The first of its kind, this book is entirely dedicated to the implementation of monetary policy. Monetary policy implementation has gone through tremendous changes over the last twenty years, which have witnessed the quiet end of 'reserve position doctrine' and the return of an explicit focus on short-term interest rates. Enthusiastically supported by Keynes and later by the monetarist school, reserve position doctrine was developed mainly by US central bankers and academics during the early 1920s, and at least in the (...) US became the unchallenged dogma of monetary policy implementation for sixty years. The return of interest rate targeting also corresponds largely to the restoration of central banking principles established in the late 19th century.Providing a simple theory of monetary policy implementation, Bindseil goes on to explain the role of the three main instruments and reviews their use in the twentieth century. Much recent work on natural information has focused on probabilistic theories, which construe natural information as a matter of probabilistic relations between events or states. This paper assesses three variants of probabilistic theories (due to Millikan, Shea, and Scarantino and Piccinini). I distinguish between probabilistic theories as (1) attempts to reveal why probabilistic relations are important for human and non-human animals and as (2) explications of the information concept(s) employed in the sciences. I argue that the strength of probabilistic theories (...) lies in the first project. Probability-raising can enable organisms to draw specific inferences they otherwise could not entertain and I show how exactly they help to explain the behaviour of organisms. In addition, probability-raising warrants inferences by providing incremental inductive support. (shrink)

How can one distinguish the concept of second modernity from the concept of postmodernity? Postmodernists are interested in deconstruction without reconstruction, second modernity is about deconstruction and reconstruction. Social sciences need to construct new concepts to understand the world dynamics at the beginning of the 21st century.Modernity has not vanished, we are not post it. Radical social change has always been part of modernity. What is new is that modernity has begun to modernize its own foundations. This is what it (...) means to say modernity has become reflexive. It has become directed at itself. This causes huge new problems both in reality and in theory. There has been a pluralization of the boundaries within and between societies, between society and nature, between Us and Other, between life and death. This pluralization also changes the inherent nature of boundaries. They become not so much boundaries as a variety of attempts to draw of boundaries. Border conflicts become transformed into conflicts over the drawing of boundaries. Where postmodernism simply celebrates this multiplication of boundaries, the theory of second modernity starts with the problem this new reality poses for individual and collective decisions, and with the problem that the continued existence of such decisions poses for theory. Institutions that are capable of such conscious boundary drawing are enabled in a way that those of the first modernity were not. But this process also generates qualitatively new kinds of trouble and crises. To investigate those troubles is to unveil the emergence of the second modernity. (shrink)

As if they inform us about profound philosophical issues or concerns. Perhaps aspects of them can be dealt with as psychological, anthropological, sociological, biological, political, etc, but dealing with them as if they provide us with some kind of profound philosophical ideas and insights might be stretching the notion of philosophy a bit too far.I’ve wondered about the seeming dichotomy of materialism/physicalism and panpsychism and if they are really the only possible consciousness explanatory positions? How about biologism? That is as if all living biological matter or organisms are conscious, as well as that consciousness (the many types of it) can be explained best by the nature of those phenomena. A biologically restricted form or modification of pan-psychism? The consciousness section is an attempt to provide guidelines for the conceptualization of different meanings of consciousness. When they have been identified they can be explored, for example the nature of the different types, on different levels and in different dimensions, the nature of the processes, aims, objectives, functions. These are mere beginnings. When they have been investigated, can one perhaps begin to develop hypotheses and theories about features, processes, causes, functions, the organs involved, etc. (shrink)

In this paper, we present another case study in the general project of proof mining which means the logical analysis of prima facie non-effective proofs with the aim of extracting new computationally relevant data. We use techniques based on monotone functional interpretation developed in Kohlenbach , Oxford University Press, Oxford, 1996, pp. 225–260) to analyze Cheney's simplification 189) of Jackson's original proof 320) of the uniqueness of the best L1-approximation of continuous functions fC[0,1] by polynomials pPn of degree n. Cheney's (...) proof is non-effective in the sense that it is based on classical logic and on the non-computational principle WKL . The result of our analysis provides the first effective uniform modulus of uniqueness . Moreover, the extracted modulus has the optimal ε-dependency as follows from Kroó 331). The paper also describes how the uniform modulus of uniqueness can be used to compute the best L1-approximations of a fixed fC[0,1] with arbitrary precision. The second author uses this result to give a complexity upper bound on the computation of the best L1-approximation in Oliva 66–77). (shrink)

If identity is to be taken as a relation, not between any object and itself, nor between expressions , but between "intensions" or Fregean "Sinnen" of individual constants , then not only definite descriptions but also grammatically proper names ought to have intensions. This, however, has been repudiated by J. St. Mill and, more recently and more persuasively, by Saul Kripke. So an attempt will be made to interpret proper names as definite descriptions sui generis, namely, "rigid" descriptions referring to (...) the way the bearer of the name is called, in certain contexts, in the real world. “Anchoring” is a tactic used to manipulate negotiation outcomes. It exploits the fact that people base their estimates of unknown quantities on initial values. If they are given these initial values, their estimations are influened by them. We will address whether there is a rational justification for people to be manipulated by anchoring. We will also look at how to recognize in a negotiation situation whether the anchor effect is being used against you, how to use the anchor effect to (...) your benefit, or at least how to defuse it if it is being used against you. Während seines Aufenthalts in Löwen machte Bellarmin Bekanntschaft mit einer humanistisch geprägten Exegese, wie sein Brief an Kardinal Sirleto zeigt, in dem es um die Autorität der Vulgata und deren Verhältnis zu den biblischen Sprachen geht. Auch später wird er sich auf Löwener Theologen berufen. Er war also gut vorbereitet, als er den Auftrag erhielt, an der Revision der durch Papst Sixtus V. publizierten Bibel mitzuwirken, deren Korrekturbedürftigkeit Bellarmin erkannt hatte. Um das Ansehen des Papstes zu schonen, schlug er vor, (...) die Bibel aus dem Verkehr zu ziehen. Der Konsequenzen eines solchen Schritts für das höchste Amt war er sich bewusst. Der in diesem Kontext von Bellarmin verfasste Traktat plädiert für eine weite Interpretation des Trienter Vulgatadekrets. Die Rolle der biblischen Sprachen wird ebenso betont wie die Schwierigkeiten einer Revision des lateinischen Textes. Bellarmins Haltung gegenüber der Sixtusbibel, die sich aufgrund der Bulle Aeternus ille infallibler Autorität zu erfreuen schien, trug ihm später von Jesuiten der Universität Ingolstadt den Vorwurf ein, gegen die Lehre von der päpstlichen Unfehlbarkeit verstoßen zu haben. Ulrich von Wilamowitz-Moellendorff was one of the most prominent German philologists of his time and his work is still well regarded. This book, originally published in 1893, is a detailed analysis of the The Constitution of the Athenians, then usually regarded as a work of Aristotle. Wilamowitz accepts Aristotle's authorship of the famous treatise on the history of the constitution that restored democracy after the oligarchy of the Thirty. Volume 1 investigates the historical sources employed by Aristotle, hypothesising that (...) he was using two now lost works in addition to Herodotus and Thucydides, and that these were likely to be chronicles of events in the city. Volume 2 reconstructs Athenian constitutional history on the basis of the work. PurposeTo evaluate the relationship between intraocular straylight perception and: (i) contrast sensitivity (CS), (ii) halo size, and (iii) hazard recognition distance, in the presence and absence of glare.Subjects and methodsParticipants were 15 (5 female) ophthalmologically healthy adults, aged 54.6–80.6 (median: 67.2) years. Intraocular straylight (log s) was measured using a straylight meter (C-Quant; Oculus GmbH, Wetzlar, Germany). CS with glare was measured clinically using the Optovist I device (Vistec Inc., Olching, Germany) and also within a driving simulator using Landolt Cs. (...) These were presented under both static or dynamic viewing conditions, and either with or without glare. Hazard detection distance was measured for simulated obstacles of varying contrast. For this, the participant was required to maintain a speed of 60 km/h within a custom-built nighttime driving simulator. Glare was simulated by LED arrays, moved by cable robots to mimic an oncoming car’s headlights. Halo size (“halometry”) was measured by moving Landolt Cs outward originating from the center of a static glare source. The outcome measure from “halometry” was the radius of the halo (angular extent, in degrees visual angle).ResultsThe correlation between intraocular straylight perception, log s, and hazard recognition distance under glare was poor for the low contrast obstacles (leading/subdominant eye: r = 0.27/r = 0.34). Conversely, log CS measured with glare strongly predicted hazard recognition distances under glare. This was true both when log CS was measured using a clinical device (Optovist I: r = 0.93) and within the driving simulator, under static (r = 0.69) and dynamic (r = 0.61) conditions, and also with “halometry” (r = 0.70). Glare reduced log CS and hazard recognition distance for almost all visual function parameters.ConclusionIntraocular straylight was a poor predictor of visual function and driving performance within this experiment. Conversely, CS was a strong predictor of both hazard recognition and halo extent. The presence of glare and motion lead to a degradation of CS in a driving simulator. Future studies are necessary to evaluate the effectiveness of all above-mentioned vision-related parameters for predicting fitness to drive under real-life conditions. (shrink)

The dominance of the modern concept of risk and calculability is challenged by and has to be distinguished from “manufactured uncertainties.” Typically today, conflict and controversy flare up around this particular type of new manufactured risk. Neither natural disasters – threats – coming from the outside and thus attributable to God or nature have this effect any longer. Nor do the specific calculable uncertainties – “risks” – which are determinable with actuarial precision interms of a probability calculus backed up by (...) insurance and monetary compensation fall in this category. At the centre of attention today, by contrast, are “manufactured uncertainties.” They are distinguished by the fact that they are dependent on human decisions, created by society itself, immanent to society and thus non-externalizable, collectively imposed and thus individually unavoidable. ZusammenfassungIm Gespräch mit der neueren Naturwissenschaft und Naturphilosophie wird ein Weltbegriff erarbeitet, der sowohl theologisch als auch naturphilosophisch verantwortet ist. Notwendige, nicht hinreichende Bedingung, das freie Wirken Gottes in der Welt denken zu können, ist ein offener Weltbegriff. Jedoch hat die Welt, wie an den Problemkreisen Zeit, Naturgesetz und Materie aufgezeigt wird, nicht nur offene Ränder, sondern »offene Dimensionen« im Inneren. Die Zeit hat den indeterminierten Aspekt der unverfügbaren Gegenwart und der offenen Zukunft, den Naturgesetzen eignet wie allen Weltereignissen generelle (...) Kontingenz und die Materiestruktur ist ohne die Annahme von transzendenter »Kreativität« nicht zu verstehen. Gott kann somit als der das kontingente Weltgeschehen von innen wirkende Schöpfer, seine Transzendenz mithin als unverfügbares, räumliches und zeitliches Innen der Welt gedacht werden.SummaryIn dialogue with the natural sciences and with the philosophy of nature, this article expounds an understanding of “world” which is both rooted in theology and philosophy. The author suggests that an open concept of “world” is a necessary, but not a sufficient condition for the possibility of imagining God's free action in the world. Such calls for the localisation of openness within the midst of the world, not just at its fringes. This will be discussed with regard to the laws of nature, and to the problems of time and matter. Due to the unavailable character of the present and of future, the author proposes to understand time as open and undetermined. Accordingly, both the laws of nature and the wordly events can be interpreted as contingent, while the structure of matter cannot be explained without reference to an inner-worldly “transcendent creativity”. The author concludes that God can be understood as a creator who effects all contingent worldly phenomena from within, and suggests to interpret God's transcendence as spatial and temporal inner side of the world. Relative to the accelerated observer, the zero-point oscillations of each Minkowski plane wave mode have an unusual Fourier spectrum. Its intensity is (i) the same for all plane wave modes, (ii) isotropic, and (iii) that of a thermal ambience (relative to the accelerated frame). The temperature of this ambience is given by the Davies-Unruh formula (...) kT=(ħ/2π)(g/c).
