For decades, policy-makers in government, development banks and foundations, NGOs, researchers and students have struggled with the problem of how to protect people who are displaced from their homes and livelihoods by development projects. This book addresses these concerns and explores how debates often become deadlocked between 'managerial' and 'movementist' perspectives. Using development ethics to determine the rights and responsibilities of various stakeholders, the authors find that displaced people must be empowered so as to share equitably in benefits rather than (...) being victimized. They propose a governance model for development projects that would transform conflict over displacement into a more manageable collective bargaining process and would empower displaced people to achieve equitable results. Their book will be valuable for readers in a wide range of fields including ethics, development studies, politics and international relations as well as policy making, project management and community development. Traditionally, in deciding whether some strategy or action in war is proportionate and necessary and thus permissible both international law and just war theory focus exclusively on civilian deaths and the destruction of civilian infrastructure. I argue in this paper that any argument that can explain why we should care about collateral killing and damage to infrastructure can also explain why collateral displacement matters. I argue that displacement is a foreseeable near-proximate cause of lethal harm to civilians and (...) is relevant for proportionality and necessity calculi. Accepting my argument has significant consequences for what we are permitted to do in war and for what obligations we have towards refugees that result from our actions in war. (shrink)

Drawing on a conception of people as ‘ecological subjects’, creatures situated in specific social relations, locations, and material environments, I want to emphasize the importance of place and place‐making for basing, demonstrating, and forging future solidarity. Solidarity, as I will define it here, involves reaching out through moral imagination and responsive action across social and/or geographic distance and asymmetry to assist other people who are vulnerable, and to advance justice. Contained in the practice of solidarity are two core ‘enacted commitments’, (...) first, to engaging our moral imaginations and recognizing others in need and, second, to responsive action. Recognizing the suffering of displacement and responding through place‐making should follow from even the most simplistic understanding of people as ‘implaced’. Recognition, furthermore, that places are created and sustained, transformed, or neglected in ways that foster or perpetuate inequities, including health inequities, generates responsibilities concerning place‐making. Place‐based interventions, on either count, should be principal and, indeed, prioritized ways of showing solidarity for the vulnerable and promoting justice. Where solidaristic relations do not prevail, place‐making can catalyze and nurture them, and over time advance justice. On the moral landscapes of bioethics, the terrain where care and health are or should be at the center of attention, an ethic of place and place‐making for those who have been displaced – patients, the elderly, urban populations, and asylum‐seekers, for instance – expresses and has rich potential for nurturing bonds of solidarity. Climate change is reshaping patterns of displacement around the world. Extreme weather events destroy homes, environmental degradation threatens the viability of livelihoods, sea level rise and coastal erosion force communities to relocate, and risks to food and resource security magnify the sources of political instability. Climate displacement—the displacement of people driven at least in part by the impacts of climate change—is a pressing moral challenge that is incumbent upon us to address. -/- This book develops a political (...) theory of climate displacement. Most work on climate displacement has tended to take an idealized ‘climate refugee’ as its focus. But focusing on the figure of the climate refugee obscures the complexity and heterogeneity of climate displacement. Instead, this book takes the empirical dynamics of climate displacement as its starting point. It examines the moral and political problems raised by the interaction of climate change and displacement in five domains: community relocation, territorial sovereignty, labour migration, refugee movement, and internal displacement. In each context, climate displacement raises distinct questions, which this book explores on their own terms. At the same time, this book treats climate displacement as a unified phenomenon by examining the overarching questions of responsibility and fairness that it raises. The result is an empirically grounded political theory that both maps the conceptual terrain of climate displacement and charts a course for meeting the moral challenge that it raises. (shrink)

How might the agency of the subaltern be conceptualized within the intersection of multiple worlds? Actor-network theory’s translation framework for understanding agency portraying this as entrepreneur and talking of a world in the making is arguably “imperialist,” “managerial,” and “monolithic.” Draws from the enactment turn of ANT and insights into the politics of representation, this article elaborates an alternative framework which focuses on displacement. By examining the case of dialysis patients, the article explores the displacing practices that follow the (...) disruption of routines in dialysis. Patients have to go through a process of problematization, distribution, hybridization, and restabilization, in order to sustain the coexistence of their alternative practices with dialysis. Unlike entrepreneurs in the translation model who transform the world by interesting others, enduring trials, and becoming spokespersons for all, those patients who manage to displace and sustain the coexistence of multiple worlds avoid interesting, still less confronting, the hegemonic actors and claiming representation for themselves. Dynamic mental images are co-constitutive of the determinations of reality and possibility under which our senses of life open and unfold. Ultimately, this dynamic sense of images introduces the difficulty of thinking in light of their role in the configuration of human knowledge and their power over interpretations and determinations of the many senses of beings. This relationship between images and philosophical knowledge is further complicated when one looks at it from the perspective of a colonized consciousness. In such cases (...) self-knowledge and the very possibility of philosophical knowledge depend on images that are not one's own. This makes the articulation of the senses of distinct existences an impossible project. By looking at the work of Fanon, Anibal Quijano, and Alfredo Jaar, this article discusses how such pernicious images occur in spite of one's distinct sense of existence, and how the distorted displacement of existence may be challenged and overcome. Should we mke an effort to revitalize politics? This book with its its collection of essays challenges such an oxymoronic phrase. DISPLACEMENT OF POLITICS implies that politics only takes place by displacing itself, by way of constant self-transformation. The dynamics of politics can only be captured by moving concepts, addressed by poltiical theory in contrast.

In this article, we examine disability and eugenics discourses and the ways they function in spaces where vulnerable persons have been historically excluded by the state and blamed for their own “immiseration.” We ask how queer theories of repudiation, abjection, and vulnerability lend insight into the ways that people with intellectual disabilities are discursively located outside normative discourses of home, care, and quality of life, and whether these discourses shifted to serve this vulnerable population when historically the very places in (...) question repudiated them, infringed on their human rights, and questioned their sexuality. To address these questions, we focus on the recent and impending closures of Virginia’s Training Centers, residential institutions for persons with intellectual disabilities now scheduled for staggered closures before 2020. From the perspective of free speech theory, both of the central First Amendment values - human autonomy and deliberative democracy - require robust protection for the places and spaces in which speech and public discourse occur. This Article argues that current Supreme Court doctrine does not effectively protect speech from content neutral regulation of place. The problem is that remaining neutral is consistent with policies that would dislocate the very place for the “marketplace of ideas.” Moreover, free speech theory focused (...) on autonomy and deliberative democracy has not adequately addressed the role that place plays in furthering these values. Speech may be, and increasingly in practice is, suppressed by control of the places and spaces where speech occurs. Limitations on public expressions critical of administration policies at Presidential events is a key example of the regulation of speech through the regulation of place. Dissent is increasingly displaced with the consequence that the figure of dissent risks disappearing from public discourse. Employing aspects of Hanna Arendt's political philosophy, this Article argues that we need to re-think and re-articulate the importance of public places for our free speech tradition. Personhood and human autonomy, as well as robust public debate, can only exist and develop in fullest form within social structures that provide public places and spaces for human interaction and discourse. Fundamentally, as Arendt suggests, we protect public appearances for public discourse not simply for its instrumental value for deliberation, but for the intrinsic value of creating persons and citizens in their fullest form. With a focus on appearance and racialised perceptions of skin colour, this paper discusses the differences between being and feeling acceptable, pretty or ugly and the possibility of such displacement (from being to feeling or vice versa), as a way to understand what beauty does in people’s lives. The paper explores the fragility of beauty in relation to the visibility of the body in specific racialised contexts. It investigates the claim that beauty can be considered a feeling that emphasises (...) processes (what beauty does) rather than contents (what beauty is). Drawing from life stories with Mexican women, I examine their concerns about visibility, temporality and appearance as expressions of racist practices and ideas, within a context where the racial project of mestizaje (racial mixture) is in operation. Beauty matters as it makes evident the pervasiveness of racism in the everyday. The lived experience of beauty, in its displacement and fragility, as a feeling and as resource, can also point to some of the strategies to resist, cope and get on. (shrink)

Displacement acts, once a hot topic in ethology, but wrapped in silence for two decades since, have recently been suggested to indicate and relax social tension (Maestripieri et al., 1992; Wiepkema, 1987). The first of these contentions seems to be in contradiction with some of the classical ethological studies of displacement behaviour, in particular those supporting the disinhibition hypothesis, since the latter would not predict any positive correlation between amount of tension (i.c. intensity of the conflict) and the (...) occurrence of displacement acts.A critical examination of these studies reveals that a positive correlation of the sort has been found, but that proponents of the disinhibition hypothesis tried to explain it in terms of their own model, rather than taking it at its face value. (The reason for this is that they viewed it as pleading for the surplus hypothesis which they rejected). It can be shown that at least some of their explanations are grounded on assumptions which are arbitrary. Also, the disinhibition hypothesis does not account for the occurrence of displacement behaviour in contexts with tension but without conflict. (shrink)

We use the myth of Pygmalion as a lens to investigate and frame the relationship between women and artificial intelligence (AI). Pygmalion was a legendary ancient king of Cyprus and sculptor. Having been repulsed by women, he used his skills to create a statue, which was imbued with life by the goddess Aphrodite. This can be seen as one of the primordial AI-like myths, wherein humanity creates intelligent life-like self-images to reproduce or replace ourselves. In addition, the myth prefigures historical (...) and present gendered dynamics within the field of AI and between AI and society at large. Throughout history, the theme of women being replaced by inanimate objects (e.g. automata, algorithms) has been repeated, and continues to repeat in contemporary AI technologies. However, this socially detrimental pattern in technology — what we dub Pygmalion displacement — is often overlooked, whether due to naive excitement about new developments, or due to an unacknowledged sexist history of the field itself. As we demonstrate herein, Pygmalion displacement prefigures heavily, but in an unacknowledged way, in the original Turing test, the imitation game: a central thought experiment, foundational to AI. With women, and the feminine generally, being both dislocated and erased from and by technology, AI is and has been (presented as) created mainly by privileged men, subserving capitalist patriarchal ends. This poses serious dangers to women and other marginalised people. By tracing the historical and ongoing entwinement of femininity (from a patriarchal perspective) and AI, we aim to understand, make visible, and start a dialogue on the ways in which AI harms women. Falk's contribution to a continuity theory of the origins of language would be complemented by an account of the origins of displaced reference, a key characteristic distinguishing human language from animal signaling systems. Because deception is one situation in which nonhumans may use signals in the absence of their referents, deception may have been the starting point for displaced reference.

If all dependent expressions were adjacent some variety of immediate constituent analysis would suffice for grammar, but syntactic and semantic mismatches are characteristic of natural language; indeed this is a, or the, central problem in grammar. Logical categorial grammar reduces grammar to logic: an expression is well-formed if and only if an associated sequent is a theorem of a categorial logic. The paradigmatic categorial logic is the Lambek calculus, but being a logic of concatenation the Lambek calculus can only capture (...) discontinuous dependencies when they are peripheral. In this paper we present the displacement calculus, which is a logic of intercalation as well as concatenation and which subsumes the Lambek calculus. On the empirical side, we apply the new calculus to discontinuous idioms, quantification, VP ellipsis, medial extraction, pied-piping, appositive relativisation, parentheticals, gapping, comparative subdeletion, cross-serial dependencies, reflexivization, anaphora, dative alternation, and particle shift. This study reconceptualizes violence as the violation of value-laden boundaries through a close reading of the Death and the Displacement of Beauty trilogy by feminist philosopher of religion Grace M. Jantzen. Given the inherent normativity of the concept, it is difficult to imagine how violence could avoid simply becoming a tool in the hands of the powerful who would define it in polemical or coercive ways. But Jantzen’s work runs counter to a fatalistic treatment of the term by seeking (...) the redemption of the present and a therapeutic approach to the violent pathologies of philosophy. Through a radical reconfiguration of the relationship between mortality and natality, Jantzen both diagnoses and critiques the death-obsessed moral imaginary of modernity. In response, I argue that Jantzen’s sophisticated methodological resistance to an ontology of violent displacement provides an important counter-narrative to the violent metanarratives of modernity that order origins and ends in absolutizing, universalizing, and totalizing ways. This paper sets out a research agenda for a political theory of climate displacement, by critically examining one prominent proposal—the idea of a normative status for ‘climate refugees’—and by proposing an alternative. Drawing on empirical work on climate displacement, I show that the concept of the climate refugee obscures the complexity and heterogeneity of climate displacement. I argue that, because of this complexity and heterogeneity, approaches to climate displacement that put the concept of the climate refugee (...) at their centre will fail to treat like cases alike and relevantly different cases differently. In response to these failings, I outline an alternative—the pluralist theory of climate displacement—which confronts the specific challenges that climate displacement poses in different practical and institutional contexts, whilst also treating climate displacement as a unified phenomenon at the second-order level of burden-sharing. As of the time of writing of this paper (January 2023), Russia’s invasion of Ukraine has caused a European refugee crisis, death and displacement of countless Ukrainians, worldwide food shortage, fuel crisis and inflation. By comparing the Ukrainian example and the book of Ruth, this paper demonstrates that the effects of forced migration, food shortage and arrested economic productivity are tilted against women. This results in sudden stati of family headship and breadwinner, inability to provide meals for or stabilise (...) the family, and difficulty in attempting to re-establish a livelihood due to the double burden of care. The methodology of the paper is qualitative and gendered. In its interpretation of the biblical text, it is also allegorical and literary while for gathering the Ukrainian data, it is textual. One of the key findings of the study is that during displacement and crisis, women, unlike their male counterparts, tend to carry the family with them wherever they go, which means that women bear the greater burdens of these variables by far. The discussions in the sections of the paper merge the gendered situations, mindsets and events of the book of Ruth with those of the Ukrainian context.Contribution: Using the examples of the Russo Ukrainian war and the character of the biblical book of Ruth, this article examines the effects of displacement, food crisis and arrested economic production on women. This topic is aligned with the journal’s focus on religion, gender equality and environmental preservation, all of which fall within the journal’s scope. (shrink)

This article develops a normative theory of the status of ‘internally displaced persons’. Political theorists working on forced migration have paid little attention to internally displaced persons, but internally displaced persons bear a distinctive normative status that implies a set of rights that its bearer can claim and correlate duties that others owe. This article develops a practice-based account of justice in internal displacement, which aims to answer the questions of who counts as an internally displaced person and what (...) is owed to internally displaced persons (and by whom). The first section addresses the question of who counts as an internally displaced person by offering an interpretation of the conditions of non-alienage and involuntariness. The second section articulates an account of what is owed to internally displaced persons that draws on and refines the idea of ‘occupancy rights’. The third section sets out an account of the role of the international community in supplementing the protection of internally displaced persons by their own states. (shrink)

A body of work has emerged in political philosophy which can be termed ‘the ethics of migration’. Within that literature, there has been an increased focus on issues of displacement and protection...

An attempt to come to grips with the problem of how we acquire new concepts or how we develop new theories. Mr. Schon builds his theory on the basis of the idea that we do deal with new situations, or with old situations in new ways, and that we can do so only in terms of "old" theories—concepts which apply literally to other situations. He argues that we do so by "displacing" such concepts, using them as metaphors or projective models (...) for the new situation. This displacement both yields new concepts and conserves old assumptions uncritically. Mr. Schon devotes much attention to the role and nature of the metaphorical use of concepts, yet he fails to develop an explicit theory of their literal use.—K. P. F. (shrink)

We identify three distinct ethical problems that can arise with risk displacement. Risk displacement is the shifting of extant risk from one or more individuals to other individual(s) such that the reduction of risk to the first group is causally implicated in increasing risk to the second group. These problems are: concentration of risk in inequitable ways; transfer of risk to already vulnerable or disadvantaged populations; and exercise of undue influence over potential research participants. The first two arise (...) in both public policy and research initiatives, whereas the third is a special concern that only applies to research initiatives. We argue that when one or more of these is of high magnitude, then the study or policy intervention may be ethically wrong. Finally, we conclude that although some risk displacement is ethically permissible, researchers and policymakers still have ethical reasons to reduce the magnitude of these problems. (shrink)

Using a sample of 652 college students, we examined several implications of the hypothesis that the shape of the human penis evolved to enable males to substitute their semen for those of their rivals. The incidence of double mating by females appears sufficient to make semen displacement adaptive (e.g., one in four females acknowledge infidelity, one in eight admit having sex with two or more males in a 24-hour period, and one in 12 report involvement in one or more (...) sexual threesomes with two males). We also document several changes in post-ejaculatory behavior (e.g., reduced thrusting, penis withdrawal, loss of an erection) which may have evolved to minimize displacement of the male’s own semen. Consistent with predictions derived from a theoretical model (Gallup and Burch 2006), we discovered that most females report waiting at least 48 hours following an instance of infidelity before resuming sex with their in-pair partners. Is displacement possible without language? This question was addressed in a recent work by Liszkowski and colleagues . The authors carried out an experiment to demonstrate that 12-month-old prelinguistic infants can communicate about absent entities by using pointing gestures, while chimpanzees cannot. The main hypothesis of their study is that displacement does not depend on language but is, however, exclusively human and instead depends on species-specific social-cognitive human skills. Against this hypothesis, we will argue that a symbolic representation (...) is needed to intentionally communicate absence and that this symbolic representation is tied to language. Moreover, data on the expression of displacement in home-sign systems will be taken into consideration. In light of this data, and in opposition to Liszkowski et al.'s claim, this paper will argue that displacement gestures are not foundational to language. Instead, they predate and predict .. Many economists have argued convincingly that automated systems employing present-day artificial intelligence have already caused massive technological displacement, which has led to stagnant real wages, fewer middle- income jobs, and increased economic inequality in developed countries like Canada and the United States. To address this problem various individuals have proposed measures to increase workers’ living standards, including the adoption of a universal basic income, increased public investment in education, increased minimum wages, increased worker control of firms, and investment in (...) a Green New Deal that will provide substantial employment in transitioning to green energy, buildings, and agriculture. In this paper I argue that both left-wing and right-wing positions in political philosophy, such as John Rawls’s Justice as Fairness and Robert Nozick’s Entitlement Theory, are committed to the conclusion that we should take political action to counteract the effects of technological displacement by undertaking such measures to increase workers’ living standards. In this essay, I examine the concept of the refugee within the context of liberal political theory. The argument is that the refugee is displaced both in political practice and political theory – theory has a topology, and inside and an outside, such that even if the refugee as a concept does enter within its boundaries it does so as a marginal figure, constructed as problematic. However, liberal political also has a topography when it comes to the refugee question – (...) it is not just insider theory, but theory constructed within a particular kind of state in a particular location in the world. This means the extent to which liberal political theory can answer the refugee question is limited. The main challenge for theory, I argue, is not to come up with an answer to the refugee question, but to construct a context within which the refugee is an equal participant in the process of arriving at an answer. In this paper I argue that the stretch of dialogue from 385 b 2–d 1 in the Cratylus does not belong where it is found in the MSS. , but fits rather between 387 c 5 and 387 c 6. I suggest further that at any rate my negative thesis receives some measure of support from the fragments of Proclus' commentary on the dialogue.

Nuestra propuesta de lectura se pregunta por el sentido que adquieren los géneros elegidos por la autora para llevar a cabo el ejercicio de memoria y el ejercicio testimonial. Se evidencia en el análisis el desplazamiento de los propósitos discursivos del formato árbol genealógico y (...) del género crónica de viaje, la apropiación político-discursiva del mandato judío de hacer memoria y la emergencia de cartografías migrantes imaginadas.: In this paper we are interested in investigating how the I of the referential text Volverse Palestina, by the Chilean writer Lina Meruane, is constructed, problematizing the relationship between migration and the themes of memory and identity. Our reading proposal asks about the meaning acquired by the genres chosen by the author to carry out memory and testimonial exercises. The analysis shows the displacement of discursive purposes of the family tree format and of the travel chronic genre, the political-discursive appropriation of the Jewish mandate to remember and the emergence of imagined migrant cartographies. Israel’s discursive strategy for legitimizing the displacement of Palestinians in 1948 involved describing it as part of a regional “population exchange.” This argument contributed to three critical characteristics of Israeli citizenship. First, it solidified an understanding of citizenship as a negation of persecution and a haven for would-be Jewish refugees. Second, it tied Mizrahi claims against states across the Middle East to Palestinian claims against Israel. Israel thus exploited Mizrahi refugee rights for its geostrategic interests—a fight against the claims (...) of Palestinian refugees. This had detrimental material consequences for both groups. Third, this strategy contributed to the construction of Palestinians as an “exchangeable remainder” and a demographic threat that could potentially pose a risk to the Jewish majority. Ultimately, Israel irrevocably entangled the displacement histories of three groups: Ashkenazi Jews, Mizrahi Jews, and Arab Palestinians. This Gordian knot remains with us today, and is reflected in a stratified Israeli society. But the vision that this symposium suggests we consider, that of “historical justice,” demands that it be undone. This Article therefore offers a way in which the refugee histories could perhaps one day be disentangled: a program of reparations for the Mizrahi and Palestinian citizens of Israel. (shrink)
