Este artigo explora o conceito emergente de ‘soberania digital’ no contexto atual de dataficação da vida, examinando como o termo é definido na esfera acadêmica. A discussão em torno do conceito ‘soberania digital’ tem sido abordado pela sociedade civil e pelos movimentos sociais em torno de uma internet livre e soberana, como pode ser observado através da Carta Soberania Digital entregue ao presidente Lula e assinada por diferentes atores e ativistas que se dedicam à discussão do tema. A pesquisa baseia-se (...) em levantamento bibliográfico e análise de artigos científicos da base CAPES Periódicos que foram publicados nos últimos dois anos, período em que o conceito se tornou mais presente na esfera acadêmica. A atual investigação tem como objetivo compreender como a comunidade acadêmica tem discutido o tema, explorando as discussões sobre o controle e a gestão de dados em níveis estatais e regionais. Nota-se que a caracterização político-jurídica do conceito de soberania é abordado a partir de diferentes perspectivas. A análise revela como o conceito de soberania digital está sendo utilizado para discutir questões de vigilância algorítmica, plataformas digitais e inteligência artificial, destacando os impactos dessas tecnologias na esfera pública democrática. Por fim, reflete-se sobre as implicações da soberania digital para o contexto educacional e sua gestão, políticas educacionais e financiamentos, sublinhando a importância de um debate aprofundado sobre o controle e a gestão dos dados na sociedade contemporânea, cada vez mais influenciada pelas tecnologias digitais e pela vigilância algorítmica. Decisions about brain surgery pose existential challenges because they are often decisions about life or death, and sometimes about possible personality changes. Therefore they require rigorous neuroethical consideration. However, we doubt whether metaphysical interpretations of ambiguous statements of patients are useful for deriving ethical and legal conclusions. Particularly, we question the application of psychological theories of personal identity on neuroethical issues for several reasons. First, even the putative “standard view” on personal identity is contentious. Second, diverse accounts of personal identity (...) have been introduced into the neuroethical debate, which are incompatible. Third, the criteria for “diagnosing” the supposed changes in “identity” are ambiguous and indeterminate. Fourth, the metaphysical theories of personal identity imply highly questionable ethical and legal revisions, namely the denial of advance directives, particularly of Ulysses contracts, and, for patients with brain cancer, even therapeutic nihilism.We discuss three examples in which ideas from the personal identity debate in metaphysics are straightforwardly applied to discuss ethical issues of neurosurgery. We discuss revisions of the current medico-legal practice that have been proposed on grounds of psychological theories of personal identity. We argue that the established status quo in law and clinical practice is beneficial to the patients concerned. Furthermore, it is metaphysically neutral, which is an important principle of liberal, democratic, pluralistic societies.We recommend a pragmatic approach: empirical research on personality changes arising from brain disorders or interventions, comprehensive information about risks of personality changes, and advance directives, particularly Ulysses contracts. Purpose: Several accounts like Ernst von Glasersfeld's Who Conceives of Society? (2008) locate empirical research in the social sciences and radical constructivism in almost parallel universes. The main purpose of this paper is to argue for more inter-active relations and to stress the importance of establishing weak, medium and strong ties between radical constructivism and empirical social research in general. Findings: The article shows that that weak, medium and strong ties between radical constructivism and empirical research in the social sciences (...) can be established. Moreover, these weak, medium and strong ties play a crucial role for increasing and maintaining the relevance of radical constructivism within the social sciences and for contributing to the viability of radical constructivism in the long run. Implications: The most important consequence for radical constructivism lies in a new research agenda. In the course of this article weak, medium and strong ties to empirical research have been specified specifically and exclusively for the social sciences. But these specific links cannot be simply generalized or transferred to other disciplinary fields outside the social sciences. Since interactive links between radical constructivism and empirical research are currently missing in practically all disciplines, these weak, medium and strong links, as a new RC-agenda, have to be developed separately for each major scientific research arena. Thema des Aufsatzes ist die Ethik der ethischen Debatte. Kuhse und Singer fordern eine unbehinderte Diskussion ihrer These, „daß es unter bestimmten Umständen ethisch gerechtfertigt ist, das Leben mancher schwerstbehinderter Neugeborener zu beenden". Auch eine „Erklärung deutscher Philosophen zur sog. "Singer-Affäre" aus dem Jahr 1989 spricht sich für die öffentliche Diskussion aus. Gegen die Selbstverständlichkeit dieser Forderung ist zu bedenken: 1. Wo grundlegende Gewißheiten aufeinandertreffen, muß zwar nicht die Argumentation, aber doch der Anspruch, durch Argumente zu begründen oder zwingend zu (...) widerlegen, aufgegeben werden; andere Formen der Reaktion widerstreiten daher nicht notwendig der Rationalität. 2. Im Vergleich zur fach-internen birgt die öffentliche Diskussion zusätzliche Rationalitätsrisiken. 3. Die Einstellung zur öffentlichen Diskussion einer grundlegenden moralischen Frage wird unweigerlich von der eigenen Antwort auf diese Frage mitbestimmt. 4. Die Kundgabe einer ethischen Auffassung ist selbst ethisch bewertbar. - Wenn man also die öffentliche Diskussion der Früheuthanasie genauso ablehnt wie z.B. die der Sklaverei, ist diese Intoleranz vertretbar. We have arrived, in recent times, to a phase of heightened self-reflection concerning the nature and content of American modes of interpretive scholarship in relation to their object, the East Asian religious tradition. Such intensified reflection within the field has helped bringing about a degree of overcoming of the limitations of certain prior methodologies, allowing us to identify and eliminate patterns of inquiry which lead to exaggeration, naivete and or ignorance regarding the object, which occur as the result of the (...) unconscious bias created by perception limited by the confines of our culturally defined interpretive paradigms. La notion de désobéissance civile connaît aujourd'hui un regain d'intérêt qui n'exclut pas toujours les approximations. Les noms de Thoreau, de Gandhi, de King, étroitement liés à son histoire, font désormais partie de la culture générale. Mais sait-on que l'idée d'une obéissance conditionnelle l'État et à ses lois émerge, sous la plume d'un John Locke, dès le XVIIe siècle ouvrant ainsi une brèche féconde dans les théories modernes du contrat social? Sait-on que la désobéissance civile fut, à l'exemple des universitaires (...) norvégiens en 1942, un des modes de résistance à l'occupation nazie? Se souvient-on qu'en Pologne, notamment, c'est une authentique campagne de désobéissance civile qui précipita l'effondrement du régime communiste? De Tolstoï à John Rawls, de la " marche du sel " en Inde aux " enseignants désobéisseurs " en France, ce concept s'est sans cesse enrichi sur les plans philosophiques et stratégiques. En un dialogue fertile avec les textes fondateurs et les grandes campagnes historiques, l'auteur nous montre ce qu'est la désobéissance civile : avant tout, un impératif éthique d'éprouver la légitimité de la loi et, le cas échéant, la faculté de rompre avec son cadre rassurant. Ce livre, qui se veut aussi un manuel pratique, montre que cette forme d'action directe non-violente, souvent efficace contre la tyrannie, peut et doit également contribuer à la respiration de nos démocraties essoufflées.-. Recently, Fahrbach and Park have argued that the pessimistic meta-induction about scientific theories is unsound. They claim that this very argument does not properly take into account scientific progress, particularly during the twentieth century. They also propose amended arguments in favour of scientific realism, which are supposed to properly reflect the history of science. I try to show that what I call the argument from scientific progress cannot explain satisfactorily why the current theories should have reached a degree of success (...) that excludes their future refutations and allows the inference to their truth. I further argue that this line of argumentation dismisses the burden of proof in a rather unfair manner by using a delaying tactic to postpone the question about the validity of the PMI in the future. We defend the view that belief is a psychological category against a recent attempt to recast it as a normative one. Tamar Gendler has argued that to properly understand how beliefs function in the regulation and production of action, we need to contrast beliefs with a class of psychological states and processes she calls “aliefs.” We agree with Gendler that affective states as well as habits and instincts deserve more attention than they receive in the contemporary philosophical psychology literature. But (...) we argue that it is a serious error to align beliefs with the norm of rationality, while building a contrasting category whose members are characterized primarily by their failure to measure up to that normative standard, since these latter ones cannot constitute a distinct psychological category. First, we demonstrate that Gendler gets unwarranted conclusions about the existence of aliefs from belief-discordant cases. Next, we argue that the concept of alief is insufficiently clear. Aliefs cannot be distinguished from other types of states, such as beliefs. Also, when grouping many states under the category of aliefs, Gendler overlooks important differences between phenomena that are clearly distinct, such as habits and instincts. Aliefs simply do not constitute a legitimate psychological category. (shrink)

Most people who are regular consumers of psychoactive drugs are not drug addicts, nor will they ever become addicts. In neurobiological theories, non-addictive drug consumption is acknowledged only as a “necessary” prerequisite for addiction, but not as a stable and widespread behavior in its own right. This target article proposes a new neurobiological framework theory for non-addictive psychoactive drug consumption, introducing the concept of “drug instrumentalization.” Psychoactive drugs are consumed for their effects on mental states. Humans are able to learn (...) that mental states can be changed on purpose by drugs, in order to facilitate other, non-drug-related behaviors. We discuss specific “instrumentalization goals” and outline neurobiological mechanisms of how major classes of psychoactive drugs change mental states and serve non-drug-related behaviors. We argue that drug instrumentalization behavior may provide a functional adaptation to modern environments based on a historical selection for learning mechanisms that allow the dynamic modification of consummatory behavior. It is assumed that in order to effectively instrumentalize psychoactive drugs, the establishment of and retrieval from a drug memory is required. Here, we propose a new classification of different drug memory subtypes and discuss how they interact during drug instrumentalization learning and retrieval. Understanding the everyday utility and the learning mechanisms of non-addictive psychotropic drug use may help to prevent abuse and the transition to drug addiction in the future. (shrink)

The project of articulating a theological ethics on the basis of liturgical anthropology is bound to fail if the necessary consequence is that one has to quit the forum of critical modern rationality. The risk of Engelhardt's approach is to limit rationality to a narrow vision of reason. Sin is not to be understood as the negation of human holiness, but as the negation of divine holiness. The only way to renew theological ethics is to understand sin as the anthropological (...) and ethical expression of the biblical message of the justification by faith only. Sin is therefore a secondary category, which can only by interpreted in light of the positive manifestation of liberation, justification, and grace. The central issue of Christian ethics is not ritual purity or morality, but experience, confession and recognition of our own injustice in our dealing with God and men. (shrink)

The author endeavours to show two things: first, that Schrödingers (and Eckarts) demonstration in March (September) 1926 of the equivalence of matrix mechanics, as created by Heisenberg, Born, Jordan and Dirac in 1925, and wave mechanics, as created by Schrödinger in 1926, is not foolproof; and second, that it could not have been foolproof, because at the time matrix mechanics and wave mechanics were neither mathematically nor empirically equivalent. That they were is the Equivalence Myth. In order to make the (...) theories equivalent and to prove this, one has to leave the historical scene of 1926 and wait until 1932, when von Neumann finished his magisterial edifice. During the period 1926–1932 the original families of mathematical structures of matrix mechanics and of wave mechanics were stretched, parts were chopped off and novel structures were added. To Procrustean places we go, where we can demonstrate the mathematical, empirical and ontological equivalence of ‘the final versions of’ matrix mechanics and wave mechanics. -/- The present paper claims to be a comprehensive analysis of one of the pivotal papers in the history of quantum mechanics: Schrödingers equivalence paper. Since the analysis is performed from the perspective of Suppes structural view (‘semantic view’) of physical theories, the present paper can be regarded not only as a morsel of the internal history of quantum mechanics, but also as a morsel of applied philosophy of science. The paper is self-contained and presupposes only basic knowledge of quantum mechanics. For reasons of length, the paper is published in two parts; Part I appeared in the previous issue of this journal. Section 1 contains, besides an introduction, also the papers five claims and a preview of the arguments supporting these claims; so Part I, Section 1 may serve as a summary of the paper for those readers who are not interested in the detailed arguments. The premise of this article is straightforward: cheap art as a method and movement, though often ignored in the aesthetics literature, is ideally suited for creative activism. To understand this claim, we must have a working definition of the term "cheap art", which I develop in the first section. In doing so, I focus on four features of cheap art, united by the core idea of anti-elitism, that make it well suited to support creative activism: (1) Cheap art is light, (...) quick, sloppy, and easy to do. (2) Cheap art is made from cheap materials. (3) Cheap art rejects the idea of art as a business created for the artworld elite and aims instead to provide art of the people and for the people. (4) Cheap art challenges its audience members rather than seeking to placate or soothe them. After a brief defense of the claim that cheap art is in fact art, I discuss each aspect in detail, emphasizing its advantages for creative activism. I close with two suggestions for evaluating cheap art, which I argue can be extended to creative activism more broadly. (shrink)

This is the first English translation of “Die beweinte Zukunft,” a retelling of the story of Noah and the flood by Günther Anders (1902–1992). The German original was written in 1961 and first published in 1962 in the journal Alternative: Zeitschrift für Literatur und Diskussion in a slightly longer version, which also carried a subtitle that translates to “from the Molussian Apocrypha, translated by Günther Anders.” This link to Molussia, a fictious land of Anders’s invention that is frequently evoked in (...) his writings, was dropped upon the text’s republication in the shorter version included in the volume Gegen den Tod. Stimmen deutscher Schriftsteller gegen die Atombombe (1964). It was this publication that placed the story into the context of the anti-nuclear movement, a connection further strengthened when Anders selected “Die beweinte Zukunft” as the opening text in his 1971 collection Endzeit und Zeitenende: Gedanken über die atomare Situation. It was via this volume, which was republished in eight editions under the title Die atomare Drohung: Radikale Überlegungen zum atomaren Zeitalter, that the text found a wide readership. Today, this remarkable short parable is finding renewed interest in the context of discussions of the Anthropocene, the climate crisis and ongoing destruction of the ecosphere. (shrink)

The increasing cultural significance of the natural sciences presents conceptual history with the task of reorganising its categories and methods. The greatest challenge here is the merging of conceptual history and the history of science and the integration of the natural sciences in the project of an interdisciplinary cultural history. The present volume is the first to tackle this desideratum in a systematic manner. The contributions by renowned representatives of the most disparate disciplines bear witness both to the diversity of (...) the new perspectives and to the difficulties of such an undertaking. While the 2010 EPSRC principles for robotics state a set of 5 rules of what ‘should’ be done, I argue they should differentiate between legal obligations and ethical demands. Only if we make this difference can we state clearly what the legal obligations already are, and what additional ethical demands we want to make. I provide suggestions how to revise the rules in this light and how to make them more structured.

In this paper, I concentrate on some of the more peculiar, perhaps even polemical, features of Aristotle’s discussions of Plato’s Republic in the second book of the Politics. These features include Aristotle’s several rather sharp or ironic remarks about Socrates and his project in the Republic, his use of rhetorical questions, or his tendency to bring out the most extreme consequences of Socrates’s theory (such as that it will destroy the polis and that it will lead to incestuous relationships). I argue, some of these polemical features result from the special character of Socrates’ theory that Aristotle criticizes whereas others are consciously aimed at countering the attractive force of Socrates’s image of the ideal city, which can and does appeal to readers over and above its theoretical, purely rational credentials. Let us imagine an ideal ethical agent, i.e., an agent who (i) holds a certain ethical theory, (ii) has all factual knowledge needed for determining which action among those open to her is right and which is wrong, according to her theory, and who (iii) is ideally motivated to really do whatever her ethical theory demands her to do. If we grant that the notions of omniscience and ideal motivation both make sense, we may ask: Could there possibly be an (...) ideal utilitarian, that is, an ideal ethical agent whose ethical theory says that our only moral obligation consists in maximizing utility? I claim that an ideal agent cannot be utilitarian. My reasoning against ideal utilitarianism will parallel Putnam's famous argument against the brains in a vat. Putnam argues that an envatted brain cannot describe its own situation because its words do not refer to brains and vats; I argue that an ideal utilitarian cannot entertain or communicate the beliefs necessary to being a utilitarian. In his restitution of metaphysical founded ethics Hans Jonas replied to the challenges of modern technology. His reperception of the immanent teleology of nature tries to prevent the technological overkill. This article shows in opposition to Jonas the impossibility to deduct a moral obligation from the teleology of nature. Moreover in theological thoughts it is illegitime to talk obout a good nature in which men ought to incorporate themselves.
