The US has conducted or routinely conducts personality and signature drone strikes into Afghanistan, Pakistan, Iraq, Syria, Yemen, Somalia, and most likely other states as well. The US does this in order to disrupt, dismantle, and defeat terrorist organizations. In some of these attacks, states have given their expressed or tacit consent to the US to conduct these drone strikes. However, some states do not consent to the US conducting kinetic drone strikes within their territory. In these cases, it seems (...) prima facie reasonable to suggest that these acts or use of force are unjustified because they violate the political sovereignty and territorial integrity of a non-consenting state. Furthermore, the US is not at war with these other states so there is no leeway in suggesting that a state has a right to conduct these operations against another state. As it currently stands, attempting to use jus ad bellum criteria to discern a state’s moral justification for implementing force short of war is not only unhelpful but fails to provide a reasonable framework. The use of armed drones is a recent phenomena that will continue to evolve, and with this comes a need for establishing a set of moral guidelines on a state’s implementation of them. In an attempt to remedy this shortcoming, we need to look at drone strikes not as an act of war but as an act or force short of war. I want to make the case that drone strikes can be morally justified using the Responsibility to Protect norms. That is, the Responsibility to Protect norms should be the guiding norms with regard to jus ad vim. Incorporating the R2P norms into a jus ad vim account provides a framework of when states can morally resort to the use of force. (shrink)

ABSTRACTThis article addresses what we owe to the civilians of a state with which we are militarily engaged. The old notion of noncombatant immunity needs to be rethought within the context of both human rights and into the postwar phase. No doubt, civilians will be killed in war. However, much more can be done during and after the fighting to protect civilians’ basic human rights from the ills of war. I argue for making belligerents accountable ex post by requiring them (...) to repair destroyed dual-purpose facilities that are essential for securing basic human rights of the civilian populace. This paper addresses weighting and partitioning in complex reinforcement learning tasks, with the aim of facilitating learning. The paper presents some ideas regarding weighting of multiple agents and extends them into partitioning an input/state space into multiple regions with di erential weighting in these regions, to exploit di erential characteristics of regions and di erential characteristics of agents to reduce the learning complexity of agents (and their function approximators) and thus to facilitate the learning overall. It analyzes, in reinforcement learning (...) tasks, di erent ways of partitioning a task and using agents selectively based on partitioning. Based on the analysis, some heuristic methods are described and experimentally tested. We nd that some o -line heuristic methods performed the best, signi cantly better than single-agent models. Many of the negative connotations of corporate social responsibility (CSR) are linked to its perceived role as a public relations exercise. Following on calls for more positive engagement by public relations professionals in organisational strategic planning and given the rapidly increasing interest in CSR as a business strategy, this article addresses the question of how the theory and practice of public relations can provide direction and support for CSR. To this end, this article explores leadership styles and motivations of a (...) sample of corporate leaden from prominent Australian-based corporations in relation to their chosen CSR activities to examine the current position of, and potential for, professional communicators' impact in shaping CSR-driven policies at a strategic level. We find that while public relations theory has evolved, many leaders still see public relations professionals only as a source of positive publicity. Our findings suggest that the model of distributive leadership has more relevance to an emerging idea of public relations involvement in CSR than more traditional understandings of leadership. We conclude that the public relations profession needs to develop a greater understanding of senior management approaches to the development and dissemination of CSR activities to support organisational leadership as it currently operates with respect to CSR. Some 20 years ago Todd and colleagues proposed that rhythm perception is mediated by the conjunction of a sensory representation of the auditory input and a motor representation of the body (Todd, 1994a, 1995 ), and that a sense of motion from sound is mediated by the vestibular system (Todd, 1992a, 1993b ). These ideas were developed into a sensory-motor theory of rhythm and beat induction (Todd et al., 1999 ). A neurological substrate was proposed which (...) might form the biological basis of the theory (Todd et al., 2002 ). The theory was implemented as a computational model and a number of experiments conducted to test it. In the following time there have been several key developments. One is the demonstration that the vestibular system is primal to rhythm perception, and in related work several experiments have provided further evidence that rhythm perception is body dependent. Another is independent advances in imaging, which have revealed the brain areas associated with both vestibular processing and rhythm perception. A third is the finding that vestibular receptors contribute to auditory evoked potentials (Todd et al., 2014a, b ). These behavioral and neurobiological developments demand a theoretical overview which could provide a new synthesis over the domain of rhythm perception. In this paper we suggest four propositions as the basis for such a synthesis. (1) Rhythm perception is a form of vestibular perception; (2) Rhythm perception evokes both external and internal guidance of somatotopic representations; (3) A link from the limbic system to the internal guidance pathway mediates the “dance habit”; (4) The vestibular reward mechanism is innate. The new synthesis provides an explanation for a number of phenomena not often considered by rhythm researchers. We discuss these along with possible computational implementations and alternative models and propose a number of new directions for future research. (shrink)

This paper introduces a hybrid model that unifies connectionist, symbolic, and reinforcement learning into an integrated architecture for bottom-up skill learning in reactive sequential decision tasks. The model is designed for an agent to learn continuously from on-going experience in the world, without the use of preconceived concepts and knowledge. Both procedural skills and high-level knowledge are acquired through an agent’s experience interacting with the world. Computational experiments with the model in two domains are reported.

Atran & Norenzayan's (A&N's) target article effectively combines the insights of evolutionary biology and interdisciplinary cognitive science, neither of which alone yields sufficient explanatory power to help us fully understand the complexities of supernatural belief. Although the authors' ideas echo those of other researchers, they are perhaps the most squarely grounded in neo-Darwinian terms to date. Nevertheless, A&N overlook the possibility that the tendency to infer supernatural agents' communicative intent behind natural events served an ancestrally adaptive function.

In this article we analyze the social memories of the Vietnam War afforded by tourism at the Cu Chi battlefield. Specifically, we explore the experiences of tourists at the site in order to address the under-theorized relationship between carnivalesque and dialogical discourses. Drawing on field interviews and ethnographic engagement with young adult Western tourists who took tours led by Vietnamese guides, we document how the tourists’ playful engagement with the past at Cu Chi facilitates the development of new dialogical memories (...) of the war. Our interviews reveal a strong concern with the suffering of both occupying forces and the Vietnamese communist forces, a finding that points to the need for scholars to better appreciate the multiplicity of ways that social performances function in shaping social memory. Ultimately, we challenge social performance theories whose explanations reduce shifts in social memory to audience interpretations of authenticity. (shrink)

The instructor in question had just reached the point in a worked problem when they could move from reasoning about specific numbers to stating a general principle: x≤y≤z, meaning that y—the value we sought—was always (...) going to be greater than or equal to one value (x) and less than or equal to the other (z). The student who had spoken had earned everyone's affection over the weeks, open about their difficulties with math, ready to risk being wrong, and to ask obvious questions that others may have been reluctant to owning. They had hung in there, despite presenting a classic case of math anxiety, a syndrome long recognized in the scholarship of teaching and learning.Among math anxiety's many symptoms, breathing disruption ranks high: hyperventilation (rapid breathing) and hypoventilation (barely or not breathing). When the energy-conserving parasympathetic nervous system is overtaken by the energy-expending sympathetic nervous system, the long exhalations that decelerate the heart rate are replaced by short, panting puffs from the upper lungs. The timed test provides the perfect environment for math anxiety to flourish. Stress diverts cognitive resources needed for procedural execution, so working memory consequently shrinks.Self-rated metrics for math anxiety have been in place for decades (Richardson and Suinn). Relatively trivial interventions can yield nontrivial results: deep breathing exercises and positive affirmations have a beneficial impact, as does writing about one's nerves immediately prior to an exam (Brunyé et al.). There is robust evidence to demonstrate that certain demographics are consistently underrepresented in the U.S. math community: women and "African-Americans, Hispanics, American Indians, Alaska Natives, and Pacific Islanders," according to the Mathematical Association of America (MAA) ("Resources for Minority"). Routinely feeling that they do not belong, such groups are particularly vulnerable to math anxiety.Several remedies for such disparity suggest themselves: appointing more women and people of color in the profession; one-on-one tutorial assistance; research projects about the students' personal environment; privileging pre-test, low-stakes work over timed tests; assigning group rather than individual work. When all is said and done, however, such strategies "have little to do with mathematics content" (Martin 304). Mathematicians still need to be able to conceptualize, describe, and manipulate abstract objects, and there seems to be a suspicion that, at heart, abstraction is gendered masculine and colored white.It is possible that the rhetorical immediacy and context-dependence of Black English has misguidedly reinforced such a perception. For poet June Jordan, Black English "devolves from a culture that abhors all abstraction" (Jordan 367). Psychiatrist Alvin Poussaint asks, "Is there a way to say metamorphosis in Ebonics?" (O'Malley). Yet, despite Black English's avoidance of nominalization and similar verbosities that afflict academic prose, abstract logical reasoning flourishes in vernacular idiom, as linguist William Labov demonstrated half a century ago. Our aim is not to explain the asymptote in Black English but rather to consider a feature characteristic of those very minority cultures historically underrepresented in math—storytelling—and to ask how it may be foregrounded in mathematics, where it is decisively sidelined. Storytelling has been claimed by every culture and ethnic group at some point as the repository of wisdom, practical skills, religious beliefs, and shared identity and values; but when it gets corralled into the category of "fiction," and when it gets opposed to "fact," a narrowed concept of truth dispatches storytelling to kindergarten and recreational math. In this contribution, Sharon Todd moves beyond the bounds of what she calls “strong” instrumentalism (one that posits education in a mechanistic fashion and operates politically through a marrying of national educational policies with economic interests) and explores the intrinsic purpose of educational practice specifically through an aesthetic lens. Todd considers how two art projects by the feminist art collective Sisters Hope offer a way of theorizing instrumentalism in a “weak” sense — that is, an instrumentalism that sees (...) pedagogical practices not in terms of social function, but as that which gives form to specifically educational (not social or economic) ideas. She does this by drawing parallels between education and art as fields of practice, informed by notions of experience, relation, and formation/transformation. How consciousness appeared much earlier in evolutionary history than is commonly assumed, and why all vertebrates and perhaps even some invertebrates are conscious. How is consciousness created? When did it first appear on Earth, and how did it evolve? What constitutes consciousness, and which animals can be said to be sentient? In this book, Todd Feinberg and Jon Mallatt draw on recent scientific findings to answer these questions—and to tackle the most fundamental question about the nature of consciousness: how (...) does the material brain create subjective experience? After assembling a list of the biological and neurobiological features that seem responsible for consciousness, and considering the fossil record of evolution, Feinberg and Mallatt argue that consciousness appeared much earlier in evolutionary history than is commonly assumed. About 520 to 560 million years ago, they explain, the great “Cambrian explosion” of animal diversity produced the first complex brains, which were accompanied by the first appearance of consciousness; simple reflexive behaviors evolved into a unified inner world of subjective experiences. From this they deduce that all vertebrates are and have always been conscious—not just humans and other mammals, but also every fish, reptile, amphibian, and bird. Considering invertebrates, they find that arthropods (including insects and probably crustaceans) and cephalopods (including the octopus) meet many of the criteria for consciousness. The obvious and conventional wisdom–shattering implication is that consciousness evolved simultaneously but independently in the first vertebrates and possibly arthropods more than half a billion years ago. Although officially skeptical concerning the attempt to provide a definitive account of the truths of metaphysics, there is reason to see Bayle as a reluctant skeptic. The political writings of the French poststructuralists have eluded articulation in the broader framework of general political philosophy primarily because of the pervasive tendency to define politics along a single parameter: the balance between state power and individual rights in liberalism and the focus on economic justice as a goal in Marxism. What poststructuralists like Michel Foucault, Gilles Deleuze, and Jean-François Lyotard offer instead is a political philosophy that can be called tactical: it emphasizes that power emerges from many different (...) sources and operates along many different registers. This approach has roots in traditional anarchist thought, which sees the social and political field as a network of intertwined practices with overlapping political effects. The poststructuralist approach, however, eschews two questionable assumptions of anarchism, that human beings have an essence and that power is always repressive, never productive. Various philosophers have wanted to move from a (P.F.) “Strawsonian” understanding of the “practices of moral responsibility” to a non-skeptical result. I focus on a strategy moving from a “response-dependent” theory of responsibility. I aim to show that a key analogy associated with this strategy fails to support a compatibilist result. It seems clear that nothing could show that nothing we have been laughing at has really been funny. If “the funny” is similar to “the blameworthy”, then perhaps it would (...) follow that nothing could show that no one we have ever blamed has really been blameworthy. The comparison is interesting, but inconclusive: even if we grant that these properties are normatively similar, the latter has substantive empirical presuppositions, whereas the former does not. One important upshot: even if the standards operative in our practices cannot be mistaken, it could nevertheless be that no one has ever met these standards Ruling out this possibility seemingly requires re-engaging in all of the so-called "metaphysical" debates Strawsonians are keen to avoid. This article seeks to provide a fuller account of the philosophy of religion of the Marburg Neo-Kantian, Paul Natorp (1854–1924), than has hitherto been available. It does so by describing important changes in Natorp’s thinking about religion between the publication of his early book, Religion innerhalb der Grenzen der Humanität (1894), and later writings in which he espouses a version of logos-mysticism strikingly at odds with the concept of a “religion of reason” put forward by his long-time Marburg colleague, Hermann (...) Cohen (1842–1918). These differences are analyzed in relation to these two thinkers’ divergent views on philosophical systematics, and their respective experiences of the First World War. (shrink)
