There is no best scientific model of anything; there are only models more or less good for different purposes. Thus, there is no general answer to the question of whether one should model biological behavior using computer simulations or robots. It all depends on what one wants to learn. This is not a question about models, but about scientific goals.

As the crusade to outlaw the teaching of evolution changed to a battle for equal time for creationism, the ideological defenses of that doctrine also shifted from primarily biblical to more scientific grounds. This essay describes the historical development of “scientific creationism” from a variety of late–nineteenth– and early–twentieth–century creationist reactions to Charles Darwin's theory of evolution, through the Scopes trial and the 1960s revival of creationism, to the current spread of strict creationism around the world.

At issue is the usefulness of a concept of distributed cognition for the philosophy of science. I have argued for the desirability of regarding scientific systems such as the Hubble Space Telescope as distributed cognitive systems. But I disagree with those who would ascribe cognitive states, such as knowledge, to such systems as a whole, and insist that cognitive states are ascribable only to the human components of such systems. Vaesen, appealing to a well-known ?parity principle,? insists that if there (...) is a distributed cognitive system, it must have cognitive states. Otherwise, we are left with only the cognitive states of individual humans who are then not part of a distributed cognitive system. I argue that Vaesen has misinterpreted the parity principle, which, in any case, I reject, and go on to argue for an understanding of scientific cognition as human centered even though not human bound. In What Is Philosophy?, Deleuze and Guattari attribute to Leibniz and Raymond Ruyer a vitalism of ‘a force that is but does not act’. This is a judicious characterisation of Leibniz's vitalism, but not Ruyer's. In The Fold, Deleuze presents Ruyer as a disciple of Leibniz, but if Leibniz's monads have no doors or windows, Ruyer's are nothing but doors and windows, nothing but liaisons actively forming themselves. For Ruyer, there is only one force, a consciousness-force, matter-form in sustained, non-localisable (...) self-formation. In Deleuze's reading of Leibniz's concept of the vinculum substantiale, Deleuze comes close to presenting a notion of force like that of Ruyer's, in that the vinculum inextricably interfolds monads and bodies, but ultimately the separation of the forces of monads from those of bodies prevails in a fashion incompatible with Ruyer's conception of force. Deleuze and Guattari make use of Ruyer's understanding of consciousness and the brain as the auto-overflight of an absolute surface in their concluding remarks on philosophy and the arts in What Is Philosophy?, but they depart from Ruyer in their characterisation of the relation of force to those two domains, ultimately because they reject Ruyer's advocacy of a universal, goal-directed finalism. The development and deployment of the notion of pre-objective or nonconceptual content for the purposes of intentional explanation of requires assistance from a practical and theoretical understanding of computational/robotic systems acting in real-time and real-space. In particular, the usual "that"-clause specification of content will not work for non-conceptual contents; some other means of specification is required, means that make use of the fact that contents are aspects of embodied and embedded systems. Kinship plays a foundational role in organizing human social behavior on both local and more global scales. Hence, any adequate account of the evolution of human sociality must include an account of the evolution of human kinship. This article aims to make progress on the latter task by providing a few key pieces of an evolutionary model of kinship systems. The article is especially focused on the connection between primate social cognition and the origins of kinship systems. I argue that (...) early conceptions of kinship in our line were very likely scaffolded by preexisting forms of primate social cognition. It was only later, as linguistic resources increased in our line, and as human social life grew more complex, that these conceptions came to resemble kin categories as we now know them. I conclude by situating “kin cognition” within a broader cognitive science framework for studying capacities that reflect both innate knowledge and human cultural learning. (shrink)

The principles and practices of research peer review are described. While the principles are fundamentally generic and apply to peer review across the full spectrum of performing institutions as well as to manuscript/proposal/program peer review, the focus of this paper is peer review of proposed and ongoing programs in federal agencies. The paper describes desireable characteristics and important intangible factors in successful peer review. Also presented is a heuristic protocol for the conduct of successful peer review research evaluations and impact (...) assessments. Problems with peer review are then outlined, followed by examples of peer review of proposed and existing programs in selected federal agencies. The recent revival of Gabriel Tarde’s distinctive approach to the study of human interaction raises the issue of the possible reasons for his fall into oblivion, particularly given his prominence during his lifetime as an intellectual competitor of equal standing with the pioneering sociologist Émile Durkheim in the first years of the 20th century. This problem calls for an exploration of those central ideas and qualities of Tarde’s work that may once have compromised his legacy and that now provide some (...) explanation of his revival. Consistent with Tarde’s ideas about human interaction, or ‘inter-subjectivity’, the reception of his legacy has been shaped by the forces of imitation and opinion, acting on a changeable, persuadable public. In this paper we examine the meaning of the idea of human rights in the works of Kant and Habermas. As a starting point of this examination we take Rorty's Oxford Amnesty Lecture of 1993. In this lecture Rorty claims, among other things, that a Kantian foundationalist approach to human rights is outmoded. It is better to neglect the question concerning our nature as human beings and substitute it for the question what we can make of ourselves. Kant's account of (...) the equal respect that is due to every person, tends to forget that outside our circle of post-Enlightenment European culture most people do not understand why rational agency is a sufficient condition for membership in a moral community. The borders of our moral community are often enough the borders of our family, group or society and do not include every human being. This restriction of the moral community poses a serious challenge to Kantian moral and political theory. On the basis of an analysis of the idea of human rights and the principle of popular sovereignty in the works of Kant and Habermas we try to show that the main claim of both authors is not so much a claim to knowledge about the nature of human beings, but a claim to the counterfactual conditions of a system of rights. As legal subjects we cannot claim a right to equal liberty for ourselves and people like us and deny it to everyone outside the borders of our moral community. As legal subjects we may no longer choose the medium or the language in which we can actualize our autonomy. Every system of rights presupposes certain counterfactual conditions, among which a right to equal liberties, and a certain performative meaning. (shrink)

Using a qualitative, grounded theory approach, this study examined the public policy interactions of small firms. The small firms' cognitive understanding and sensemaking approaches to government are revealed through an examination of successful and failed influence attempts. Embedded in these attempts, a set of factors (Issue Characteristics and Influence Process) were discovered, which affect the outcome of an influence effort. Issue Characteristics reflected attributes chief executive officers (CEOs) looked for when examining an issue and include Issue Impact, Issue Clarity, and (...) Issue Image. Influence Process factors focus on how influence is acquired and exercised, and include Issue Champion, Persistence, and Coalition Development. (shrink)

The purpose of this paper is to critically engage with a recent attempt by Thom Scott-Phillips to offer a general account of communication. As a general account, it is intended to apply equally well to both non-human and human interactions which are prima facie communicative in character. However, so far, Scott-Phillips has provided little detail regarding how his account is supposed to apply to the latter set of cases. After presenting what I take to be the most plausible way of (...) filling in those details, I argue that his account would appear to be too narrow: it (minimally) fails to capture a range of human interactions which strike us as instances of communication. To wit, these are cases in which some but not all of the information an act is designed to convey to a reactor actually reaches that reactor. An alternative account incorporating Scott-Phillips’ main insights is then sketched, and it is suggested that this account, or something like it, would accommodate the full range of non-human and human interactions that are intuitively communicative.
