In this important new work, Professor Trigg deals with the question of the rational foundations of science.

Efforts to bring science into early 19th century breeding practices in Central Europe, organised from Brno, the Hapsburg city in which Mendel would later turn breeding experiments into a body of timeless theory, are here considered as a significant prelude to the great discovery. During those years prior to Mendel's arrival in Brno, enlightened breeders were seeking ways to regulate the process of heredity, which they viewed as a force to be controlled. Many were specialising in sheep breeding for the (...) benefit of the local wool industry while others were showing an interest in commercial plants, especially fruit trees and vines, and later cereals. Breeders explained their problems in regulating heredity in terms of climatic influences disruption due to crossing sports or saltations. Practical experience led them to the concepts of 'inheritance capacity' and the 'mutual elective affinity' of parents. The former was seen to differ among individuals and also among traits; the latter was proposed as a means of adding strength to heredity. The breeders came to recognise that traits might be hidden and yet transmitted as a 'potential' to future generations. They also grew to understand that heredity would be strengthened when a quality was 'fixed' within a lineage by 'pure blood relations.' Continued selection of the desired quality might then lead to 'a higher perfection.' But the ultimate 'physiological' question about breeding, 'what is inherited and how?,' found no answer. Major figures in this development included Abbot Napp, the one who asked this question and who was due to receive Mendel into the monastery in 1843, and Professor Diebl whose lectures on agriculture and natural science at the Brno Philosophical Institute Mendel would attend in 1846. Here we analyse their progress in theorizing about breeding up until about 1840. In discussing this development, we refer to certain international contacts, especially with respect to information transfer and scientific education, within the wider context of the late Enlightenment. This paper is a prolegomenon to an ethics of conceptual engineering. Ethics is construed as primarily concerned with reasons for action, not belief, and it is argued that most such reasons are to be understood in terms of their connection with well-being. In the case of conceptual engineering, this is the well-being of the engineer and of others. There are alethic reasons for conceptual engineering, but they are derivative, as are many of the philosophical norms applying within conceptual engineering itself, (...) such as parsimony and respect for the history of a concept. There are moral reasons for conceptual engineering, and practical wisdom will be a core virtue for conceptual engineers. Reaching agreement should be a key aim of conceptual engineers, and this is likely to be achieved most effectively by philosophers working together in research groups in close collaboration with other groups. The largely isolationist model dominant in contemporary philosophy itself needs engineering. (shrink)

Can we lose our concepts? A case like ‘phlogiston’ invites a positive answer, though the sensefulness of ‘There is no phlogiston’ gives us pause. But concepts are about more than just ‘extension-determination’; hence Diamond’s examination of putative loss of moral concepts does point to a possible phenomenon. That loss of concepts could be regrettable seems to make room for the thought that having certain concepts could likewise be regrettable. Anscombe’s critique of the concept of ‘moral obligation’ appears to be suggesting (...) this, but it presents a dilemma: do the relevant words and phrases have a ‘special sense’ or are they senseless? Either answer is acceptable, I argue; roughly speaking, confused use makes for confused meaning. Objections coming from a certain picture of the autonomy of grammar fail. A diagnosis of ‘confused use’ can lead naturally to our seeing speakers as caught up in a species of dishonesty or inauthenticity, and also to our referring to the ‘kind of nonsense’ being talked. This last phrase seems to fall foul of the sort of consideration Diamond raised when discussing nonsense in the Tractatus. However, the case of ‘secondary sense’ shows us how we can understand this reference to ‘kinds of nonsense’. (shrink)

In 2012–13, we signed up for Facebook in seven Middle East and North Africa countries and used Facebook advertisements to encourage young people to participate in our survey. Nearly 18,000 individuals responded. Some of the questions in our survey dealing with attitudes about women’s work and cosmetics were adopted from a survey conducted by the Frankfurt School in 1929 in Germany. The German survey had shown that a great number of men, irrespective of their political affiliation harbored highly authoritarian attitudes (...) toward women and that one sign of authoritarianism was men’s attitude toward cosmetics and women’s employment. We wanted to know if the same was true of the contemporary MENA. Our results suggest that lipstick and makeups as well as women’s employment are not just vehicles for sexual objectification of women. In much of MENA world a married woman’s desire to work outside the house, and her pursuit of the accoutrement of beauty and sexual attractiveness, are forms of gender politics, of women’s empowerment, but also of antiauthoritarianism and liberal politics. Our results also suggest that piety among Muslims per se is not an indicator of authoritarianism and that there is a marked gender difference in authoritarianism. Women, it seems, are living a different Islam than men. (shrink)

If Mary believes a bone is on the lawn, then she literally believes that, though her belief may be mistaken. But, if her pet Fido rushes up to what is in fact a bit of bone-shaped plastic, then Fido does not believe that there is a bone on the lawn. However, the best explanation for Fido’s behavior may be that he initially believed there was a bone on the lawn. Unless we are methodological or analytical behaviorists, the claim that we (...) can best explain the behavior of dumb animals by treating them as if they literally held beliefs subject to various rationality constraints is hardly surprising. I argue that this instrumentalism does not support the realist view that dumb animals are literally to be credited with beliefs. In particular, I focus on Davidson’s argument that a creature can have beliefs only if it can be the interpreter of the speech of another. Davidson’s argument, which has not won wide acceptance, is the most subtle examination to date of the relation between belief and language. I examine the premises of his argument, indicate two major criticisms, and attempt to defend his conclusion that dumb animals lack beliefs by adducing supporting arguments. (shrink)

The significant advance of this handbook is the combination of US and international scholars drawing upon a wide circle of Peirce's influence and interest. Everett (chap. 1) represents Peirce as a special case of academic genius and faults the leadership of Johns Hopkins and Harvard for failing to accommodate his behavior and eccentricities and also includes touching narratives of children who knew and cared for the Peirces in Milford (17). Despite these attacks, Peirce's genius was recognized by Venn, C. I. Lewis, and—through Lady Welby—by Ramsey and Wittgenstein. Pierce's uniqueness as a scientist, philosopher, and logician was mishandled by Charles Eliot and Daniel Gilman, who failed to recognize him as America's leading thinker (55). This beginning brings Peirce's personality forward as an angle of vision on his philosophical and scientific production, setting the ground for the technical evaluations of Peirce's philosophical and scientific career and the lasting impact of his logic and metaphysics after his death.Part II develops the topics of phenomenology and the normative sciences in six chapters. Richard Kenneth Atkins (chap. 4) provides a brilliantly clear description of the development of Peirce's categories and the phaneron that "needs no special tools and is open to all" to engage "whatever comes before the mind" (71). But this does not exhaust the "phaneron" due to the Real that remains beyond the representation by minds. Nathan Houser (chap. 5) develops Peirce's empiricism as the "rain of percepts" that is the inflow of phenomenal content: the "deeper levels of our bottomless lake of consciousness and subconscious mind consists mainly of conceptual or intellectual content based on our perceptual judgments" (88). Does economics hold the key to everything or does the recent financial crisis show that it has failed? This book provides an assessment of modern economics that cuts through the confusion and controversy on this question. Case studies of the creation of new markets, the Russian transition to capitalism, globalization, and money and finance establish that economics has been very successful where problems have been well defined and where the world can be changed to fit the theory, but that it (...) has been less successful in tackling bigger problems. The book then offers a historical perspective on how economists have, since the Second World War, tried to make their subject scientific. This paper is a review of Emotion and Virtue, by Gopal Sreenivasan. Besides providing an overview of the book, it is suggested that the view of the virtues which gives less weight to the emotions remains plausible, as does the thesis of the unity of virtue.

In this lucid and engaging introductory volume on the nature of society, Roger Trigg examines the scientific basis of social science and shows that philosophical presuppositions are a necessary starting point for the study of society.

The Westphalian model of international relations has given us a zero-sum game of winners and losers that has proven to be ineffective in addressing the pressing issues of our times. Philosopher Zhao Tingyang has argued that by conceptualizing international relations from the planetary perspective of tianxia, we can develop a sense of "worldness" that at once acknowledges the plurality of moral ideals defining of the world's cultures and seeks practical ways to formulate a shared morality for the solidarity needed to (...) bring the world's people together. In this spirit, political theorist Michael Walzer, in his Thick and Thin: Moral Argument at Home and Abroad, wants "to endorse the politics of difference and, at the same time, to describe and defend a certain sort of universalism." For Walzer "thin" morality does not mean minor or emotionally shallow morality; on the contrary, thin and intensity come together as "morality close to the bone." Turning to alternative philosophies, the contributors to this volume seek to move beyond liberal thinking on a minimalist ethic to include other cultural values-those of the Confucian, Buddhist, Indian, Islamic, Ubuntu, Japanese, European, and Jewish traditions. In order to reconceive of the world as a world, these scholars seek to formulate an answer to the contemporary challenge of a fragmented and failing Westphalian "internationality," and in so doing, to offer possible conceptions of a shared and practicable morality sorely needed at a planetary scale. In their recent work, Lisa Adkins, Melinda Cooper and Martijn Konings challenge traditional employment-based class models, arguing that asset ownership, particularly housing, is now central to understanding class dynamics in the present conjuncture, which some critics characterize as rentier capitalism. This paper examines the historical antecedents of their analysis, especially its relationship to the work of Peter Saunders in the 1990s. Sexual experimentation, living together, raising children outside of marriage, remarriage after divorce, and same-sex relationships...These behaviours have become common in the wider society as well as among Christians and Catholic Christians. Not only do they think and act differently than the official Church teaching, but they do so convinced that they are acting rightly. This challenges ethics to respond by what can be called an 'ethics of mercy', by meeting people where they are and helping them to grow towards the (...) fullness of life and love. Such a pastoral and educational ethics of growth should dare to stand within the tension between what is desirable and what is attainable, without surrendering the 'pro-vocative' idea of conjugal covenant as the basis for the family. Mercy is needed not only after ethics but in ethics. In harmony with Pope Francis's plea for a 'gospel of mercy', this book seeks a middle way between merciless rigourism and relativising subjectivism. It proposes an ethics of redemption that accompanies people on their way to meaningful living and loving, grounded in a spirituality that springs from the salvation offered in Jesus. (shrink)

Wittgenstein's contribution to musical aesthetics is not often discussed, which is surprising, given his rare musicality and musical connections. His distinctive achievement is to have focused on the question of musical understanding, and to have connected this with two other philosophical problems: the nature of the first-person case, and the understanding of facial expressions. Wittgenstein's third-person approach to philosophical psychology leads him to emphasize the role of performance in the understanding of music, and also to introduce an ‘intransitive’ concept of (...) expression. At times Wittgenstein seems to be arguing for an entirely non-relational account of musical meaning; however, a proper analysis of the first-person case shows that his theory of musical understanding might allow that, at some level, you understand a piece of music only if you imaginatively grasp the state of mind expressed by it. ‘To translate’ means quite literally ‘to carry across, to bring across,’ that is, ‘to remove from one place to another.’ The questions I want to address in this essay are: To what extent have we been successful in, first, understanding the Chinese philosophical narrative and, then, in ‘carrying it across’ into the western academy? To what extent have we been able to grow and ‘appreciate’ our own philosophical parameters by engaging with this antique tradition? The self-conscious strategy of translation, then, (...) must be to go beyond word-for-word translation and attempt to enable students of Chinese philosophy to read the seminal texts by providing them with a means of developing their own sophisticated understanding of a set of critical Chinese philosophical terms. The premise is that there is no real alternative but to cultivate a nuanced familiarity with the key Chinese vocabulary itself. It is in this effort to take Chinese philosophy on its own terms, then, that we must begin from the interpretive context by taking into account the tradition’s own indigenous presuppositions and its own evolving self-understanding. Given the accelerating robotic AI revolution and China’s perceived central role in it, how will this grand transformation in the human experience be received and responded to within a distinctively Confucian cultural context?

The essence of a policy evaluation of the personnel situation in the amalgamated municipalities is to investigate the degree to which the amalgamation as instrument achieved the present objectives and thedegree to which the instruments used have contributed to it. Such an evaluation is complicated by the fact that insufficient attention was given to the objectives in the amalgamation policy and to the time period within which they had to be achieved. From the analysis, it appears, in any case, that (...) the number of personnel grew after the amalgamation in the local administrations more than in others. This applies in particular to the public welfare agencies. This growth is probably to be ascribed more to the social evolution than to the amalgamation operation. The demonstration of scale effects is not easy because of the lack of diachronic studies. The fact that large municipalities have relatively more personnel than small municipalities may not be deduced from an increase of the population. The diachronic study of the percentage of the total expenditures for personnel shows that this part has decreased, which could indicate a scale effect. However, one has, at this time, insufficient information of the factors that explain the amount of personnel so that a change in that amount cannot simply be ascribed to the amalgamation. At the same time, the hypothesis is formulated that the amalgamation of the municipalities as a policy measure bas not brought about many changes on the level of policy implementation. This can be explained by the lack of an accompanying strategy for change. It does not suffice to vote for a law to bring about a fundamental change. (shrink)

Hannah Arendt’s claim that thinking is the last defense against the moral outrages of criminal political regimes sets the problematic of good and evil in relief. Human freedom, Paul Ricœur reminds us, is responsible for evil. The avowal of the evil of violence is thus the condition of our consciousness of the freedom to act anew. Aesthetic experience’s lateral transposition onto the planes of ethics and politics highlights our capacity to respond to exigencies in apposite ways. Exemplary representations of the (...) good, the right, and the justexpress a desire for being. Eros is accordingly the law of every work, word, deed, or act that answers to a difficulty, challenge, or crisis. Bound to living experiences, thought attains its true height through interrogating, demystifying, and vacating frozen norms, standards, and mores.
