This paper is one of the four interrelated action agenda papers resulting from the National Summit on Public Health Legal Preparedness convened in June 2007 by the Centers for Disease Control and Prevention and multi-disciplinary partners. Each of the action agenda papers deals with one of the four core elements of public health legal preparedness: laws and legal authorities; competency in using those laws; coordination of law-based public health actions; and information. Options presented in this paper are for consideration by (...) policy makers and practitioners — in all jurisdictions and all relevant sectors and disciplines — with responsibilities for all-hazards emergency preparedness.Advancing and protecting the public's health depends upon the coordination of actions by many, diverse partners. For effective public health preparedness, there must be effective coordination of legal tools and law-based strategies across local, state, tribal, and federal jurisdictions, and also across sectors such as public health, health care, emergency management, education, law enforcement, community design, and academia. Reviews evidence which suggests that there may be little or no direct introspective access to higher order cognitive processes. Ss are sometimes unaware of the existence of a stimulus that importantly influenced a response, unaware of the existence of the response, and unaware that the stimulus has affected the response. It is proposed that when people attempt to report on their cognitive processes, that is, on the processes mediating the effects of a stimulus on a response, they do not do (...) so on the basis of any true introspection. Instead, their reports are based on a priori, implicit causal theories, or judgments about the extent to which a particular stimulus is a plausible cause of a given response. This suggests that though people may not be able to observe directly their cognitive processes, they will sometimes be able to report accurately about them. Accurate reports will occur when influential stimuli are salient and are plausible causes of the responses they produce, and will not occur when stimuli are not salient or are not plausible causes. In this article, we comment on Ciaffa’s article ‘The Ethics of Unilateral Do-Not-Resuscitate Orders for COVID-19 Patients.’ We summarize his argument criticizing futility and utilitarianism as the key ethical justifications for unilateral do-not-resuscitate orders for patients with COVID-19.

Much has been made of the centrality of comparison to sociological research. The world-systems perspective, however, posits a single unit of analysis that challenges the possibility of designating the independent cases demanded by the formal logic of comparative analysis. The present work suggests an alternative to comparisons of multiple cases in the form of analogies among instances of processes. The consequences of such a methodological shift are explored through the example of the contemporary “War on Terror”.

A few years ago I ran across a statement by Jean-Paul Sartre which seemed to imply that if there is a God, then there can be no human freedom. That thesis struck me as questionable, but at the time I did not pause to examine it. More recently I ran across a similar, more explicit statement by Kurt Baier, and I decided the time to pause had come. My knee-jerk response to Baier – and I confess it was probably nothing (...) more – was, ‘Why can't there be human freedom if there is a God? Indeed, can there be human freedom if there isn't a God ?’ The second of these questions has proved to be the more provocative to me, for the more I have thought about it, the more it has seemed to me that it is the atheist and not the theist who should be on the defensive about libertarianism, i.e. the position that human beings do act, that human actions are not determined, that we are the sole cause of our actions, and that all things remaining the same, we could have done otherwise. Indeed, the more I thought about that question – Can there be human freedom if there is no God? – the more convinced I became that the atheist has no good reason for believing in libertarianism. Note: I am not saying that atheism is logically incompatible with libertarianism. Perhaps it is, but if it is, that is not yet obvious to me. Rather, I am saying that an atheist who believes in libertarianism must believe in it on the basis of faith and must hold this faith in opposition to the only type of evidence that is available to him. Hence, by denying the existence of God, Baier and Sartre do not make room for human freedom; they make belief in human freedom irrational. By contrast, I shall argue, the theist does have a good reason for believing that humans are free. Let's take separate looks at Baier and Sartre; then I shall summarize the substance of my position. The authors find East Asians to be holistic, attending to the entire field and assigning causality to it, making relatively little use of categories and formal logic, and relying on "dialectical" reasoning, whereas Westerners, are more analytic, paying attention primarily to the object and the categories to which it belongs and using rules, including formal logic, to understand its behavior. The 2 types of cognitive processes are embedded in different naive metaphysical systems and tacit epistemologies. The authors speculate that the (...) origin of these differences is traceable to markedly different social systems. The theory and the evidence presented call into question long-held assumptions about basic cognitive processes and even about the appropriateness of the process–content distinction. (shrink)

Ockham’s criticisms of earlier theories of universals depend on the fact that they are universals, that the supposed entities are essentially different in kind from particulars. Since modern theories which postulate the existence of senses or propositions as part of a semantic theory make no such claims about those entities it would seem that Ockham’s views are irrelevant to disputes over the value of those semantic theories. That is, for Frege, Church and others the senses or propositions postulated are not (...) claimed to be universal in the traditional medieval sense, but are rather abstract objects which in the theory are treated as particulars exactly on a par with rocks, tables and numbers. However, if one considers Ockham’s positive theory of language it becomes clear that his views are at odds with modern abstract semantic accounts just as much as they were with the traditional universalist semantic accounts. This article offers an overview of three main themes in biblical theology that form the basis for sound Christian spiritual formation. These three themes have foundations in the Old Testament and run through into the New Testament for the Christian life. First there is the work of the Holy Spirit in the human spirit, occupying, empowering, and reshaping us and our lives from the inside out. Second, the Holy Spirit works to build us into local communities of faith in which (...) he dwells and in which we have fellowship with one another. Third, the Holy Spirit makes us into prophets and prophetic communities that stand out in the world showing forth God's glory and attracting others to him. This biblical theology motivates the following definition of ‘spiritual formation’: the ministry through which we seek to stimulate and support the ongoing spiritually transforming work of the Holy Spirit in and through the personal lives, relationships, and ministries of genuine believers so that we all progressively become more conformed to the image of Christ according to the will of God the Father. This classic, first published in 1969, introduces to English-speaking readers a field which is of increasing importance in contemporary philosophy and theology--hermeneutics, the theory of understanding, or interpretation. Richard E. Palmer, utilizing largely untranslated sources, treats principally of the conception of hermeneutics enunciated by Heidegger and developed into a "philosophical hermeneutics" by Hans-Georg Gadamer. He provides a brief overview of the field by surveying some half-dozen alternate definitions of the term and by examining in detail the contributions of Friedrich (...) This case deals with the corporate response to a crisis and the successful evacuation of approximately 900 hotel guests, staff, and family members of staff whowere stranded in the Fairmont New Orleans hotel by Hurricane Katrina. This rescue effort, spearheaded by managers at the sister Fairmont hotel in Dallas, Texas, was completed shortly after 12 a.m. on Friday, September 2, 2005, when the last bus with evacuees pulled into the Dallas Fairmont after making a round trip of more than 1000 (...) miles — and about 64 hours after planning began. This case is particularly significant for lessons that may be derived about crisis management and leadership, and it also raises several interesting ethical issues. Contemporary fiscal theorizing largely assimilates the activities of government to that of some choosing agent. This paper explores an alternative approach where government is assimilated to an emergent process of complex interaction, as a form of complex adaptive system. Within this alternative vision, governments are treated not as objects of intervention into a market economy but as arenas of organized participation within it. While recent developments in computational modeling are starting to provide tools for probing such a vision, the roots (...) of that vision can be traced back to the spontaneous order theorists of the 18th century. After sketching some contours of this alternative vision, the remainder of the paper explores some possible implications of this change in vision for mapping the relationship among taxation, prosperity, and justice.
