1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

Collaboration requires agents to coordinate their behavior on the fly, sometimes cooperating to solve a single task together and other times dividing it up into sub‐tasks to work on in parallel. Underlying the human ability to collaborate is theory‐of‐mind (ToM), the ability to infer the hidden mental states that drive others to act. Here, we develop Bayesian Delegation, a decentralized multi‐agent learning mechanism with these abilities. Bayesian Delegation enables agents to rapidly infer the hidden intentions of others by inverse planning. (...) We test Bayesian Delegation in a suite of multi‐agent Markov decision processes inspired by cooking problems. On these tasks, agents with Bayesian Delegation coordinate both their high‐level plans (e.g., what sub‐task they should work on) and their low‐level actions (e.g., avoiding getting in each other's way). When matched with partners that act using the same algorithm, Bayesian Delegation outperforms alternatives. Bayesian Delegation is also a capable ad hoc collaborator and successfully coordinates with other agent types even in the absence of prior experience. Finally, in a behavioral experiment, we show that Bayesian Delegation makes inferences similar to human observers about the intent of others. Together, these results argue for the centrality of ToM for successful decentralized multi‐agent collaboration. (shrink)

My chief aim is to explain how someone can act freely against her own best judgment. But I also have a second aim: to defend a conception of practical rationality according to which someone cannot do something freely if she believes it would be better to do something else. These aims may appear incompatible. But I argue that practical reason has the capacity to undermine itself in such a way that it produces reasons for behaving irrationally. First published in 1749 and reissued here in its 1765 printing, this novel by Sarah Fielding attempts to encourage young women to lives of virtue and benevolence through the story of nine girls living with their governess, Mrs Teachum, in a school in the north of England. The girls, aged between eleven and fourteen years old, learn the feminine graces and manners from various lessons and field trips organised by their teacher, as well as through the tales they tell (...) each other. Skilled in conveying moral messages in this educational context, Fielding, whose brother was the novelist Henry Fielding, had also published anonymously The Adventures of David Simple. The present work is particularly notable for being the first novel written in English expressly for children. An important text in eighteenth-century literature, it will appeal especially to readers interested in the history of women's education. (shrink)

In the mid-nineteenth century when Joseph Baron Lister was beginning his surgical career, bold new theories of medicine were being proposed with increasing frequency. Many of these new theories were in conflict as to how the body functioned and how disease and injury should be approached. They all conflicted more, however, with the older theory of vitalism which they were gradually replacing. Lister believed in vitalism and was quite bothered by the new theories, but did not react to them with (...) hostile criticism or bombast. His typical gentlemanly style was to test them quietly against his own understandings and beliefs. This historical essay focuses upon the feelings, thoughts, and beliefs of Joseph Lister as reflected by his background and his most important experiments. It will show that the discovery which transformed surgery did not originate from any “leading edge” medical theory of the era. The antiseptic principle originated from the experimentation of a troubled vitalist in the service of the theory in which he so passionately believed. (shrink)

As the usual regulatory framework did not fit well during the last Ebola outbreak, innovative thinking still needed. In the absence of an outbreak, randomised controlled trials of clinical efficacy in humans cannot be done, while during an outbreak such trials will continue to face significant practical, philosophical, and ethical challenges. This article argues that researchers should also test the safety and effectiveness of novel vaccines in wild apes by employing a pluralistic approach to evidence. There are three reasons to (...) test vaccines in wild populations of apes: i) protect apes; ii) reduce Ebola transmission from wild animals to humans; and iii) accelerate vaccine development and licensing for humans. Data obtained from studies of vaccines among wild apes and chimpanzees may even be considered sufficient for licensing new vaccines for humans. This strategy will serve to benefit both wild apes and humans. (shrink)

When eleven-year-old Lavinia Guasca began her new life as a lady-in-waiting at the court of Turin, she brought with her a parting gift from her father Annibal : a detailed guidebook he wrote to help steer her through the many pitfalls of court life. Lavinia had her father's _Discourse_ published in 1586; this English translation is the first version published in any form since that time. The _Discourse_ displays an incredibly far-sighted view of women's education. Annibal thought gifted young girls (...) should develop their talents and apply them to careers outside the home. In the _Discourse_, he details the unique and extremely rigorous educational program to which he had subjected Lavinia almost from the cradle with this end in mind. To complete Lavinia's education, Annibal filled the _Discourse_ with advice on spirituality and morality, health and beauty, and how to behave at court—everything a well-bred lady-in-waiting would need to know. This edition also includes an appendix that traces the later events of Lavinia's life through excerpts from her father's letters. (shrink)

ABSTRACT The political works of Adam Blackwood offer a powerful defence of absolute monarchy, and one which explicitly sets political power within a religious framework. Critiquing the resistance theories of his contemporaries, Blackwood was sceptical about the political value of natural law and of any appeal to popular sovereignty, at least in contemporary Europe. Blackwood was deeply troubled by the way Christianity was being used to justify resistance, often in Protestant texts that aligned Christianity and natural law, and he insisted (...) that true Christianity taught obedience. Though he has often been likened to his contemporary Jean Bodin, a closer examination of Blackwood’s writing reveals significant differences, especially on the linked issues of natural law, the value of historical argument, and religion. For Blackwood, sovereign power in general had to be underpinned by religion, the one constant in a world of diverse and mutable social practices, and its particular, local manifestation had to be understood historically, as the product of conquest and force. Aware of the potential tensions between Catholic Christianity and monarchical authority, Blackwood also developed a distinctive piety in an attempt to bolster the alliance he advocated between religious and political authority. In Memory: A Self-Referential Account, Fernández offers a functionalist account of the metaphysics of memory, which is portrayed as presenting significant advantages over causal and narrative theories of memory. In this paper, I present a series of challenges for Fernández’s functionalism. There are issues with both the particulars of the account and the use of functionalism more generally. First, in characterizing the mnemonic role of episodic remembering, Fernández fails to make clear how the mental image type that plays this role (...) should be identified. Second, I argue that a functionalist approach, which appeals to the overall structure of the memory system and tendencies of mental state types, is ill-suited to the metaphysical question about episodic remembering that is of interest to the causal and narrative theorists with which Fernandez engages. Fernández’s self-referential account of memory has many other virtues, but functionalism is a poor fit for episodic remembering. (shrink)

Although I quickly review Philip Rossi’s larger argument in The Ethical Commonwealth in History, my focus in this article is on the implications of Rossi’s work for our characterizations of justice and citizenship on a Kantian account. For in arguing that a wise reading of Kant’s political theory allows us better to grasp his overarching aims, Rossi provides convincing evidence for a pair of challenges to the currently popular interpretation of that theory. These address the relationship between Kant’s moral and (...) political theories and the nature of the political task or project that Kantian citizens undertake. In challenging popular readings of these elements of Kant’s view, I suggest, Rossi supports an interpretation of Kantian political thought with particular resonance for our time. (shrink)

Until at least 4 years of age, children, unlike adults, interpret some as compatible with all. The inability to draw the pragmatic inference leading to interpret some as not all, could be taken to indicate a delay in pragmatic abilities, despite evidence of other early pragmatic skills. However, little is known about how the production of these implicature develops. We conducted a corpus study on early production and perception of the scalar term some in British English. Children's utterances containing some (...) were extracted from the dense corpora of five children aged 2;00 to 5;01 ( N = 5,276), and analysed alongside a portion of their caregivers' utterances with some ( N = 9,030). These were coded into structural and contextual categories allowing for judgments on the probability of a scalar implicature being intended. The findings indicate that children begin producing and interpreting implicatures in a pragmatic way during their third year of life, shortly after they first produce some. Their production of some implicatures is low but matches their parents' input in frequency. Interestingly, the mothers' production of implicatures also increases as a function of the children's age. The data suggest that as soon as they acquire some, children are fully competent in its production and mirror adult production. The contrast between the very early implicature production we find and the relatively late implicature comprehension established in the literature calls for an explanation; possibly in terms of the processing cost of implicature derivation. Additionally, some is multifaceted, and thus, implicatures are infrequent, and structurally and contextually constrained in both populations. (shrink)

In the mid-1990s, fairtrade-organic registration data showed that only 9 % of Oaxaca, Mexico’s organic coffee ‘farm operators’ were women; by 2013 the female farmer rate had increased to 42 %. Our research investigates the impact of this significant increase in women’s coffee association participation among 210 members of two coffee producer associations in Oaxaca, Mexico. We find that female coffee organization members report high levels of household decision-making power and they are more likely than their male counterparts to report (...) control over their coffee income. These significant advances in women’s agency within the household are offset by the fact that the women experience significant time poverty as they engage in coffee production while bearing a disproportionate share of domestic labor obligations. The women coffee producers view organizational labor as a third burden on their time, after their reproductive and productive labor. The time poverty they experience limits their ability to fully participate in coffee organizational governance and consequently there are few women leaders at all levels of the coffee producer businesses. This is problematic because it limits women’s ability to fully benefit from organizational membership: when women fully participate in governance they gain valuable business and leadership skills and producer associations with active female members may also be more likely to develop and maintain programs and policies that enhance gender equity. Our findings indicate that targeted agricultural development programs to improve gender equity among agricultural smallholders should involve creative ways to ease women’s labor burdens and reduce their time poverty in order to facilitate full organizational participation. The research findings fill a gap in existing studies of agricultural global value chains (GVCs) by demonstrating how the certified coffee GVC depends on women’s under and un-paid labor not only within the household but also within producer organizations. ABSTRACT In this paper, I support the claim that placing certain restrictions on public access to possible new treatments is morally problematic under some exceptional circumstances. Very ill patients may find that all available standard treatments are unacceptable, either because they are ineffective or have serious adverse effects, and these patients may understandably be desperate to try something new even if this means stepping into the unknown. Faced with certain death, it is rational to want to try something new and (...) to chance a dire outcome. Restricting possible new treatments to research trials may put these treatments scientifically, geographically or economically out of reach of these patients. For those who can get access, research restrictions could weaken, though not necessarily eliminate, the value of consent participants of such trials are able to give. Some participants may therefore be exploited for scientific purposes in the name of public interest. There are nonetheless compelling reasons for keeping some restrictive regulation in this area. The study of female philosophers of the past has come a long way in the last two decades. Until relatively recently, special pleading was required in order to make the case that there were any women philosophers and that they deserved to be taken seriously. Since then the picture has changed radically. Not only are the philosophical credentials of women philosophers better known, but many more women have been recognized as philosophers. It is increasingly taken for granted that philosophers today (...) should pay attention to women’s contributions to their discipline. Many other developments in both feminist philosophy and the history of philosophy have helped change the picture, among them a positive reappraisal... (shrink)
