Recommender systems are recently developed computer-assisted tools that support social and informational needs of various communities and help users exploit huge amounts of data for making optimal decisions. In this study, we present a new recommender system for assessment and risk prediction in child welfare institutions in Israel. The system exploits a large diachronic repository of manually completed questionnaires on functioning of welfare institutions and proposes two different rule-based computational models. The system accepts users’ requests via a simple graphical interface, (...) calculates the institutions’ profiles according to user preferences, and presents assessment scores, trends and comparative analyses of the corresponding data using assorted visual aids. Based on the analysis, the system offers three different strategies for objective assessment of the institutions’ functioning and risks. Qualitative and quantitative evaluation of the system’s effectiveness and accuracy demonstrates that it substantially improves the assessment process of a welfare institution. Moreover, it provides an effective tool for objective large-scale analysis of the institution’s overall state and trends, which were previously based primarily on the institution supervisors’ subjective judgment and intuition. In addition, the proposed recommender system has great practical and social impact as it may help identify and avert potential problems, malfunctions, flaws, risks and even tragic incidents in child welfare institutions, as well as increase their overall functioning levels. As a result, as a long-term social implication, the system may also help reduce inequality and social gaps in the Israeli society. (shrink)

Background Antimicrobial resistance (AMR) is a global threat to human and livestock health. Although AMR is driven by use of antimicrobials, it is often attributed to “misuse” and “overuse”, particularly for antibiotics. To curb resistance, there has been a global call to embrace new forms of moral personhood that practice “proper” use, including prescription, dispensing and consumption of antimicrobials, especially antibiotics. This paper seeks to reflect on complex questions about how morality has become embedded /embodied in the AMR discourse as (...) presented in the data collected on antimicrobial prescription, dispensing and use in human and livestock health in Tanzania, primarily focusing on antibiotics. Methods This reflection is anchored on Jarrett Zigon’s morality framework that is comprised of three dimensions of discourse; the institutional, public, and embodied dispositions. The data we use within this framework are derived from a qualitative study targeting human and animal health care service providers and community members in northern Tanzania. Data were collected through 28 in-depth interviews and ten focus group discussions and analysed through content analysis after translation and transcription. In addition, a review of the Tanzania’s National Action Plans on antimicrobial resistance was conducted. Results Application of the framework demonstrates points of convergence and divergence in the institutional morality discourse articulated by the Tanzania National Action Plans, the public discourse and the embodied dispositions/ lived experiences of human and animal health care service providers and community members. We demonstrate that AMR is not just associated with “inappropriate” behaviour on the part of drug prescribers, dispensers, and users but also with shortcomings in health systems and service delivery. Conclusion Antibiotic dispensing and use practices that may be associated with the development of AMR should not be viewed in isolation from the broader health context within which they occur. Abraham Isaac Hakohen Kook (1865-1935) served as the Ashkenazic Chief Rabbi of Erets Israel during the period of the British mandate. Rav Kook was a polymath, equally talented as a Talmudic legalist and rationalist philosopher, on the one hand, and as a mystic and poet, on the other. Today, we would say that he was both "left and right hemisphere." The present collection brings together in English translation Rav Kook's contributions to the field of Jewish history, though perhaps "historiosophy" would (...) be the better word. Rav Kook joins the ranks of those great Jewish thinkers who preceded him in interpretation of history: Maharal of Prague, Moses Hayyim Luzzatto and Zadok Hakohen of Lublin. If Rav Kook's philosophy were to be summed up in a single word, it would be: Kelaliyut or universality. Whereas most of us are held captive by individual events, Rav Kook has a great gift for the overview of history. He brings this gift to bear in his ability to provide perspective on the modern rebirth of Israel against the backdrop of mankind's ongoing spiritual evolution. In the latter regard, his vision has sometimes been compared to that of Teilhard de Chardin and Sri Aurobido, or more recently Ken Wilber. Contained in this collection are Rav Kook's eulogy for Herzl and Rav Kook's remarks at the opening of Hebrew University in Jerusalem.
