The distribution of voting rights in the UK is an artefact of history rather than a product of clear legal or philosophical principles. Consequently, some resident aliens have the right to vote in all UK elections; others can vote in local elections but are excluded from national elections; still others are excluded from all elections. In England and Wales alone, roughly 2.3 million immigrants are excluded from voting in national elections. This exclusion is inconsistent with the founding principle of democracy (...) and distorts political discourse. What if all immigrants could vote in national elections? We estimate that up to ninety-five parliamentary seats could have been won by a different party in the 2015 general election. More substantially, enfranchising all immigrants would require re-drawing UK constituency boundaries. The new electoral map would increase the relative power of urban constituencies and would incentivise some political entrepreneurs and parties to temper anti-immigration rhetoric. (shrink)

This book explores the differences and similarities between Sartrean existentialism and French poststructuralism.

On one popular view, the general covariance of gravity implies that change is relational in a strong sense, such that all it is for a physical degree of freedom to change is for it to vary with regard to a second physical degree of freedom. At a quantum level, this view of change as relative variation leads to a fundamentally timeless formalism for quantum gravity. Here, we will show how one may avoid this acute ‘problem of time’. Under our view, (...) duration is still regarded as relative, but temporal succession is taken to be absolute. In 1826 Americans witnessed the spectacle of President John Quincy Adams and Vice-President John C. Calhoun taking to the press to debate the nature of power and liberty under the pseudonyms "Patrick Henry" and "Onslow". In the course of this exchange some of the most salient issues within American politics and liberty are debated, including the nature of political order, democracy, and the diffusion of political power.

A physically consistent semi-classical treatment of black holes requires universality arguments to deal with the `trans-Planckian' problem where quantum spacetime effects appear to be amplified such that they undermine the entire semi-classical modelling framework. We evaluate three families of such arguments in comparison with Wilsonian renormalization group universality arguments found in the context of condensed matter physics. Our analysis is framed by the crucial distinction between robustness and universality. Particular emphasis is placed on the quality whereby the various arguments are (...) underpinned by `integrated' notions of robustness and universality. Whereas the principal strength of Wilsonian universality arguments can be understood in terms of the presence of such integration, the principal weakness of all three universality arguments for Hawking radiation is its absence. William Dembski claims to have established a decision process to determine when highly unlikely events observed in the natural world are due to Intelligent Design. This article argues that, as no implementable randomness test is superior to a universal Martin-Löf test, this test should be used to replace Dembski's decision process. Furthermore, Dembski's decision process is flawed, as natural explanations are eliminated before chance. Dembski also introduces a fourth law of thermodynamics, his “law of conservation of information,” to argue that (...) information cannot increase by natural processes. However, this article, using algorithmic information theory, shows that this law is no more than the second law of thermodynamics. The article concludes that any discussions on the possibilities of design interventions in nature should be articulated in terms of the algorithmic information theory approach to randomness and its robust decision process. Many commentators now view Quine's ‘Truth by Convention’ as a flawed criticism of Carnap. Gary Ebbs argued recently that Quine never intended Carnap as his target. Quine's criticisms were part of his attempt to work out his own scientific naturalism. I agree that Carnap was not Quine's target but object that Quine's criticisms were wholly internal to his own philosophy. Instead, I argue that C.I. Lewis held the kind of truth‐by‐convention thesis that Quine rejects. This, however, leaves Carnap out of (...) the picture. I then show how Quine came to see the earlier criticisms as also having force against Carnap. (shrink)

We propose a solution to the problem of time for systems with a single global Hamiltonian constraint. Our solution stems from the observation that, for these theories, conventional gauge theory methods fail to capture the full classical dynamics of the system and must therefore be deemed inappropriate. We propose a new strategy for consistently quantizing systems with a relational notion of time that does capture the full classical dynamics of the system and allows for evolution parametrized by an equitable internal (...) clock. This proposal contains the minimal temporal structure necessary to retain the ordering of events required to describe classical evolution. In the context of shape dynamics (an equivalent formulation of general relativity that is locally scale invariant and free of the local problem of time) our proposal can be shown to constitute a natural methodology for describing dynamical evolution in quantum gravity and to lead to a quantum theory analogous to the Dirac quantization of unimodular gravity. The Supreme Court against the Criminal Jury critiques the Supreme Court’s decisions to allow reduced jury sizes and less than unanimous jury verdicts to determine guilt. John A. Murley and Sean D. Sutton challenges the Court’s decisions by examining its incomplete understanding of the purpose of trial by jury and evaluating its use of inaccurate and unreliable studies as support for its decisions.

I argue that explanations for time asymmetry in terms of a ‘Past Hypothesis’ face serious new difficulties. First I strengthen grounds for existing criticism by outlining three categories of criticism that put into question essential requirements of the proposal. Then I provide a new argument showing that any time-independent measure on the space of models of the universe must break a gauge symmetry. The Past Hypothesis then faces a new dilemma: reject a gauge symmetry and introduce a distinction without difference (...) or reject the time independence of the measure and lose explanatory power. Gottfried Wilhelm Leibniz was one of the first Modern philosophers, and as such, one of the most significant. His contributions were often pathbreaking and his imprint still remains on fields such as logic, mathematics, science, international law, and ethics. While publishing relatively little during his life, he was in regular correspondence with important philosophers and even political leaders.

Reichenbach's 'principle of the common cause' is a foundational assumption of some important recent contributions to quantitative social science methodology but no similar principle appears in econometrics. Reiss (2005) has argued that the principle is necessary for instrumental variables methods in econometrics, and Pearl (2009) builds a framework using it that he proposes as a means of resolving an important methodological dispute among econometricians. We aim to show, through analysis of the main problem instrumental variables methods are used to resolve, (...) that the relationship of the principle to econometric methods is more nuanced than implied by previous work, but nevertheless may make a valuable contribution to the coherence and validity of existing methods. The article discusses the characteristics of virtuous persons in relation to their social role(s). It explores the key features of the neo-Aristotelian account of right action and some problems for this account in the context of a certain social role. The problem can be characterized as a dilemma. When evaluating an action in some role, one view is that the obligations and requirements of roles could be taken as something already given by social or professional role descriptions, such that the (...) virtuous person must respond to these demands in the right way. Alternatively, the virtuous person could evaluate the role itself in terms of what the “good parent, teacher, doctor” and so on should be like. Using two different neo-Aristotelian approaches to the ethics of professional roles as examples I argue that neither strategy is, as it stands, satisfactory. ‘Internalism’ about role demands takes institutionally specified role requirements in a way that is too strongly determinate for a virtue ethical analysis. On the other side, ‘externalism’ is all too indeterminate in bypassing or failing to accommodate the institutionally determined demands of social or professional roles. These shortcomings contour an “institution shaped gap” in virtue ethics such that it needs to attend to the qualities of social institutions as well as the character and actions of individuals. In response I suggest that there is a distinctly Aristotelian way in which the virtue ethicist can address it, by appeal to the distinctive function or “characteristic activity”— ergon—of the institution. The transition from analogue to digital photography was not accomplished in a single step. It required a number of feeder technologies which enabled and structured the nature of digital photography. Among those traced in this article, the most important is the genesis of the raster grid, which is now hard-wired into the design of the most widely employed photographic chip, the charge-coupled device (CCD). In tracing this history from origins in half-tone printing, the authors argue that qualities available to analogue (...) photographers are no longer available to digital, and that these changes correspond to historical developments in the wider political and economic world. They conclude, however, that these losses may yet be turned into gains. (shrink)

This chapter is concerned with representing the semantics of natural language plurals and mass terms in property theory; a weak first-order theory of Truth, Propositions and Properties with fine-grained intensionality (Turner 1990, Turner 1992, Aczel 1980). The theory allows apparently coreferring items to corefer without inconsistency. This is achieved by using property modifiers which keep track of the property used to refer to a term, much like Landman’s roles (Landman 1989). We can thus predicate apparently contradictory properties of “the judge” (...) and “the cleaner,” for example, even if they turn out to be the same individual. The same device can also be used to control distribution into mereological terms: when we say “the dirty water is liquid,” we can infer that those parts that are dirty water are liquid without inferring that the dirt is liquid. The theory shows how we can formalise some aspects of natural language semantics without being forced to make certain ontological commitments. This is achieved in part by adopting an axiomatic methodology. Axioms are proposed that are just strong enough to support intuitively acceptable inferences, whilst being weak enough for some ontological choices to be avoided (such as whether or not the extensions of mass terms should be homogeneous or atomic). The axioms are deliberately incomplete, just as in basic PT, where incomplete axioms are used to avoid the logical paradoxes. The axioms presented are deliberately too weak to say much about ”non-denoting’ definite descriptors. For example, we cannot erroneously prove that they are all equal. Neither can we prove that predication of such definites results in a proposition. This means that we cannot question the truth of sentences such as “the present king of France is bald.”. (shrink)

Humans are emotionally affected by cute or infantile appearances, typical of baby animals and humans, which in turn often leads to careful and cautious behavior. The purpose of this pre-registered study was to examine whether looking at cute images of baby pets improves performance of computerized cognitive-motor tasks. Ninety-eight participants were recruited for this online study and were randomly assigned to two experimental groups. The participants in one group performed two cognitive-motor tasks (Simon task and alternate task-switching task) before and (...) after viewing images of adult pets and the participants in the other group performed the tasks before and after viewing images of baby pets. The participants who viewed images of baby pets rated them as significantly cuter (Cohen’sd= 0.50) and more infantile (Cohen’sd= 1.56) compared with those who viewed images of adult pets. All participants improved their performance from the pre-test to the post-test, but no differences in correct responses and reaction times were seen between the groups. However, pet ownership appeared to serve as a moderating variable with pet owners performing the Simon task faster than non-pet owners. In addition, pet owners reacted faster in the alternate task-switching task after viewing cute and infantile images but not after viewing images of adult pets. This effect was not found among non-pet owners. In conclusion, this study did not find that viewing cute images improves cognitive-motor performance, yet this may be dependent on moderators like pet ownership. (shrink)

Cooper (1983) pioneered underspecified scope representation in formal and computational semantics through his introduction of quantifier storage into Montague semantics as an alternative to the syntactic operation of quantifying-in. In this paper we address an important issue in the development of an adequate formal theory of underspecified semantics. The tension between expressive power and computational tractability poses an acute problem for any such theory. Ebert (2005) shows that any reasonable current treatment of underspecified semantic representation either suffers from expressive incompleteness (...) or produces a combinatorial explosion that is equivalent to generating the full set of possible scope readings in the course of disambiguation. In previous work we have presented an account of underspecified scope representations within Property Theory with Curry Typing (PTCT), an intensional first-order theory for natural language semantics. Here we show how filters applied to the underspecified-scope terms of PTCT permit both expressive completeness and the reduction of computational complexity in a significant class of non-worst case scenarios. How was the world generated and how does matter continue to be ordered so that the world can continue functioning? Questions like these have existed as long as humanity has been capable of rational thought. In antiquity, Plato's Timaeus introduced the concept of the Demiurge, or Craftsman-god, to answer them. This lucid and wide-ranging book argues that the concept of the Demiurge was highly influential on the many discussions operating in Middle Platonist, Gnostic, Hermetic and Christian contexts in the first (...) three centuries AD. It explores key metaphysical problems such as the origin of evil, the relationship between matter and the First Principle and the deployment of ever-increasing numbers of secondary deities to insulate the First Principle from the sensible world.
