A cross‐national study of differences in the identities of nursing in England and Australia and how this has affected nurses’ capacity to respond to hospital reform This paper examines similarities and differences in the identity of nursing in England and Australia. In doing this we examine how in each country nursing has developed different ideologies and strategies. Our analysis draws on data derived from a cross‐national study of hospital staff in England and Australia. We demonstrate how differences in the occupational (...) identity of nursing in each country are registered in their values, attitudes and beliefs. We suggest that these differences reflect the interplay of factors such as the strategic stances of nursing professional and industrial organisations and how nurses in each country have positioned themselves in responding to recent changes in health policy. The concept of intersectionality is on its way to becoming a new paradigm in gender studies. In its current version, it denominates reciprocities between gender, race and class. However, it also allows for the integration of other socially defined categories, such as sexuality, nationality or age. On the other hand, it is widely left unclear as to which level these reciprocal effects apply: the level of social structures, the level of constructions of identity or the level of symbolic representations. Fighting crime has historically been a field that drives technological innovation, and it can serve as an example of different governance styles in societies. Predictive policing is one of the recent innovations that covers technical trends such as machine learning, preventive crime fighting strategies, and actual policing in cities. However, it seems that a combination of exaggerated hopes produced by technology evangelists, media hype, and ignorance of the actual problems of the technology may have boosted sales of software that supports (...) policing by predicting offenders and crime areas. In this paper we analyse currently used predictive policing software packages with respect to common problems of data mining, and describe challenges that arise in the context of their socio-technical application. The seminal 1993 article by LaFollette and Shanks “Animal Models in Biomedical Research: Some Epistemological Worries” introduced an influential taxonomy into the debate about the value of animal experimentation. The distinction they made between hypothetical and causal analog models served to highlight a concern regarding extrapolating results obtained in animal models to human subjects, which endures today. Although their taxonomy has made a significant contribution to the field, we maintain that it is flawed, and instead, we offer a new practice-oriented (...) taxonomy of animal models as a means to allow philosophers, modelers, and other interested parties to discuss the epistemic merits and shortcomings, purpose, and predictive capacities of specific modeling practices. Advances in veterinary orthopaedics are assessed on their ability to improve the function and wellbeing of animal patients. And yet historically veterinarians have struggled to bridge the divide between an animal's physicality and its interior experience of its function in clinical settings. For much of the twentieth century, most practitioners were agnostic to the possibility of animal mentation and its implications for suffering. This attitude has changed as veterinarians adapted to technological innovations and the emergence of a clientele who claimed (...) to understand and relate to the subjective experiences of their animals. While visualising technologies and human analogies have shaped the nuts and bolts of veterinary orthopaedic practices, an emerging awareness of the inability of radiographic images to apprehend or correlate to a patient's experience of their function reliably has required veterinarians to place a greater emphasis on the owner's knowledge of the "selves" inhabiting their animals. Rather than simply basing clinical judgments on the "look" of their patients, the indeterminacy in the connection between form and function has compelled veterinarians to put questions regarding particular human-animal relationships near the centre of their practices, not least in orthopaedic surgery. Mobile phone-based applications (apps) can promote faster targeted actions to control COVID-19. However, digital contact tracing systems raise concerns about data security, system effectiveness, and their potential to normalise privacy-invasive surveillance technologies. In the absence of mandates, public uptake depends on the acceptability and perceived legitimacy of using technologies that log interactions between individuals to build public health capacity. We report on six online deliberative workshops convened in New South Wales to consider the appropriateness of using the COVIDSafe app to (...) enhance Australian contact tracing systems. All groups took the position (by majority) that the protections enacted in the app design and supporting legislation were appropriate. This support is contingent on several system attributes including: the voluntariness of the COVIDSafe app; that the system relies on proximity rather than location tracking; and, that data access is restricted to local public health practitioners undertaking contact tracing. Despite sustained scepticism in media coverage, there was an underlying willingness to trust Australian governing institutions such that in principle acceptance of the new contact tracing technology was easy to obtain. However, tensions between the need to prove system effectiveness through operational transparency and requirements for privacy protections could be limiting public uptake. Our study shows that informed citizens are willing to trade their privacy for common goods such as COVID-19 suppression. But low case numbers and cautionary public discourses can make trustworthiness difficult to establish because some will only do so when it can be demonstrated that the benefits justify the costs to individuals. Background Outbreaks of infectious disease cause serious and costly health and social problems. Two new technologies – pathogen whole genome sequencing and Big Data analytics – promise to improve our capacity to detect and control outbreaks earlier, saving lives and resources. However, routinely using these technologies to capture more detailed and specific personal information could be perceived as intrusive and a threat to privacy. Method Four community juries were convened in two demographically different Sydney municipalities and two regional cities in (...) New South Wales, Australia to elicit the views of well-informed community members on the acceptability and legitimacy of: making pathogen WGS and linked administrative data available for public health researchusing this information in concert with data linkage and machine learning to enhance communicable disease surveillance systems Fifty participants of diverse backgrounds, mixed genders and ages were recruited by random-digit-dialling and topic-blinded social-media advertising. Each jury was presented with balanced factual evidence supporting different expert perspectives on the potential benefits and costs of technologically enhanced public health research and communicable disease surveillance and given the opportunity to question experts. Results Almost all jurors supported data linkage and WGS on routinely collected patient isolates for the purposes of public health research, provided standard de-identification practices were applied. However, allowing this information to be operationalised as a syndromic surveillance system was highly contentious with three juries voting in favour, and one against by narrow margins. For those in favour, support depended on several conditions related to system oversight and security being met. Those against were concerned about loss of privacy and did not trust Australian governments to run secure and effective systems. Conclusions Participants across all four events strongly supported the introduction of data linkage and pathogenomics to public health research under current research governance structures. Combining pathogen WGS with event-based data surveillance systems, however, is likely to be controversial because of a lack of public trust, even when the potential public health benefits are clear. Any suggestion of private sector involvement or commercialisation of WGS or surveillance data was unanimously rejected. (shrink)

This article has two general aims. It first of all critically reconsiders the empirical turn’s dismissal of transcendentalism in the philosophy of technology, in particular through the work of Ihde and Verbeek, and defends the continuing relevance of the notion of the transcencental in thinking about technology today, illustrating this mainly through a reading of Stiegler’s understanding of the human condition as a technical condition and his view of human (noetic) evolution as proceeding from a process of technical exteriorization. The (...) crucial issue that is missed by postphenomenology and the empirical turn is that technology itself in its empiricity occupies the (periodically changing) place of the transcendental. It thus fails to consider the transcendental operativity of technical artifacts within its own empiricist stance. Secondly, it argues for the continuing importance and usefulness of the idea of Technology with a capital T, equally discarded by the representatives of the empirical turn, in particular against the emerging backdrop of the Anthropocene as the age of decisive anthropogenic forcing of the planet and the growing dominance of what has recently been called the technosphere in Earth system science. With Stiegler I show that a proper, inherent dynamic of technology must be acknowledged historically, anthropologically, techno-evolutionarily as well as (techno)phenomenologically. I conclude by demonstrating that our time of planetary crisis summons us to redirect our attention to technology from the empirical to the transcendental, and from the micro-level to the macro-level again. One of the older questions in the debate about Corporate Social Responsibility (CSR) is whether it is worthwhile for organizations to pay attention to societal demands. This debate was emotionally, normatively, and ideologically loaded. Up to the present, this question has been an important trigger for empirical research in CSR. However, the answer to the question has apparently not been found yet, at least that is what many researchers state. This apparent ambivalence in CSR consequences invites a literature study that (...) can clarify the debate and allow for the drawing of conclusions. The results of the literature study performed here reveal that there is indeed clear empirical evidence for a positive correlation between corporate social and financial performance. Voices that state the opposite refer to out-dated material. Since the beginnings of the CSR debate, societies have changed. We can therefore clearly state that, for the present Western society, “Good Ethics is Good Business.”. (shrink)

In the past decade, numerous ethical frameworks have been developed to support public health decision‐making in challenging areas. Before the COVID‐19 pandemic began, members of the authorship team were involved in research programmes, in which the development of ethical frameworks was planned, to guide (a) the use of new technologies for emerging infectious disease surveillance; and (b) the allocation of scarce supplies of pandemic influenza vaccine. However, as the pandemic evolved, significant practical challenges emerged that led to our questioning the (...) value of these frameworks. We now believe that a normative instrument, such as a framework, cannot adequately or reliably provide the ethical guidance that needs to be incorporated into public health decision‐making during natural disasters or infectious disease emergencies. Recently it has been suggested that there are potentially more dynamic, flexible, and effective ways to navigate decisions involving complex considerations entailed in policies and practices during a public health emergency. In this paper, we first outline the key functions of a public health ethics framework, before describing why we believe it would not be fit for purpose during a crisis. We end by considering whether proposed alternative methods to promote ethical public health decision‐making goals have the potential to meet these objectives. (shrink)

Since its inception in 1869, the periodic system — icon of modern chemistry — has suffered from the problematic accommodation of the rare-earth elements. The substance of this paper intends to retrace Mendeleev’s shifting attitudes with regard to the rare-earth crisis during the period 1869–1871. Based on a detailed examination of Mendeleev's research papers from that period, it will be argued that the rare-earth crisis played a key role in inducing a number of important changes in Mendeleev’s philosophical viewpoints with (...) regard to the epistemological concept of a chemical element and the nature of elementary groups. Many of Mendeleev's most cherished beliefs got endangered by the nature of these elements. Their mystifying properties forced him to revise his ideas about primary and secondary groups, the elements as basic and simple substances, and the use of short and long form tables. They made him question the validity and universality of the periodic law, and led him into hypothesizing about the internal structure of matter and constitution of atoms. (shrink)

Modal interpretations provide a general framework within which quantum mechanics can be considered as a theory that describes reality in terms of physical systems possessing definite properties. Quantum mechanics is standardly understood to be a theory about probabilities with which measurements have outcomes. Modal interpretations are relatively new attempts to present quantum mechanics as a theory which, like other physical theories, describes an observer-independent reality. This article discusses the political economy of AI capitalism. It considers AI as a General Purpose Technology and argues we need to investigate the power concentration of Big Tech. AI capitalism is characterised by the commodification of data, data extraction and a concentration in hiring of AI talent and compute capacity. This is behind Big Tech’s unstoppable drive for growth, which leads to monopolisation and enclosure under the winner takes all principle. If we consider AI as a GPT—technologies that alter (...) society’s economic and social structures—we need to come up with alternatives in terms of ownership and governance. The commons is proposed as an alternative for thinking about how to organise AI development and how to distribute the value that can be derived from it. Using the commons framework is also a way of giving society a more prominent role in the debate about what we expect from AI and how we should approach it. (shrink)

At the beginning of the twentieth century, human and veterinary surgeons faced the challenge of a medical marketplace transformed by technology. The socioeconomic value ascribed to their patients was changing, reflecting the increasing mechanization of industry and the decreasing dependence of society on nonhuman animals for labor. In human medicine, concern for the economic consequences of fractures “pathologized” any significant level of posttherapeutic disability, a productivist perspective contrary to the traditional corpus of medical values. In contrast, veterinarians adapted to the (...) mechanization of horsepower by shifting their primary professional interest to companion animals; a type of patient generally valued for the unique emotional attachment of the owner and not their productive capacity. The economic rationalization of human fracture care and the “sentimental” transformation of veterinary orthopedic expertise indicate how these specialists utilized increasingly convergent rhetorical arguments to justify the application of innovative fracture care technologies to their human and animal patients. In this article, I discuss manuscript material written by Petrus van Musschenbroek (1692–1761) related to his first experiments with the Leiden jar. Despite the importance of the discovery of the Leiden jar for the history of electricity and the questions that still surround its discovery, a detailed treatment of this manuscript material is lacking in the literature. The main aim of this paper is to provide an outline of the manuscript material and to contextualize van Musschenbroek’s first experiments with the (...) Leiden jar. I show how the experiment fits within his research program on electricity and I discuss van Musschenbroek’s initial reactions to and analysis of the phenomenon. Before doing so, I first provide a short overview of the treatment of the early history of the Leiden jar in the secondary literature. After that, I discuss van Musschenbroek’s treatment of the topic of electricity in the textbooks he published in the years before the discovery of the device. Van Musschenbroek repeatedly emphasized that not enough experimental results were available for an informed theoretical treatment of the phenomenon of electricity to be possible. I then turn to the manuscript material, where I give a general description of the contents of the manuscript and van Musschenbroek’s experimental practice. The manuscript material further confirms recent work on the Leiden jar by Silva and Heering, and provides new insights into the way van Musschenbroek himself reacted to the discovery. (shrink)

‘The art of living with ICTs ’ today not only means finding new ways to cope, interact and create new lifestyles on the basis of the new digital technologies individually, as ‘consumer-citizens’. It also means inventing new modes of living, producing and, not in the least place, struggling collectively, as workers and producers. As the so-called digital revolution unfolds in the context of a neoliberal cognitive and consumerist capitalism, its ‘innovations’ are predominantly employed to modulate and control both production processes (...) and consumer behavior in view of the overall goal of extracting surplus value. Today, the digital networks overwhelmingly destroy social autonomy, instead engendering increasing social heteronomy and proletarianization. Yet it is these very networks themselves, as technical pharmaka in the sense of French ‘technophilosopher’ Bernard Stiegler, that can be employed as no other to struggle against this tendency. This paper briefly explores this possibility by reflecting upon current diagnoses of our ‘technological situation’ by some exemplary post-operaist Marxists from a Stieglerian, pharmacological perspective. Essentialism is one of the most pervasive problems in mental health research. Many psychiatrists still hold the view that their nosologies will enable them, sooner or later, to carve nature at its joints and to identify and chart the essence of mental disorders. Moreover, according to recent research in social psychology, some laypeople tend to think along similar essentialist lines. The main aim of this article is to highlight a number of processes that possibly explain the persistent presence and popularity (...) of essentialist conceptions of mental disorders. One such process is the general tendency of laypeople to essentialize conceptual structures, including biological, social, and psychiatric categories. Another process involves the allure of biological psychiatry. Advocating a categorical and biological approach, this strand of psychiatry probably reinforced the already existing lay essentialism about mental disorders. As such, the question regarding why we essentialize mental disorders is a salient example of how cultural trends zero in on natural tendencies, and vice versa, and how both can boost each other. The Aristotelian, non-relativistic notion of truth as correspondence with and dependency on actual states of affairs is in principle maintained, but refined and even modified in several different directions. The principal reason for maintaining it is empirical: it seems to reflect the way in which humans deal with the notion "truth" naively or pretheoretically, in ordinary life situations. It is shown that the Kantian crisis in epistemology does not affect this notion, since what is at issue is truth-conditions, not actual (...) truth-values. This great crisis in epistemology does, however, reinforce the requirement that logic, as a vehicle of preservation of assumed truth, be entirely and fundamentally independent of contingent states of affairs. This requirement made it imperative that traditional logic be replaced with a logic of absolute applicability, no matter whether there is or is not an outside world, or, if there is one, how it is or happens to be. The Aristotelian Principle of the Excluded Third is given up, not in favour of truth-value gaps for sentences with reference failure, but rather in favour of three truth-values: truth, minimal falsity , and radical falsity . Truth-value gaps do not occur with sentences that are well-integrated in discourse and context This analysis is linked up with a well-defined trivalent logic. It moreover requires the assumption of entities that are defined by thought processes but do not exist in reality. It is further shown that truth-conditions are not always expressible in autonomously verifiable or falsifiable terms. Many lexical meanings depend, for a complete statement of the associated truth-conditions, on variable cognitive input whose content depends on what is known in general terms, or prototypically, about the things referred to in the discourse at hand. Examples are the whole possessive complex , gradable adjectives, or epistemic modals. This fact does not invalidate the notion of truth as correspondence, but it does shed a new light on how sentences acquire their truth-values. Finally, truth is seen als correspondence not so much with whatever one may assume the world to be in its barest or brütest form, down to its very basics, as with the phenomenal world, that is, the world as it presents itself to human perception and interpretation, with all the projections and reifications that go with it. Surveillance is essential for communicable disease prevention and control. Traditional notification of demographic and clinical information, about individuals with selected infectious diseases, allows appropriate public health action and is protected by public health and privacy legislation, but is slow and insensitive. Big data–based electronic surveillance, by commercial bodies and government agencies, which draws on a plethora of internet- and mobile device–based sources, has been widely accepted, if not universally welcomed. Similar anonymous digital sources also contain syndromic information, which can be (...) analysed, using customised algorithms, to rapidly predict infectious disease outbreaks, but the data are nonspecific and predictions sometimes misleading. However, public health authorities could use these online sources, in combination with de-identified personal health data, to provide more accurate and earlier warning of infectious disease events—including exotic or emerging infections—even before the cause is confirmed, and allow more timely public health intervention. Achieving optimal benefits would require access to selected data from personal electronic health and laboratory records and the potential to re-identify individuals found to be involved in outbreaks, to ensure appropriate care and infection control. Despite existing widespread digital surveillance and major potential community benefits of extending its use to communicable disease control, there is considerable public disquiet about allowing public health authorities access to personal health data. Informed public discussion, greater transparency and an ethical framework will be essential to build public trust in the use of new technology for communicable disease control. (shrink)

The aim of this paper is to evaluate etiological accounts of functions for the domain of technical artefacts. Etiological theories ascribe functions to items on the basis of the causal histories of those items; they apply relatively straightforwardly to the biological domain, in which neo-Darwinian evolutionary theory provides a well-developed and generally accepted background for describing the causal histories of biological items. Yet there is no well-developed and generally accepted theory for describing the causal history of artefacts, so the application (...) of etiological theories to the technical domain is hardly straightforward. In this paper we consider the transposition of etiological theories in general from the biological to the technical domain. We argue that a number of etiological theories that appear defensible for biology become untenable for technology. Dr Seuren's study deals with the problem of presenting an adequate model of grammatical description. The model he proposes conforms in its main outlines to the transformational generative grammar established by Chomsky, but differs in important respects. These mainly affect that part of Chomsky's syntactic component known as the 'base', which generates basic or 'deep' structures. In the model of the base proposed here two main constituents are distinguished for every deep structure representation of a sentence, vis-a-vis the operators and (...) the nucleus. The deep structure of a sentence is thus seen to be very similar to the logical structure of a proposition. The arguments given in support of this analysis are based on mainly on considerations of simplicity and semantic adequacy. (shrink)

This paper discusses the connection between epistemic virtues and chemistry in the eighteenth century Dutch Republic. It does so in two ways. First, it presents the virtue epistemology of three Dutch university professors and natural philosophers: Herman Boerhaave, Petrus van Musschenbroek, and Johannes David Hahn. It shows how their criticism of a priori philosophy and their defence of experimental natural philosophy is connected to a specific virtue epistemology. Four epistemic virtues are central for these authors: intellectual patience, diligence and humility, (...) and impartiality. This virtue epistemology informs their presentation of chemistry as an exemplary discipline. The practice of chemistry instils these key epistemic virtues in its practitioners. Second, the article shows how these epistemic virtues also play a role in later debates regarding the reception of Lavoisier’s work in the Dutch Republic. This article hopes to provide an example of what Ian Kidd has called a ‘deep conception of epistemic vice [and virtue]’. It also argues for the fruitfulness of applying a virtue epistemic framework to the study of the Chemical Revolution. (shrink)

This book argues that Protestant theological ethics not only reveals basic virtue ethical characteristics, but also contributes significantly to a viable contemporary virtue ethics. Pieter Vos demonstrates that post-Reformation theological ethics still understands the good in terms of the good life, takes virtues as necessary for living the good life and considers human nature as a source of moral knowledge. Vos approaches Protestant theology as an important bridge between pre-modern virtue ethics, shaped by Aristotle and transformed by Augustine of (...) Hippo, and late modern understandings of morality. The volume covers a range of topics, going from eudaimonism and Calvinist ethics to Reformed scholastic virtue ethics and character formation in the work of Søren Kierkegaard. The author shows how Protestantism has articulated other-centered virtues from a theology of grace, affirmed ordinary life and emphasized the need of transformation of this life and its orders. Engaging with philosophy of the art of living, Neo-Aristotelianism and exemplarist ethics, he develops constructive contributions to a contemporary virtue ethics. (shrink)
