In Equal Recognition, Alan Patten argues that in a proper relationship between normative political theory and democratic politics, we must make a clear distinction between two questions related to cultural rights: (a) authority (who should decide?) and (b) the substance of deliberation. The question he wants to explore, however, is not the authority question but the substantive question. The aim of this article is to show that an account of equal recognition cannot bracket out the democratic element. (...) It argues, first, that Equal Recognition does not live up to its initial promise, as it contains a number of reflections and recommendations (on language rights, on secession, on the rights of migrants’ cultures) that either explicitly or implicitly include the democratic element. Second, it points at other important areas of political decision-making – such as electoral system design, districting, referendums, quotas – in which it is quite clear that in order to extend equal recognition to minority cultures, we are obliged to take decisions related to the design of democratic institutions. This paper provides a critical overview of the realist current in contemporary political philosophy. We define political realism on the basis of its attempt to give varying degrees of autonomy to politics as a sphere of human activity, in large part through its exploration of the sources of normativity appropriate for the political and so distinguish sharply between political realism and non-ideal theory. We then identify and discuss four key arguments advanced by political realists: (...) from ideology, from the relationship of ethics to politics, from the priority of legitimacy over justice and from the nature of political judgement. Next, we ask to what extent realism is a methodological approach as opposed to a substantive political position and so discuss the relationship between realism and a few such positions. We close by pointing out the links between contemporary realism and the realist strand that runs through much of the history of Western political thought. (shrink)

Political theory is contextualist when factual claims about context are part of the justification of normative political judgments. There are different kinds of contextualism depending on whether context is relevant for the formulation and justification of political principles, whether principles themselves are contextually specific, or whether context is only relevant for the application of principles. An important challenge to contextualism is the problem of critical distance: how can theories ensure a critical perspective if facts about (...) the context to be evaluated are also part of the justification for the normative judgments? Tariq Modood and Simon Thompson have defended what they call iterative contextualism, which combines elements of all three kinds of contextualism in an attempt to avoid the problem of critical distance. This paper explores the relationship between normative international political theory and the politics of international law. It begins by arguing that a gap between the normative (in moral terms) and the moral (in legal and social terms) still exists in the literature before going on to examine an approach to closing this gap. This approach, it is argued, is common to a plurality of theoretical approaches including liberal cosmopolitanism, social constructivism and forms of particularism. In exploring (...) ‘institutional moral reasoning’ or ‘social moral epistemology’ the paper argues that respecting the institutional autonomy of the international legal order is a key component of the approach. In order to test the extent to which the various positions do respect the autonomy of the legal order the paper engages with an analysis of the extent to which human rights have become the key constitutive norm of global politics. Recently, there has been much debate about the role and nature of political theories. Jeremy Waldron has argued that we misconstrue a theory’s purpose if we summarize it in terms of ‘What Plato Would Allow’, because a normative theory is a conceptual exploration and should not be reduced to a policy wish list. To make sense of such phrases beyond Waldron’s critique, this paper provides some conceptual tools to clarify the practical purpose of normative (...) class='Hi'>political theories. First, it draws on Bernard Williams’ distinction between the enactive and structural models in political theory. Second, it seeks to reconstruct normative political theories as sets of speech acts having an illocutionary point that expresses the relation between theory and practice. Third, the paper outlines five types of illocutionary points (Intervention, Justification, Reconciliation, Critique, and Imagination of alternatives). The idea of an illocutionary point can make sense of the practical import of a theory in a multifaceted manner and without subscribing to a specific conception of practicality. (shrink)

Culture is a notoriously elusive concept. This fact has done nothing to hinder its popularity in contemporary analytic political philosophy among writers like John Rawls, Will Kymlicka, Michael Walzer, David Miller, Iris Marion Young, Joseph Raz, Avishai Margalit and Bikhu Parekh, among many others. However, this should stop, both for the metaphysical reason that the concept of culture, like that of race, is itself either incoherent or lacking a referent in reality, and for several normative reasons. I focus (...) on the following interconnected points: • The vagueness of the term allows a myriad of candidates to claim rights, and typically to the detriment of increased equality and environmental goals . • Cultural capital cannot be regulated in the way that political capital must be regulated without undermining the cultures supposedly being protected. And the possession of cultural capital is almost never democratically regulated. In particular, granting cultures political status creates intergenerational conflict, rewarding the elders and creating incentives to be conservative and restrict cultural mobility of the younger generation. •The notion of a group owning “its” culture is conceptually suspect and corrupted by the foregoing points about unequal cultural capital. In defending a group’s right to preserve its culture we do not defend equally the rights of the individuals that make it up , and we ignore altogether the rights of those who may be unfairly denied recognition as “members” of the culture. Stakeholder theory is an important part of modern business ethics. Many scholars argue for a normative instead of an instrumental approach to stakeholder theory. Recent examples of such an approach show that problems appear with respect to the ethical foundation as well as the specification of the norms and the relation between corporate and individual responsibilities. This paper argues for the relevance of Aristotle's ideas on ethics and politics, and especially the link between them, for stakeholder (...) class='Hi'>theory. An Aristotelian approach suggests that the corporation should be considered as existing to allow the decision maker, who normally is a manager, to live a complete and good life and to make decisions that involve the interests of different stakeholders. In the last two decades Anglophone political theory witnessed a renewed interest in social-scientific empirical findings—partly as a reaction against normative theorizing centred on the formulation of abstract, intuition-driven moral principles. This brief paper begins by showing how this turn has taken two distinct forms: (i) a non-ideal theoretical orientation, which seeks to balance the emphasis on moral principles with feasibility and urgency considerations, and (ii) a fact-centric orientation, which seeks to ground normative conclusions in empirical (...) results. The core of the paper then compares and contrast three variants of fact-centric political theory: normative behaviourism, grounded normative theory, and radical realism. The upshot: normative behaviourism achieves focus on observable behaviour at the cost of status quo bias, grounded normative theory achieves radicalism at the cost of endorsing an activist orientation to theorising, and radical realism combines a non-activist orientation with the potential for far-reaching critique of the status quo. Realism criticizes the idea, central to what may be called ‘the priority view’, that philosophy has the task of imposing from the outside general norms of morality or standards of reasonableness on politics understood as the domain of power. According to realism, political philosophy must reveal the specific standards internal to the political practice of handling power appropriately and as it develops in actual circumstances. Framed in those terms, the debate evokes the idea that political power itself (...) is lacking normativity until such time as norms are devised that govern its use. In contrast, this essay identifies a normative dimension internal to power. Power depends on recognition and support in the form of belief. Just as different sciences deal with different facts—say, physics versus biology—so we may ask a similar question about normative theories. Is normative political theory concerned with the same normative facts as moral theory or different ones? By developing an analogy with the sciences, we argue that the normative facts of political theory belong to a higher— more coarse-grained—level than those of moral theory. The latter are multiply realizable by the former: (...) competing facts at the moral level can underpin the same facts at the political one. Consequently, some questions that moral theories answer are indeterminate at the political level. This proposal offers a novel interpretation of John Rawls’s idea that, in public reasoning, we should abstract away from comprehensive moral doctrines. We contrast our distinction between facts at different levels with the distinction between admissible and inadmissible evidence and discuss some implications for the practice of political theory. Ayn Rand's political theory is based on the normative principles that man's life is the standard of value and that concern with his own life is man's primary moral purpose, and the metaphysical facts that reason is his basic tool of survival and that its exercise is volitional and requires the absence of coercion. This chapter first presents Rand's analysis of the nature of government. It then discusses why Rand holds that the proper purpose of government is (...) the securing of individual rights, and why it follows from that that capitalism is the only moral social system. In detailing Rand's defense of capitalism, the chapter also examines why she is an ardent proponent of property rights, and thus why property rights take a central place in her writings on politics. Many normative political theorists have engaged in the systematic collection and/or analysis of empirical data to inform the development of their arguments over the past several decades. Yet, the approach they employ has typically not been treated as a distinctive mode of theorizing. It has been mostly overlooked in surveys of normative political theory methods and methodologies, as well as by those critics who assert that political theory is too abstracted from actual (...) class='Hi'>political contestation. Our aim is to unearth this grounded normative theory (GNT) approach – to identify its definitive practices and highlight its potential significance. We detail four overlapping commitments characteristic of GNT. These include commitments to expanding the comprehensiveness of input for normative arguments through original empirical research and/or analysis, recursivity in the development of normative claims, attentiveness to the systematic inclusion of a range of voices and ways of knowing, and accountability to those engaged by the theorist in empirical contexts. We discuss methodological distinctions within GNT, including between more- and less-solidaristic approaches. We discuss how GNT answers calls for theorists to engage more closely with empirical political dynamics and we consider responses to possible critiques. (shrink)

Political theory, sometimes also called “normative political theory”, is a subfield of the disciplines of philosophy and political science that addresses conceptual, normative, and evaluative questions concerning politics and society, broadly construed. Examples are: When is a society just? What does it mean for its members to be free? When is one distribution of goods socially preferable to another? What makes a political authority legitimate? How should we trade off different values, such (...) as liberty, prosperity, and security, against one another? What do we owe, not just to our fellow citizens, but to people in the world at large? In this article, we review the methodology of a core branch of contemporary political theory: the one commonly described as “analytic” political theory. In Section 1, we briefly demarcate the scope of political theory. In Section 2, we comment on the analysis of political concepts. In Section 3, we introduce the notions of principles and theories, as distinct from concepts. In Section 4, we discuss the methods of assessing such principles and theories, for the purpose of justifying or criticizing them. In Section 5, we review a recent debate on how abstract and idealized political theory should be. In Section 6, finally, we discuss the significance of disagreement in political theory. Although we cover established ground, we do so from an angle that will be somewhat unfamiliar to at least some political theorists – namely an angle inspired by the philosophy of science. We have chosen this angle with a view to systematizing the activity of analytic political theorizing so as to make its connections with other fields of philosophy and positive science more transparent. This introductory chapter gives an overview of the debate on realism in political theory and sets out two themes that are particularly important for this debate: the role of practice in realist political theory and the nature and place of normativity in realist political theory. These two themes are not only among the most discussed topics in the debate on possibilities to do realist political theory. Answers to the question of what more (...) applied forms of realist political theory might look like will also depend significantly on how realists specify the role of practice in political theory and the meaning of realist normative argumentation. We outline some of the main positions in the field and highlight questions that have been insufficiently addressed. Finally, we give an overview of the arguments of the articles assembled in this collection and how they contribute to the ongoing debates on the two themes. (shrink)

In the recent debate on political normativity in political philosophy, two positions have emerged among so-called political realists. On the first ‘non-moral’ view, political normativity is understood as orthogonal to moral normativity. On the second ‘filter view’, moral norms and prescriptions may be ‘filtered through’ the realities of politics such that they are altered by politics’ constitutive features. While the former has been severely criticized, the latter has remained underdeveloped and vague. To take the debate on (...) political normativity forward, the aim in this paper is to explore what it could reasonably mean to claim that moral norms are filtered through politics and are aligned with its constitutive features. More specifically, we explore the role of moral norms in political theory. We take our starting-point in Larmore’s work and make two claims. First, we argue against Larmore’s claim – following political realists – that because political philosophy is concerned with the regulation of basic institutions and legal-political orders, it should primarily focus on political legitimacy rather than justice and always focus on legitimacy before justice. In our view, nothing in the constitutive features of politics supports such a conclusion. Second, we argue that any reasonable political theory relies on at least one moral premise, constituted by foundational principles (or values), which are independent of a society or polity. These are more basic than political principles in the sense that they put up the normative boundary conditions for such principles. (shrink)

In Poverty, Solidarity, and Poor-Led Social Movements, Monique Deveaux builds a political theory of poverty as relational and responsibility for injustice as solidaristic. Identifying the ways that poor-led movements have politically theorized and acted, Deveaux develops a theory of relational poverty that entails politicizing poverty which requires local-level organizing, consciousness-raising, resisting injustice and developing and demanding alternatives, and engaging in public debate and discourse. She goes on to argue that the praxis of poor-led movements reveals normative (...) commitments to mutuality, deference and deep listening, and risk taking. These enable movements of people in poverty to take on the injustice of poverty together across difference, privilege, and other obstacles to transformative (solidaristic) politics. Deveaux provides a mode for doing grounded normative theory (GNT) by relying on secondary literature. GNT is a methodology for doing political theory that destabilizes the epistemological authority of the political theory of the academy by treating lived experience – words and actions – as providing relevant text for analysis. The methodology is particularly important for theories related to justice. Deveaux demonstrates how this can be done with secondary sources thus enabling comprehensive engagement without avoiding burdening social movement actors with interviews or other modes of accommodating researchers. Two important methodological debates in political theory concern (i) the place of historical research and interpretation in normative inquiry; and (ii) the importance of comparing different cultural traditions of political thought. The first question animates a long-standing controversy over the relative importance of ‘history of political thought’ versus ‘philosophy’ in political theory, while the second has been central to the recent growth of ‘comparative political theory’. Despite both debates being concerned, in (...) fundamental ways, with history and comparison, they have remained surprisingly disconnected from broader debates in the humanities and social sciences about the use of comparative history and, in particular, of the prominent methodological approach in political science known as ‘comparative historical analysis’. This may reflect the fact that the debates over history of political thought and comparative political theory have fundamentally revolved around thought—history as the history of thought and comparison as the comparison of thought—whereas comparative historical analysis is more centrally focused on the study of political behaviour. In this paper I suggest that this neglect of comparative historical analysis in political theory represents a missed opportunity. Like other forms of social scientific inquiry, comparative historical analysis can yield important empirical knowledge for political theorists. But I wish to more ambitiously suggest that comparative historical analysis can also be adapted for conducting normative political theory itself. I summarise the key features of comparative historical analysis for political theorists, and explain how its use of historical cases can supplement both the use of imaginary thought experiments and the study of contemporary politics. I then delineate three specific ways in which comparative historical analysis might be used to support normative inquiry: deductive testing, inductive construction, and casuistic elaboration. All three, I argue, can help meet recent calls to bring the study of real political behaviour more centrally into political theory research. (shrink)

This book deals with the concept of post-Islamism from a mainly philosophical perspective, using political liberalism as elaborated by John Rawls as the key interpretive tool. What distinguishes this book from most scholarship in Iranian studies is that it primarily deals with the projects of Iranian intellectuals from a normative perspective as the concept is understood by analytical philosophers. The volume includes analyses of the strengths and weakness of the arguments underlying each thinker's ideas, rather than looking for (...) their historical and sociological origins, genealogy, et cetera Each chapter develops a particular conjectural argument for the possibility of an overlapping consensus between Islam and political liberalism, though the arguments presented draw upon different Islamic, particularly Shia, resources. Thus, while Shabestari and Soroush primarily reason from a modernist theological or kalami perspective, M.H.Tabatabai and Mehdi Haeri Yazdi's arguments are mainly based on traditional Islamic philosophy and Quranic exegesis. While Kadivar, An-Naim and Fanaei are post-Islamist in the exact sense of the term, Malekian goes beyond typical post-Islamism by proposing a theory for spirituality that constrains religion within the boundaries of enlightenment thought. Throughout the book, specific attention is given to Ferrara and March's readings of political liberalism. Although the book's chapters constitute a whole, they can also be read independently if the reader is only curious about particular intellectuals whose political theories are discussed. (shrink)

Does Normative Behaviourism Offer an Alternative Methodology in Political Theory?

Here is a sketch of a genealogy of political theory for the last century. This is a genealogy in Nietzsche’s sense: therefore, neither unhistorical taxonomy, nor a history of political theory as it is written by historians, but a typology in time. Four types of modern political theory are distinguished. These are called, with some justification, positive, normative, third way and sceptical political theory. Seen from the vantage of the twenty-first century, (...) they form an instructive sequence, emerging as a series of reactions to the canonical political theory that was established in the universities in the late nineteenth century. None of the four should be excluded from our conception of what political theory has been, though most of them, when seen genealogically, reveal their defects more clearly than they do when treated purely theoretically. Since this is a sceptical finding, the genealogy is a polemic against the first three types of modern political theory in favour of the last. (shrink)

Can political theory be action-guiding without relying on pre-political normative commitments? I answer that question affirmatively by unpacking two related tenets of Raymond Geuss’ political realism: the view that political philosophy should not be a branch of ethics, and the ensuing empirically-informed conception of legitimacy. I argue that the former idea can be made sense of by reference to Hobbes’ account of authorization, and that realist legitimacy can be normatively salient in so far as (...) it stands in the correct relation to a theory of justice and problematizes its sources of value through what Geuss terms ‘political imagination’. Business corporations are important, often powerful actors within the economy. They are able to exercise power over other actors, such as employees, consumers and nation-states. This contribution discusses how corporate power is constituted (ontological question), for what purpose it should be exercised, (normative question) and how it should be controlled (governance question). It focuses on the competing anwers to these questions that have been proposed by three political theories of the corporation. Concession theories emphasize the state's role in (...) chartering corporations, and hence require corporations to act in the public interest. Contractualist theories present corporations as tools for contract partners (most often shareholders), with corporate purpose focused on the benefits to these partners. Real entity theories focus on the corporation as an autonomous, separate entity with a purpose to be determined by the group seeking incorporation. (shrink)

What is the purpose of political theoretical endeavour and what methods should the early 21st-century political theorist employ? These questions – which touch on issues which go to the very heart of the vocation of political theory – have become increasingly contentious in recent years. The period since the late 1980s has been one in which theorists have increasingly disagreed not only about conventional matters of normative contention but also about the means by which to (...) seek to resolve them. This article examines a central tension that has characterized that general methodological disagreement, namely the place of empirical inquiry within the repertoire of the professional political theorist. Having carefully examined the contentions of an eclectic range of contributors to the debate, including G.A. Cohen, Alasdair MacIntyre and David Miller, this article argues that efforts either wholly to separate empirical investigation from normative enquiry or to bind the two ever-closer together are fraught with difficulties. It concludes by contending that political theorists ought to take aspects of the empirical political and social sciences extremely seriously while avoiding the temptation to have their normative agenda dictated to them by the contingent pressures of the here and now. Margaret Moore offers a comprehensive normative theory of territory.

This paper examines what is involved in using comparative methods within political theory and whether there should be such a sub-field as "comparative political theory." It argues that "political theory" consists of multiple kinds of activities which are either primarily "scholarly" or "engaged." It is easy to imagine how scholarly forms of political theory can, and have been, comparative. The paper critiques, however, existing calls for the creation of "comparative political (...) class='Hi'>theory" (CPT) sub-field focused on the study of "non-Western" texts. CPT needs to explain why it is not merely "expanding the canon" to include non-Western texts and why a certain non-Western text is "alien," thus justifying the moniker "comparative." I argue, systematically though 10 discrete theses, that the strongest warrant for an "engaged" comparative political theory is the first-order evaluation of the implication of the contestations of norms, values and principles between distinct and coherent doctrines of thought. This article has two main goals: to examine and classify the ways data can be used to advance normative theorizing in political theory, and to demonstrate such usages in the contested disciplinary field of religion–state relations and specifically regarding the hotly debated model of the separation of religion and state. Regarding the former, it is suggested here that the general observation that evaluation of political institutions must rely on proper understanding of such institutions and hence be (...) data-sensitive, can be further detailed or classified, via the following categories: conversion, institutional clarity, theoretical clarity and finally, theory improvement. With regard to the latter we examine how data regarding religion–state relations enables a better understanding (via the noted novel classifications or categories) of two important debates: ‘delineation’ (i.e. the argument that pure separation of religion and state does not exist) and ‘separation-establishment’ (i.e. arguing that models other than separation are permissible in religion–state relations). This article makes a positive case for an ethnographic sensibility in political theory. Drawing on published ethnographies and original fieldwork, it argues that an ethnographic sensibility can contribute to normative reflection in five distinct ways. It can help uncover the nature of situated normative demands (epistemic argument); diagnose obstacles encountered when responding to these demands (diagnostic argument); evaluate practices and institutions against a given set of values (evaluative argument); probe, question and refine our understanding of values (...) (valuational argument); and uncover underlying social ontologies (ontological argument). The contribution of ethnography to normative theory is distinguished from that of other forms of empirical research, and the dangers of perspectival absorption, bias and particularism are addressed. How should political theorists go about their work if they are democrats? Given their democratic commitments, should they develop theories that are responsive to the views and concerns of their fellow citizens at large? Is there a balance to be struck, within political theory, between truth seeking and democratic responsiveness? The article addresses this question about the relationship between political theory, public opinion and democracy. I criticize the way in which some political theorists have (...) appealed to the value of democratic legitimacy in an attempt to justify a more opinion-sensitive approach to their work. Specifically, I identify a problematic model in the existing literature, which I term ‘democratic restraint’: an approach on which the theorist moderates her normative principles in response to evidence about public attitudes in order to enhance the legitimacy of her account. This model renders the discipline newly vulnerable to an otherwise misguided objection that political theory seeks to pre-empt democratic politics. I trace the problem with the democratic restraint model to its flawed underlying conception of democratic legitimacy. The article then outlines a more appealing ‘democratic underlabourer’ view of the status of political theory and draws out the implications of this alternative account for the role of public opinion. In recent years, a number of realist thinkers have charged much contemporary political theory with being idealistic and moralistic. While the basic features of the realist counter-movement are reasonably well understood, realism is still considered a critical, primarily negative creed which fails to offer a positive, alternative way of thinking normatively about politics. Aiming to counteract this general perception, in this article I draw on Bernard Williams’s claims about how to construct a politically coherent conception of liberty from (...) the non-political value of freedom. I do this because Williams’s argument provides an illuminating example of the distinctive nature of realist political thinking and its attractions. I argue that Williams’s account of realist political thinking challenges the orthodox moralist claim that normative political arguments must be guided by an ideal ethical theory. While political economic perspectives of urban globalization tend to generalize the economic pressures upon socio-political transformations of cities, recent European research has stressed the institutional context of urban collective action. However, the structural bias of the European city model merely complements the criticized economization by a culturalist essentialization of urbanity, and thus fails to conceptualize political agency. In order to elaborate the theoretical foundations of a political counterhypothesis to urban globalization, this article clarifies the different historical (...) and normative conceptions of institutional structure and agency in the urban context. Most research of cities implies — more or less implicitly — a common urban ideal which associates centrality with a local integration potential of plural societies. However, distinguishing between a historically embedded empirical category, a normative model of public space, and an analytical ideal-type of political agency helps to overcome the static structural conception of an essentially European urban culture and problematizes the role of knowledge models in reflectively constructing urban realities. Therefore, a dynamic and contextual relation between political economic functions, historic heritage, and normative frames might contribute to an open-ended comparative framework of urban collective action that can be applied to any ordinary city across and beyond Europe. In the last two decades, an ever-increasing number of scholars have challenged the conceptual borders of political philosophy and the supposed universalism of its normative pre-commitments. Surprisingly enough, the normative underpinnings of this debate have had very little impact on contemporary disputes about pluralism. This article asks how contemporary disputes about the conceptual borders of political theory can help in constructing a more plural theory of pluralism. It shows that such contributions inspire three ways (...) of constructing a more plural political theory of pluralism: a self-transformative approach, a dialogical approach and a pre-relational approach. While all three approaches progress towards less exclusionary theories of pluralism, I argue that a pre-relational approach can lead to a normative theory that is more plural than the alternatives. Purpose This study aims to develop an interdisciplinary political theory of data justice by connecting three major political theories of the public good with empirical studies about the functions of big data and offering normative principles for restricting and guiding the state’s data practices from a public good perspective. Design/methodology/approach Drawing on three major political theories of the public good – the market failure approach, the basic rights approach and the democratic approach – and critical (...) data studies, this study synthesizes existing studies on the promises and perils of big data for public good purposes. The outcome is a conceptual paper that maps philosophical discussions about the conditions under which the state has a legitimate right to collect and use big data for public goods purposes. Findings This study argues that market failure, basic rights protection and deepening democracy can be normative grounds for justifying the state’s right to data collection and utilization, from the perspective of political theories of the public good. The state’s data practices, however, should be guided by three political principles, namely, the principle of transparency and accountability; the principle of fairness; and the principle of democratic legitimacy. The paper draws on empirical studies and practical examples to explicate these principles. Originality/value Bringing together normative political theory and critical data studies, this study contributes to a more philosophically rigorous understanding of how and why big data should be used for public good purposes while discussing the normative boundaries of such data practices.
