In this chapter, we examine the key moral issues for the intelligence community with regard to the use of robots for intelligence collection. First, we survey the diverse range of spy robots that currently exist or are emerging, and examine their value for national security. This includes describing a number of plausible scenarios in which they have been (or could be) used, including: surveillance, attack, sentry, information collection, delivery, extraction, detention, interrogation and as Trojan horses. Second, we examine several areas (...) in which spy robots present serious ethical and legal challenges. This is in contrast to Autumn Fiester’s position in the article, “Neglected Ends: Clinical Ethics Consultation and the Prospects for Closure,” where she claims that moral closure is a necessary condition for the proper completion of an ethics consultation case.

BackgroundThere is increasing need for peer reviewers as the scientific literature grows. Formal education in biostatistics and research methodology during residency training is lacking. In this pilot study, we addressed these issues by evaluating a novel method of teaching residents about biostatistics and research methodology using peer review of standardized manuscripts. We hypothesized that mentored peer review would improve resident knowledge and perception of these concepts more than non-mentored peer review, while improving review quality.MethodsA partially blinded, randomized, controlled multi-center study (...) was performed. Seventy-eight neurology residents from nine US neurology programs were randomized to receive mentoring from a local faculty member or not. Within a year, residents reviewed a baseline manuscript and four subsequent manuscripts, all with introduced errors designed to teach fundamental review concepts. In the mentored group, mentors discussed completed reviews with residents. Primary outcome measure was change in knowledge score between pre- and post-tests, measuring epidemiology and biostatistics knowledge. Secondary outcome measures included level of confidence in the use and interpretation of statistical concepts before and after intervention, and RQI score for baseline and final manuscripts.ResultsSixty-four residents (82%) completed initial review with gradual decline in completion on subsequent reviews. Change in primary outcome, the difference between pre- and post-test knowledge scores, did not differ between mentored (−8.5%) and non-mentored (−13.9%) residents (p = 0.48). Significant differences in secondary outcomes (using 5-point Likert scale, 5 = strongly agree) included mentored residents reporting enhanced understanding of research methodology (3.69 vs 2.61; p = 0.001), understanding of manuscripts (3.73 vs 2.87; p = 0.006), and application of study results to clinical practice (3.65 vs 2.78; p = 0.005) compared to non-mentored residents. There was no difference between groups in level of interest in peer review (3.00 vs 3.09; p = 0.72) or the quality of manuscript review assessed by the Review Quality Instrument (RQI) (3.25 vs 3.06; p = 0.50).ConclusionsWe used mentored peer review of standardized manuscripts to teach biostatistics and research methodology and introduce the peer review process to residents. Though knowledge level did not change, mentored residents had enhanced perception in their abilities to understand research methodology and manuscripts and apply study results to clinical practice. And now imagine, so far as you can, becoming fully aware of the fact that his or her action was the causally inevitable result of a plan set into motion before he or she was ever even born, a plan that had no chance of failing. Should you continue to regard him or her as being morally responsible—blameworthy, in this case—for what he or she did? (...) Many have thought that, intuitively, you should not. Recently, Alfred Mele has employed this line of thought to mount what many have taken to be a powerful argument for incompatibilism: the “Zygote Argument”. However, in interesting new papers, John Martin Fischer and Stephen Kearns have each independently argued that the Zygote Argument fails. As I see it, the criticisms of Fischer and Kearns reveal some important questions about how the argument is meant to be—or how it would best be—understood. Once we make a slight (but important) modification to the argument, however, I think we will be able to see that the criticisms of Fischer and Kearns do not detract from its substantial force. This study argues that the notion of transparency requires reconsideration as an essence of ethical agency. It provides a brief explication of the concept of transparency, rooted in the principle of human dignity of Immanuel Kant, and suggests that it has been inadequately appreciated by media ethics scholars and instructors more focused on relatively simplistic applications of his categorical imperative. This study suggests that the concept's Kantian roots raise a radical challenge to conventional understandings of human interaction and, by extension, (...) what it means to exercise freedom. The essay narrows in on a discussion of how Big Data collection practices are being utilized in wellness programs and the potential negative impact on the worker in regards to privacy and employment discrimination. The essay offers an ethical framework to be adopted by wellness program vendors in order to conduct wellness programs that would achieve cost-saving goals without undue burdens (...) on the worker. We need an adequate account of the basing relation if we want to have a satisfactory account of doxastic justification, which we should want to have. This article examines the debate about the normative relevance of social constructivism, arguing that the criticisms of Winner, Radder, and others are fundamentally accurate. The article argues that a combination of Radder's notion of nonlocal values and Martin's concern for deliberative interventions may offer a theoretical exit from the normative irrelevance that marks constructivism. The article goes on to suggest that theoretical and praxeological developments in two other literatures, participatory public policy analysis and deliberative democracy, may provide fruitful initiatives for (...) constructivist scholars eager to address normative concerns. The article next reviews a range of problems facing deliberative and participatory practices and suggests ways in which constructivist insights might help to advance deliberative theory. (shrink)

Political theorists have traditionally grappled with laughter by posing a simple, normative question: ‘What role, if any, should laughter play in the polis?’ However, the outsized presence of laughter in contemporary politics has rendered this question increasingly obsolete. What good does determining laughter’s role in the polis do when the polis itself is to a large extent shaped by laughter? The present essay argues that Kant’s aesthetic investigations of laughter in the Critique of Judgment and Anthropology from a Pragmatic Point (...) of View offer a much needed alternative to the normative discourse. Kant theorizes laughter as an intensely dialectical experience — at once an aesthetic judgment and an affect. Laughter in Kant enacts dissensus: it disrupts and transforms sensus communis, or the ways subjects see and hear the world in common that organize and structure a political community. The essay illustrates the advantages of a Kantian conception of the politics of laughter over the normative discourse by examining Dave Chappelle’s controversial 2019 stand-up comedy special Sticks & Stones. It concludes that the dissensus enacted by laughter, while not necessarily democratic, provides a privileged opening for democratic politics. (shrink)

This article is one of the first sociological explorations of power struggles between intellectuals where matters of life and death are literally at stake. It counters the prevailing tendency within sociology to study intellectuals within confined academic institutions where power struggles are limited to matters of symbolic and institutional recognition. This study explores the conflict between collaborationist and Resistance intellectuals at the end of the Second World War in France, and it focuses in particular on the purge of collaborationist intellectuals (...) which culminated in several high profile trials. This article shows that the arguments and meta-arguments put forward in these trials led to broader intellectual debates outside the courtroom. These debates not only centred on the notion of the writer’s responsibility, but also dealt with anxieties about the disintegrative forces of modern society. Whereas collaborationist intellectuals portrayed their writing as either separate from politics or rescuing a defunct or degenerate nation, Resistance intellectuals such as Jean-Paul Sartre were keen to portray collaborators as outsiders, both socially and sexually, lacking in social integration and subservient to a strong external force. The Resistance intellectuals saw the notion of individual responsibility not as antithetical but as integral to the remaking of the French nation, and this concept would become the cornerstone of the reshaping of the intellectual landscape in the post-war era in France. In this chapter, I argue that the notion which Michael Walzer calls jus ad vim might improve the moral evaluation for using military lethal force in conflicts other than war, particularly those situations of conflict short-of-war. First, I describe his suggested approach to morally justifying the use of lethal force outside the context of war. I argue that Walzer’s jus ad vim is a broad concept that encapsulates a state’s mechanisms for exercising power short-of-war. I focus on his more narrow (...) use of jus ad vim which is the state’s use of lethal force. Next I address Tony Coady’s critique of jus ad vim. I argue that Coady highlights some important problems with jus ad vim, but these concerns are not sufficient to dismiss it completely. Then, in the final section, I argue that jus ad vim provides an appropriate “hybrid” moral framework for judging the ethical decision-making outside of war by complementing other conventional just war distinctions. A benefit of jus ad vim is that it stops us expanding the definition of war while still providing the necessary ethical framework for examining violent conflict outside that context. (shrink)

This paper explores the challenge that the experience of third-person perspective recall presents to a phenomenological theory of memory. Specifically this paper outlines what Husserl describes as the necessary features of recollection, among which he includes the givenness of objects in the first person perspective. The paper notes that, on first sight, these necessary features cannot account for the experience of observer memories as described by Neisser & Nigro. This paper proposes that observer memories do not so much entail a (...) shift of perspective as they do a process of self-objectification and as such do not break with the phenomenological emphasis on the first person perspective.
