The rapid evolution that has taken place since the state reform of 1980 has made the need felt that some options of this state reform must be adjusted. In spite of this need, the core question is whether or not one should, in the first place, adapt the structures of the national government so it can carry out its national tasks. The clear establishment of communities and regions, the structuring of the political parties on the basis of these entities, the (...) socio-economic substratum that is based on the duality, of the country, are indexes that show that the regions have numerous policy supporting structures while they are virtually absent on the national level. The political decision making on the national level is very restricted in this perspective. The state reform of 1980 has established three levels of equal standing between which the division is total. However, the probem immediately arises of a common parliament and a socio-economic substratum on which a national parliament and a national government should be able to rest if the Belgian state is to survive with its substructures. The solution here is twofold : either the substructures wilt have to create organs of the central state or the organs of the central state wilt have to be assembled on the basis of a national political election free of the substructures. This paper discusses the D-N model of scientific explanation. It is suggested that explanation is a part of assertive discourse where certain principles must be observed. Then use is made of the relation between the informative content and logical content of a sentence (as shown, for instance, by Popper) to draw some of the conditions necessary for a sound model. It is claimed that the conditions of the model proposed in the present paper exhaust the insights of the papers in (...) the literature, solve the difficulties encountered by other authors, but have some damaging consequences on the D-N model of scientific explanation. Human enhancement issues are not merely academic: the technologies and trends involved give rise to new needs and social demands, provide opportunities for individuals and society, and present new risks. They also challenge crucial cultural notions, social concepts and views of the human condition, and may cause new forms of social pressure and social exclusion. This chapter reports on a systematic attempt by the European Technology Assessment Group (ETAG), conducted on behalf of the Science and Technology Options Assessment (STOA) panel (...) of the European Parliament, to suggest policy options on the issue of human enhancement. It outlines and discusses a number of strategies for dealing with the issue in a European policy context, identifying a reasoned pro‐enhancement approach, a reasoned restrictive approach, and a systematic case‐by‐case approach as viable options. We are currently witnessing the emergence of a discourse on responsible research and innovation in the field of quantum technology. Working on the assumption that the initial stage of discourse is of particular importance with regard to the ascription of meaning to an emerging field, our point of departure is a small corpus of prominent policy-oriented reports on quantum technology recently published in Europe. With a view to these publications, the article analyses various approaches to RRI and discusses lessons learned (...) in nanotechnology discourse as these may impact on emerging discourse on quantum technology and its stance towards RRI. On the basis of our analyses, we outline a strategy for fostering RRI in this promising field of science and technology. We propose implementing a “strong” RRI approach which entails linking parliamentary or other core policy processes to stakeholder dialogues, decision-supporting public engagement and a wide variety of other public communication activities. At the same time, taking our cue from lessons learned in nanotechnology discourse, we argue that a strong RRI approach to quantum technology should be modest and focused in terms of thematic and societal scope. Current discourse on human enhancement is strongly influenced by far-reaching, radical visions concerning the future of human corporeality and civilisation. These visions are most forcefully brought into the discussions by proponents of transhumanism, which constitutes both a worldview and a sociocultural movement that is increasingly influential in academia, industry and other sectors of society. Aiming to shed new light on our societies’ current fascination with human enhancement discourse, three narratives concerning the genesis of transhumanism and the attractiveness of this worldview (...) are presented. Due primarily to technological advances over the last decade, quantum research has become a key priority area for science and technology policy all over the world. With this manifesto, we wish to prevent quantum technology from running into fiascos of implementation at the interface of science and society. To this end, we identify key stumbling blocks and propose recommendations.

Half by choice, half by chance, the present December issue of NanoEthics: Studies of New and Emerging Technologies has a focus on narratives. While it starts with an informative analysis of a social science course on globalisation at a US technological university that included a module on nanotechnology, ethics and policy, the narrative focus comes to the fore in the following two blocks of articles.As planned, the special section on Body Hacking: Self-Made Cyborgs and Visions of Transhuman Corporeality, guest-edited by (...) Bárbara Nascimento Duarte and Enno Park , covers academic attempts to start engaging with the new cyborgism movement, as well as first-hand accounts and reflections by individuals who identify themselves as ‘cyborgs’. It is thus not only testament to the journal’s ambition to report on and stimulate discussions on emerging developments in our technoscientific culture at a very early stage, but also an example of NanoEthics opening its pages .. Gerek Seyfeddin Ebherî, Cürcânî, Hasan Çelebi gibi el-Mevâkıf’ın şârih ve muhaşşileri gerek Tecrîd geleneğinin meşhur muhaşşileri gerekse Şerhu’l-Makâsıd yazarı Teftâzânî, Îcî’nin iddiasını eleştirmektedir. Aristotle considers all examples, as far as they are used as rhetorical arguments, to be inductions . On the other hand, he finds it worthwhile to distinguish different kinds of examples . Moreover, comparisons and fables are said to be “made” by the orator, whereas historical examples are not . The present article attempts to explain this opposition.A close examination of what can be meant by “induction” reveals that this term applies differently to historical examples and to comparisons and fables. (...) In a broader sense, all examples can be called inductions, insofar as a certain logical relation, different from the syllogistic one, obtains between conclusion and premises. This relation, however, is unable to explain why examples can serve as arguments. Applied to historical examples only, the term “induction” preserves its original meaning of checking samples in a number sufficient to yield generalization. In its narrow sense, “induction” gives a satisfactory account of how historical examples work. As for comparisons and fables — to which “induction” applies in a broader sense only — Aristotle fails to explain what makes them arguments. The explanation, missing in Rhetoric 2, 20, can, however, be given according to the general lines of Aristotelian dialectics and rhetorics. The main task of comparison and fable is to elaborate a so far unconsidered middle term meeting the following conditions: the hearer is prepared to agree that M applies to the subject of the conclusion and that the predicate of the conclusion applies to M. All examples make use of a general proposition from which their conclusion can be inferred. Historical examples produce instances, in order to confirm a proposition previously admitted as suitable premise, provided that its truth can be proved. Comparison and fables, by introducing a new middle term, try to form a premise susceptible of being admitted without proof. (shrink)

In the history of political thought a major problem has been to determine if philosophers should get involved in political affairs. From Aristotle to Antonio Gramsci, a wide variety of positions have been presented on this topic. Today academics often choose to isolate themselves in the ivory tower of the university. Although there are many exceptions to this general rule there is no consensus about how philosophers should relate to politics. We hope that this article which explores the relation of (...) In economic history value theory is simply one paradigm amongst others. It refers to an ensemble of economic ideas developed by classical political economists such as Adam Smith and David Ricardo. In the works of Karl Marx, however, value theory takes on a new meaning. It is charged with political significance and relates directly to class struggles in modern society. G. K. Chesterton's fictional detectives stand in stark methodical contrast to scientific detectives such as Sherlock Holmes. While the scientific detective focuses on external reality, seeking to reconstruct the crime, Chesterton's detectives—and Father Brown in particular—are preoccupied with inner perceptions, devoting their energy to understanding other minds. While Holmes may be seen as a positivist driven by the physical sciences, Chesterton's detectives are exegetes, perceiving human beings as a unique species demanding a distinctive approach. The neuroanatomical substrates controlling and regulating sleeping and waking, and thus consciousness, are located in the brain stem. Most crucial for bringing the brain into a state conducive for consciousness and information processing is the mesencephalic part of the brain stem. This part controls the state of waking, which is generally associated with a high degree of consciousness. Wakefulness is accompanied by a low-amplitude, high-frequency electroencephalogram, due to the fact that thalamocortical neurons fire in a state of tonic depolarization. Information (...) can easily pass the low-level threshold of these neurons, leading to a high transfer ratio. The complexity of the electroencephalogram during conscious waking is high, as expressed in a high correlation dimension. Accordingly, the level of information processing is high. Spindles, and alpha waves in humans, mark the transition from wakefulness to sleep. These phenomena are related to drowsiness, associated with a reduction in consciousness. Drowsiness occurs when cells undergo moderate hyperpolarizations. Increased inhibitions result in a reduction of afferent information, with a lowered transfer ratio. Information processing subsides, which is also expressed in a diminished correlation dimension. Consciousness is further decreased at the onset of slow wave sleep. This sleep is controlled by the medullar reticular formation and is characterized by a high-voltage, low-frequency electroencephalogram. Slow wave sleep becomes manifest when neurons undergo a further hyperpolarization. Inhibitory activities are so strong that the transfer ratio further drops, as does the correlation dimension. Thus, sensory information is largely blocked and information processing is on a low level. Finally, rapid eye movement sleep is regulated by the pontine reticular formation and is associated with a ''wake-like'' electroencephalographic pattern. Just as during wakefulness, this is the expression of a depolarization of thalamocortical neurons. The transfer ratio of rapid eye movement sleep has not yet been determined, but seems to vary. Evidence exists that this type of sleep, associated with dreaming, with some kind of perception and consciousness, is involved in processing of ''internal'' information. In line with this, rapid eye movement sleep has higher correlation dimensions than slow-wave sleep and sometimes even higher than wakefulness. It is assumed that the ''near-the-threshold'' depolarized state of neurons in the thalamus and cerebral cortex is a necessary condition for perceptual processes and consciousness, such as occurs during waking and in an altered form during rapid eye movement sleep. Unlike previous studies that examine the direct effect of employees’ perceived corporate social responsibility (CSR) on affective organizational commitment (AOC), this article examines a mediated link through organizational trust and organizational identification. Social exchange and social identity theory provide the foundation for predictions that the primary outcomes of CSR initiatives are organizational trust and organizational identification, which in turn affect AOC. The test of the research model relies on data collected from 378 employees of local and multinational companies in South (...) Asia, as well as structural equation modeling to test the postulated relationships. Both organizational trust and organizational identification fully mediate the CSR–AOC link. However, the identification mechanism is significantly stronger than the trust mechanism in terms of building AOC from CSR. Out of four CSR components, CSR toward employees is the strongest predictor of employees’ trust, identification, and AOC, followed by CSR toward community, whereas CSR toward the environment has no effect. Finally, CSR toward community and employees are more associated with social exchange, whereas CSR toward consumers relates more to the social identity process. (shrink)

El tango es la música más evocativa del área del Río de la Plata. Mucho se ha dicho y escrito sobre este género que conquistó multitudes en varios contextos históricos y en diferentes lugares del mundo, pero existe un problema de visibilidad. En sus inicios y posterior desarrollo hay un aporte que se ha silenciado, el de la africanía, en línea con el blanqueo y el discurso histórico en Argentina que ha convertido al colectivo africano y afrodescendiente en el “primer (...) desaparecido”, un discurso que se repite hasta el hartazgo desde el sentido común y con el que resulta complicado lidiar. Si la música es una importante generadora de identidades, es necesario no perder de vista la participación y la impronta afro en el género arquetípico que define la argentinidad, y es característico de la región rioplatense, puesto que hace a la definición de un marco multicultural en donde la huella africana, entre otras, define el ser argentino y, en general, su impronta es fuerte en el área del Río de la Plata. Según estimaciones y pruebas pilotos, se estiman dos millones de afrodescendientes en Argentina y el último Censo indicó casi 150.000 auto-reconocidos/as a sí mismos/as, por primera vez en la historia nacional. According to natural sciences, destructivity is related to the competitive state of the natural selection. In this sense, nature is considered like a battlefield where all creatures only seek for their own survival in an unending rivalry. However, that perception of nature was not invented by natural sciences insofar as this pseudo-reality of universal conflict was already present in philosophy as a reflection of the social structure of the 16th and 17th centuries. Scientists borrowed that vision of nature as they (...) observed the social structure in which they lived as universal and the state of war as an undeniable fact. This article aims to raise the question about the influence of political philosophy on the scientific paradigm and to understand the political and social source of destructiveness. (shrink)

In his works from the past decade, Menachem Fisch offered an analysis of a crucial distinction between two modes of rationalized transformation: an intra-framework transformation and an inter-framework one, the latter entailing a revolutionary shift of the framework itself. In this article, I analyze the attempt to produce such a framework transition in the tradition of Jewish Halakha (i.e., Jewish Law) by one of the key figures in its history, Moses Maimonides (1135–1204), and to explore how this transition was rationalized (...) and promoted by the utilization of crisis discourse. Using discourse analysis, I analyze the introduction to Maimonides’ great legal code, Mishneh Torah, and explore the modes by which he sought to establish, install and stabilize a homogenous and centralistic legal order at the center of which will lie one – that is, his own – Halakhic book. Interiority and Law presents a groundbreaking reassessment of a medieval Jewish classic, Baḥya ibn Paquda's Guide to the Duties of the Hearts. Michaelis reads this work anew as a revolutionary intervention in Jewish law, or halakha. Overturning perceptions of Baḥya as the shaper of an ethical-religious form of life that exceeds halakha, Michaelis offers a pioneering historical and conceptual analysis of the category of "inner commandments" developed by Baḥya. Interiority and Law reveals that Baḥya's main effort revolved around establishing a (...) new legal formation - namely, the "duties of the hearts" - which would deal entirely with human interiority. Michaelis takes up the implications of Baḥya's radical innovation, examining his unique mystical model of proximity to God, which he based on an increasingly growing fulfillment of the inner commandments. With an integrative approach that puts Baḥya in dialogue with other medieval Muslim and Jewish religious thinkers, this work offers a fresh perspective on our understanding of the interconnectedness of the dynamic, neighboring religious traditions of Judaism and Islam. Contributing to conversations in the history of religion, Jewish studies, and medieval studies on interiority and mysticism, this book reveals Baḥya as a revolutionary and demanding thinker of Jewish law. Khalīfa b. Khayyāt(d. 240/854-855) was an historian- muḥaddith in the ʿAbbāsid’s period. There are references in sources to his competence in history and lineage rather than Ḥadīth. Two works of him have survived. The first one is al-Ṭabaḳāt which is about study of men and the second one is al-Taʾrīkhwhich chronologically narratesthe events in the history of Islam until 232 AH. The latter is the most significant work to be applied for the historiography of ibnKhayyāt. In this article, Khalīfa b. (...) Khayyāt’s methodology in historiography is examined. In this study, the early period of Islamic histography is handled and the subject is discussed comparatively. The main characteristics of his historiography are his adoption of a chronological style that facilitates the follow-up of the book, his knowledge for the lineage of those who died in wars and the details about the wars. Also, among the charactersitics are his application of isnād to his history book as a muḥaddith, his knowledge for the previous resources via his teachers who belong to the schools of al-Madīna and ʿIrāḳ and when required, his usage of ayah, ḥadīth and poems. These issues are dealed in the artcile with examples. Besides, a study in the West about Khalīfa b. Khayyātasserts that he was a follower of Umayyad dynasty and so this affected his historiography. In this article, this assertion is tackled by analyzing the whole book and it concludes that it is not valid because of some narrations against this assertion.SummaryKhalīfa b. Khayyāt (d. 240 / 854-55), who grew up in Basra, one of the most important centers of scholarship of the time and the meeting point of scholars, and he continued his scholarly works in this city. Since his grandfather and father are engaged in the field of Ḥadīth, Khalīfa b. Khayyāt started his scholarly adventure at an early age and he took his first education in the field of Ḥadīth.Scholars, in the early periods, continued their studies in the fields of sciences related to each other. Khalīfa b. Khayyāt’s studies are also in this kind. Although there are references in sources to his accumulation of Ḥadīth, Khalīfa b. Khayyāt ’s main area of ​​expertise is history and nasab/genealogy. The fact that his works and references to him in later sources are largely related to historical events, knowledge of the nasab/genealogy, and wafayāt (death dates of Ḥadīth scholars and narrators) reveals his considerable knowledge on these issues. Khalīfa b. Khayyāt lived in the period of ʿAbbāsid caliphs al-Maʾmūn (813-833) and al-Muʿtaṣim (833-842). This period is important because of the fact that the al-Mihna incident took place and the pressure on the Ḥadīth scholars increased. Although Khalīfa b. Khayyāt is not one of the direct opponents of Muʿtazila, his participation in a debate against them provides clues about the place where he stands. The scholarly atmosphere of Basra, enabled Khalīfa b. Khayyāt to benefit from a wide range of teacher-student network. In addition to his professors from whom he benefitted in the field of Ḥadīth, he had the opportunity to obtain the knowledge and understanding of the history of that time through his teachers who are important historians of the period in his field. Two works related to Khalīfa b. Khayyāt whose reliability is confirmed by djarh wa l tadil scholars reached to our time. One of the oldest Ṭabaḳāt works in the history of Islam is al-Ṭabaḳāt; the other one is the book, al-Taʾrīkh, which provides a new method for Islamic historiography.This study deals with the principles of the method of historiography, which can be put forward through Khalīfa b. Khayyāt 's al-Taʾrīkh. al-Taʾrīkhis important in terms of being the first example of chronological writing type in Islamic historiography and has not been subject to any independent study to date. There are two ongoing M.A. thesis about Khalīfa b. Khayyāt, however, no study has been identified that directly deals with its methodology of history. On the other hand, based on some riwāyats/narrations in al-Taʾrīkh, there is a work that claims that Khalīfa b. Khayyāt had sympathy towards Umayyads. The study named “Khalīfa b. Khayyāt’s History on the Umayyad Dynasty (660-750), prepared by Carl Wurtzel as his PhD. Dissertation, examined the life of Khalīfa, partly the historiography and the religious-political narrations in the work. On the case of Muʿāwiya’s (d. 60/680) request of the allegiance to Yazīd (d. 64/683), Wurtzel compared an event that took place between the envoy of Ibn al-Zubayr (d. 73/692) and Muʿāwiya with al-Balādhurī’s (d. 279/892-93) narrative and concluded that Khalīfa was an Umayyad sympathizer. However, Khalīfa b. Khayyāt’s exclusion of an event such as al-Mihna which was against the ʿAbbāsid and changed the course of history in his book, shouldn’t be considered as a symptom of sympathy; It would be more appropriate to accept it as a feature of history writing.At the top of Khalīfa b. Khayyāt's principles of historiography, adopting chronological method comes first. Accordingly, Khalīfa b. Khayyāt, gives a brief history about the siyar of the Prophet Muhammad at the introduction of the book. Then, by beginning from the first hijri year, he gives the important events, wars and deaths by the years. Sometimes, he refers to the people assigned by the caliphs of the period by referring to the Amîrs (Administrators) of the Hajj. He gives lists of those who died on both sides of the wars. The importance of mentioning the tribes of the deceased shows his competence in the knowledge of nasab. One of the highlights of his historiography is that he sometimes does not touch upon some of the events and situations that are considered to be turning points in Islamic history; and sometimes he does not go down into detail but just gives relevant narratives. For example, he doesn’t mention any narrations about the selection of the Caliph which perhaps the most fundamental point of separation between Ahl al-Sunnah and Shīʿa in the history of Islam.Although he gave detailed information about The Battle of The Camel (36/656) and Ṣiffīn cases (37/657), it is not possible to determine his views on this subject. In addition, he never mentioned the al-Mihna incident, which deeply influenced society and the scholarly environment during the ʿAbbāsid period. Isnād is also holds an important place in the methodology of history of Khalīfa who was a muḥaddith at the same time. In many of the narrations he used the words haddathanā and ahbaranā.In our study, the siyar section of al-Taʾrīkhwas examined in order to determine the sources of the Khalīfa’s historiography and has been seen that the works of Ibn Isḥāḳ (d. 151/768) and Ibn Hishām (d. 218/833) were the main sources of this chapter. Considering Khalīfa b. Khayyāt’s emphasize to isnād and his reach to Ibn Isḥāḳ 's work through the mediation of Bekr b. Suleiman, it can be said that he was dominant in historiography on the sources before him. Khalīfa b. Khayyāt rarely refers to Qur’anic verses and hadiths when describing events. He referred to the verses in only two places and hadiths in only five places. One of them, and perhaps the most remarkable one in the book is the Ḥadīth of the Prophet Muḥammad: “I am the guardian of whom; ‘Alī is his guardian” This narration is used in the letter of Caliph Mahdī (d. 169/785) of the ʿAbbāsid to khārijī (outer) Abd al-Salām b. Hishām who rebelled. The study is based on the principles outlined above. At the end of the study it is also considered that Khalīfa b. Khayyāt ’s works should be the subject of graduate studies which should be prepared with deep readings. (shrink)

NCG 4.0 is the latest update of the Network of Cancer Genes, a web-based repository of systems-level properties of cancer genes. In its current version, the database collects information on 537 known (i.e. experimentally supported) and 1463 candidate (i.e. inferred using statistical methods) cancer genes. Candidate cancer genes derive from the manual revision of 67 original publications describing the mutational screening of 3460 human exomes and genomes in 23 different cancer types. For all 2000 cancer genes, duplicability, evolutionary origin, expression, (...) functional annotation, interaction network with other human proteins and with microRNAs are reported. In addition to providing a substantial update of cancer-related information, NCG 4.0 also introduces two new features. The first is the annotation of possible false-positive cancer drivers, defined as candidate cancer genes inferred from large-scale screenings whose association with cancer is likely to be spurious. The second is the description of the systems-level properties of 64 human microRNAs that are causally involved in cancer progression (oncomiRs). Owing to the manual revision of all information, NCG 4.0 constitutes a complete and reliable resource on human coding and non-coding genes whose deregulation drives cancer onset and/or progression. Kilise hizmetleri çerçevesinde geleneksel olarak sürdürülen “pastoral care” faaliyetlerinin psikoloji (...) ve psikoterapi alanlarındaki gelişmelerden etkilenmesiyle bugünkü dini danışma ve rehberliğin temeli olan “pastoral care and counseling” kavramları ve yöntemleri ortaya çıkmıştır. 1960’lardan sonra dünya genelinde bir yayılma eğilimi gösteren dini danışma ve rehberlik konusu, son yıllarda Türkiye’deki dini kurum ve akademik çevrelerin de ilgi odağı haline gelmiştir. Bu makalede, konunun İslam kültürü içindeki realizasyonu ile ilgili çalışmalara katkı vermek amacıyla dini danışma ve rehberliğin temel kavramları ve tarihi arka planına odaklanılmıştır. Modern yaşam biçimi toplumsal değişimi hızlandırmakla kalmamış bireysel ihtiyaçları da bir hayli değiştirmiştir. Yaşanan hızlı değişim ve farklılaşan ihtiyaçlar bir takım psikolojik problemleri beraberinde getirmiştir. Buna bağlı olarak insanı olumsuz etkileyen ve hastalanmasına yol açan psikolojik süreçler incelenmeye başlanmıştır. Öte yandan değişimden hayatın değer ve inanç sistemleri de etkilenmiş, kurumsal dini yapılarda ve din hizmeti anlayışlarında önemli değişme ve gelişmeler meydana gelmiştir. Bu sebeple bir taraftan yeni ortaya çıkan olay ve durumlar karşısında dinin bakış açısını ve tutumunu öğrenme ihtiyacı, diğer taraftan yaşanan acı ve krizler karşısında psikolojik yardım ve manevi destek gereksinimleri giderek artmıştır. Kısacası din, insanların kendi başlarına hareket etmekte zorlandığı, rehberliğe ihtiyaç duyduğu bir alan olmuştur. Dini danışma ve rehberlik alandaki ilk çalışmalar, tamamen bir Hıristiyanlık faaliyeti olarak ortaya çıkmış olduğu için bu alana ait ilk kavramlar da Hıristiyan kültürü ile yakından ilgilidir. Dini danışma ve rehberliğin temel kavramlarından olan “pastoral care” genellikle rahip ya da papazların özellikle kilise dışında yürüttükleri dini danışmanlık ve rehberlik hizmetlerini ifade etmektedir. Günümüzdeki dini danışma ve rehberlik hizmetlerinin temelini, Hıristiyan din adamlarının verdiği manevi destek, öğüt ve tavsiye anlamındaki pastoral care faaliyetleri oluşturmaktadır. Ayrıca kavramların, Mesih ve teslis inancı; günahsızlık ve günahların kefareti, lütuf yoluyla kurtuluş öğretileri; papazların yanılmazlığı ve ruhbanlık anlayışı; itiraf müessesesi ve kilisenin statüsü gibi Hıristiyan teolojisine ait kökenleri bulunmaktadır. Pastoral care ve pastoral counseling birbirlerinden bir dereceye kadar ayırt edilebilen yardım şekilleridir. Aralarındaki farklılık, papazların insanlarla çalışırken, ilgili psikolojik dinamikler yerine kendilerinin ahlaki duruş mesafelerinden kaynaklanır. Bu nedenle ikisi arasında en geniş ve kapsayıcı pastoral faaliyet, kesinlikle pastoral care çalışmalarıdır. Bu çalışmalar, resmi ve gayrı resmi konuşmalar, diyaloglar ve diğer iletişim etkileşimleri ile gençler, çiftler, yetişkinler ve çeşitli diğer gruplarla daha fazla ya da az yapılandırılmış genel ilişkilerdir. Pastoral counseling olarak adlandırılan yardım ilişkileri ise pastoral care faaliyetlerinin genel ve her yerde uygulanabilirliğinden farklı şekilde, bireylerin belirli bir yerde ve belirli bir süre tahdidi çerçevesinde yapılandırılmış olan yardım faaliyetlerini içerir ki, böyle bir yardım sürecinde papazın dikkatini ve zamanını gerektiren durumlar söz konusudur. Burada ayırt edici nokta, bireyin psikolojik durumu ve sorunlarının daha fazla olmasıdır. Dini danışma ve rehberliğin kurumsal bir hizmet alanı olarak ortaya çıkışı, reform hareketleri ve sanayi devriminin Batı Avrupa ülkelerinin sosyal dokusu ve dini kurumların yapılanması üzerinde yaptığı değişimle doğrudan alakalıdır. Nitekim Katolikler ve özellikle Ortodokslar yeni gelişen psikolojik danışma faaliyetlerinde daha temkinli bir tutum takınırken Protestanlar dini destek ve yardım hizmetlerinde yeni psikolojik teori ve teknikleri kucaklama eğilimi göstermişlerdir. 15. yüzyıldan itibaren oluşan, insana, Tanrı’ya ve âleme bakıştaki farklılaşmanın gerçekleştiği süreç, 18. yüzyılda “aydınlanma” olarak adlandırılan köklü bir değişimi beraberinde getirmiştir. Doğaüstünün doğayla, dinin bilimle, tanrısal buyruğun doğa yasasıyla, din adamlarının filozoflarla yer değiştirmesi ve dini inanca toleransın azalması ile karakterize edilen bu dönemde, din ve maneviyat konusu, psikolojik araştırmalar ve klinik deneyler dışında tutulması gerektiğine inanılan, kişilere özgü, bilim dışı, bilinmez bir özel alan olarak görülmüştür. Psikolojinin bir bilim dalı olarak ortaya çıktığı dönemde bilimsel sahada hâkim olan paradigmanın etkisiyle bilim adamaları her ne kadar din ile sağlıklı bir ilişki kuramadıysa da; özellikle Amerika ve Avrupa’da kilise hizmetleri çerçevesinde “pastoral care” faaliyetlerini yürüten din adamları, modern psikiyatri ve psikoterapi birikiminden etkili bir şekilde yararlanmışlardır. Kilise faaliyetlerinin psikoloji alanındaki gelişmelerden etkilenmesiyle papaz ve rahiplerin dini konulardaki yardım çalışmaları hem kilise içinde hem kilise dışında daha profesyonelce yürütülen faklı bir boyut kazanmaya başlamıştır. Papazların yetiştirilmesinde danışma psikolojisi ve klinik psikolojinin yöntem ve kurallarının kullanılmaya başlamasıyla “pastoral counseling” alanı gelişme göstermeye başlamıştır. Abraham Maslow’un “kendini gerçekleştiren kişiler” hakkındaki araştırmasına kadar (1962) ilgiye layık görülmeyen din ve maneviyat, bu araştırma sonucunda, karşılanması gereken nihai bir ihtiyaç ve önemli bir motivasyon olarak fark edilmiştir. Alanda son yapılan araştırmalar, din ile ruh ve beden sağlığı arasında önemli ilişkilerin olduğunu ortaya koymaktadır. Danışmanlarca, danışanların dini inançlarının danışma sürecine dâhil edilmemesi; danışanın kimliğinin işe yarayan önemli bir bölümünü yok saymakla eş anlamlı kabul edilmektedir. Bu gelişmelerin sonucu olarak bugün başta ABD ve diğer gelişmiş ülkelerde birçok Tıp Fakültesi ve Psikoloji bölümleri, programlarına dini danışmanlıkla ilgili dersler koymaktadır. 20. yüzyılın başından beri Hıristiyan Batı dünyasında uygulanmakta olan pastoral care and counseling faaliyetleri, toplumsal değişmenin küresel etkileri ve gittikçe benimsenen modern yaşamın farklılaşan ihtiyaçlarına bağlı olarak son yıllarda Türkiye’deki akademik çevrelerin ve ilgili kurumların ilgi odağı haline gelmiştir. Dini danışma ve rehberlik, kültürümüzde henüz yabancı bir kavram ve kurumsallaşmamış bir hizmet alanı olarak kabul edilse de; Hz. Peygamber’den (s.a.v) bu yana sürdürülen din hizmetlerinin en önemli bölümünü, özü dini rehberlik olan irşat faaliyetleri oluşturmaktadır. Ancak günümüzde modern psikolojik yardım disiplinlerinin ilke ve yaklaşımlarından destek alan yeni irşat modellerine ihtiyaç vardır. Dini danışma ve rehberlik, amaç, ilke, yöntem ve yaklaşımları ile toplumda oluşan yeni ihtiyaç ve beklentileri karşılamaya yönelik sürdürülen çabalara önemli katkılar sağlayacaktır. (shrink)
