Taiwan and Kurdistan appear to have little in common, but the progressive values of these two societies embedded within hostile regions make them both natural allies and important strategic assets in the U.S.’s and international community’s long-term fight against authoritarianism and radical religious theocracies. Instead, they have been ignored and/or exploited in the pursuit of short-term geopolitical and economic interests in the Asia-Pacific and Middle East regions, which comes at great cost to American and international values as well (...) as long-term strategic interests, so both citizens and policymakers must consider new approaches. Not the publicly asserted reasons (humanitarianism and self-defense) but cooptation of oil reserves was the objective behind the US invasion of Iraq in 2003. This underlying motive utterly fails to satisfy just war jus ad bellum conditions. This prioritization of petroleum is well documented and is consistent with decades old US policy towards the Middle East, especially as codified by Anthony Cordesman in 1998 and US DoD's Strategic Assessment 1999 and then adopted by Bush II. The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural (...) dynamics is required. In attempting to develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented. "Eighty-one per cent say when making 'an important decision' government leaders 'should pay attention to public opinion polls because this will help them get a sense of the public's views,"' reports the Program on International Policy Attitudes, in Washington.

The exchange actually began with a letter from local Palestinian-American and activist Sylvia Shihadeh, who wrote to Oppel with the complaint that reporting from the Middle East in the U.S. press in general and the Statesman in particular tends unfairly to favor Israel. Oppel reduced the charge to a claim of "censorship" of reporting and stoutly denied the charge: "We don't put a pro-Israeli slant on things." ("Tracking down claims of bias in Middle East reporting," July (...) 23, Austin American-Statesman) In his heart of hearts, I'm sure Oppel believes that, because he conceives of "slant" as something carefully slathered on copy during the production process, like oil-based paint. Yet anyone looking for evidence that mainstream editors (and too many reporters) see the Middle East exclusively through U.S./Israeli foreign-policy spectacles will be able to cite these two Oppel columns as undeniable evidence. Ethical issues regarding research biobanks continue to be a topic of intense debate, especially issues of confidentiality, informed consent, and child participation. Although considerable empirical literature concerning research biobank ethics exists, very little information is available regarding the opinions of medical professionals doing genetics research from the Middle East, especially Arabic speaking countries. Ethical guidelines for research biobanks are critically needed as some countries in the Middle East are starting to establish national research biobanks. Islam is (...) the dominant religion in these countries, and it affects people’s behavior and influences their positions. Moreover, communities in these countries enjoy a set of customs, traditions and social norms, and have social and familial structures that must be taken into account when developing research policies. We interviewed 12 medical professionals from the Middle East currently working with stored tissue samples to document their opinions. We found general agreement. Participants’ primary concerns were similar to the views of researchers internationally. Since children tend to represent a high percentage of Middle Eastern populations, and because children’s bodies are not just small adult bodies, the interviewed professionals strongly believed that it is imperative to include children in biobank research. Participants generally believed that protecting confidentiality is socially very important and that informed consent/assent must be obtained from both adult and child participants. In this article, I discuss prospects for democracy in the Middle East. I argue, first, that some democratic experiments—for instance, Egypt under Mohammed Morsi—are not in keeping with etymological and historical meanings of democracy; and second, that efforts to promote democracy, especially as exemplified in U.N. documents emphasizing universal rights grounded in Western traditions, are possibly totalitarian and also colonialist and hence counter to democratic ideals insofar as they impart one set of values as the only morally acceptable (...) ones. A respectful dialogue in which people from both regions strive to understand conditions giving rise to certain social practices would be more productive than morally superior attitudes, and help all to see areas where their respective cultures could be improved. I conclude by discussing concepts of democratic and pragmatic faith articulated by John Dewey and William James, arguing that democracy will continue to flounder in the Middle East so long as the basic trust implied in these concepts is lacking; and how Westerners might consider this a cautionary tale regarding social attitudes and public policies contrary to democratic life in their own countries. Despite numerous published writings on China's regional role, the world still knows very little about Beijing's perception and strategy. This article seeks to make an intellectual contribution in understanding China's foreign policy and its efforts to participate in East Asian integration. This article argues that under the rhetoric of peaceful development and community building, China's foreign policy is pragmatic and changes with the tide of events in international relations. China's participation in regional integration serves as a good (...) case for examining changes in Beijing's strategy. In the past two decades, China has moved from a reluctant participant of regional affairs to an active participant and potential future leader. China's adjusting role is a consequence of Beijing's pragmatism in policy and its growing economic confidence. Pragmatism has led China to and wait for the proper timing to step onto the world stage. Green Ethical decisions made inside the Beltway sometimes have global consequences. Nowhere is this more true than with respect to the decision by Secretary of State Colin Powell on 21 July 2002 to halt $34 million in U.S. funding for the United Nations Population Fund (UNFPA). Behind this decision (...) lay the forces of America's abortion politics as well as tangled issues in law and bioethics.I became involved in this debate when, in early September 2003, I served as a member of a nine-person delegation of U.S. religious leaders and ethicists that traveled to China to meet with those associated with the UNFPA program there. The delegation was assembled by Frances Kissling, of Catholics for a Free Choice, which also provided support and funding for the necessary travel and administrative services. In China, our contacts included UNFPA administrators, Chinese government officials, and ordinary villagers touched by UNFPA efforts. In the middle of its week-long stay, the delegation left Beijing in three separate groups to travel to remote provincial regions (Hubei, Gansu, and Ningxia). Our goal was to respond to the Bush administration's defunding decision by deepening our understanding of the current Chinese population program and UNFPA's relationship to it. In the course of this enquiry, I encountered challenging questions that drew on my own training in ethics in novel ways. Historical Background UNFPA is the world's largest organization providing family planning and reproductive health services. It was established in 1969 as the United Nations Fund for Population Activities. In 1987, the Economic and Social Council decided to rename it the United Nations Population Fund, but to retain the original abbreviation-acronym. UNFPA works to improve access to and the quality of family planning services in more than 140 of the poorest countries in the world. It is also very active in providing services aimed at preventing the spread of HIV/AIDS. It does not provide abortion services, but works to prevent abortion through family planning and to help countries provide services for women suffering from the complications of unsafe abortion. [End Page 393]Although UNFPA is officially an agency of the United Nations, its budget, currently about $200 million per year, comes from voluntary payments by donors, including UN member states. U.S. funding has been irregular. In 1985, the U.S. House of Representatives passed a foreign operations appropriations measure that has come to be known as the "Kemp-Kasten Amendment." This measure, which has been repassed in substantially unchanged form every year since, forbids funding for "any organization or program which, as determined by the President of the United States, supports or participates in the management of a program of coercive abortion or involuntary sterilization."1 From 1986 on, the Reagan and Bush administrations halted all U.S. funding for UNFPA activities around the world on the grounds that the agency's activities in China caused it to be involved in supporting or participating in the management of a program of coercive abortion or involuntary sterilization, and, hence, put it in violation of Kemp-Kasten.Efforts by the People's Republic of China to slow the increase of its population date from the early 1970s when, in a striking departure from classical Marxist theory, which had insisted on the positive value of added labor power and denied the need for demographic controls, the government imposed a policy of delayed marriage and birth spacing. BackgroundBiobanks have recently been established in several low- and middle-income countries in the Arab region of the Middle East. We aimed to explore the views of biobank managers regarding the challenges, ethical issues, and governance arrangements of their biobanks.MethodsIn-depth semi-structured qualitative interviews were conducted with a purposive sample of eight biobank managers from Egypt, Jordan, and Sudan. Interviews were performed either face-to-face, by phone, or via Zoom and lasted approximately 45–75 min. After verbal consent, interviews were recorded (...) and then transcribed. The authors performed a thematic analysis of the transcripts independently and then integrated the themes via a consensus process.ResultsBiobank managers discussed the main challenges in establishing their biobanks. These included the staff’s lack of experience and training, limited funds, deficit awareness of biobanks, obtaining funding from different sources. Only four reported they were active in distributing biospecimens and health data to researchers. Six biobanks used a broad consent model, one used tiered consent, and another allowed participants to opt-out of being recontacted. Five managers avoided partnerships with pharmaceutical companies due to concerns with unfavorable reactions from the community. Five managers did not have clear policies for returning research results to the donors. Five expressed challenges with sample and data sharing with international collaborators; all five used material transfer agreements. The biobank managers revealed variable governance arrangements and activities with community involving awareness and educational efforts rather than active engagement. Several expressed the importance of transparency with the operations of their biobanks and gaining the trust of their stakeholders.ConclusionManagers of biobanks in LMICs in the Arab Middle East encounter financial, operational, and social challenges toward their sustainability efforts. Discussions with key stakeholders are warranted to manage ethical issues involving informed consent, privacy, data sharing, and the return of results. We recommend that biobank managers in the Arab Middle East form collaborative networks within the region and internationally, develop trusting governance relationships with their stakeholders, and pursue engagement activities with their communities to enhance trust. The Bush administration desperately needs a foreign policy success to obscure the outcome of its war in the Gulf: hundreds of thousands killed and the toll mounting as a long-term consequence of the devastating attack on the civilian society; the Gulf tyrannies safeguarded from any democratic pressures; Saddam Hussein firmly in power, having demolished popular rebellions with tacit US support. US government interests and goals are hardly concealed. Washington seeks "the (...) best of all worlds," New York Times chief diplomatic correspondent Thomas Friedman explains: "an iron-fisted Iraqi junta without Saddam Hussein," a return to the days when Saddam's "iron fist held Iraq together, much to the satisfaction of the American allies Turkey and Saudi Arabia," along with the Reagan-Bush administrations, which gave unwavering support to their murderous ally. Purpose – The purpose of this paper is to explain how abstract space of the State – universally and specifically within the context of Middle Eastern cities – aims to homogenise the city and eliminate any anomaly that threatens its power structure. Design/methodology/approach – Through a historical and discourse analysis of these policies and processes in the two case studies, this paper presents a contextualised reading of Lefebvre’s concept of abstract space and process of abstraction in relation to the (...) alienation of political public spaces. Findings – The paper proposes that regardless of these homogenising strategies being applied universally, they fail to respond to contextual particularities and therefore they – in a contradictory manner – may themselves produce a space of resistance and difference. Originality/value – This paper focusses on Iran, the case of Tehran and Turkey, the case of Taksim Square and Gezi Park in Istanbul. Recent policies and strategies have been proposed and implemented to reduce, alienate and possibly neutralise the impacts of urban and political protests in these cities and socio-political contexts. Although campaigns for universal human rights have been intellectually and emotionally compelling for many anthropologists, they have tended to embroil them in fruitless polemics about cultural relativism with non-Western thinkers and policy-makers. Often “universalist” discourses about “rights” depend on values and distinctions that are far from universal and that stem, in fact, from Christian, secular, or “modernist” notions about punishment, suffering, and redemption. To make some practical contribution to the struggle for human dignity in the Middle East, (...) it may be preferable to aim for a more limited goal: the abolition of torture in the region. Consensus about the illegitimacy of torture is more easily reached, since none of the Middle East's religious or philosophical traditions condone it. What is more, empirical data demonstrate that torture has increased in frequency in the region and is widely perceived, both by insiders and outsiders, as a growing problem. Ethnographers could play a role in documenting incidents of torture and in building coalitions of Middle Eastern and outsider activists who, working together, could expose torture and bring pressure to bear on those who inflict it. Crises of forced migration are, unfortunately, nothing new. At the time of the writing of this paper, at least two such crises were in full swing – mass movements from the Middle East and parts of Africa to the E.U., and major movements from Central America to the Southern U.S. border, including movements by large numbers of families and unaccompanied minors. These movements are complex, with multiple causes, and it is always risky to attempt to craft either general (...) policy or philosophical positions in response to salient crises. However, both of these instances do bring to the foreground important questions about the proper purpose and extent of refugee protection as a means of dealing with crises of forced migration. In particular, both of these instances force us to consider what role persecution on the basis of a protected ground – race, religion, nationality, membership in a particular social group, or political opinion – ought to play in granting refugee protection, and whether our response to those in danger should change if the agents of persecution are non-state actors. This paper is not primarily about the problems arising from Syria or Central America. In a way similar to how hard cases make bad law, I contend that a too central focus on salient crises tends to lead to bad theory and often to bad general policy. However, if I am successful in my goal of clarifying the place of persecution and non-state action in refugee protection, then we may in turn be better able to think clearly about our current crisis situations. -/- In this paper I will first draw on my previous work on the normative logic of the refugee convention to argue that, while persecution should play an important, and even central, role in our thinking about refugees, this importance is shallow and pragmatic rather than deep and fundamental. Next, I will show how this conclusion supports the claim that harms amounting to persecution by non-state actors may ground an asylum claim, at least in some cases, both when the state is unwilling and when it is unable to protect its members. I consider two cases: first, instances where the authority and power of the state has been usurped by another power, and second, when the state has (implicitly or explicitly) delegated its power or authority to non-state actors. This article asks how state formation processes informed the normative frameworks of late-Medieval and early-Modern Latin European and Muslim Middle Eastern regimes. The question at hand is not why pre-Modern regimes discriminated against religious minorities (as well as other groups) during the pre-Modern period, but why Western European states consistently engaged in mass expulsions of their non-Christian subjects from the late thirteenth century onward and the neighboring states of the Middle East did not. Rather than addressing these (...) peculiar policies as a function of religion, culture, or law the article adopts a comparative, contextual method. With the aid of Charles Tilly’s theoretical perspectives it isolates critical variables in pre-Modern Middle Eastern state formation. The world is much more open, and events abroad affect the lives of Americans more than ever before. This makes it essential that the educational experience breed cosmopolitanism—that students have international experiences, and classes in the social sciences draw on examples from around the world. It seems logical, too, that more in the way of language study be expected of students. I am not so sure.English’s emergence as the global language, along with the rapid progress in machine translation and the fragmentation of languages spoken around the world, make it less clear that the substantial investment necessary to speak a foreign tongue is universally worthwhile. While there is no gainsaying the insights that come from mastering a language, it will over time become less essential in doing business in Asia, treating patients in Africa or helping resolve conflicts in the Middle East.For those of us who still earn our living by teaching literary texts written in foreign languages in foreign language departments in the university, Summers’s breezy assessment that the university of the future need not (indeed ought not) include extensive foreign language study is, sadly, not exactly news. On the contrary, there is nothing particularly innovative or original about the position he advocates here: his vision of a future “global” American university—in which virtually all speculative activities are conducted solely in English—has already begun to be implemented in various colleges and universities around the world. If his remarks are nonetheless noteworthy, it is because of his apparent willingness—even eagerness—to defend a policy that university officials often officially still pretend to abhor. Indeed, Summers’s position goes far beyond the more familiar pragmatic voices that have concluded that the reduction of foreign language instruction is a necessary and unavoidable consequence of the unfortunate economic reality that the American university as we once knew it has become financially untenable and hence unable to accommodate areas of study that can be construed as nonessential. Instead, Summers goes a step farther: he actively advocates against investing precious university resources in foreign language study on ideological, political, quasi-philosophical, or dare I say it, perhaps even theological, grounds. By appealing to the value of what he calls here “cosmopolitanism,” he clearly implies that English’s status as “global language” discharges English speakers in the U.S. university system from any potential obligation to any other language on the globe. John Ogbu has studied minority education from a comparative perspective for over 30 years. The study reported in this book--jointly sponsored by the community and the school district in Shaker Heights, Ohio--focuses on the academic performance of Black American students. Not only do these students perform less well than White students at every social class level, but also less well than immigrant minority students, including Black immigrant students. Furthermore, both middle-class Black students in suburban school districts, as well as (...) poor Black students in inner-city schools are not doing well. Ogbu's analysis draws on data from observations, formal and informal interviews, and statistical and other data. He offers strong empirical evidence to support the cross-class existence of the problem. The book is organized in four parts: *Part I provides a description of the twin problems the study addresses--the gap between Black and White students in school performance and the low academic engagement of Black students; a review of conventional explanations; an alternative perspective; and the framework for the study. *Part II is an analysis of _societal and school factors_ contributing to the problem, including race relations, Pygmalion or internalized White beliefs and expectations, levelling or tracking, the roles of teachers, counselors, and discipline. *_Community factors_--the focus of this study--are discussed in Part III. These include the educational impact of opportunity structure, collective identity, cultural and language or dialect frame of reference in schooling, peer pressures, and the role of the family. This research focus does _not_ mean exonerating the system and blaming minorities, nor does it mean neglecting school and society factors. In 2004, a government-backed Japanese consortium signed an agreement with the government of Iran to develop the major Azadegan oil field. Not only has the project been given the go-ahead despite numerous political obstacles and poor prospects attributed it, but the agreement also appears to be in conflict with Japan's energy policy, materializing from the mid 1980s to date. Consequently it is important to evaluate Azadegan in terms of Japan's evolving oil policy. Three alternative arguments are proposed to (...) evaluate the quality of policy change: Japanspecial relationship’, bureaucratic factors in the energy policy-making process, and the rise of China. The conclusion emerging from this article is that the rise of China and the growing competition between Tokyo and Beijing in the Middle East and elsewhere are the primary factors in Japan's decision to conclude the Azadegan oil deal. The Azadegan case study therefore sets a new precedent for Japanese energy policy which emphasizes the political and strategic rather than economic factors leading this policy formulation. (shrink)

Recent changes in access to contraceptive and infertility treatments in the state of Illinois, and across the United States more generally, have heightened class cleavages in access to reproductive health care benefits in the United States. Using data gleaned from government testimonies, public documents, and telephone interviews, the authors found that poor women have broad access to contraceptive coverage but very little access to infertility treatments, while working-and middle-class women have increasingly broad coverage of infertility treatments but spare coverage (...) of contraceptives. These findings suggest that while the extreme measures of the eugenics movement are less frequently in evidence, class differences in access to reproductive services lead to an equally dualistic, albeit unstated, fertility policy in the United States: encouraging births among working- and middle-class families and discouraging births among the poor, particularly those on Medicaid. Indonesia has the biggest Muslim population globally, and one of the Islamic beliefs among people of this nation is tarekat, which is sometimes considered as a heretic. Therefore, this article aims to analyse the meaning of diction tarekat according to the Qur’an and its implications for the Buginese community, one of the oldest ethnicities in Indonesia. This is a conceptual and empirical research with the purposive sampling method used to determine the informants from several tarekat leaders and congregations. Data were (...) collected through documentation, observation and interviews and analysed using Miles and Huberman’s qualitative analysis technique. This process consists of data reduction, display and drawing conclusions. The study results showed that, firstly, the word tarekat in the Qur’an indicates the meaning of inner journey and the methods and ways of thinking, acting and behaving. Secondly, to the Buginese community, it implies a spiritual path to a higher level of appreciation towards their God. Thirdly, the meaning of the diction tarekat in the Qur’an has implications for its understanding, which can be seen in the practice of dhikr, spiritual behaviour and the way of life of those implementing these heretics. Contribution: This article enriched the religious belief among Muslims, which scholars rarely uncover. Adherents of Islam in Indonesia have a social and political responsibility regarding religious tolerance within and outside other religions. This proves that Muslims contribute to world peace in Middle-East and South-Eastern Asia. (shrink)

Through the benefits of trade openness, diversification, and economic competitiveness, the UAE was successful in its economic endeavors by creating economic winners and protecting those who have been hurt by the embrace of globalization. The country also paid special attention to the issues of wealth distribution and fairness in the allocation of economic resources (inclusive globalization). The most important lesson from UAE’s economic growth is that strong formal institutions with sound vision designed to propel economic development are keys for success.

Background: Concerns have been expressed regarding the adequacy of ethics review systems in developing countries. Limited data are available regarding the structural and functional status of Research Ethics Committees (RECs) in the Middle East. The purpose of this study was to survey the existing RECs in Egypt to better understand their functioning status, perceived resource needs, and challenges. Methods: We distributed a self-administered survey tool to Egyptian RECs to collect information on the following domains: general characteristics of the (...) REC, membership composition, ethics training, workload, process of ethics review, perceived challenges to effective functioning, and financial and material resources. We used basic descriptive statistics to evaluate the quantitative data. Results: We obtained responses from 67% (12/18) of the identified RECs. Most RECs (10/12) have standard operating procedures and many (7/12) have established policies to manage conflicts of interests. The average membership was 10.3 with a range from 7-19. The predominant member type was physicians (69.5% of all of the REC members) with little lay representation (13.7%). Most RECs met at least once/month and the average number of protocols reviewed per meeting was 3.8 with a range from 1-10. Almost three-quarters of the members from all of the 12 RECs indicated they received some formal training in ethics. Regarding resources, roughly half of the RECs have dedicated capital equipment (e.g., meeting room, computers, office furniture, etc); none of the RECs have a formal operating budget. Perceived challenges included the absence of national research ethics guidelines and national standards for RECs and lack of ongoing training of its members in research ethics. Conclusion: Our study documents several areas of strengths and areas for improvements in the operations of Egyptian RECs. Regarding strengths, many of the existing RECs meet frequently, have a majority of members with prior training in research ethics, and have written policies. Regarding areas for improvements, many RECs should strive for a more diverse membership and should receive more financial resources and administrative support personnel. We recommend that RECs include more individuals from the community and develop a continuing educational program for its members. Institutional officials should be aware of the resource capacity needs of their RECs. (shrink)

The trip had two principal destinations, each chosen to celebrate a major anniversary: Israel, the 60th anniversary of its founding and recognition by the United States, and Saudi Arabia, the 75th anniversary of US recognition of the newly founded kingdom. The choices made good sense in the light of history and the enduring character of US Middle East policy: control of oil, and support of the proxies who help maintain it.

It examines the foundational elements of human rights in the East and the West and provides a comparative analysis of the independent streams of thought originating from the two different geographic spaces. In the aftermath of World War II, U.S. policy toward the Asian colonies of the European powers followed a simple rule: where the nationalists in a territory were leftist (as in Vietnam), Washington would support the re imposition of European colonial rule, while in those places where the nationalist movement was safely non leftist (India, for example), Washington would support their independence as a way to remove them from the exclusive jurisdiction of a rival power. At first, Indonesian nationalists (...) were not deemed sufficiently pliable, so U.S. armed British troops (assisted by Japanese soldiers) went into action against the Indonesians to pave the way for the return of Dutch troops, also armed by the United States. In 1948, however, moderate Indonesian nationalists under Sukarno crushed a left wing coup attempt, and Washington then decided that the Dutch should be encouraged to settle with Sukarno, accepting Indonesian independence. To be a player in the international standards-setting arena of network industries, such as those dealing with information technology, reaching an early domestic consensus for a critical interoperable technology design is often essential. While in most cases efficient outcomes emerge through the market-driven, U.S. technology standards system, there have been situations where a timely consensus has failed to be attained with negative consequences for the international competitiveness of the U.S. economy (e.g., second generation of cellular telephony). An anticipatory policy (...) approach, based on a standards competition which takes into consideration antitrust and intellectual property rights, is proposed as a solution. (shrink)

The correctness of application of orientalist discourse of E. Said to the colonial policy of the Russian Empire is analyzed in the article on the example of P. I. Rychkov research. By studying integration of Bashkirs in the structure of the Russian state, the author came to the conclusion that Russia’s policy in the East was based on the experience of the management of non-Russian peoples, which was developed in the 16-17th centuries. The establishment of ‘cultural distance‘ (...) is typical only for a small group of educated administrators of past-Petrine era. Most of the officials of the region, as in the preceding period, and during the time of Rychkov and Tatishchev preferred to rely on traditional methods of Bashkir management, which was developed in the period of their voluntary accession. Managerial stereotypes of 16-17th centuries, had significant influence on policy towards South-Eastern peoples of Russia even in the 19th century. The Russian administration inherent in the desire to integrate the non-Russian peoples in the General class structure of the state on the basis of analogies or correspondences, the objective of which was social and cultural rapprochement of the two societies. As a U.S. civil rights policy, affirmative action commonly denotes race-conscious and result-oriented efforts by private and public officials to correct the unequal distribution of economic opportunity and education attributed to slavery, segregation, poverty and racism. Opponents argue that affirmative action (1) violates ideals of color-blind public policies, offending moral principles of fairness and constitutional principles of equality and due process; (2) has proven to be socially and politically divisive; (3) has not made things better; (4) mainly benefits (...) class='Hi'>middle-class, wealthy and foreign-born blacks; (4) stigmatizes its beneficiaries; and (5) compromises the self-esteem and self-respect of beneficiaries who know that they have been awarded preferential treatment. By way of a thought experiment, imagine that after decades of public policy and experimentation, the United States public finally came to agree: affirmative action is morally and legally wrong. Employing such a thought experiment, this essay by a beneficiary of affirmative action—written in response to James Sterba’s Affirmative Action for the Future (2009)—examines duties of moral repair and the possibility that the past beneficiaries of affirmative action owe apologies, compensation or some other highly personal form of corrective accountability. Beneficiaries of affirmative action have experienced woundedness and moral insecurity. Indeed, the practice of affirmative action comes with a psychology, a set of psychological benefits and burdens whose moral logic those of us who believe in our own fallibility—as much as we believe in the justice of what we have received and conferred on others—should address. The work synthesises in 26 monographic chapters the results of a six-years long (2012 – 2018) interdisciplinary international project whose aim was to present the state of knowledge on today’s Poland during the Migration Period, and to compare the evolution of its settlement with that of its neighbours. One of its main results – the accordance between the palynological evidence of the change of environment (extensive reforestation and drastic reduction of anthropogenic indicators) and the archaeological reconstruction of the change of (...) settlement (disappearance of the Przeworsk, Wielbark and other cultures of the Roman Period by the mid-fifth century) – conclusively confirms the often questioned verdict of a sudden severe depopulation of the lands between the Vistula and the Oder, similar to that revealed in the rest of Central/eastern Europe (disappearance of the Elbe and Chernyakhiv-Sântana de Mureş cultures). An entirely new perspective opened by the project is the survival of enclaves with contacts all round the compass (the Eastern Empire, the Merovingian West, the Danubian lands, Scandinavia, the Western Balts). None of them yielded Slavonic material, even the longest-lived one recently discovered at Gąski-Wierzbiczany in Kujawy, evidently one of the main centres of the European Barbaricum and in the third and fourth century the Roman army’s recruiting station, which continued till the early seventh century; this evidence (or lack of it) is the death-blow to the theory of a supposed continuity of settlement – and so of ethnicity, necessarily Slavonic – from the Bronze Age to the Middle Ages. Through these enclaves, southern cultural influences reached Scandinavia during the Younger Germanic Iron Age; the one at the mouth of the Vistula seems to have been the earliest and greatest recipient of the Imperial solidi in the Baltic zone, from which they were redistributed to the Nordic lands. A sample of other topics: tracing the extent (quite limited) of the Hunnic presence north of the Carpathians; evidence on fugitives from Hermanaric’s realm, including what appears to be the earliest known assemblage of the Dančeny-Brangstrup horizon; the Migration Period among the Western Balts, neighbours and cultural cousins, who did not take part in the Völkerwanderung. In the end, two leitmotifs of the work, one pessimistic, the other optimistic: short-sightedness and harmfulness of the official persecutive policy, in Poland and the majority of other European countries, with regard to amateur metal detecting, which only makes priceless potential evidence disappear without a trace; material remains and relative written sources (in this case Iordanes and Procopius) reflect the same historical reality and can legitimately be used to support one another. The past three years saw more suicide attacks than the last quarter century. Most of these were religiously motivated. While most Westerners have imagined a tightly coordinated transnational terrorist organization headed by Al Qaeda, it seems more likely that nations under attack face a set of largely autonomous groups and cells pursuing their own regional aims. Repeated suicide actions show that massive counterforce alone does not diminish the frequency or intensity of suicide attack. Like pounding mercury with a hammer, this (...) sort of top-heavy counterstrategy only seems to generate more dispersed and insidious forms of suicide terrorism. Even with many top Qaeda leaders now dead or in custody, the transnational Jihadist fraternity is transforming into a hydra-headed network more difficult to fight than before. Poverty and lack of education per se are not root causes of suicide terrorism. And Muslims who have expressed support for martyr actions and trust in Osama Bin Laden or the late Hamas leader Sheikh Yassin do not as a rule hate democratic freedoms or Western culture, although many despise American foreign policy, especially in the Middle East. Rising aspirations followed by dwindling expectations – especially regarding civil liberties – are critical factors in generating support for suicide terrorism. The United States, Israel, Russia and other nations on the frontline in the war on terror need to realize that military and counterinsurgency actions are tactical, not strategic responses to suicide terrorism, the most politically destabilizing and psychologically devastating form of terrorism. When these nations back oppressive and unpopular governments this only generates popular resentment and support for terrorism against those governments and their backers. To attract potential recruits away from Jihadist martyrdom – suicide terrorism's most virulent strain - and to dry up its popular support, requires addressing these grievances before a downward spiral sets in where core meaning in life is sought, and found, in religious networks that sanctify vengeance at any cost against stronger powers, even if it kills the avenger. In this paper, we employ what we term as ‘the ethical dimension in political market orientation ’ framework to underline how an integration of information from relevant stakeholder groups can inform the formulation of market-oriented, yet ethical policies. Against the backdrop of India’s Look East Policy, we undertake a critical analysis of historic economic data from 1980 to 2014 in the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura, often termed as the Seven Sisters because (...) of their interdependence. Our analysis of the data, using time-series methods, reveals that policy changes ensuing from the economic reforms of 1990s and the initiation of the LEP in 1991 have resulted in regional income convergence in North-Eastern India. A key contribution of our work emanates from the fact that we determine two structural breaks endogenously from long time-series data, thereby identifying three distinct policy regimes, rather than specifying exogenous breaks based on historic and theoretical conjectures. Overall, our work offers both conceptual insights into processes that enable ethical and inclusive policy making, as well as empirical evidence emerging from stochastic convergence of incomes per capita for the Seven Sister states in the North-Eastern region in India, to illustrate how regional economic inequality can be reduced through targeted market-oriented policies. One of the most important facts that the Second Vatican Council has revealed is that the point of the Church is not itself, but to go beyond itself, to be a community that preaches, serves, celebrates, and witnesses to the reign of God with due respect to the text and context. During the past century, the Church of the Middle East experienced the absence of an authentic missionary enthusiasm and the lack of a clear and pertinent theology with (...) which it could face the challenge presented to Christianity by Islam. This challenge resides in its special role and mission before the Muslims, which this paper will further discuss and, in doing so, answer the question, How can the Church of the Middle East try to approach the Muslims in a time of violent Islamic fundamentalism and persecutions, in a region where most of the Christians are opting to remain distant or to emigrate? This study conducted a social network analysis of the evolutionary characteristics of the world dairy trade network based on the overall trade pattern. In addition, the evolution of trade blocs and the co-opetition relationships involving dairy products in major countries were analyzed in terms of supply and demand. The results show that continuous and complex changes have taken place in the world’s dairy trade network since 2001. The number of trade entities in dairy products has stabilized since 2012. At present, (...) approximately 94% of countries (regions) are involved in dairy product trade, such that the world dairy trade network exhibits the small-world effect and scale-free property. The world import pattern for dairy products has changed. While export centers have not changed, import centers have shifted from Europe, America, and East Asia to North America, East Asia, and the Middle East. The world dairy trade network consists of the EU trade bloc headed by Germany, the former Soviet Union–Brazil trade bloc, and the Asia–Australia–America trade bloc. The trade blocs have evolved due to geographical positions, historical cultures, and political relations. In a trade bloc, the diversification of import sources is more prominent in demand countries. European and Asian markets have become the main markets of the major exporters. In this study, the evolutionary characteristics of the world dairy trade network and the co-opetition relationships were analyzed to provide scientific support to inform the development of dairy trade policies. The results can provide technical and psychological support to policy-makers in various countries in their dairy trade decision-making. (shrink)

This article examines post-9/11 efforts by Western governments to instill respect for human rights among the world’s Muslim populations. The article argues that Western discourses on human rights are best conceptualized as a hegemonic Bourdieusian distinction strategy. In a dynamic strategy of this type, new human rights norms are continually produced and subverted by liberal elites in the West. Because these norms are constantly evolving, Muslim social practices can never “catch up” to them. This produces a perpetual distinction between a (...) progressive liberal Occident and a backwards illiberal Orient, justifying the perpetual hegemony of the former over the latter. In developing its analysis, the article gives special attention to right-wing nationalist movements in Europe and the USA and US foreign policy in the Middle East. These developments are situated in relationship to liberal imperialism in the Colonial era, the Global War on Terrorism, and recent concerns over immigration. (shrink)

A characteristic feature of the EU's current foreign policy course is its stepping up its policy towards relations with Islamic countries, especially the Middle East and Middle East, and enhancing its role in addressing key issues in the region. To date, the region has been identified in the Council of Europe and European Commission documents as a "key foreign policy priority".

Many studies have documented gender differences in attitudes toward and experiences with science. Compared to men, for example, women are less likely to study science and to pursue careers in science-related fields. Given these findings, should we expect gender differences in support for scientific involvement in U.S. environmental policy? This study empirically examines the relationship of gender to attitudes toward science and preferred roles of scientists in environmental policy among various environmental policy participants. Data collected in 2006 (...) and 2007 from national surveys of four different groups involved in environmental policy and management suggest that social context, including education and occupation, shapes the way that gender matters. Specifically, we find that gender is less important among scientists and managers than among interest groups and the general population regarding attitudes toward science and views about preferred roles of scientists in environmental decision making. In California Dental Association v. FTC, 119 S. Ct. 1604, the U.S. Supreme Court reviewed a decision by the U.S. Court of Appeals for the Ninth Circuit that a nonprofit affiliation of dentists violated section 5 of the Federal Trade Commission Act, 15 U.S.C.A. § 45, which prohibits unfair competition. The Court examined two issues: the Federal Trade Commission's jurisdiction over the California Dental Association ; and the proper scope of antitrust analysis. The Court unanimously held that CDA was (...) subject to FTC's jurisdiction, but split 5-4 in its finding that the district court's use of abbreviated rule-of-reason analysis was inappropriate.CDA is a voluntary, nonprofit association of local dental societies. It boasts approximately 19,000 members, who constitute roughly threequarters of the dentists practicing in California. Although a nonprofit, CDA includes for-profit subsidiaries that financially benefit CDA members. CDA gives its members access to insurance and business financing, and lobbies and litigates on their behalf. Members also benefit from CDA marketing and public relations campaigns. (shrink)

Rebb Binyamin (pseudonym of Yehoshua Radler-Feldman; 1880–1957) was a leading figure in movements that called for the establishment of a joint Jewish-Arab political framework in Palestine and that sharply criticized the Zionist cooperation with the British colonial authorities. In the early 1920s, he began exploring the writings of Mohandas K. Gandhi (1869–1948) as the basis for his critical approach toward the hegemonic Zionist discourse. In his writings Rebb Binyamin emphasized Gandhi’s refusal to reconcile himself to the British colonial “divide and (...) rule” policies by creating divisions between Hindus and Muslims, the Indian anticolonial struggle that he led, and the way this struggle inspired the development of anticolonial movements in the Middle East. These aspects of Gandhi’s political repertoire were considered by Rebb Binyamin as a framework for the critical discussion of the ways in which the British colonial authorities perceived the Zionist movement as their representative and pointed to the fact that the Zionist-colonial partnership was an obstacle to the crystallization of Jewish-Arab cooperation. This article focuses on the ways in which Rebb Binyamin’s reading of Gandhi served as the basis for his critique of hegemonic Zionist discourse and practices. (shrink)

The U.S. relations to Democratic People’s Republic of Korea are since the end of the Cold War revolving around achieving a state of nuclear free Korean peninsula. As non-proliferation is a long term of American foreign policy, relations to North Korea could be categorized primarily under this umbrella. However, the issue of North Korean political system also plays role as it belongs to the other important, more normative category of U.S. foreign policy which is the protection of human (...) rights and spreading of democracy and liberal values. In addition, the North Korean issue influences U.S. relations and interests in broader region of Northeast Asia, its bilateral alliances with South Korea and Japan as well as sensitive and complex relations to People’s Republic of China. As the current administration of president Donald J. Trump published its National security strategy and was fully occupied with the situation on Korean peninsula in its first year, the aim of the paper is to analyse the changes in evolution of U.S. North Korean policy under last three administrations, look at the different strategies adopted in order to achieve the same aim, the denuclearization. The paper does not provide a thorough analysis, neither looks at all documents adopted and presented in the U.S. or within the U.N. It more focuses on the general principles of particular strategies, most significant events in mutual relations as recorded by involved governmental officials and also weaknesses of these strategies as none has achieved desirable result. In conclusion, several options for current administration are drawn, however all of them require significant compromises and could be accompanied with series of setbacks dangerous for regional stability and U.S. position in the region.
