В статті показано, що федералізм не варто розглядати як невід’ємний принцип української політичної традиції. Навпаки, його поширення в суспільно-політичній думці було зумовлене рівнем та своєрідністю національної свідомості української інтелігенції, яка, розуміючи неспроможність українців відродити власну державу, намагалася розробити найбільш відповідні суспільно-політичним обставинам політичні програми та принципи. Поряд з вказаним виявлено, що незважаючи на наднаціональний характер лібералізму, принцип федералізму не можна вважати його невід’ємним елементом, оскільки він не передбачає градації цінностей внутрішньої і зовнішньої політики, у підсумку чого, свобода особистості водночас віщує (...) свободу спільноти, яка постає результатом солідаризації, історично змінних інтересів людей. This chapter presents the successive stages to make changes in the Polish development policy after 1989. The national administration reform of 1990 in the Third Commonwealth of Poland restored the local government after 40 years of non-existence during the time of Polish People’s Republic that was a satellite state of the Soviet Union after the Second World War. Another reform took place in 1998 as a part of preparations for the country’s membership in the European Union from 2004. Currently (...) developed strategic documents are suggesting the use of the "polarization and diffusion model of the development." The authors also discuss the regional policy currently implemented in Poland, which was designed in years 2009-2014. The process of creation of new policy includes plans to reform the policy instruments and to update the strategic framework. Conclusions highlight a need for a clearer division of powers between the center and regional governments and the importance of strengthening the financial basis and institutional capacity building. Population ageing is one of the key processes affecting the development of European Union countries. The aim of this paper is an indication of the possibility of collective action against this challenge at the regional level. Article describe assumptions and recommendations for strategic management which taking into account the cooperation of entities from public sector (local governments), market sector (business) and social sector (NGOs). The regional principle of socioeconomic and political development has always served as the basis of the existence of developed states. The rights of regions have been severely curtailed only in countries with a totalitarian system of government.

The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics is required. In (...) attempting to develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented. In this paper we discuss the interaction between science policies (and particularly in the area of scientific research) and higher education policies in Gulf and Mediterranean Arab countries. Our analysis reveals a discrepancy between the two sub-regions with respect to integration in the global market, cooperation in scientific research and international mobility of students. The paper discusses the implications of the analysis of reform policies and higher education restructuring.

The central theme of Japanese subnational governmental study has been centerlocal relations and the administrative institutions that define the relations. Indeed, one needs to ask what determines subnational policy outcomes, to what degree the national influence affects the determinants, and under what conditions these determinants function autonomously. The present paper directly examines the subnational policymaking process itself, not the center–local relations, and tries to understand its mechanism. The paper proposes a research framework using a statistical method that has been (...) developed in the area of diffusion study. In the framework, national influence is integrated into an analysis of subnational policymaking as one of the factors that affect policy determinants. Why did gender inequality in secondary school access persist after Mexico made attendance compulsory in 1993? This research reveals an interaction between geography, poverty, and sibship structure in contributing to the underrepresentation of girls in Mexico's poorer southern states. Using regional and contextual information about enrollments and development, a multinomial logistic regression model is estimated. The results show that in addition to family and regional poverty, the position of girls within the sibship contributes to their remaining in or (...) dropping out of school following the primary level and their likelihood of employment or domestic work as an alternative to schooling. The results have implications for Mexico's targeted approach to eliminating the effects of poverty on educational opportunity. (shrink)

It is often stated that optimal global climate policy requires global harmonization of marginal abatement costs – i.e., a single carbon price throughout the world. Chichilnisky and Heal (1994) have shown quite generally that this is only the case if distributional issues are ignored, or if lump-sum transfers are made between countries. Else, a policy in which different regions face different carbon prices may be superior to one with a single global carbon price from a welfare point of (...) view. Still, most integrated assessment models (IAMs) assume away distributional issues and report a single optimal carbon price. We calculate utilitarian-optimal carbon prices under zero cross-regional lump-sum transfers in the multi-region IAM NICE. The result is optimal global climate policy with different regional carbon prices in which the poorest regions face initially low prices, while the richest regions face very high prices from the outset. This entails significant welfare gains over the standard single price optima commonly reported, which, as we argue briefly in conclusion, can be improved upon still by allowing international trading in the corresponding emissions allocations. This paper will examine the various ways in which the regional imaginary has been conceptualized and developed in maritime Southeast Asia, primarily focussing on Indonesia. Utilizing the recent debate on the notion of a this paper examines the role of imperialism and the colonial experience on the development of Indonesian of region and regionalism. This paper is structured into four sections. First of all, it explores the link between postcolonial theory and regionalism studies. Second, it takes into account early (...) ideas of regionalism in the post-independence era. This includes President Sukarno's foreign policy culminating in Indonesia's hosting of the Bandung Conference as well as President Suharto's endorsement of ASEAN. The third and final section examines Indonesia's foreign policy orientation and practices in the post-authoritarian period, particularly under President Susilo Bambang Yudhoyono. With its embrace of democracy in the post-New Order era, the concluding discussion suggests that Indonesia appears to be increasingly prepared to expand its regional engagement concentrically beyond the immediate Southeast Asian region. The question of the role of the US is instrumental in this regard, and can be usefully understood from a postcolonial framework. (shrink)

Place-based policies tackle grand socio-economic challenges through differentiated, context-sensitive interventions. However, they often run the risk of under- or mis-performing. This work studies how grand challenges translate from policy to cross-sector partnerships through place. By focusing on the place-based policy of regional smart specialization (RIS3), I investigate how the setup of science and technology parks mediates the practices of the actors in the translation chain: a transnational policymaker (macro), a regional broker (meso), and a local partnership (...) which served as prototype for the regional policy (micro level). I document two types of practices—emplacement and space configuration—enacted at each level, and show how their interplay transformed the grand challenge from a cautious ideal at the macro level which balances risk and responsibility, to an optimistic and risk-prone approach at the partnership level. The study contributes to the policy and cross-sector partnerships literatures by documenting a two-sided effect of place-based policy and a consequent risk of ethical reversal, from an early attractor bringing partners together to a later accomplice keeping the partners together despite evident signs of failure. By adopting a strong multimodal approach, I also distinguish four types of multimodal outcomes—ideal type, prototype, virtual model, and lived artifact—which perform the two-sided effect and bring about the risk of reversal. Practical implications include a redistribution of the burden of failure from the CSPs implementing the grand challenges to the institutional fields in which these are bred. (shrink)

Using data on submitted and published manuscripts in Feminist Economics from 1995 to 2019, we examine differences in method and scope used by authors residing in the Global North and Global South. We specifically focus on research methods, intersectional analyses, region of analysis, and co-authorship status. Further, using logistic regression models, we examine the relationship between authors’ location and use of research methods. We find authors in the Global South are more likely to engage in empirical and mixed-methods papers compared (...) to Global North authors in our sample. Moreover, a greater share of Global South authors engage in intersectional analysis and exhibit geographical focus on developing countries. Drawing insights from the Feminist Economics manuscripts data, we argue that encouraging Global South research can contribute to the goals of the field of feminist economics – aimed at inclusivity, diversity of standpoints, and plurality in research methods, thereby improving overall economic research. The New Autonomous Region (DOB) conducted in West Bandung Regency in 2007 made many fields relevant for evaluation. The reason is that West Bandung has been established as a new regency for almost two decades, but several problems are still visible to the public, including poverty, education, and health services. Therefore, this paper will examine several important aspects of West Bandung Regency in an evaluative manner. In addition, it will also explain the implications of the DOB policy on community (...) life in West Bandung. Therefore, this paper relies on Dunn's policy evaluation theory and Leo Agustino's evaluation model, as well as several arguments from many previous policy researchers. Methodologically, this research uses a qualitative method with an exploratory analysis approach where data is obtained from interviews and observations of related sources. The results of the study explain that the evaluation of DOB policies in West Bandung Regency still shows several shortcomings in the health and education sectors, especially in the dimensions of efficiency, equity, responsiveness, adequacy, and other dimensions according to Dunn. Meanwhile, from Leo Agustino's perspective, the aspects of apparatus resources, institutions, and infrastructure are still part of what needs to be improved in West Bandung Regency. The DOB policy, which has been running since 2007, has not yet had significant implications for citizens in the aspects of welfare and human development, although some aspects of public services have shown improvements. This paper raises questions concerning the emerging trends of regional and international relations. In this endeavour, it examines new insights from traditional perspectives. The paper explores the outer contours of the conceptual linkages between human rights, foreign policy and regional integration in the East African context. Its central argument is that the major debates in the discipline of international relations are ultimately controversies about its theoretical basis.

This paper attempts to explore the underlying nature and terms of Higher Education policy. Higher Education policy cannot be viewed outside the changing conditions of the state especially when the inquiry centres on Europe. In the European context, policy making, in order to be efficient, seems to be conducted on two levels, the supranational and the regional. This change in the structure of Higher Education policy making can be considered as an outcome of globalization and (...) the current market economy. The EU's Higher Education policy may be expected to go beyond the national into the supranational level of cooperation with the launching of new initiatives resulting from the Bologna Process and the European Higher Education Area. These initiatives are reshaping the role and responsibilities of Higher Education Institutes towards society and the market. Nursing Inquiry 2011; 18: 359–368 Promoting the health of Europeans in a rapidly changing world: a historical study of the implementation of World Health Organisation policies by the Nursing and Midwifery Unit, European Regional Office, 1970–2003The World Health Organisation (WHO) was inaugurated in 1948. Formed in a period of post‐war devastation, WHO aimed to develop and meet goals that would rebuild the health of shattered populations. The historical study reported here examined the work of (...) the Nursing and Midwifery Unit (NMU) of WHO’s European Regional Office during the later part of the twentieth century. The study examined archive sources lodged at the NMU archive. The sources included manuscripts relating to important NMU initiatives, reports and papers published by WHO, and a range of secondary sources. The study identified three main driving forces in the work of the NMU of the European Regional Office of WHO. One of the strongest of these was a drive to develop and promote the nursing profession within the countries of the European Region. The second was the promulgation and implementation of the positive public health strategies of WHO, particularly its ‘38 Targets for Health for All by the Year 2000’. The third focussed on securing equity across the European continent and on promoting the development of the nursing professions in poorer and less‐developed countries. The study concludes that the nursing professions in European states grew in strength and influence, and that the health of populations improved throughout the continent between 1970 and 2003. It discusses the extent to which the role of the NMU in these advances may have been significant. (shrink)

This region on the background of the country is characterized by the highest level of cultural diversity and multiculturalism policy. In a knowledge-based economy, the role of regions is regarded as very significant for creating and dispersing knowledge. Particularly, geographical clusters of firms in a single sub-national region and cross-border regions may contribute to transmitting certain kinds of knowledge between and among firms. In addition, markets prefer to favor specialized firms with a coherent body of knowledge when knowledge creation and the use of new knowledge become increasingly important for maintaining and improving a firm’s competitiveness. This means that regional (...) policy makers may not interfere directly with markets and firms when the process of globalization pushes national economies into a world of learning and innovation because the institutional framework for market exchange favors knowledge exchange in a globalizing economic system. This paper argues how a cross-border cluster in the Öresund region between Denmark and Sweden has been created, and which strategies it focuses on in order to strengthen its competitiveness and to generate a further development that aims to become a global innovative cluster. Moreover, it discuses whether the Nordic cross-border cluster, the Medicon Valley is a unique approach in the EU context or not. The article examines the impact of environmental quality on shaping the development policy of Polish voivodeships. The main analytical tool used was the synthetic index of environmental quality, compiled by means of the Perkal method. It was constructed in order to organize Polish voivodeships in terms of environmental quality, which was determined in a comprehensive way on the basis of three thematic areas: advantages of the natural environment, the level of pollution of the environment as well as active protective (...) activities. The obtained values of synthetic measures were then compared to the level of economic growth of Polish regions. It was necessary in determining which voivodeships perceive the quality of the environment as the main factor enhancing their economic growth, and which treat it as a barrier to economic development. In this paper, we employ what we term as ‘the ethical dimension in political market orientation ’ framework to underline how an integration of information from relevant stakeholder groups can inform the formulation of market-oriented, yet ethical policies. Against the backdrop of India’s Look East Policy, we undertake a critical analysis of historic economic data from 1980 to 2014 in the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura, often termed as the Seven Sisters because of (...) their interdependence. Our analysis of the data, using time-series methods, reveals that policy changes ensuing from the economic reforms of 1990s and the initiation of the LEP in 1991 have resulted in regional income convergence in North-Eastern India. A key contribution of our work emanates from the fact that we determine two structural breaks endogenously from long time-series data, thereby identifying three distinct policy regimes, rather than specifying exogenous breaks based on historic and theoretical conjectures. Overall, our work offers both conceptual insights into processes that enable ethical and inclusive policy making, as well as empirical evidence emerging from stochastic convergence of incomes per capita for the Seven Sister states in the North-Eastern region in India, to illustrate how regional economic inequality can be reduced through targeted market-oriented policies. The content-analysis of the Russian federal and regional basic legislation on the cultural policy has indicated a need in a deep revision of all existing regulatory legal acts, which support the state cultural policy implementation towards building a universal terminology and vesting the functions on the cultural policy implementation in the government as opposed to the statement of the departmental specific approach to the culture.

The article presents the results of an analysis of perceptions of migrants in press releases and regulatory documents of law enforcement and civil government agencies. We considered these texts within the framework of a "soft" constructionist approach, as a tool for problematizing the social process and one of the key ways of producing the discourse of power. The purpose of the study was to use a combination of quantitative content analysis and discourse analysis to identify the "equivalence chains" that give (...) meanings to the nodal sign "migration" in the texts of power. The objectives of the study were to collect a text array relevant to the topic and determine the social context in which the migrant is placed: the spaces in which they are present, the actions of which they are the subject and object. In most of the 548 texts reviewed, the migrant is presented as a suspicious, impersonal object of state paternalism. The most extensive category of social actions in which a migrant acts as a subject are crimes, mainly related to violation of the regime of stay in the Russian Federation. The most common actions committed against a migrant are inspections and raids, as well as various kinds of punishment. The subject of action against a migrant in regional government texts is not the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of the Russian Federation, but the Main Directorate for Public Order Maintenance, the Prosecutor's Office of the Russian Federation, and the courts. The article proposes a hypothesis according to which law enforcement agencies use press releases simultaneously as a way to problematize migration and maintain public attention to it. Having monopolized the problem, the Ministry of Internal Affairs, the Prosecutor's Office, and the courts use it to repeatedly "sell" this issue to the public through the only tool available to them - symbolic and physical violence. Singapore's strategic play to secure international wealth management market share has been very successful. Serious questions, however, were raised in relation to this ascendency as the Global Financial Crisis drove the European Union and the United States of America to become proactive in clamping down on tax evasion and other areas deemed by them to be undesirable within the international financial system. This paper will examine the Singapore government's decade-long growth policy of its wealth management sector, and how it (...) has been impacted upon by international regulatory responses. Further, it examines how in stark contrast to the EU and the US, Indonesia has been far less successful in its diplomatic efforts to have Singapore address financial diplomacy issues in relation to Indonesian citizens residing in Singapore. This article will argue, however, that Singapore's less than robust response to Indonesia's constant requests for action maybe to the long-term detriment of Singapore itself. (shrink)

Moving toward a possible transatlantic free trade area (TAFTA), the European Union (EU) and the United States reached an accord in December 1995 to collaborate on 150 policy issues. Regional market integration arrangements involve the acceptance of international policy regimes defining conditions for cooperation and harmonization. Because multinational enterprises (MNEs) will likely increase in size and global scope, regional and global regime development efforts for defining corporate social responsibility and performance norms will be needed. In light (...) of these trends, this article focuses on a case study of an emerging, global anticorruption norm among countries of diverse cultures, interests, and values. Although, historically, a norm against the bribery of domestic public officials has been virtually universal, there was little prohibition against bribery by business of foreign public officials. Regionally adopted anticorruption norms require national implementation and enforcement, and they must operate globally to be effective. Implications for other norms are considered. (shrink)

The article devoted to historiographical analysis of the works of Russian researchers, containing information about the activities of the central party organ that functioned on the territory of Bashkortostan during the rule of N. S. Khrushchev. The new soviet leader was responsible for several relatively liberal reforms in areas of domestic policy. This period of time was characterized by complex socio-political conditions caused by the transition of the internal life of Soviet Russia from Stalin’s version of authoritarianism to Khrushchev’s (...) more liberal policy. Personnel reshuffles in the highest echelon of the central party, which functioned on the territory of Bashkortostan during the ‘thaw‘ of Khrushchev, undoubtedly left their imprint on carrying out the policy in various areas of life in the multinational region. The first secretaries of the Bashkir regional committee of the CPSU were the conductors of the ideas of the leader of the USSR. Khrushchev’s ‘thaw‘ caused unprecedented economic, cultural and social transformations in the life of Soviet Russia and in particular in the Bashkir Autonomous Soviet Socialist Republic. The analytical characteristic of the works is given, the basic tendencies of the researchers on this issue are considered. It is shown that, as a result of changes in the political life of Russia, the main trends in the study of this problem have also changed. (shrink)

This book focuses on the regional political ecologies (RPEs) of environmental conflicts in India. It explores broadly, landscape-based analyses of political, economic and social issues, which impact environmental changes, challenges and conflicts at local and micro-local levels. The chapters in this volume examine the intervention of different stakeholders in the management of various regional ecological landscapes in India, including forests, rivers, canals, creeks and wetlands. The volume is an interdisciplinary endeavour, weaving together contextual narratives through a combination of (...) approaches from sociology, anthropology, geography, political studies and environmental history. As of the end of October 2020, the cumulative number of confirmed cases of COVID-19 has exceeded 45 million and the cumulative number of deaths has exceeded 1.1 million all over the world. Faced with the fatal pandemic, countries around the world have taken various prevention and control measures. One of the important issues in epidemic prevention and control is the assessment of the prevention and control effectiveness. Changes in the time series of daily new confirmed cases can reflect the (...) impact of policies in certain regions. In this paper, a smooth transition autoregressive model is applied to investigate the intrinsic changes during the epidemic in certain countries and regions. In order to quantitatively evaluate the influence of the epidemic control measures, the sequence is fitted to the STAR model; then, comparisons between the dates of transition points and those of releasing certain policies are applied. Our model well fits the data. Moreover, the nonlinear smooth function within the STAR model reveals that the implementation of prevention and control policies is effective in some regions with different speeds. However, the ineffectiveness is also revealed and the threat of a second wave had already emerged. (shrink)

Having been supressed and denied their rights by successive Syrian governments over the years, Syrian Kurds are now asserting a de facto autonomy. Since the withdrawal of the Syrian President's forces from the ethnically Kurdish areas in the early months of the current civil war, the inhabitants have declared a self-rule government along the lines of the Kurdistan regional government in northern Iraq. For Syrian Kurds, the creation of a small autonomous region is a dream fulfilled, albeit one unrecognized (...) by the international community. Some 15% to 17% of the Syrian population is Kurdish. Whether they can achieve statehood will depend on a reading of international law and on how the international community reacts. Regional market integration in Europe and North America has grown increasingly extensive. This integration has created institutions and structures to guide pancontinental political, economic, and social policies. At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. This article compares and contrasts integration in North America and Europe, and discusses the implications of political, economic, and institutional changes in these two regions for business-government relations and (...) the structure and strategic orientation of the corporate public affairs (PA) function. This article reviews recent literature on comparative political economy, business and public policy, and corporate PA, and it presents a conceptual model and research propositions, supported by case illustrations, of how integration and decentralization affect business-government relations and corporate PA in Europe and North America. In recent times, the role of the regional economy changed significantly under certain conditions of globalization and structural adjustment. The process of changing must be crucial to analyse regional economy and develop the planning of regional economy. Developing economies depend often on industries and country policies. This research study investigates the implementation of the Conflict Management Socialization and Mapping of Conflict Prone Areas program by the National Unity and Political Affairs Agency (Bakesbangpol) in Kuningan Regency, Indonesia. Using qualitative methods, including interviews and a literature review, the study examines how Bakesbangpol Kuningan detects and manages potential conflicts to maintain regional stability. Findings reveal that the program effectively utilizes early detection initiatives and community engagement forums such as Focus Group Discussions (FGDs) and collaborates with various stakeholders, (...) including local authorities and community organizations. Creating a conflict-prone area map in 2017 is a vital tool for proactive conflict prevention and policy formulation. However, the study identifies areas for enhancement, including further staff training, robust administrative support systems development, and more decisive leadership in program execution. This research highlights the significance of systematic program implementation and collaborative efforts in managing social conflicts and ensuring sustained regional harmony. It contributes to the field by providing insights into effective conflict management strategies at the local level in Indonesia, particularly in diverse and potentially conflict-prone regions like Kuningan. Many commentators and experts arguethat extensive agricultural systems across theEuropean Union (EU) should be supported toreach the two main functions of the EuropeanModel of Agriculture (EMA): lively economicsystems and environmental awareness. We arguethat the main current policy instrument of theEMA, the CAP (Common Agricultural Policy),should be targeted to take advantage ofexisting regional diversity in social realitiesand agricultural structures. Community-basedresearch work has been carried out throughoutthe 1990s in the cereal–sheep farming system ofCastile-La Mancha (south-central Spain), wherea system of (...) land-use operates in which cerealcropping and sheep farming are carried out onthe same land. Local agricultural staff andfarmers acted as collaborators in rating themain constraints and devising proposals forstructural, social, and institutional reforms.Results showed that the two social groupsinvolved (cultivators and pastoralists) haddivergent interests and unbalanced numbers forcollective action to be effective. Governmentintervention is required, but current EUagricultural policy is not accomplishing therestructuring objectives. Results of theopinion survey also support switching the EUsubsidy scheme to sheep from a per-head basisto a per-hectare basis and making grazing landmore accessible to landless shepherds. Regionalpolicy schemes should be devised that aretailored to meet the circumstances ofparticular land areas, but sensible policyschemes can only be devised after properknowledge of the structure and institutionalframework of EU agricultural systems. El presente artículo presenta parte de los resultados de un estudio de percepción y opinión pública realizado en las quince regiones de Chile, sobre la relación entre descentralización, desarrollo regional y gestión pública. El supuesto del que se parte es que la voluntad de descentralización de la ciudadanía y los actores sociales es un factor facilitador del desarrollo de las regiones. Se entiende por desarrollo regional el conjunto de los procesos políticos, sociales y económicos conducidos por los actores (...) regionales articulados en función de unas prioridades definidas por ellos mismos. Antecediéndolo lógicamente se asume que existe una heterogeneidad regional que proviene de la configuración histórica y cultural de las regiones, y que esta diversidad define una desigualdad en las condiciones iniciales para articular el desarrollo endógeno de cada región. English in Indonesia has foreign language status. Nevertheless, the language is greatly significant to the country due to its numerous regional and global appeals. The current language policy of Indonesia ensures that the language is taught to children from junior high school level. However, as a reflection of a language that has not been prioritised in school curriculum, school leavers largely have limited grasp of the language by the time they enrol into university programmes. This study attempts to (...) highlight institutional practices in student enrolment into and graduation from English programmes. It is also concerned with issues that are perceived to have derived from the policy. Based on interviews with 23 academics from five universities in Central Java, the majority of whom are administrators, policy-related issues of the English language are identified in this paper. Findings include communication skill difficulties faced by English majors and the juxtaposition of state and private universities in terms of student recruitment. The findings are significant in informing stakeholders such as policy makers, administrators, language instructors, and other practitioners about the impact of language policy and planning on practices in higher education institutions in Central Java and in assisting future decision-making processes whereby the consequences are far-reaching. One of the principal means by which state management of rapid economic development has been attempted in the Greater Mekong Subregion (GMS) has been the creation and maintenance of special economic zones (SEZs). The purpose of SEZs is to encourage domestic and international investment in specific areas to promote mainly export-oriented manufacturing. They have been created in large numbers in Thailand, Vietnam and the Yunnan Province of China, and they are being built across Cambodia, Laos and now Myanmar. Negative effects, (...) such as pollution and the forcible clearances of people, are balanced by the provision of new jobs and better income-generating opportunities for people and their families. SEZs in the GMS are being increasingly drawn together by the large-scale creation of the Asian Highway Network, in addition to investment by domestic governments and by capital from Chinese corporations and the state. The creation of these linkages will have additional changes on the economic geography of the region and on the distribution of the factors leading to uneven development. This article seeks to identify the social and human implications of the spread of SEZs across the GMS. It seeks to draw together conclusions that lead to recommendations for public policy that will reduce the risks that people will face as a result. (shrink)

As demand for locally grown food increases there have been calls to ‘scale-up’ local food production to regionally distribute food and to sell into more mainstream grocery and retail venues where consumers are already shopping. Growing research and practice focusing on how to improve, expand and conceptualize regional distribution systems includes strategies such as value chain development using the Agriculture of the Middle framework. When the Ohio Food Policy Advisory Council asked how they could scale-up the distribution of (...) Ohio fresh fruits and vegetables to Ohioans, we decided to use this practical opportunity to not only provide recommendations to this council, but to simultaneously contribute to the literature on AOTM, value-based and spatially–proximate relationships, and conceptualizations of food system hybridity. We do this while examining an entire sub-sector of the Ohio agricultural economy, namely fruit and vegetables and applying the AOTM framework beyond the farm, namely to distributors and retailers. Through interviews with Ohio retailers and a survey of all fresh fruit and vegetable distributors Ohio we: Describe current distribution systems within the state; Identify firms interested in scaling-up distribution, and; Inform state-level policy efforts by identifying opportunities to better target any state-level policy and program efforts. We demonstrate support for the concept of AOTM applied beyond the farm, for value chain development strategies that can transmit ‘quality’ via spatially proximate supply chains, and support for considering hybrid solutions, such as piggybacking for scaling-up local food systems. This work highlights the role a statewide food policy council can have in facilitating market development and their unique position to provide public sector and institutional support to facilitate meaningful connections in the food system. This article seeks to explain and conceptualise certain aspects of industrial and technological change at the regional level, using the Baltic region as a case. The concept of new institutions is applied to understand recent attempts to stimulate organised behaviour, trustrelations and co-operation at the level of low policy. New regional institutions deal with competing pressure groups, but their strength lies mostly in the ability to orchestrate and influence pressure groups in a formative way. The article identifies (...) potential starting points for this regional involvement. It is divided into three parts. First, some of the economic problems and potentials of the Baltic states are scrutinised. Second, some features of new institutions are explored at the theoretical level.
