Avon Longitudinal Study of Parents and Children is a birth cohort study within which the Project to Enhance ALSPAC through Record Linkage was established to enrich the ALSPAC resource through linkage between ALSPAC participants and routine sources of health and social data. PEARL incorporated qualitative research to seek the views of young people about data linkage, including their opinions about appropriate safeguards and research governance. In this paper we focus on views expressed about the purpose and composition of research ethics (...) committees. Digitally recorded interviews were conducted with 48 participants aged 17–19 years. Participants were asked about whether medical research should be monitored and controlled, their knowledge of research ethics committees, who should sit on these committees and what their role should be. Interview recordings were fully transcribed and anonymised. Thematic analysis was undertaken, assisted by the Framework approach to data management. The majority of interviewees had little or no specific knowledge of ethics committees. Once given basic information about research ethics committees, only three respondents suggested there was no need for such bodies to scrutinise research. The key tasks of ethics committees were identified as monitoring the research process and protecting research participants. The difficulty of balancing the potential to inhibit research against the need to protect research participants was acknowledged. The importance of relevant research and professional expertise was identified but it was also considered important to represent wider public opinion, and to counter the bias potentially associated with self-selection possibly through a selection process similar to ‘jury duty’. There is a need for more education and public awareness about the role and composition of research ethics committees. Despite an initial lack of knowledge, interviewees were able to contribute their ideas and balance the rights of individuals with the wider benefits from research. The suggestion that public opinion should be represented through random selection similar to jury duty may be worth pursuing in the light of the need to ensure diversity of opinion and establish trust amongst the general public about the use of ‘big data’ for the wider public good. As we become technically more adept at detaching elements of human bodies and making use of them for others, it seems as if more and more things-from motherhood to gametes to kidneys to our very DNA-can be borrowed, rented, bought, and sold. Other (...) technology allows us unprecedented influence over the characteristics of our offspring (unprecedented, that is, if we ignore the many cultures in which children were and are routinely discarded because they are the wrong sex, disabled, or the product of multiple births). It is common, for example, for writers to worry that the availability of pre-implantation genetic diagnosis will seduce parents into thinking of their children as commodities, to be ordered in much the same way as automobiles, with the inevitable concomitant that they will want to "return" children who do not measure up to their specifications.Unfortunately, a great deal of the talk about "commodification" has been clumsy and sloppy. The term has been used as a magic bullet, as if saying "But that's commodification!" is the same as having made an argument. In fact, commodification of human persons, human bodies, human labor, human relationships, is a complex matter. In many human dealings, commodified and noncommodified understandings of the same thing, or the same transaction, exist more or less comfortably together. Most Westerners condemn commercial sex, for example, while at the same time knowing that in most times and places in the world, marriage was and is thought of as primarily an economic relationship. The common use of "cheap" in post-World War II American slang to describe a teenage woman who is more sexually available than her peers perfectly captures the market rhetoric inherent in respectable American sexual mores.Given this complexity, it is not surprising that many writers in bioethics have gravitated to the work of Margaret Jane Radin. In her two books, Contested Commodities (Harvard University Press, 1996) and Reinterpreting Property (University of Chicago Press, 1993), and many articles, [End Page 219] Radin has taken on the problem of commodification without falling into either sentimentality or cynicism. She is a careful thinker and a careful (and demanding!) writer. We have long valued her work as we have sought to grapple with the many ways in which the problem of commodification arises in bioethics. In this issue of the Kennedy Institute of Ethics Journal, entitled "Who's Afraid of Commodification?," we have asked three colleagues to join us in reflecting on aspects of the problem of commodification in bioethics. We are especially delighted that Radin agreed to respond to our efforts in this direction.Lisa Sowle Cahill takes the discussion of commodification to a new level, as she focuses on global ethics, especially genetic research and the marketing and accessibility of pharmaceuticals. Dena S. Davis explores the debates over refusal of treatment and rational suicide and concludes that to put a value on particular pieces of one's lifespan does not necessarily lead to negative aspects of commodification. Ronald M. Green analyzes Radin's use of Kant. Suzanne Holland addresses commodification of body parts, from gametes to cadaveric tissue, and concludes with some specific recommendations. Thomas A. Shannon takes a fresh look at the problem of whether we should allow the sale of organs; he shares with Holland a special concern for the rhetoric of commodification. Reading violent stories or watching a war documentary are examples in which people voluntarily engage with the suffering of others whom they do not know. Using a mixed-methods approach, we investigated why people make these decisions, while also mapping the characteristics of strangers’ suffering to gain a rich understanding. In Study 1 (N = 247), participants described situations of suffering and their reasons to engage with it. Using qualitative thematic analysis, we developed a typology of the stranger (who), the situation (...) (what), the source (how), and the reason(s) for engaging with the situation (why). We categorised the motives into four overarching themes – epistemic, eudaimonic, social, and affective – reflecting diversity in the perceived functionality of engaging with a stranger’s suffering. Next, we tested the robustness of the identified motives in a quantitative study. In Study 2, participants (N = 250) recalled a situation in which they engaged with the suffering of a stranger and indicated their endorsement with a variety of possible motives. Largely mirroring Study 1, Study 2 participants engaged to acquire knowledge, for personal and social utility, and to feel positive and negative emotions. We discuss implications for understanding the exploration of human suffering as a motivated phenomenon. (shrink)

Safe-by-Design is an approach to engineering that aims to integrate the value of safety in the design and development of new technologies. It does so by integrating knowledge of potential dangers in the design process and developing methods to design undesirable effects out of the innovation. Recent discussions have highlighted several challenges in conceptualizing safety and integrating the value into the design process. Therefore, some have argued to design for the _responsibility_ for safety, instead of for safety itself. However, this (...) idea has not been developed further. In this article, we develop an approach to Safe-by-Design, grounded in care ethics, which builds on the idea of designing for responsibility and can deal with the complexity that is inherent to the conceptualization of safety. We describe five ways in which care ethics contributes to the conceptualization of Safe-by-Design: (1) It suggests the development of ‘circles of care’ in which stakeholders share the responsibility for safety; (2) it recognizes the importance of considering safety as something that is situated in the surroundings of a technology, instead of as a property of the technology itself; (3) it acknowledges that achieving safety is labour that requires an ongoing commitment; (4) it emphasizes that the way in which we relate to technology impacts its safety; and (5) it recognizes the role of emotions in assessing safety. All these elements combined lead to a broader understanding of safety and a philosophically more substantial and practically more appealing conceptualization of Safe-by-Design. (shrink)

During the second half of the twentieth century, the Arab intellectual and political scene polarized between a search for totalizing doctrines--nationalist, Marxist, and religious--and radical critique. Arab thinkers were reacting to the disenchanting experience of postindependence Arab states, as well as to authoritarianism, intolerance, and failed development. They were also responding to successive defeats by Israel, humiliation, and injustice. Previous research on counterfactual thoughts about prevention suggests that people tend to focus on enabling rather than causing events and controllable rather than uncontrollable events. Two experiments explore whether counterfactual thinking about enablers is distinct from counterfactual thinking about controllable events. We presented participants with scenarios in which a cause and an enabler contributed to a negative outcome. We systematically manipulated the controllability of the cause and the enabler and asked participants to generate counterfactuals. The results indicate that when only (...) the cause or the enabler is controllable participants undid the controllable event more often. However, when the cause and enabler are matched in controllability participants undid the enabler slightly more often. The findings are discussed in the context of the mental model, functional and judgement dissociation theories as well as previous research on counterfactual thinking. Plato's Hesiod is a neglected topic, scholars having long regarded Plato's Homer as a more promising field of inquiry. My aim in this chapter is to demonstrate that this particular bias of scholarly attention, although understandable, is unjustified. Of no other dialogue is this truer than of the Ion.

The least infringement principle has been widely endorsed by public health scholars. According to this principle, public health policies may infringe upon “general moral considerations” in order to achieve a public health goal, but if two policies provide the same public health benefit, then policymakers should choose the one that infringes least upon “general moral considerations.” General moral considerations can encompass a wide variety of goals, including fair distribution of burdens and benefits, protection of privacy and confidentiality, and respect for (...) autonomy.In this article, we argue that the Center for Disease Control and Prevention's 2006 HIV screening recommendations may violate the least infringement principle. This is a concern because, although not legally binding, the Recommendations appear to have already influenced state laws and will likely continue to do so as legislative proposals continue to be passed. At a minimum, therefore, the Recommendations have important implications for HIV screening within the United States. (shrink)

Concepts of inter-personal relations are most elusive. They conceal assumptions, norms, beliefs and various associated notions, and become even more opaque and potent when they transcend the language in which they are used and come to reflect a culture or a tradition. Escaping the critical gaze of those “in” the tradition, these concepts and their theoretical baggage remain largely alien to those outside it. This gap fosters a sense of alienation, if not of exclusion, on the part of those living (...) outside what they often regard as a charmed circle. No doubt, friendship is unlikely to figure on the danger list of such concepts. Yet, the concept is not innocent. It reflects philosophical and social presuppositions accumulated in the course of its long history and bears the weight of the paradigm shifts it underwent. This essay identifies some of these presuppositions built into it, outlines major steps in its development, and offers reasons why this particulate inter-personal relation came to be conceived the way it is conceived in “the Western tradition”. With vast new scientific and technological powers, we face unprecedented choices for which traditional ethics provide little direct guidance. What role can the religious community play in addressing the ethical and theological issues that even science now acknowledges as urgent?Chapman's work forges a method for integrating ethical reasoning with scientific data, focusing on four issues -- cloning, genetic engineering, patenting of life, and environmental alteration. For each, she reviews the work of religious thinkers, assesses the roles of the religious community, (...) considers relevant confessional differences, determines how traditional theological and ethical concepts can be clarified, reformulated, and "operationalized" to meet the questions, and finally she formulates helpful methodological options. There are two general questions which many views in the philosophy of mathematics can be seen as addressing: what are mathematical objects, and how do we have knowledge of them? Naturally, the answers given to these questions are linked, since whatever account we give of how we have knowledge of mathematical objects surely has to take into account what sorts of things we claim they are; conversely, whatever account we give of the nature of mathematical objects must be accompanied by (...) a corresponding account of how it is that we acquire knowledge of those objects. The connection between these problems results in what is often called "Benacerraf's Problem", which is a dilemma that many philosophical views about mathematical objects face. It will be my goal here to present a view, attributed to Richard Dedekind, which approaches the initial questions in a different way than many other philosophical views do, and in doing so, avoids the dilemma given by Benacerraf's problem. The logical empiricists often appear as a foil for feminist theories. Their emphasis on the individualistic nature of knowledge and on the value-neutrality of science seems directly opposed to most feminist concerns. However, several recent works have highlighted aspects of Carnap's views that make him seem like much less of a straightforwardly positivist thinker. Certain of these aspects lend themselves to feminist concerns much more than the stereotypical picture would imply.

Audrey Rousseau La recherche de formes de rétablissement à la suite d’événements difficiles, voire traumatiques, implique souvent de considérer la parole comme un moteur de transformation personnelle et sociale. À partir de préoccupations éthiques et épistémologiques d’une chercheuse non autochtone menant une recherche collaborative au sujet des disparitions et des assassinats de femmes et de filles autochtones en Abitibi-Témiscamingue, cet article interroge plus précisément l’association fréquente entre l’expression du souvenir et la recherche d’un « mieux-être ». Après avoir introduit (...) les assises de cette recherche, qui se fonde sur l’oralité comme mode de transmission des savoirs entre générations, j’explorerai certaines conceptions du mieux-être et de la guérison tirées de la littérature scientifique autochtone. Puis, à partir du postulat relationnel au fondement du pouvoir du storytelling chez les Premières Nations, je révélerai deux conceptions des récits-histoires : l’une les concevant comme des « médecines » qui rassemblent les forces des ancêtres, l’autre les traitant comme des enseignements valorisant l’identité culturelle et les savoirs traditionnels. En terminant, j’aborderai certaines tensions relatives à la volonté d’éclairer des problèmes complexes, tout en réfléchissant aux conditions de l’écoute de ces récits-histoires et aux défis de représenter et d’interpréter ces savoirs expérientiels. This is a paper about model-building and overfitting in normative ethics. Overfitting is recognized as a methodological error in modeling in the philosophy of science and scientific practice, but this concern has not been brought to bear on the practice of normative ethics. I first argue that moral inquiry shares similarities with scientific inquiry in that both may productively rely on model-building, and, as such, overfitting worries should apply to both fields. I then offer a diagnosis of the problems of (...) overfitting in moral inquiry and explain how our current practice seems worryingly susceptible to such problems. I conclude by giving suggestions for how we might avoid overfitting when doing normative ethics. (shrink)

Open Access: This paper will connect literature on epistemic injustice with literature on victims and perpetrators, to argue that in addition to considering the credibility deficit suffered by many victims, we should also consider the credibility excess accorded to many perpetrators. Epistemic injustice, as discussed by Miranda Fricker, considers ways in which someone might be wronged in their capacity as a knower. Testimonial injustice occurs when there is a credibility deficit as a result of identity-prejudicial stereotypes. However, criticisms of Fricker (...) have pointed out that credibility is part of a more complex system that includes both deficits and excesses. I will use these points to argue that we should look closer at sources of credibility excess in cases of sexual assault. This means that in addition to considering sources of victim blaming by looking at ways in which “ideal” victims are constructed, we also need to consider ways in which “ideal” perpetrators are constructed. This paper explores one of the major issues before transitional societies, the balance among truth, justice, and/or reconciliation. It focusses on the role of truth commissions, with an emphasis on the experience of South Africa. A central thesis of the paper is that establishing a shared truth that documents the causes, nature, and extent of severe and gross human rights abuses and/or collective violence under antecedent regimes is a prerequisite for achieving accountability, meaningful reconciliation, and a foundation for a common (...) future. It develops and applies an approach to reconciliation based on and extending Donald Shriver's concept of "political forgiveness.". (shrink)
