Writing about the intellectual development of a philosopher is a delicate business. My own endeavor to reinterpret the influence of Hegel on Dewey troubles some scholars because, they believe, I make Dewey seem less original.1 But if, like Dewey, we overcome Cartesian dualism, placing the development of the self firmly within a complex matrix of social processes, we are forced to reexamine, without necessarily surrendering, the notion of individual originality, or what Neil Gross calls “discourse[s] of creative genius.”2 To (...) use a mundane example, I can recall several conversations with Dewey scholars about his dislike for his home state of Vermont, all of which revolved around personal reasons he may.. For nearly a decade we have taught the history and philosophy of science as part of courses aimed at the professional development of physics teachers. The focus of the history of science instruction is on the stages in the development of the concepts and theories of physics. For this instruction, we designed activities to help the teachers organize their understanding of this historical development. The activities include scientific modeling using archaic theories. We conducted surveys to gauge the impact on the (...) teachers of including the conceptual history of physics in the professional development courses. The teachers report greater confidence in their knowledge of the history of physics, that they reflect on this history for their teaching, and that they use of the history of physics for their classroom instruction. In this paper, we provide examples of our activities, the rationale for their design, and discuss the outcomes for the teachers of the instruction. (shrink)

Bayesians take “definite” or “single-case” probabilities to be basic. Definite probabilities attach to closed formulas or propositions. We write them here using small caps: PROB(P) and PROB(P/Q). Most objective probability theories begin instead with “indefinite” or “general” probabilities (sometimes called “statistical probabilities”). Indefinite probabilities attach to open formulas or propositions. We write indefinite probabilities using lower case “prob” and free variables: prob(Bx/Ax). The indefinite probability of an A being a B is not about any particular A, but rather about the (...) property of being an A. In this respect, its logical form is the same as that of relative frequencies. For instance, we might talk about the probability of a human baby being female. That probability is about human babies in general — not about individuals. If we examine a baby and determine conclusively that she is female, then the definite probability of her being female is 1, but that does not alter the indefinite probability of human babies in general being female. Most objective approaches to probability tie probabilities to relative frequencies in some way, and the resulting probabilities have the same logical form as the relative frequencies. That is, they are indefinite probabilities. The simplest theories identify indefinite probabilities with relative frequencies.3 It is often objected that such “finite frequency theories” are inadequate because our probability judgments often diverge from relative frequencies. For example, we can talk about a coin being fair (and so the indefinite probability of a flip landing heads is 0.5) even when it is flipped only once and then destroyed (in which case the relative frequency is either 1 or 0). The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Progressive supranuclear palsy is a movement disorder with prominent tau neuropathology. Brain diseases with abnormal tau deposits are called tauopathies, the most common of which is Alzheimer's disease. Environmental causes of tauopathies include repetitive head trauma associated with some sports. To identify common genetic variation contributing to risk for tauopathies, we carried out a genome-wide association study of 1,114 individuals with PSP and 3,247 controls followed by a second stage in which we genotyped 1,051 cases and 3,560 controls for the (...) stage 1 SNPs that yielded P ≤ 10-3. We found significant previously unidentified signals associated with PSP risk at STX6, EIF2AK3 and MOBP. We confirmed two independent variants in MAPT affecting risk for PSP, one of which influences MAPT brain expression. The genes implicated encode proteins for vesicle-membrane fusion at the Golgi-endosomal interface, for the endoplasmic reticulum unfolded protein response and for a myelin structural component. © 2011 Nature America, Inc. Scale (gross domestic product), composition (goods and services), and technology (impacts per unit of goods and services) in combination are the proximate determinants in an economy of the resources used, wastes generated, and land transformed. In this article, we examine relationships among these determinants to understand better the contribution that changes in each have made in the past, and might in the future, to reduce the burden placed on the environment by the economy. Using the IPAT equation we assess (...) quantitatively historical changes in scale, composition, and technology in Canada and their respective contributions to changes in environmental impact. The Kaya equation provides a similar framework for a more in-depth consideration of the changes in scale, composition, and technology required to achieve a substantial reduction in global emissions of carbon dioxide. Recollection is an intellectual activity through which fundamental differences of experience, either between a plurality of individuals or within one individual at different stages of development, are comprehended and internally resolved. Together with the process of natural dialectic, recollection is the basis of Hegel’s theory of education and cultural solidification. It would, of course, be quite impossible in a single essay to enter into all the details and ramifications of this theory, and so we shall deal only with the basic (...) concept. Moreover, we shall emphasize the role of the individual, not so much to counter the gross miscomprehensions of Hegel’s thought which result when the activity of cultural enlightenment is generalized and ascribed to conceptually mystified world-historical processes, but simply to provide the proper arena for the functioning of this activity. For it is always the individual who internalizes the elaborated wealth of human spiritual capacities as best he can, and who through so doing is materially empowered to promote the education of others in turn. The approach the majority of neuroscientists take to the question of how consciousness is generated, it is probably fair to say, is to ignore it. Although there are active research programs looking at correlates of consciousness, and explorations of informational properties of what might be relevant neural ensembles, the tacitly implied mechanism of consciousness in these approaches is that it somehow just happens. This reliance on a “magical emergence” of consciousness does not address the “objectively unreasonable” proposition that elements that (...) have no attributes or properties that can be said to relate to consciousness somehow aggregate to produce it. Neuroscience has furnished evidence that neurons are fundamental to consciousness; at the fine and gross scale, aspects of our conscious experience depend on specific patterns of neural activity – in some way, the connectivity of neurons computes the features of our experience. So how do we get from knowing that some specific configurations of cells produce consciousness to understanding why this would be the case? Behind the voltages and currents electrophysiologists measure is a staggeringly complex system of electromagnetic fields – these are the fundamental physics of neurons and glia in the brain. The brain is entirely made of electromagnetism phenomena from the level of the atoms up. The EM field literally manifests the computations, or signaling, or information processing/activities performed by connected cellular ensembles that generate a 1st-person perspective. An investigation into the EM field at the cellular scale provides the possibility of identifying the outward signs of a mechanism in fundamental terms, as opposed to merely describing the correlates of our mental abstractions of it. The nascent church in Jerusalem represented in Acts 6 verses 1–3 was promptly challenged by the problem of inequity and lack of fair play among the various stakeholders and such disaffection reached a situation of murmur and open agitation. This challenge to the apostles was a threat to the consolidation of the already established Christian community in Jerusalem and its spread to the whole world. Something must be done to arrest the situation or the Church runs the risk of disintegration. (...) Having some moral lessons drawn from the pericope at the back of the mind, one notices that recently there has been a clamour by the different geopolitical groups in Nigeria to restructure the Nigerian political system. The clamour is based on the failed position of post-war federalism to give all parts of Nigeria’s pluralistic society a fair and equal representation which hitherto was meant to stop Nigeria from another civil war or the cry for cessation by one region or another. The church, as an impartial umpire in the art of politics, should, in the midst of the turmoil, serve as the conscience of the masses, pressing hard to the actualisation of the demands of the masses. The study, through historical-critical method of biblical scholarship with Form criticism, analysed that situation of agitation to inequality and gross misrepresentation in the book of Acts 6:1–3, pressing to offer vital lessons to Nigeria in her quest for political restructuring. It concluded by finding out that Nigeria’s pluralistic nature, when restructured, should be a catalyst for global vision attainment and sustainable development. (shrink)

Extracts from Arnold's reports as an inspector show the man of principle at work in particular circumstances and relating what he sees to what he would wish to see. This is a hard book to read, though it need not be. The author assumes a knowledge of other writings that few (apart from himself) are likely to have, and his English is sometimes tortuous in the extreme. A little more polishing of the sentence structure and a little more explanation of references would have made the book immeasurably. more readable. There would still be flaws in it nevertheless, flaws that concern the content of the book and not its form. Theron's aim is to establish morality on an external authoritative law, namely the authoritative law of God. Towards achieving this he devotes the first chapter to criticizing R.M. Hare, since Hare has a theory of autonomy in morals, or a theory where the prescriptiveness of a law or moral norm is self· imposed and not derived from something outside the autonomously choosing individual. Theron's criticism of Hare, apart from the obscurity of several of the references (obscure, that is, unless one already knows Hare's work more or less inside out), rests on distortions or unsympathetic interpretations of what Hare says. To say that, for Hare, " all that is essential to good living is the extrinsic, fortuitous character of its being commended" (p. 31) is to misrepresent Hare's whole point about the mea,ning of good, for which the a.ct of commending is of the essence and cannot be something extrinsic. And to say that, apart from what can be derived from logic, the rest of Hare's theory is "all a matter of who commends the loudest" (ibid..) is so gross a distortion that one can only wonder if Theron has paid any attention at all to what Hare has written about the nature of moral reasoning. As for Theron's own theory, he says that morality is grounded on a divine legislative authority to which, like children with respect to parents, we just ' find ' ourselves bound. But how are we bcmnd, or BOOK REVIEWS what persuades us that we should submit and obey this authority? Theron denies the applicability of this question, since he says that to seek a ground for this authority is to fall into an infinite regress. Yes indeed if authority can only be grounded by appeal to some other authority. But why should this be so? Because 0£ the nature of reason, says Theron, or how do we justify our acceptance 0£ and obedience to reason? Reason itself cannot do this. "... reason only has the authority of law and even truth if God gives it that authority," and "as one cannot appeal to reason to invalidate reason one cannot appeal to it to validate it" (p. 161). For Theron, what is :first for us. is not reason but divine authority, which is just somehow an ineradicable given. This would make morals, to say nothing of philosophy simply, dependent on divine law, not, as his title declares, on natural law. That title is indeed misleading since it is clear that, in Theron's eyes, natural law, or the law of our natural reason, is derivative and secondary, dependent for its lawfulness on the prior recognition of divine law. But all this must be false. Our recognition of divine law and of its binding force presupposes the validity of the workings of our own reason, for only by reason can we have this recognition. But if we could only admit the validity of our own reason after we have recognized the divine and reason's dependence on it, then we really are caught in an infinite regress, for this recognition would itself have to presuppose the prior validity of reason. Having lost 73% of its purchasing power and 42% of it gross national product since the fall of the Soviet Union, Cuba faces a crisis with the modern agricultural system it had developed over the past 30 years. The response has been to put an alternative model into practice. The successes and problems associated with this model are discussed.

Peter Baehr, Katelin Albert, Eleanore Townsley and Neil Gross raise a variety of issues in relation to American Sociology: From Pre-Disciplinary to Post-Normal. In response, I defend the claim that the revival of sociology enrollments after the 1980s owes something to the concentration on gender issues and the feminization of sociology. I defend the claim that the response to the enrollment crisis was a rational strategy which succeeded. I also consider challenges to my depiction of the caste system (...) in American sociology against the idea that there is a continuous distribution of merit. I argue that the changes in American sociology during this period need to be understood against the larger backdrop of the transformation to post-normal science and the acceptance of openly partisan academic fields. Although I attempted to record rather than evaluate these developments, I respond to Baehr and Townsley’s attempt to discern an evaluative stance, and provide a context for this response in relation to the problem of expertise. In an inclusive biography, Canadian economist and environmental scientist Peter Victor discusses (...) his ideas, critiques and debates with others, while clarifying his motivations and struggles. Daly has greatly influenced others, as reflected by numerous prizes awarded to him. This influence is confirmed by original text boxes in the book that contain statements of many colleagues about his work and person, obtained through a questionnaire survey by the author.As a young man, Daly decided to study economics as he imagined it combined humanities and science. He was disappointed in it being less scientific than hoped, but his environmental concern motivated him to work on reestablishing the foundations of the field in environmental science and ethics. Daly is best known for his critique of economic growth and his alternative of the “steady-state economy.” He contributed, however, many other novel concepts and ideas during his lifetime, such as the ends-means spectrum, empty vs full world, uneconomic growth and optimal scale.Victor explains these ideas in a calm pace, showing a deep knowledge of Daly’s work. He, moreover, is able to connect it to ongoing sustainability research. [End Page 117]Ultimate endsMany consider Herman Daly to be a heterodox and even heretic economist. He associates himself with ecological economics, the field he co-founded. But while some of his ideas seem radical, many of his core proposals do not deviate substantially from mainstream economics. For instance, his “ultimate ends” concept is perfectly consistent with the broad notion of “welfare” in standard economics. In line with this, many welfare economists—such as Samuelson (1961), Mishan (1967), Hirsch (1976), Sen (1976), Scitovsky (1976) and Frank (1985)—have expressed themselves as critical of GDP (gross domestic product) dominance and growthmania (van den Bergh 2009). In fact, neoclassical economics is not married to economic growth—this is more the empirical side of macroeconomics. While Daly recognizes these subtleties, some of his followers do not.Daly sees his Protestant religion as delivering the ultimate ends, but Victor notes that this has not led to concrete suggestions. Ultimate ends based in Christian religion may be motivated by the promise of eternal (after)life, which in effect means gratifying selfish preferences. Instead, a humanistic perspective—which Daly also seems to embrace—would stress solidarity with future generations and a bioethical view of solidarity with other species. These distinct viewpoints, combined with diversity of human preferences and experiences, suggest that it will be difficult if not impossible for democratic societies to agree upon ultimate means.The Index of Sustainable Economic Welfare (ISEW), a kind of greened or sustainable GDP metric, is Daly’s most concrete elaboration of ultimate means (Daly and Cobb 1989). For many OECD (Organization for Economic Cooperation and Development) countries, it indicates a stabilization of welfare, despite continued GDP growth (Lawn 2003; Posner and Costanza 2011). As clarified by Victor, The ISEW remains close to GDP, produces a monetary measure, has a simple and transparent calculation method, and received considerably attention from theoretical and empirical angles. In view of this, it may well represent the best candidate for a beyond-GDP metric that can replace the GDP. The pattern for many years has been for the SBCS to hold its annual meeting in conjunction with the annual meeting of the AAR. On (...) the Friday before the AAR’s Annual Meeting begins, the Society’s board meets in the morning and early afternoon, followed by an AAR-advertised session late that afternoon. On Saturday, another paper session or panel is followed by the Society’s annual members’ meeting.A highlight of the 2012 SBCS annual meeting was the unanimous approval, first by the governing board and later by the membership in attendance, of a major revision of the society’s bylaws. This revision focused largely on updates necessitated by changes in the ways scholars communicate day-to-day and in scholarly publications, and in international banking practices, because of the expanding use of electronic media. This revision was well over a year in the making, with particularly generous input of time and thought by former board member Grace Burford and Treasurer Guy McCloskey, and with efficient guidance by President Terry Muck.Another highlight of this 2012 gathering was the announcement at the board meeting that the SBCS’s reapplication for formal status as a Related Scholarly Organization of the AAR was accepted for another five years. In this account of his mature thinking, Peter Marshall develops a dynamic and organic philosophy for the coming millennium which he calls liberation ecology. Liberation ecology is holistic in viewing the world as a harmonious whole and all beings and things as interwoven threads in nature's web. It is intuitive in recognizing intuition as the main source of knowledge and the imagination as the great organ of morality. Gareth Evans's two articles on the syntax and semantics of pronouns unfortunately seem to have been written far more with the desire of showing Peter Geach to have been wrong all along the line than in an endeavour to formulate, clearly and coherently, a comprehensive theory of his own. Some scattered passages of constructive theorizing there are, and in the latter part of this note I shall have something to say about them; but the controversial motive prevails.It would be (...) wearisome for me, and unrewarding for readers, if I were to work through Evans's arguments against me in detail: his misrepresentations of me are frequent and gross, and exposure of them in detail, together with restatement of the arguments misrepresented, would take up many more pages than the articles themselves. I here document just two of the more flagrant examples; with this warning before their eyes, readers may be disposed not to believe Evans's account of my works without checking for themselves. I argue in this paper that moral philosophers need to incorporate into their teaching and writing a number of empirical findings on ethical practices. Principal among these is clearer guidelines on speaking out against wrongdoing, as well as the development of codes of ethics that have been proven to work. The adoption of the critical thinking and the analytical methodology of other disciplines is also suggested. Several benefits will result. The most noticeable will be a strengthening of ethical practices and (...) behavior in the institutions and organizations with which we live and work. A second benefit will be the education and employment of a body of people—graduates in moral philosophy—with the skills and knowledge to bring about, and further strengthen, this enhanced ethical environment. A third benefit will be the matching of the claims of philosophical thought with actual reality. (shrink)
