The research explains the background of an alliance model which is a new collaborative project concept in urban infrastructure investments and reviews stakeholder views of applied alliances based on a case study analys­ing project experiences in the city of Tampere, Finland. The alliance model is considered a potential solution for some of the chronic productivity and other problems of the building industry and the classic difficulties in public-sector investment projects, but the model fits a purpose primarily only in publicly funded, (...) technically challenging and sufficiently large projects. The alliance model has initiation, development and implementation phases, and of these phases, the interviewed experts named the development phases as particularly critical, as team spirit, shared ethos, and joint goals must all be built in that phase before the actual collaboration between contract parties can be initiated. Recent changes in service environments have changed the preconditions of their production and consumption. These changes include unbundling services from production processes, growth of the information-rich economy and society, the search for creativity in service production and consumption and continuing growth of digital technologies. These contextual changes affect city governments because they provide a range of infrastructure and welfare services to citizens. Concepts such as ‘smart city’, ‘intelligent city’ and ‘knowledge city’ build new horizons for cities in undertaking their challenging (...) service functions in an increasingly cost-conscious, competitive and environmentally oriented setting. What is essential in practically all of them is that they paint a picture of cities with smooth information processes, facilitation of creativity and innovativeness, and smart and sustainable solutions promoted through service platforms. This article discusses this topic, starting from the nature of services and the new service economy as the context of smart local public services. On this basis, we build an overall framework for understanding the basic forms and dimensions of smart public services. The focus is on conceptual systematisation of the key dimensions of smart services and the conceptual modelling of smart service platforms through which digital technology is increasingly embedded in social creativity. We provide examples of real-life smart service applications within the European context. (shrink)

This paper is a survey of the supervenience challenge to non-naturalist moral realism. I formulate a version of the challenge, consider the most promising non-naturalist replies to it, and suggest that no fully effective reply has yet been given.

In this paper a social group’s (retrospective) responsibility for its actions and their consequences are investigated from a philosophical point of view. Building on Tuomela’s theory of group action, the paper argues that group responsibility can be analyzed in terms of what its members (jointly) think and do qua group members. When a group is held responsible for some action, its members, acting qua members of the group, can collectively be regarded as praiseworthy or blameworthy, in the light of some (...) normative standard, for what the group has done. The paper gives a necessary and sufficient conditions analysis of a group’s responsibility for its actions and their outcomes, and the conditions can be cashed out in terms of the group members’ joint (and other) actions. The chapter gives a general description of philosophical psychology as it was practiced and taught in the sixteenth century at three of the most important universities of the time, the universities of Erfurt, Padua, and Bologna. Contrary to received notions of the Renaissance it argues that the sixteenth-century philosophical psychology was tightly bound to the Aristotelian tradition. At the University of Erfurt, philosophical psychology was developed with strong adherence to the basic doctrines of Buridanian via moderna, as it had been (...) taught for over a century. The Buridanian approach dominated especially discussions on the metaphysical nature of the human soul and disputes about universal realism versus nominalism. The situation was somewhat different at the universities of Bologna and Padua. The connections between these two universities were close, and they can be seen as developing one and the same Aristotelian tradition. Although the works produced were rather eclectic in nature, they shared research topics as well as conceptual and methodological frameworks which contributed to the unity of the school. In Bologna and Padua, Averroës had a central position as an authority cited and criticized; and philosophical questions concerning the immortality of the soul and the nature of the intellectual species attracted continuous interest. The development of philosophical psychology was also influenced by the special organizational situation of these universities: theology had a relatively unimportant position, and medicine instead had continuous impact on teaching. [First published 09/2016; substantive revision 02/2021.] Evaluative terms and concepts are often divided into “thin” and “thick”. We don’t evaluate actions and persons merely as good or bad, or right or wrong, but also as kind, courageous, tactful, selfish, boorish, and cruel. The latter evaluative concepts are "descriptively thick": their application somehow involves both evaluation and a substantial amount of non-evaluative description. This article surveys various attempts to answer four fundamental questions about thick terms and concepts. (1) A “combination question”: (...) how exactly do thick terms and concepts relate evaluation and non-evaluative description? (2) A “location question”: is evaluation somehow inherent to thick terms and concepts, such as perhaps an aspect of their meaning, or merely a feature of their use? (3) A “delineation question”: how do thick terms differ from the thin and from other kinds of evaluative terms? (4) Given answers to these questions, what broader philosophical significance and applications might thick concepts have? (shrink)

Some philosophers hold that so-called "thick" terms and concepts in ethics (such as 'cruel,' 'selfish,' 'courageous,' and 'generous') are contextually variable with respect to the valence (positive or negative) of the evaluations that they may be used to convey. Some of these philosophers use this variability claim to argue that thick terms and concepts are not inherently evaluative in meaning; rather their use conveys evaluations as a broadly pragmatic matter. I argue that one sort of putative examples of contextual variability (...) in evaluative valence that are found in the literature fail to support the variability claim and that another sort of putative examples are open to a wide range of explanations that have different implications for the relationship between thick terms and concepts and evaluation. I conclude that considerations of contextual variability fail to settle whether thick terms and concepts are inherently evaluative in meaning. In closing I suggest a more promising line of research. Many normative judgments play a practical role in our thought. This paper concerns how their practical role is reflected in language. It is natural to wonder whether the phenomenon is semantic or pragmatic. The standard assumption in moral philosophy is that at least terms which can be used to express “thin” normative concepts – such as 'good', 'right', and 'ought' – are associated with certain practical roles somehow as a matter of meaning. But this view is rarely given explicit defense (...) or even articulation. I’ll consider several versions of the view, and argue that even the most promising among them are problematic. Terms like 'ought' are often used in ways where their customary practical role is absent. Such cases give us a choice: either offer some plausible explanation of why the relevant practical upshots don’t show up in these cases despite featuring in our semantic theory for these expressions, or else don’t build them into that theory. I argue that plausible explanations of the requisite sort aren’t forthcoming in either descriptive semantics or metasemantics for normative language. In closing I briefly consider the prospects for a pragmatic account of the phenomenon and some broader ramifications for metaethics and the philosophy of normativity. (shrink)

I defend moral generalism against particularism. Particularism, as I understand it, is the negation of the generalist view that particular moral facts depend on the existence of a comprehensive set of true moral principles. Particularists typically present "the holism of reasons" as powerful support for their view. While many generalists accept that holism supports particularism but dispute holism, I argue that generalism accommodates holism. The centerpiece of my strategy is a novel model of moral principles as a kind of "hedged" (...) principles that incorporate an independently plausible "basis thesis" concerning the explanation of moral reasons. The model implies that moral reasons requires the existence of a comprehensive set of true hedged principles, and so it captures generalism. But the model also offers an alternative explanation of holism, and so it undercuts much of the motivation for particularism. I defend this moderate (because holism-tolerating) form of generalism against a number of objections, and show how it can be used to defeat three distinct arguments from holism to particularism. The core doctrine of ethical intuitionism is that some of our ethical knowledge is non-inferential. Against this, Sturgeon has recently objected that if ethical intuitionists accept a certain plausible rationale for the autonomy of ethics, then their foundationalism commits them to an implausible epistemology outside ethics. I show that irrespective of whether ethical intuitionists take non-inferential ethical knowledge to be a priori or a posteriori, their commitment to the autonomy of ethics and foundationalism does not entail any implausible non-inferential knowledge (...) in areas outside ethics (such as the past, the future, or the unobservable). However, each form of intuitionism does require a controversial stand on certain unresolved issues outside ethics. (shrink)

This paper concerns non-causal normative explanations such as ‘This act is wrong because/in virtue of__’. The familiar intuition that normative facts aren't brute or ungrounded but anchored in non- normative facts seems to be in tension with the equally familiar idea that no normative fact can be fully explained in purely non- normative terms. I ask whether the tension could be resolved by treating the explanatory relation in normative explanations as the sort of ‘grounding’ relation that receives extensive discussion in (...) recent metaphysics. I argue that this would help only under controversial assumptions about the nature of normative facts, and perhaps not even then. I won't try to resolve the tension, but draw a distinction between two different sorts of normative explanations which helps to identify constraints on a resolution. One distinctive constraint on normative explanations in particular might be that they should be able to play a role in normative justification. (shrink)

This paper offers a general model of substantive moral principles as a kind of hedged moral principles that can (but don't have to) tolerate exceptions. I argue that the kind of principles I defend provide an account of what would make an exception to them permissible. I also argue that these principles are nonetheless robustly explanatory with respect to a variety of moral facts; that they make sense of error, uncertainty, and disagreement concerning moral principles and their implications; and that (...) one can grasp these principles without having to grasp any particular list of their permissibly exceptional instances. I conclude by pointing out various advantages that this model of principles has over several of its rivals. The bottom line is that we should find nothing peculiarly odd or problematic about the idea of exception-tolerating and yet robustly explanatory moral principles. (shrink)

Normative naturalism is primarily a metaphysical doctrine: there are normative facts and properties, and these fall into the class of natural facts and properties. Many objections to naturalism rely on additional assumptions about language or thought, but often without adequate consideration of just how normative properties would have to figure in our thought and talk if naturalism were true. In the first part of the paper, I explain why naturalists needn’t think that normative properties can be represented or ascribed in (...) wholly non-normative terms. If so, certain prominent objections to normative naturalism fail. In the second part, I consider the objection that normative properties are “just too different” from (other) natural properties to themselves be natural properties. I argue that naturalists have no distinctive trouble making sense of thought and talk involving forms of “genuine” or “authoritative” normativity which can drive a non-question-begging form of the objection. By contrast, Moral Contingentism holds that pure moral laws are metaphysically contingent. This paper raises a normative objection to Moral Contingentism: it is worse equipped than Moral Necessitarianism to account for the normative standing or authority of the pure moral laws to govern the lives of the agents to whom they apply. Since morality is widely taken (...) to have such a standing, failing to account for it would be a significant problem. The objection also shows that the debate about the modal status of moral principles isn’t a debate solely within modal metaphysics, but has implications for topics in moral philosophy. (shrink)

Philosophers pursue a number of different explanatory projects when explaining various sorts of normative phenomena. For example, they may seek to explain why the right acts are right or why the things that are good for us are so, explain what it is for something to be obligatory, or explain the source of reasons for action. This chapter takes some steps towards understanding this variety. I first lay some general ground about explanation, suggest that explanations that are appropriate in normative (...) inquiry are objective in a certain sense, and discuss the relevant notion of the normative. I describe some key axes of debate about the form and the content of explanations that first-order normative inquiry (such as normative ethics) typically seeks to state and defend, such as whether normative principles are essential to first-order normative explanation and whether first-order normative explanations work by highlighting what grounds the normative phenomena that are being explained, or by unifying them with other seemingly disparate normative phenomena, or in some other way. I then discuss the function of explanation in normative inquiry and the question of whether normative explanation might be pluralist in various senses. More briefly I discuss how two other sorts of normative explanation that seem more concerned with the foundations of normative domains like ethics and practical reason (such as the source of reasons for action) and with explicating or analyzing the natures of normative properties might be understood and how they relate to first-order normative explanations. The accommodation of evidence has been argued to be associated with several methodological problems that should prompt evaluators to lower their confidence in the accommodative theory. Accommodators may overfit their model to data (Hitchcock and Sober, Br J Philos Sci 55(1):1–34, 2004. https://doi.org/10.1093/bjps/55.1.1), hunt for (spurious) associations between variables (Mayo, Error and the growth of experimental knowledge. University of Chicago Press, Chicago, 1996, pp 294–318), or ‘fudge’ their theory in the effort to accommodate a particular datum (Lipton, Inference to the (...) best explanation. Routledge, London, 2004, pp. 164–183). The converse of accommodation, novel prediction, has been offered as a solution. If theorists novelly predict empirical results rather than accommodate those results, the potential risks of accommodation are avoided, and the theory warrants greater confidence. This paper evaluates if the problems of accommodation justify a preference for novel prediction over accommodation for evaluators of a scientific theory. I argue that there is currently insufficient evidence to conclude that the problems of accommodation result in a predictivist advantage in theory confirmation. Taking into consideration the disadvantages of novel prediction and the advantages of accommodation, the impact of further evidential factors, and recent scientific evidence about the consequences of novel prediction and accommodation, novel prediction and accommodation appear roughly on a par, or accommodation is even superior in the current context. This paper is a survey of the generalism-particularism debate and related issues concerning the relationship between normative reasons and moral principles.

Interface agents are increasingly being used to enhance the user-friendliness of computers. In the new mobile technology of handheld computers, interface agents are also being used to present on-line news. The purpose of the study was to explore how the gender of the interface agent and the user affect evaluations of the agent and the news service. The results revealed that attitudes toward the interface agent significantly correlated with evaluations of the entire news service. Moreover, the gender of the participant (...) and of the agent was significant for an evaluation of the credibility and entertainment value of the news service. (shrink)

In his Questions on Aristotle’s De anima, John Buridan faced the problem, whether it follows from the definition of the term ‘animal’ that all quantitative parts of an animal are to be called animals. His solution was that parts of the animal are to be called animals, though in a extraordinary, non-connotative, sense of the term. The problem variously discussed by some later Buridanian authors from Erfurt. Bartholomaeus Arnoldi de Usingen ends up to deny the use of such terms as (...) ‘animal’ and ‘human being’ as connotative terms. Jodocus Trutfetter, however, uses the distinction between the absolute and connotative senses of these terms without reservation. (shrink)

“Whatever matters to human beings, trust is the atmosphere in which it thrives” writes Sissela Bok. Although trust is ubiquitous, understanding trust is a non-trivial challenge. Trust: Analytic and Applied Perspectives addresses critical and analytical issues of trust. It examines trust from a conceptual perspective as well as considers it in practical contexts ranging from the public sphere broadly understood to particular social institutions, such as universities and medical care. Trust: Analytic and Applied Perspectives explores what kind of good trust (...) is, what kind of goods it can protect and how it can bring about goods, and develops subtle distinctions between trust and other virtues, and between trust and other forms of dependence.The pluralism of the volume reflects the diversity of the real world contexts and theoretical perspectives indispensable in the search of a deeper understanding of trust. Without such an understanding of the nature of trust and the good reasons why people might trust one another or the institutions, we are in danger of designing institutions that will reduce trust or even drive it out. I first distinguish between different forms of the buck-passing account of value and clarify my target in other respects on buck-passers' behalf. I then raise a number of problems for the different forms of the buck-passing view that I have distinguished.

Surprisingly, many ethical realists and anti-realists, naturalists and not, all accept some version of the following normative appeal to the natural (NAN): evaluative and normative facts hold solely in virtue of natural facts, where their naturalness is part of what fits them for the job. This paper argues not that NAN is false but that NAN has no adequate non-parochial justification (a justification that relies only on premises which can be accepted by more or less everyone who accepts NAN) to (...) back up this consensus. I show that we cannot establish versions of NAN which are interesting in their own right (and not merely as instances of a general naturalistic ontology) by appealing to the nature of natural properties or the kind of in-virtue-of relation to which NAN refers, plus other plausible nonparochial assumptions. On the way, I distinguish different types of 'in virtue of claims. I conclude by arguing that the way in which assessment of meta-ethical hypotheses is theory-dependent predicts the failure of non-parochial justifications of NAN. (shrink)

This paper addresses a recent suggestion that moral particularists can extend their view to countenance default reasons (at a first stab, reasons that are pro tanto unless undermined) by relying on certain background expectations of normality. I first argue that normality must be understood non-extensionally. Thus if default reasons rest on normality claims, those claims won't bestow upon default reasons any definite degree of extensional generality. Their generality depends rather on the contingent distributional aspects of the world, which no theory (...) of reasons should purport to settle. Appeals to default reasons cannot therefore uniquely support particularism. But this argument also implies that if moral generalism entailed that moral reasons by necessity have invariant valence (in the natural extensional sense), it would be a non-starter. Since generalism is not a non-starter, my argument forces us to rethink the parameters of the generalism-particularism debate. Here I propose to clarify the debate by focusing on its modal rather than extensional aspects. Although the history of centrally planned economies has been widely studied, the development of socialist thinking on the subject has remained largely uncharted. In this 1991 work, Pekka Sutela presents a detailed analysis of Soviet economic thought and theory. Dr Sutela traces the competing currents in the Marxist tradition of socialist economies from the Revolution to the present day. In particular he shows how the Gorbachev economic reform programme of 1987 rose from the work of Nobel Prize economist L. (...) V. Kantorovich and his followers. However, this programme failed and the author explains in some detail why this happened. Since then, Soviet economists have tried to abandon their traditional theory of central planning and move along the path and long established contacts with leading Soviet economists, Pekka Sutela is able to show how Soviet economic thinking has moved from dogmatism through reformism to pragmatism. Some theorists of normative explanation argue that we can make sense of debates between first-order moral theories such as consequentialism and its rivals only if we understand their explanations of why the right acts are right and the wrong acts are wrong as generative (e.g. grounding) explanations. Others argue that the standard form of normative explanation is, instead, some kind of unification. Neither sort of explanatory monism can account for all the explanations of particular moral facts that moral theorists seek (...) to state and defend. This paper argues that we can do better if we accept normative explanatory pluralism, the view that at least some particular explananda in normative inquiry have more than one type of correct complete explanation. Such pluralism is supported by what goes on in actual moral inquiry, parallels an independently plausible form of pluralism about scientific explanation, and can offer principled responses to central objections. Normative explanations of why things are wrong, good, or unfair are ubiquitous in ordinary practice and normative theory. This paper argues that normative explanation is subject to a justification condition: a correct complete explanation of why a normative fact holds must identify features that would go at least some way towards justifying certain actions or attitudes. I first explain and motivate the condition I propose. I then support it by arguing that it fits well with various theories of normative reasons, (...) makes good sense of certain legitimate moves in ordinary normative explanatory discourse, and helps to make sense of our judgments about explanatory priority in certain cases of normative explanation. This last argument also helps to highlight respects in which normative explanation won’t be worryingly discontinuous with explanations in other domains even though these other explanations aren’t subject to the justification condition. Thus the paper aims not only to do some constructive theorizing about the relatively neglected topic of normative explanation but also to cast light on the broader question of how normative explanation may be similar to and different from explanations in other domains. This paper argues that, contrary to some plausible existing views, one important kind of normative explanations which first-order normative theories aim to formulate and defend can fail to transmit downward along chains of metaphysical determination of normative facts by non-normative facts. Normative explanation is plausibly subject to a kind of a justification condition whose satisfaction may fail to (...) transmit along the relevant kind of metaphysical hierarchy. A broader aim of the paper is to contribute to systematic theorizing about normative explanation: whereas there has been a great deal of work on scientific explanation, there has been little by way of systematic exploration of what sort of explanations normative theories aim to formulate and defend. X‐linked agammaglobulinemia is a heritable immunodeficiency disease caused by a differentiation abnormality, resulting in the virtual absence of B Iymphocytes and plasma cells. The affected gene encodes a cytoplasmic protein tyrosine kinase, Bruton's agammaglobulinemia tyrosine kinase, designated Btk. Btk and the other family members, Tec, Itk and Bmx, contain five regions, four of which are common structural and functional modules that are found in other signaling proteins. Mutations affect all domains of the gene, but amino acid substitutions seem to be (...) confined to certain regions. More than 150 unique mutations have been identified and are collected in a mutation database, BTKbase. Here we discuss the three‐dimensional structural implications of such mutations and their putative functional role. Of special interest are mutations affecting the pleckstrin homology domain, as Btk is the only disease‐associated protein so far reported to carry mutations in this particular module. (shrink)

This chapter presents an alternative to the standard view that at least some of the evaluations that the so-called “thick” terms and concepts in ethics may be used to convey belong to their sense or semantic meaning. After introducing the topic and making some methodological remarks, the chapter presents a wide variety of linguistic data that are well explained by the alternative view that at least a very wide range of thick terms and concepts are such that even the evaluations (...) that are most closely connected to them are only a certain kind of defeasible implications of their utterances which can be given a conversational explanation. The chapter then describes some reasons to think that this explanation of the data presented is superior to the standard view, although a fuller assessment must await further work. The chapter closes by explaining the largely deflationary consequences of this account for claims that thick terms and concepts have deep and distinctive significance to evaluative thought and judgment. Johannes Bernhardi of Feldkirch (1490-1534), Melanchthon’s close collaborator elaborated significantly the Lutheran method in works written shortly before his untimely death in 1534. He seems to have systematized to a considerable degree the Melanchthonian concept of method and to have developed it towards an explicitly Aristotelian and even scholastic framework. In doing so, he did not merely imitate his authorities, who included above all Aristotle and Albert the Great: these figures served as sources for his Melanchthonian/Lutheran manner of presenting and (...) organizing scientific knowledge. The example from Bernhardi’s discussion of causes shows that his contribution to the discussion on method did not remain at the level of mere theorizing, but was applied to some degree in his own teaching of natural philosophy. Jodocus Trutfetter (also Trutvetter) was a philosopher and theologian of the via moderna, at the University of Erfurt, in the late fifteenth and early sixteenth centuries. His main works include a textbook on logic, the Summule totius logice, and another on natural philosophy, the Summa in totam physicen. As a proponent of the via moderna, Trutfetter stressed the importance of taking both ancient and modern authorities into account. In questions concerning universals, categories, and psychology, his views were close to those (...) of John Buridan. On the relationship between theology and philosophy he shared, for the most part, William of Ockham’s position. (shrink)

The Buridanian view of the concrete cognition as the general characteristics of sense perception was adopted by Jodocus Trutfetter and Bartholomaeus Arnoldi of Usingen. This theory was not accepted merely on the basis of authority, but it was argued against the competing view, which appeared as legitimate inside the late medieval school of via moderna.

Social theory, the theory of social action, and social sciences.

A particular tradition in medicine claims that a variety of evidence is helpful in determining whether an observed correlation is causal. In line with this tradition, it has been claimed that establishing a causal claim in medicine requires both probabilistic and mechanistic evidence. This claim has been put forward by Federica Russo and Jon Williamson. As a result, it is sometimes called the Russo–Williamson thesis. In support of this thesis, Russo and Williamson appeal to the practice of the International Agency (...) for Research on Cancer. However, this practice presents some problematic cases for the Russo–Williamson thesis. One response to such cases is to argue in favour of reforming these practices. In this paper, we propose an alternative response according to which such cases are in fact consistent with the Russo–Williamson thesis. This response requires maintaining that there is a role for mechanism-based extrapolation in the practice of the IARC. However, the response works only if this mechanism-based extrapolation is reliable, and some have argued against the reliability of mechanism-based extrapolation. Against this, we provide some reasons for believing that reliable mechanism-based extrapolation is going on in the practice of the IARC. The reasons are provided by appealing to the role of robustness analysis. (shrink)

This paper offers a simple response to the Moral Twin Earth (MTE) objection to Naturalist Moral Realism (NMR). NMR typically relies on an externalist metasemantics such as a causal theory of reference. The MTE objection is that such a theory predicts that terms like ‘good’ and ‘right’ have a different reference in certain twin communities where it’s intuitively clear that the twins are talking about the same thing when using ‘good’. I argue that Boyd’s causal regulation theory, the original target (...) of the MTE objection, was never vulnerable to this objection. The theory contains an epistemic constraint on reference which implies that either the property that causally regulates uses of ‘good’ isn’t different for the twin communities or, in scenarios where the reference is different, the communities diverge in ways where it’s not intuitively clear that ‘good’ has the same reference for them. We study whether robots can satisfy the conditions of an agent fit to be held morally responsible, with a focus on autonomy and self-control. An analogy between robots and human groups enables us to modify arguments concerning collective responsibility for studying questions of robot responsibility. We employ Mele’s history-sensitive account of autonomy and responsibility to argue that even if robots were to have all the capacities required of moral agency, their history would deprive them from autonomy in a responsibility-undermining way. We will also study whether humans and technological artifacts like robots can form hybrid collective agents that could be morally responsible for their actions and give an argument against such a possibility. This paper defends doubts about the existence of genuine moral perception, understood as the claim that at least some moral properties figure in the contents of perceptual experience. Standard examples of moral perception are better explained as transitions in thought whose degree of psychological immediacy varies with how readily non-moral perceptual inputs, jointly with the subject's background moral beliefs, training, and habituation, trigger the kinds of phenomenological responses that moral agents are normally disposed to have when they represent things as (...) being morally a certain way.
