When used in conjunction with the current floorplan and the optimization technique in circuit design engineering, this research allows for the evaluation of design parameters that can be used to reduce congestion during integrated circuit fabrication. Testing the multiple alternative consequences of IC design will be extremely beneficial in this situation, as will be demonstrated further below. If the importance of placement and routing congestion concerns is underappreciated, the IC implementation may experience significant nonlinear problems throughout the process as a (...) result of the underappreciation of placement and routing congestion concerns. The use of standard optimization techniques in integrated circuit design is not the most effective strategy when it comes to precisely estimating nonlinear aspects in the design of integrated circuits. To this end, advanced tools such as Xilinx VIVADO and the ICC2 have been developed, in addition to the ICC1 and VIRTUOSO, to explore for computations and recover the actual parameters that are required to design optimal placement and routing for well-organized and ordered physical design. Furthermore, this work employs the perimeter degree technique to measure routing congestion in both horizontal and vertical directions for a silicon chip region and then applies the technique to lower the density of superfluous routing. Recently, a metaheuristic approach to computation has increased in favor, particularly in the last two decades. It is a classic graph theory problem, and it is also a common topic in the field of optimization. However, it does not provide correct information about where and how nodes should be put, despite its popularity. Consequently, in conjunction with the optimized floorplan data, the optimized model created by the Improved Harmonic Search Optimization algorithm undergoes testing and investigation in order to estimate the amount of congestion that occurs during the routing process in VLSI circuit design and to minimize the amount of congestion that occurs. Trust is a natural mechanism by which an autonomous party, an agent, can deal with the inherent uncertainty regarding the behaviours of other parties and the uncertainty in the information it shares with those parties. Trust is thus crucial in any decentralised system. This paper builds on recent efforts to use argumentation to reason about trust. Specifically, a set of schemes is provided, and abstract patterns of reasoning that apply in multiple situations geared towards trust. Schemes are described in which (...) one agent, A, can establish arguments for trusting another agent, B, directly, as well as schemes that A can use to construct arguments for trusting C, where C is trusted by B. Julietta Singh challenges the drive toward the mastery over self and others by showing how the forms of self-mastery advocated by anticolonial thinkers like Fanon and Gandhi unintentionally reproduced colonial logic, thereby leading her to argue for a more productive human subjectivity that is not centered on concepts of mastery.

The issue of ‘mandatory publications’ has generated serious flak about its usefulness among the various stakeholders. A lot of debate centers around the question of ‘lack of will’ or ‘lack of skill’ as a reason for the diminishing research interests among the medical faculty in India. In our view, it is the lack of will to publish good quality research which is to be blamed rather than the lack of skill to do good quality research.

This paper notes the re-ignited controversy surrounding the publication of a new edition of the Diagnostic and Statistical Manual of Mental Disorders, suggesting that the early work of Michel Foucault can explain why the mere diagnosis of or criteria for mental illness remains a heated flashpoint. In particular, it argues that Foucault articulates a common issue within the philosophical foundations of psychiatry and psychology that the paper terms the ‘subjectivity problem.’ It observes, using Foucault’s work, that these disciplines treat not (...) just simple objects but complex subjects that are capable of interacting with that labelling and who are shaped by it. Drawing on the related work of Ian Hacking on kind-making as world-making, the article fleshes out why the subjectivity problem remains persistent within psychiatry and psychology as forms of knowledge, preventing them from operating as many commentators might desire them to – as pure and objective sciences. Finally, the paper reflects on the relationship of psychiatry and psychology as forms of knowledge, the manner in which they constitute their objects, and how this might shape the biopolitical episteme in which we find ourselves today. The uniqueness of Psychiatry as a medical speciality lies in the fact that aside from tackling what it considers as illnesses, it has perchance to comment on and tackle many issues of social relevance as well. Whether this is advisable or not is another matter; but such a process is inevitable due to the inherent nature of the branch and the problems it deals with. Moreover this is at the root of the polarization of psychiatry into opposing psychosocial and biological (...) schools. This gets reflected in their visualization of scope, in definitions and in methodology as well. Whilst healthy criticism of one against the other school is necessary, there should be caution against hasty application of one's frame of reference to an approach that does not intend to follow, or conform to, one's methodology. This should be done within the referential framework of the school critically evaluated, with due consideration for its methods and concepts. Similarly, as at present, there is no evidence to prove one or the other of these approaches as better, aside from personal choice. We can say so even if there is a strong paradigm shift towards the biological at present. A renaissance of scientific psychoanalysis coupled with a perceptive neurobiology which can translate those insights into testable hypotheses holds the greatest promise for psychiatry in the future. This suggests the need for unification of diverse appearing approaches to get a more comprehensive and enlightened worldview. It requires a highly integrative capacity. Just as a physicist thinks simultaneously in terms of particles and waves, a psychiatrist must think of motives, emotions and desires in the same breath as neurobiology, genetics and psychopharmacology. However, the integration must be attempted without destroying the internal cohesiveness of the individual schools. This will give a fair chance for polarization in which a single proper approach in psychiatry could emerge, which may be a conglomerate of diverse appearing approaches of today, or one which supersedes the rest. A synthesis of cognitive psychology and neuroscience offers the greatest promise at present. (shrink)

In this article I argue that the contested concept of Bildung, with its roots in the late 18th century, remains of interest in the postmodern era, even if there is also certainly a debate about it having had its day. In the specific discussion about Bildung and democracy, I suggest that Dewey's reconstructed concept of experience has several points in common with a more recent understanding of Bildung, at the same time as it can provide insight into how democracy can (...) be understood within the field of Bildung. In brief, in this article I suggest that if we wish to discuss democracy and Bildung, Dewey's notion of experience might offer a bridge between the two concepts, as well as an understanding of subjectivity, learning, and communication as a whole. Finally, I argue that communication is a necessary part of both democracy and Bildung—not because of certain human similarities, but because of the similarities in some of the problems which we humans encounter, and which we think are worth reflecting upon. In Aesthetic Theory, Adorno discusses the progressive spiritualization of art over the course of two centuries. By excluding natural beauty, art established itself as a realm of freedom created by the autonomous subject. Yet, similar to the process of rationalization that Adorno and Horkheimer describe in the Dialectic of Enlightenment, spiritualization also exposes the autonomy of art to the return of the repressed. In this paper, I establish a distinction in Adorno's work between spiritualization in its traditional sense, which designates (...) this cycle of repression and return, and spiritualization in its radical sense, as the process that turns art against its history of domination. Spiritualization in this latter sense is the basis for an encounter with the repressed that exhibits a non- dominating stance toward otherness. (shrink)

This essay situates the French Jesuit missionary Joseph-François Lafitau's (1681–1746) ‘discovery’ of Canadian ginseng within its social, commercial and religious contexts, and illustrates how the missionary's upbringing and education in France shaped the way he perceived nature in the New World. It elucidates the manner in which Lafitau ‘Galenized’ Canadian flora, fauna and peoples. It explores the role of Lafitau's dual enculturation in both a mercantile household and later the Society of Jesus in his application of Galenic categories to Canadian (...) nature. The essay then examines the tensions between localism and universalism in Galenic medicine in the eighteenth century. It links these dichotomies to Lafitau's Galenization of Canadian ginseng. Finally, it suggests that since the Jesuits were prohibited from trading goods they had purchased, they sold medicinal plants they had cultivated themselves, which played a central role in financing the Society's missions in a manner they believed to be morally acceptable. It is now standard to distinguish between two kinds of rationality: substantive rationality, which consists in holding attitudes that are substantively reasonable or justified, and structural rationality, which consists in holding attitudes that fit together in the right ways. What, if anything, unifies these two kinds of rationality? In this paper, I propose that norms of rationality arise because we are epistemically limited beings who cannot directly ensure the correctness of our attitudes. Substantive and structural rationality represent two different ways (...) of manifesting a fundamental commitment to getting things correct, given our epistemic limitations. Correspondingly, substantive and structural irrationality are distinct rational failures. Substantively irrational attitudes involve a failure to live up to the commitments that constitute those attitudes. Structurally irrational combinations of attitudes are constituted by inconsistent commitments, which guarantees that we will fail to live up to at least some of our commitments in holding these attitudes. Since time immemorial Indian culture has been upholding a symbiotic relationship between man and environment. It has led to the all round evolution of Indian culture as an integral whole. This assimilation has been possible due to the spiritual vision of Indian seers. Every Culture is based upon certain values. In India values are usually discussed in the context of the principal ends of human life (chatuspurusartha): dharma (moral value), artha (political and economic values), kama (sensual value) and moksha (spiritual (...) value). Indian cultural tradition shaped human behaviour in accordance with these values, which impinged ecological issues as well. Again, Indian classification of value is based on two percepts. These are (1) the essential infinitude and divinity of all souls and (2) the essential oneness and solidarity of universe and all life. Supreme being resides in all; hence no area of life is alien to spiritual influence. It emphasizes the presence of an infinite knowledge, power, purity and bliss behind the body-mind complex of human beings, which is called Atman. Upanisads express this truth as Aham Brahmasmi (I am Brahman) or Ayam Atma Brahma (the individual soul is Brahman) or Tat Twam Asi (thou art that). Acceptance of the presence of God in everything led Indian culture to maintain and protect the natural harmonious relationship between human beings and nature. Moreover, Indians discovered the essential unity of all existence. The universe is holistic. Here at the deeper level of all pervading consciousness everything in the world is interconnected. Oneness of the entire reality is the basic presupposition and the guiding principle of the spiritualistic approach of Indian culture. The paper is an attempt to show that the holistic view of Indian culture is mirrored in the philosophy of ecology. (shrink)

This paper defends an account of moral worth. Moral worth is a status that some, but not all, morally right actions have. Unlike with merely right actions, when an agent performs a morally worthy action, she is necessarily creditworthy for doing the right thing. First, I argue that two dominant views of moral worth have been unable to fully capture this necessary connection. On one view, an action is morally worthy if and only if its agent is motivated by the (...) features of the action that make it right. On the other, an action is morally worthy if and only if its agent is motivated by the action’s rightness itself. Neither of these views captures the connection between moral worth and creditworthiness, because each view leaves room for cases of accidentally doing the right thing. Next, I develop a new account, which I call the Guise of Moral Reasons Account. On my account, morally worthy actions are right actions that are motivated by moral reasons as such. This account rules out cases of accidentally doing the right thing, thus capturing the necessary connection between moral worth and creditworthiness for doing the right thing. (shrink)

Singh argues that if we take seriously the idea that the mind is the brain then it follows logically that free will must be an illusion, that there can be no consciousness independent of the brain, and that there can be no substantial self that exists independently from the brain. We are not alone, nor have we been creating life experiences on our own. There is a co-creative Universal Intelligence who is very much involved and continually seeking a dialogue. The problem is not so much the life challenges, but our own individual lack of communication with our co-creator.

This chapter discusses some of Anscombe’s contributions to the philosophy of practical reason. It focuses particularly on Anscombe’s view of what it is to act for reasons. I begin by discussing the relationship between acting intentionally and acting for reasons in Anscombe's theory of action. I then further explicate her view by discussing her rejection of two related views about acting for reasons: causalism (the view that reasons are a kind of cause of actions) and psychologism (the view that reasons (...) are mental states like desires and beliefs). In the process, I try to show that Anscombe’s rejection of these theses does not leave us with mystery, but rather sheds light on an interesting and serious heterodox view of acting for reasons. I conclude by suggesting that though Anscombe's views have been taken sufficiently seriously by philosophers of action, they should be taken more seriously by philosophers of practical reason. In this essay, I develop an account of belief as commitment to the truth of a proposition. On my account, to believe p is to represent p as true by way of committing to the truth of p. To commit to the truth of p, in the sense I am interested in, is to exercise the normative power to subject one’s representation of p as true to the normative standard of truth. As I argue, my account of belief as commitment (...) of the truth explains a variety of features of belief that separate it from attitudes like acceptance, supposition, and imagination. Most importantly, it explains the distinctive connection between belief and evidence. Moreover, my account helps solve three further puzzles about belief, regarding doxastic voluntarism, the aim of belief, and Moore’s paradox. (shrink)

Metaethical constitutivists seek to ground normativity in facts about what is constitutive of agency. One strand of constitutivism locates the foundations of normativity in constitutive aims, which are standardly conceived of in teleological terms. I present three challenges that show that the teleological conception of constitutive aims is inadequate for the constitutivist project. I then sketch an alternative conception of constitutive aims in the form of a commitment-based conception. On the commitment-based conception, actions and attitudes constitutively represent their objects as (...) having certain properties, and their constitutive aims are fixed by the accuracy-conditions of these representations. Because such representations constitutively involve a commitment on the part of the agent to the object’s having the relevant property, they generate authoritative norms for the agent. I conclude that, unlike the teleological conception, the commitment-based conception promises to yield a unified constitutivism that delivers authoritative normative standards for both actions and attitudes.
