Many legal scholars well recognize that, in some instances, support for a law or policy may be primarily because of its expressive function, i.e. the statements it makes about underlying values. In these cases, the expressive content of a law or policy may actually overshadow its central purpose. Examples of this phenomenon, according to Cass Sunstein, include, for example, regulations against hate speech in the USA. He suggests that achieving the consequence (prohibiting hateful speech against certain groups) may not be (...) the real focus (central purpose) of the law. Rather, the real focus is on the social meaning of these regulations—that bigotry is unacceptable in a liberal society. In this way, a particular law or policy can operate on many levels—while aiming to achieve a particular objective or behavior, it can also be a valuable tool for achieving other important social goals through its expressive function. This article applies this insight to the realm of public health policy, with particular attention to the case of pandemic planning, and suggests that public health policy and its overall goals may be well-served by deliberate regard for, and appropriate utilization of, the expressive function. Socioeconomic inequality is perpetuated and exacerbated by an overlooked yet serious epidemic of time theft: the act of causing others to lose their time without adequate cause, compensation, or consent. We explain why time theft goes unnoticed, how it drives socioeconomic inequality, and what businesses and policymakers can do to address it.

This ‘editorial perspective’ offers reflection on Marxist theory in the narrow domain of social movements and social-movement studies. It offers a brief survey of international class struggles over the last few decades to situate the discussion. It then focuses on the problem of capitalism for social-movement studies, and the particular issue of capitalist totality. It argues that an expansive, processual, historical and temporal conception of class struggle needs to be at the centre of any adequate Marxist approach to social movements, (...) and shows why and how this is so by delving into some contemporary debates over dominant forms of collective action – strike and riot. It also highlights the dialectical relations between production, reproduction and social reproduction, and how the latest revivals of Marxist feminism might guide us through the morass. This is the first volume compiling English translations of Leibniz's journal articles on natural philosophy, presenting a selection of 26 articles, only three of which have appeared before in English translation. It also includes in full Leibniz's public controversies with De Catelan, Papin, and Hartsoeker. The articles include work in optics, on the fracture strength of materials, and on motion in a resisting medium, and Leibniz's pioneering applications of his calculus to these issues by construing them as mini-max and inverse (...) tangent problems. Other topics covered by the articles include: criticisms of the Cartesian estimate of motive force and Leibniz's proposal of a different way of estimating force to replace it; a proposed theory of celestial motions and gravitation, and derivation of the inverse square law; challenge problems concerning the isochronous curve and the catenary; a sample of work on gaming theory; and Leibniz's critique of atomism. Despite general agreement that altered reward sensitivity is involved in attention-deficit/hyperactivity disorder (ADHD), a wide range of different alterations has been proposed. We cite work showing abnormal sensitivity to delay of reward, together with abnormal sensitivity to individual instances of reward. We argue that at the cellular level these behavioural characteristics might indicate that dopamine timing is off in children with ADHD.

George Ciccariello-Maher’sWe Created Chávezis the most important book available in English proposing an anti-capitalist framework for understanding the Bolivarian process in contemporary Venezuela, as well as its historical backdrop dating back to 1958. The book contains within it a laudable critique of Eurocentrism and a masterful combination of oral history, ethnography, and theoretical sophistication. It reveals with unusual clarity and insight the multiplicity of popular movements that allowed for Hugo Chávez’s eventual ascension to presidential office in the late 1990s.We Created (...) Chávezhas set a new scholarly bar for social histories of the Bolivarian process and demands serious engagement by Marxists. As a first attempt at such engagement, this paper reveals some critical theoretical and sociological flaws in the text and other areas of analytical imprecision. Divided into theoretical and historical parts, it unpacks some of the strengths and weaknesses by moving from the abstract to the concrete. The intervention begins with concepts – the mutually determining dialectic between Chávez and social movements; ‘the people’; and ‘dual power’. From here, it grounds these concepts, and Ciccariello-Maher’s use of them, in various themes and movements across specific historical periods of Venezuelan political development – the rural guerrillas of the 1960s, the urban guerrillas of the 1970s, the new urban socio-political formations of the 1980s, Afro-Indigenous struggles in the Bolivarian process, and formal and informal working-class transformations since the onset of neoliberalism and its present contestation in the Venezuelan context. This review-essay offers an extended engagement with Fernando Ignacio Leiva’s Latin American Neostructuralism, one of the most important contributions to contemporary Latin-American political economy. It situates Leiva’s critique of neostructuralism against the wider backdrop of Latin America’s contradictory turn to the Left since the late 1990s, and compares the treatments of change in Latin-American capitalism over the course of the twentieth and early twenty-first centuries developed by the schools of classical structuralism, neostructuralism, and neoliberalism. The essay finds that Leiva’s critique (...) of neostructuralism and his explanation for its influence on large segments of the region’s Left is the best work on the topic currently available in English. Leiva systematically demolishes neostructuralism’s claim to be a progressive alternative to neoliberalism. At the same time, it is argued that Leiva’s theoretical framework is compromised by its uncritical adoption of categories from French regulation-theory, and its nostalgia for elements of classical structuralism and its associated development-model of import-substitution industrialisation. Further, it is found that Leiva’s implicit attachment to certain myths propagated by the Marxism of the Second and, especially, Third Internationals regarding the national bourgeoisie’s role in Third-World capitalist development leaves him unduly dogmatic about the necessity, and unduly optimistic about the possibility, of building a progressive stage of capitalism in Latin America today. The same mythologies prevent Leiva from drawing the appropriate conclusions as regards the urgent necessity of rebuilding the socialist project in Latin America and internationally. (shrink)

Previous research has shown that emotionally-valenced words are given higher judgements of learning (JOLs) than are neutral words. The current study examined potential explanations for this emotional salience effect on JOLs. Experiment 1 replicated the basic emotionality/JOL effect. In Experiments 2A and 2B, we used pre-study JOLs and assessed memory beliefs qualitatively, finding that, on average, participants believed that positive and negative words were more memorable than neutral words. Experiment 3 utilised a lexical decision task, resulting in lower reaction times (...) (RTs) for positive words than for neutral words, but equivalent RTs for negative and neutral words, suggesting that processing fluency may partially account for higher JOLs for positive words, but not for negative words. Finally, we conducted a series of moderation analyses in Experiment 4 which assessed the relative contributions of fluency and beliefs to JOLs by measuring both factors in the same participants, showing that RTs made no significant contribution to JOLs for either positive or negative words. Our findings suggest that although positive words may be more fluently processed than neutral words, memory beliefs are the primary factor underlying higher JOLs for both positive and negative words. Men typically express more willingness than women to perpetrate fraudulent acts like lying in negotiations. However, women express just as much willingness in some cases. We develop and test a theory to explain these mixed findings. Specifically, we hypothesize that situational cues that bring about competitive or empathic feelings mitigate sex differences in lying to negotiation counterparts. Results from four experiments confirm our hypotheses. Experiment 1 showed that men and women express equal willingness to lie when negotiating with counterparts toward (...) whom they felt either great competitiveness or empathy. Experiment 2 extended these results by confirming that men only express more willingness to lie absent competitive or empathic feelings towards a counterpart. Experiments 3 and 4 demonstrated that inducing competitive or empathic feelings toward a counterpart eliminated sex differences in lying by leading women to lie more and men to lie less, respectively. Overall, our results suggest that the extent to which negotiators experience competitive or empathic feelings play important roles in whether sex differences in lying in negotiations emerge. This introduction situates the work of Zavaleta in the field of Bolivian intellectual history, Latin American Studies, and Latin American Marxism. It also explains the objectives of the symposium and the logic underlying its constituent parts.

This editorial perspective attempts to explain the recent rise of Jair Bolsonaro to the presidency in Brazil and to characterise, at least in a preliminary fashion, the nature of the new regime one year into Bolsonaro’s rule. The core argument is that Bolsonaro represents a weak and internally-fragmented far-right regime, with unenthusiastic and declining popular support. Dominant sections of international and domestic capital operating in Brazil lent Bolsonaro electoral backing as a last way out of economic and political crisis, but (...) so far, the new government has failed in sufficiently guaranteeing their most important interests and the markets are withdrawing approval. Themes covered include the political paralysis of the new regime, the social bases of Bolsonarismo, the nature of the current state–capital relation, and the role of evangelical Pentecostalism in far-right Brazilian politics today. A biographical portrait of Bolsonaro is provided, alongside a mapping of the dominant factions of the new administration. Finally, an assessment of the economic outlook in Brazil is developed, together with speculation as to the likely political consequences in the short- to medium-term future. (shrink)

Ascidians have evolved alternate modes of development in which the conventional tadpole larva is remodeled or eliminated. Adultation, the precocious development of adult features in the larval head, is caused by superimposing the larval and adult differentiation programs. Caudalization, the addition of muscle cells to the larval tail, is caused by enhancing muscle induction or increasing the number of muscle cell divisions before terminal differentiation. Adultation and caudalization are correlated with increased egg size, suggesting dependence on maternal processes. Anural development, (...) the elimination of the larval stage, is caused by maternal and zygotic events resulting in abbreviation and deletion of larval developmental programs. An example of a maternal change in anural species is the modification of the egg cytoskeleton during oogenesis, whereas a zygotic change may involve altered cell interactions during embryogenesis. Interspecific hybridization experiments suggest that some aspects of anural development may be caused by loss‐of‐function mutations. The dissociation of developmental programs is a key process in changing the mode of development in ascidians. (shrink)

Recent studies have shown that some maternal mRNAs are localized in specific cytoplasmic regions of eggs and embryos and are rearranged in concert with the cytoplasmic movements that fix the embryonic axes. The localization and ooplasmic segregation of mRNA molecules may be mediated by their association with specific egg cytoskeletal domains.

As COVID-19 and its variants spread across Australia at differing paces and intensity, the country’s response to the risk of infection and contagion revealed an intensification of bordering practices as a form of risk mitigation with disparate impacts on different segments of the Australian community. Australia’s international border was closed for both inbound and outbound travel, with few exceptions, while states and territories, Indigenous communities, and local government areas were subject to a patchwork of varying restrictions. By focusing on borders (...) at various levels, our research traces how the logics of medico-legal bordering have filtered down from the international to the intra-national, and indeed, into hyper-local spaces. This is not just apparent in the COVID-19 moment but in previous pandemics of 1918 to 1919 influenza and smallpox, in which practices of quarantine and lockdowns were both unevenly distributed and implemented on multiple scales of social organization. An interdisciplinary approach between history and law reveals that human movement during pandemic times in Australia has been regulated in a manner that sees mobility as a risk to public health capable of mitigation through the strict enforcement of borders as a technology of both confinement and exclusion. In dementia research evidence is mounting that therapeutic strategies that target moderate and even mild Alzheimer's disease may be missing the ‘therapeutic window’. Given that the neuropathology that leads to Alzheimer's disease probably begins somewhere between 10 and 15 years before symptoms manifest, many believe that the optimal therapeutic strategy would target persons in the earliest phases of disease development or even earlier. This would include, for example, persons with prodromal Alzheimer's and even persons who are deemed at risk. Given (...) the nature of research involving the central nervous system, it is conceivable that some therapeutic investigations may involve an increase over minimal risk. This paper examines how, in dementia research, at-risk persons, although healthy, bring multiple and intersecting vulnerabilities to the prospect of research participation even though they are clinically healthy. Current guidelines for research ethics may not provide adequately for the nuances of ‘healthy individuals’ and their possible vulnerabilities. In the context of neurodegenerative disease, the fact of being ‘at risk’ alters the vulnerability profile in significant ways. While healthy persons who are at risk of developing dementia may not appear to warrant placement in the research category of vulnerable participants (alongside prisoners, pregnant women and children) careful regard for the vulnerabilities that arise as a result of the intersecting circumstances of being healthy and at risk of an incurable disease are worthy of increased attention and consideration, particularly as the research effort for the increasingly prevalent disease of Alzheimer's moves forward. This article offers an historical-materialist account of the coup in Honduras on 28 June 2009, which ousted democratically elected President Manuel Zelaya. It draws on over two dozen interviews with members of theFrente Nacional de la Resistencia Popular[National Front of Popular Resistance, FNRP], and participation in numerous marches and assemblies over two periods of fieldwork – January 2010, and June–July 2011. The paper steps back in time to provide an historical cartography of the basic material structures of the Honduran economy (...) and its integration into the world market, as well as the geopolitical role it played as a launching pad for Ronald Reagan’s counter-insurgency campaigns against guerrilla forces elsewhere in the region during the 1980s. We show how the defeat of mass guerrilla insurgencies in Guatemala and El Salvador, as well as the triumph over the Sandinista government in Nicaragua by 1990, allowed for the neoliberal pacification of Central America as a whole, including Honduras. We further demonstrate how the centre-leftist Manuel Zelaya, elected to the Honduran presidency in 2006, modestly encroached upon neoliberal orthodoxy and forged geopolitical alliances with left and centre-left governments elsewhere in the region, laying the bases for his violent overthrow. Finally, the paper traces the origins, trajectory, and heterogeneity of the resistance that emerged almost immediately after the coup had been carried out. (shrink)

The ‘Bolivarian Revolution’ in Venezuela under Hugo Chávez has reignited debate in Latin America and internationally on the questions of socialism and revolution. This forum brings together six leading intellectuals from different revolutionary traditions and introduces their reflections on class-struggle, the state, imperialism, counter-power, revolutionary parties, community and communes, workplaces, economy, politics, society, culture, race, gender, and the hopes, contradictions, and prospects of ‘twenty-first-century socialism’ in contemporary Venezuela.

What is it like to live with the label “Disability?” NIB editorial staff and narrative symposium editors, Jeffery Bishop and Naomi Sunderland developed a call for stories, which was sent to several list serves, shared with the 1000 Voices Project community and posted on Narrative Inquiry in Bioethics ’ website. The request for personal stories from people who identify with the label “disabled” asked them to: consider how the label “disability” interacts with other aspects of their life in health (...) care settings; does the term “disability” reflect their actual embodied experiences of impairment or does it fail to do justice to their particular experience of impairment; describe the kind of experiences that are possible because of the impairment(s); discuss how the label has affected their “authentic voice”; and many other concepts about what effects the label has on their lives. These authors share deeply personal experiences that will help readers understand their world, challenges, and joys. Thirteen stories are found in the print version of the journal and an additional five supplemental stories are published online only through Project MUSE. The stories are complemented by four commentary articles by Elizabeth R. Schiltz; Lorna Hallahan; Nicole Matthews, Kathleen Ellem, and Lesley Chenoweth; and Jeffery Bishop, Rachelle Barina, and Devan Stahl. Firearm violence in the United States produces over 36,000 deaths and 74,000 sustained firearm-related injuries yearly. The paper describes the burden of firearm violence with emphasis on the disproportionate burden on children, racial/ethnic minorities, women and the healthcare system. Second, this paper identifies factors that could mitigate the burden of firearm violence by applying a blend of key ethical theories to support population level interventions and recommendations that may restrict individual rights. Such recommendations can further support targeted research to inform (...) and implement interventions, policies and laws related to firearm access and use, in order to significantly reduce the burden of firearm violence on individuals, health care systems, vulnerable populations and society-at-large. By incorporating a blended public health ethics to address firearm violence, we propose a balance between societal obligations and individual rights and privileges. (shrink)
