This essay is a response to Robert Norton's "The Myth of the Counter-Enlightenment". Norton's essay raises two issues. Is Isaiah Berlin's interpretation of Hamann and Herder based on one-sided and faulty scholarship, naively putting itself in the service of an anti-liberal myth about those figures originated by early twentieth-century German ideologues? A second issue flows from the first: if Berlin was mistaken in his reading of the work of Hamann and Herder, mistaking what they contributed to the Enlightenment, is Berlin's (...) very notion of a Counter-Enlightenment a fiction-a myth? Thorough analysis of those issues would require several essays. Instead, I try to sketch an alternative reading of Berlin's style of doing intellectual history, while highlighting the limitations of Norton's critique. (shrink)

With An Answer to the Question: What Is Enlightenment? (1784) and What Does It Mean to Orient Oneself in Thinking? (1786), Kant presents the concept of public use of reason and defines its requirements, scope, and function. In outline, the public use of reason consists in sharing one’s thoughts with “the entire public of the world of readers” (8:37). As for its requirements, to the extent that someone communicates in their own person, i.e. not in the exercise of their function (...) as a public official, and bases their reasoning on universalizable grounds, their use of reason qualifies as public and shall be free from state censorship. Therefore, Kant’s concept of public use reason aims to establish a public debate that is free and includes in its scope, both as subjects and recipients, potentially all adult men. The ultimate function of the public use of reason is to foster moral progress and, with it, the reform of the political community according to the republican ideal. However, it is commonly held that Kant, with his 1798 essay The Conflict of the Faculties, deprives his notion of public use of reason of its progressive core and adjusts it to the absolutist conception of speech and civil service. Characterizations of state officials as “not free to make public use of their learning” (7:18) and “bound to uphold whatever […] the crown sanctions for them to expound publicly” (7:8), as well as the depiction of laypeople as “incompetent” (7:18) and “resigned to understanding nothing about [the sciences]” (7:34), have led influential interpreters to read Kant as redefining his notion of public use of reason by restricting its subjects to university professors and its recipients to government members (e.g. John Christian Laursen 1986, rpt. 1992 and 1996; Kevin Davis 1992; Steven Lestition 1993; Jay Franzel 2013). On my reading, with The Conflict of the Faculties, Kant does indeed redefine the concept of public use of reason making concessions to the absolutist notion of speech and civil service. However, a close reading of the text reveals that the public use of reason ends up being reaffirmed in its progressive core and extended in its scope. To substantiate my interpretation, I will systematically analyse and classify each of the 68 occurrences of the adjective ‘public’ in The Conflict of the Faculties and show how Kant employs the absolutist vocabulary to convey the progressive project of his previous writings. Accordingly, I argue that Kant holds on to the free public use of reason as a means to reform politics according to the republican ideal and that the employment of the absolutist vocabulary is motivated by a pragmatic attitude and a provocative stance. What role have experiments played, and should they play, in physics? How does one come to believe rationally in experimental results? The Neglect of Experiment attempts to provide answers to both of these questions. Professor Franklin's approach combines the detailed study of four episodes in the history of twentieth century physics with an examination of some of the philosophical issues involved. The episodes are the discovery of parity nonconservation in the 1950s; the nondiscovery of parity nonconservation in the 1930s, when (...) the results of experiments indicated, at least in retrospect, the symmetry violation, but the significance of those results was not realized; the discovery and acceptance of CP symmetry; and Millikan's oil-drop experiment. Franklin examines the various roles that experiment plays, including its role in deciding between competing theories, confirming theories, and calling fo new theories. The author argues that one can provide a philosophical justification for these roles. He contends that if experiment plays such important roles, then one must have good reason to believe in experimental results. He then deals with deveral problems concerning such reslults, including the epistemology of experiment, how one comes to believe rationally in experimental results, the question of the influence of theoretical presuppositions on results, and the problem of scientific fruad. This original and important contribution to the study of the philosophy of experimental science is an outgrowth of many years of research. Franklin brings to this work more than a decade of experience as an experimental high-energy physicist, along with his significant contributions to the history and philosophy of science. (shrink)

Humanity has thrown everything we have at implacable luck—novel theologies, entire philosophical movements, fresh branches of mathematics—and yet we seem to have gained only the smallest edge on the power of fortune. The Myth of Luck tells us why we have been fighting an unconquerable foe. ‘Sovereignty’, Arendt says, ‘is contradictory to’ the human condition. It is not, in any event, the kind of thing that can be shared across generations. Subsequent generations lack sovereignty to the precise degree that they are bound by the decisions of their predecessors. It is no answer to say that contemporary citizens participate in the sovereignty of a whole, transgenerational people. To paraphrase de Tocqueville, later generations are not free because they are not entirely equal, and they are not equal (...) because they are not entirely free. Where ‘sovereignty’ is a metaphysical concept that transcends time, recognition is an act of the imagination that extends empathy diachronically in both directions. An earlier generation treats its successors with recognition and respect by bequeathing the best system it can manage and entrusting later generations to exercise the same freedom that it enjoyed. Democratic law can exist across generations only through negation. Later citizens may accept as valid the law made by their predecessors. But, in doing so, they implicitly affirm their right to alter, amend, or abolish what came before. Only by freely affirming the choices of their predecessors can current citizens participate in something approaching freedom. (shrink)

Wigner famously referred to the `unreasonable effectiveness' of mathematics in its application to science. Using Wigner's own application of group theory to nuclear physics, I hope to indicate that this effectiveness can be seen to be not so unreasonable if attention is paid to the various idealising moves undertaken. The overall framework for analysing this relationship between mathematics and physics is that of da Costa's partial structures programme.

Thirty years after the conference that gave rise to The Structure of Scientific Theories, there is renewed interest in the nature of theories and models. However, certain crucial issues from thirty years ago are reprised in current discussions; specifically: whether the diversity of models in the science can be captured by some unitary account; and whether the temporal dimension of scientific practice can be represented by such an account. When do descriptive regularities become prescriptive norms? We examined children's and adults' use of group regularities to make prescriptive judgments, employing novel groups that engaged in morally neutral behaviors. Participants were introduced to conforming or non-conforming individuals. Children negatively evaluated non-conformity, with negative evaluations declining with age. These effects were replicable across competitive and cooperative intergroup contexts and stemmed from reasoning about group regularities rather than reasoning about individual regularities. The paper identifies defining characteristics of the principal models of problem-solving behavior which are useful in developing a general theory of problem-solving. An attempt is made both to make explicit those disagreements between theorists of different persuasions which have served as obstacles to an integrated approach, and to show that these disagreements have arisen from a number of conceptual confusions: The conflict between information processors and behavioral analysts has resulted from a common failure to understand theoretical sufficiency, and hence these (...) theorists have been at a loss to understand one another. Two directions of research in problem-solving, mechanical algorithmic problem-solving and the psychology of invention, have been thought to be divergent, but in fact complement one another once it is clear that problem-solving involves neither discovery nor invention, but rather is a matter of perceptual encoding and processing. Successful problem-solving behavior can be described as adaptive, learning behavior in which organization skills are effectively associated with situationally determined perceptual encoding processes of the individual mechanical or biological problem-solver. Philosophy as conceptual therapy, on the other hand, seeks an improvement of intellectual skills, and fosters a therapy for concepts and, by inference, a therapy for thinkers. The major concern of the paper is to argue that the traditional information-oriented approach to philosophy does not help its students effectively to develop intellectual skills, and that a conception of philosophy as conceptual therapy can provide a valuable contribution to the teaching and to the subject-matter of philosophy. Product differentiation has emerged as a central dynamic in contemporary agrofood systems. Departure from the mode of standardization emblematic of agrofood modernization raises questions about future technical trajectories and the ways in which learning will be sustained. This article examines two innovation trajectories: the rapid coupling of biotechnologies and information technologies to yield products differentiated by constituent components—a model based on a cognitive logic of decomposition/ recomposition—and the proliferation of product networks that mobilize distinctive, localized resources to create complete identities—a (...) model based on a cognitive logic of identity. The article analyzes the information structures—institutional mechanisms that support information exchange and learning—in each of these opposed development paradigms. We find that knowledge creation under each of the logics occurs through mechanisms not recognized within the respective paradigms. On this basis, we derive institutional hybridity as a fundamental resource in systems of innovation. (shrink)

What can the art of living after Foucault contribute to ethics in relation to the mediation of human existence by technology? To develop the relation between technical mediation and ethics, firstly the theme of technical mediation is elaborated in line with Foucault’s notion of ethical problematization. Every view of what technology does to us at the same time expresses an ethical concern about technology. The contemporary conception of technical mediation tends towards the acknowledgement of ongoing hybridization, not ultimately good or (...) bad but ambivalent, which means for us the challenge of taking care of ourselves as hybrid beings. Secondly, the work of Foucault provides elements for imagining this care for our hybrid selves, notably his notions of freedom as a practice and of the care of the self. A conclusions about technical mediation and ethics is that whereas the approaches of the delegation of morality to technology by Latour and mediated morality by Verbeek see technical mediation of behavior and moral outlook as an answer in ethics, this should rather be considered the problem that ethics is about. The literature on the politics of science and on science policy is dominated by information about large and highly industrialized countries. For example, models of the different forms of science policy administration and management tend to derive from French, U.S., and British exemplars. Yet in the mid-1990s there is a growing number of small nations, all of which are seeking to harness research communities to the cause of socioeconomic development, while still extracting "value for money" from science budgets. This article (...) uses the case study approach—focusing on the political economy of the politics of science in the Irish Republic, chiefly since the 1950s-to analyze the problems faced by science policy agencies and the scientific community in small nations. The study offers analogies and possible insights into the politics of research policy in other small nations ; it also aims to throw light on emerging research policy trends even in bigger countries as the "bargain" between the funders and the performers of research becomes more and more explicit and increasingly subject to economic justifications. The ontological implications of the Peircean Categories, as set forth most clearly in Peirce’s summative architectonic statement, “New Elements,” and referenced elsewhere in Peirce’s body of writings, are examined with reference to the existent or physical universe. The Peircean universal ontological Categories Firstness, Secondness, and Thirdness are shown to give rise to a cosmos that is triadic and representational in essence. This immanently representational cosmos, denominated the “Book Universe,” is shown to be evidenced by the representational contours of both the (...) mathematical and of the conceptual framing of the three broad domains of theoretical physics, the quantum, classical, and relativistic domains. This triadic “Book Universe” model is both characterized and also contrasted with the “Block Universe” model, and is seen to incorporate both time and space as emergent representational characteristics, and to be manifest, qua triadic Representamen, in terms of a “foliated eternalism” that requires both antecedent and parallel cosmoi. ABSTRACT We must, Isaiah Berlin argues, make tragic tradeoffs as we navigate the clash of incommensurable and irreconcilable values and ends of modernity. To deny this is to succumb to a politics of immaturity, and to the totalitarian temptation. The twentieth century taught that to resist final-solution fantasies, we must resist the allure, if not reject the value, of positive liberty, the liberty of self-mastery and self-rule. Two decades in, has the twenty-first century taught a different lesson? Have we learned (...) that negative liberty, liberty from rule, with its antipaternalistic ethic of ultra-individualism, harbors its own politics of immaturity, and a demagogic temptation? I argue that this is the more frequent, if less fatal, threat to human dignity and decency today, and that we therefore ought to rebalance the scales in the tragic tradeoff of positive for negative liberty. This is a faint echo of the complex, constitutive relation between the two. The Greeks used one word – isonomia – to describe both. If democracy is the system in which people have an equal say in determining the rules that govern social life, then the rule (...) of law is simultaneously before, after, concurrent and synonymous with democracy: It contributes to the formation of citizens with the capacity for self-governance, serves as the instrument through which democratic decisions are implemented, functions as one of the central social practices that constitute citizens as equals and addresses the question of how to ensure that government by the people operates for the people. The rule of law has many independently valuable qualities, including impartiality and predictability. But, to valorise the rule of law for its own sake is to fetishize authority. The fundamental values of the rule of law are as the instrument of democratic self-governance and the expression of the equal dignity of all persons. Democracy thus entails the rule of law, but both implicate the yet more comprehensive ideal of equality. Core rule-of-law values require political norms and conditions of equality, generality and comprehensiveness. In a modern, differentiated society, however, the constitutive relation between democracy and the rule of law is fractured and law becomes the agent of authority. Courts in the modern constitutional state have contributed to the decline of rule-of-law values, supporting role specialization through judge-made immunity doctrines that protect officials at all levels. The crisis of police violence against minorities is a symptom of this breakdown. Greater accountability can ameliorate the problem. But an effective solution requires the fair and equal distribution of political power. (shrink)

While the focus on business ethics is increasing in business school curricula, there has been little systematic scholarly research on the forces which bring about ethical behavior. This article is intended as a first step toward that research by creating a catalogue of hypotheses concerning the efficacy of corporate codes of ethics. The hypotheses are drawn from studies of compliance with law and court decisions and theories of legitimacy, authority, public policy making and individual behavior. Hypotheses are proposed based on (...) the structure of the organization, the source of the code of ethics within the organization, the content of the code, sanctions for noncompliance, protections for refusal to engage in unethical behavior, and rewards for compliance. ABSTRACTThis paper draws a comparison between Derrida’s “trace” and the idea of dao in classical Daoism. It is argued that if dao is read in a non-metaphysical way, then the Derridean idea of “trace” will show large overlaps with dao. I then show how, despite some obvious differences, a “trace” reading of dao enables a clearer understanding of dao that would see it not as a metaphysical principle, ineffable but transcendent nonetheless, but rather as an immanent working of the patterned (...) processes that makes up both the natural and human world. I also argue that the notion of trace in classical Daoism or other characters denoting trace, are most often used in a more traditional way and hence are not useful for understanding what Derrida means with his notion of “trace.”. Two fundamentally distinct approaches to the teaching of philosophy are contrasted: On the one hand, there is the “information-oriented” approach which has dominated classrooms and which emphasizes the understanding of historically important philosophical works. On the other hand, there is the “cognitive skills” approach. The two approaches may be distinguished under the headings of ‘knowing that’ as opposed to ‘knowing how’. This paper describes and discusses four perspectives relating to the teaching of cognitive skills: (i) the discovery-oriented approach, (ii) Piagetian (...) learning cycles, (iii) protocol analysis, and (iv) conceptual therapy. It is not theologi- cally dangerous, at least not in itself. From the thirteenth century onwards, and particularly with the Summa Theologiae of St. Thomas, the notion of the continuous divine sustenance of the world of created things was, if not univer- sally accepted, a nonetheless common feature of theological orthodoxy, Chris- (...) tian and otherwise. Rather, the danger is philosophical in nature . The philosophical problem I am concerned with is not some logical incoherence at the heart of the doctrine; nor does it lie in any objections that can be raised against the arguments that, historically, have been given for the thesis that God, as a causa secundum esse, must continually act in order to conserve the world in being. The question I address -- and it is a pressing one for any seventeenth-century Cartesianmis whether the doctrine of divine conservation establishes too much. I believe that, under certain circumstances, it does, and that the ultimate ramifications of the doctrine for natural causality must be unacceptable to an orthodox Cartesian such as Louis de La Forge , perhaps the most strict follower of Descartes of the.. This article examines the presuppositions underlying Derrida's criticisms of Husserl's theory of expression, and philosophy of language generally. I argue that Derrida's claim that indication (and so the sign-function) is present at the heart of phenomenological "expression" is based on an unwarranted substitution of a Hegelian structure of reflection for Husserl's own phenomenological concept of reflection and evidence. I then criticize a different sort of unclarity in Husserl's analysis of the noetic and noematic relations between "expressive" (linguistic) and "preexpressive" sense. (...) In 1928 Heidegger argued that the transcendental philosophy he had pursued in Being and Time needed to be completed by what he called “metontology.” This paper analyzes what this notion amounts to. Far from being merely a curiosity of Heidegger scholarship, the place occupied by “metontology” opens onto a general issue concerning the relation between transcendental philosophy and metaphysics, and also between both of these and naturalistic empiricism. I pursue these issues in terms of an ambiguity in the notion of (...) “grounding” in Being and Time and in the works of what I call Heidegger’s “metaphysical decade” , defending a phenomenological conception against what proves to be the illusory idea that metaphysical grounds are presupposed in such transcendental philosophy. The first learning game to be developed to help students to develop and hone skills in constructing proofs in both the propositional and first-order predicate calculi. It comprises an autotelic (self-motivating) learning approach to assist students in developing skills and strategies of proof in the propositional and predicate calculus. The text of VALIDITY consists of a general introduction that describes earlier studies made of autotelic learning games, paying particular attention to work done at the Law School of Yale University, called (...) the ALL Project (Accelerated Learning of Logic). Following the introduction, the game of VALIDITY is described, first with reference to the propositional calculus, and then in connection with the first-order predicate calculus with identity. Sections in the text are devoted to discussions of the various rules of derivation employed in both calculi. Three appendices follow the main text; these provide a catalogue of sequents and theorems that have been proved for the propositional calculus and for the predicate calculus, and include suggestions for the classroom use of VALIDITY in university-level courses in mathematical logic. Somatic mutation plays a key role in transforming normal cells into cancerous cells. The analysis of cancer progression therefore requires the study of how point mutations and chromosomal mutations accumulate in cellular lineages. The spread of somatic mutations depends on the mutation rate, the number of cell divisions in the history of a cellular lineage, and the nature of competition between different cellular lineages. We consider how various aspects of tissue architecture and cellular competition affect the pace of mutation accumulation. (...) The natural biological process that causes microbes to become resistant to antimicrobial drugs presents a complex social challenge requiring more effective and sustainable management of the global antimicrobial commons—the common pool of effective antimicrobials.
