategies tend to isolate people epistemically, leaving them disoriented and unable to distinguish between (...) reliable and unreliable sources. Like gaslighting, post-truth politics aims to undermine epistemic autonomy by eroding someone’s self-trust, in order to consolidate power. Shifting the focus to the effects on the victim allows for new insights into the specific harms of post-truth politics. Applying the concept of gaslighting to this domain may also help people recognize a pernicious dynamic that was invisible to them before, giving them an important tool to resist it. (shrink)

The authors take up Amy Allen's suggestion that while Foucault's work may be able to support a certain type of self-critique and self-development, it does not permit the kind of interpersonal relations that are necessary for the development of intersubjective meaning in struggles against imposed identities. The authors contend that for Foucault, relations of ‘truth’ play an important constitutive role in subjectivities, and that understanding the ‘politics of ourselves’ in the context of this truth shows not only an (...) openness to meaningful interpersonal relations, but also that these relations are capable of generating the conceptual and normative resources necessary for resisting socially imposed subjectivities. Political deliberation and decision-making typically take place in circumstances of substantial uncertainty about what should be done. Some of this uncertainty concerns decision-relevant empirical facts and some of it concerns decision-relevant normative facts. It is widely accepted that uncertainty about empirical facts should make us cautious and that political justification must take such uncertainty into account. Some have argued, however, that uncertainty about empirical and normative facts is not symmetrical, and that normative uncertainty does not demand the same (...) caution. Existentialist philosophy offers an understanding of how trying to eliminate ambiguities that inevitably mark the human condition only seemingly leads to freedom. This existentialist outlook can also serve to shed light on how democratic politics may similarly show tendencies which aim at overcoming immanent tensions. Such tendencies in democratic politics can be clarified using Sartre’s notion of ignorance – and truth as its counterpart. His concept of ignorance goes beyond merely facts or knowledge and refers to a mode of (...) being. It expresses a subject’s desire to avoid, rather than confront, resistances stemming from the world. Based on a distinction of different forms in which this orientation can manifest itself, this article shows how democratic politics, too, can be threatened by ignorance as a way of doing politics. This ignorance comes in different guises which all express a desire to eliminate tensions that democratic politics cannot overcome without undermining itself. (shrink)

Why should we seek and tell the truth? Does anyone know what truth is? Many are skeptical about the relevance of truth. Truth Matters endeavours to show why truth is important in a world where the very idea of truth is contested. Most scholars agree that truth is propositional, being expressed in statements that are subject to proof or disproof. This book goes a step farther: yes, propositional truth is important, but truth is more than propositional. To recognize how it is more than propositional is crucial for understanding why truth truly matters. How should we share the truth about the environmental crisis? At a moment when even the most basic facts about ecology and the climate face contestation and contempt, environmental advocates are at an impasse. Many have turned to social media and digital technologies to shift the tide-but what if their strategy is not only flawed, but dangerous? The Truth about Nature follows environmental actors as they turn to the internet to save nature. It documents how conservation efforts are (...) transformed through the political economy of platforms and the algorithmic feeds that have been instrumental to the rise of post-truth politics. Developing a novel account of post-truth as an expression of power under platform capitalism, Bram Büscher shows how environmental actors attempt to mediate between structural forms of platform power and the contingent histories and contexts of particular environmental issues. Bringing efforts at wildlife protection in Southern Africa into dialogue with a sweeping analysis of truth and power in the twenty-first century, Büscher makes the case for a new environmental politics: one that radically reignites the art of speaking truth to power. In this thesis, I defend John Rawls’s assertion that political liberalism does not use the concept of truth. I respond to objections from Joshua Cohen and David Estlund. I argue that Cohen fails to show that public reason needs a minimalist conception of truth, since individuals with a range of conceptions of moral truth can meet the requirements of public reason. I dispute Estlund’s argument that the liberal principle of legitimacy is merely insular. Estlund assumes that (...) the claim that the liberal principle of legitimacy is reasonable is no different than the claim that the principle is acceptable to reasonable persons. I argue that this assumption is incorrect, and that therefore the liberal principle of legitimacy is justifiable on the grounds that it is reasonable. I argue that political liberals need not worry that doing without the concept of truth will undermine the semantic coherence or objectivity of political liberalism. (shrink)

In his excellent essay, ‘Nudges in a post-truth world’, Neil Levy argues that ‘nudges to reason’, or nudges which aim to make us more receptive to evidence, are morally permissible. A strong argument against the moral permissibility of nudging is that nudges fail to respect the autonomy of the individuals affected by them. Levy argues that nudges to reason do respect individual autonomy, such that the standard autonomy objection fails against nudges to reason. In this paper, I argue that (...) Individuals, organizations, and institutions adopt prominent people as political symbols for a variety of reasons. They then produce conflicting memories and images of their chosen symbols. In this article we argue that multiple representations of celebrated public figures should not only be viewed in terms of a choice between "truths" and "lies." Using the case of Chief Albert Luthuli, the president of the African National Congress from 1952 to 1967, we show that secrets and silences about aspects of his (...) political life would make it difficult for anyone to establish the veracity of competing memories which have been produced around his name since his death in 1967. We argue that many "Luthulis" were produced for different purposes and at different times during this period. We therefore suggest that to understand the motives for the making of the various images of Luthuli we need to explore in some depth the contexts in which they were made. (shrink)

In light of the recent debate over post-truth or post-fact politics, Arendt’s work provides important insights on the relationship between truth and politics. While some scholars argue that Arendt regards truth as antagonistic to politics, others focus on her notion of truth of facts in politics. We assert that, for Arendt, truthfulness is essential for politics, but the truthfulness of political actors involves more than the willingness to acknowledge and recognise facts. We read Arendt’s essay (...) “Socrates” and elicit three expectations regarding the truthfulness of political actors: the willingness to constitute one’s own doxa, the willingness to actively engage in dialogue with others and relate one’s doxa to theirs, and the willingness to develop an ongoing practice of “enlarged thought” by sustaining a mental conversation with a variety of doxai in one’s imagination. We find that this threefold notion of truthfulness is of ultimate political importance since it plays an essential role in the human ability to bring to life relationships of plurality and to constitute a “common world.” Our analysis allows us to articulate the challenges associated with practicing truthfulness in the contemporary political realm and the conditions that could enable political actors to take on this practice. Despite their strong transnational links and support in the second half of the 1990s, Turkish NGOs have not yet had a “tremendous” impact on domestic political and social change. But new points of contact have been established in the public sphere between governmental agencies and the IHV and IHD, with both sides engaged in an argumentative process, which may, in the long run, lead to the subscriptive phase of “human rights talk” and deed. The general tenor of this essay (...) may lend itself to suggesting two prerequisites for establishing such a sustainable human rights regime in this geography: the first is “capacity building”, the other is grounding this regime in an accurate perception of the structures of power, domestic and international, so as to “integrate” the human rights bundle into all aspects of life, at all levels, within all traditions and institutions by empowering the community into the language of human rights. Most of all, integration of human rights into a liberal democratic order requires coming to terms with the past.Capacity building can be defined in different terms: in the words of Mary Robinson, the UN High Commissioner for Human Rights, it is “facing-up to the bullies.” It is a cliché that the legalistic entrenchment of human rights is sufficient guarantee against their violation. It is almost unrealistic to expect a system to volunteer to set up a human rights regime that will limit and cripple the power it wields. So, what to do? Mary Robinson suggests a “national plan,” as, opposed to fragmented political notions, building a sustainable model with strong bricks and mortar. As Robinson notes, “even where there are plans, plans without effective strategies for implementation are empty vessels.” We could add more: in contexts like Turkey where “special circumstances” provide the pretext for legitimating an anti-human rights discourse, Mary Robinson's national plan's chances of success depend on building a strong survival capacity for any civilian government that works to bring, itself, the urban middle classes, civil society and the military into the realities embedded in human rights. Democracy is in crisis in the United States and in many countries around the world. Democracies are forged in the wake of oppression. At first there is trust among those with a common cause. But maintaining unity is a continual challenge. Many nations that started on a path to democracy in this century now are reverting to autocracy. Their elected leaders maintain support by pitting one part of the population against the other as they threaten those who challenge them. They (...) exert their authority by repeating mistruths and intimidating the press. Internal divisions in the United States now threaten that it will tread that path. In the US and other democracies equality and human dignity still have not fully been realized. In every generation we must renew our commitment to democratic principles and their meaning for our time. (shrink)
