BackgroundSchool violence and bullying are prevalent problems that affect health in general, especially through the development of emotional and behavioral problems, and can result in the deterioration of the academic performance of the student victim. The objective of this study was to determine the prevalence rates of aggressive behaviors according to types of school violence and bullying, sociodemographic characteristics, and variation by department, region, and time in the period between 2014 and 2018 in Peru.MethodsThe design was observational and cross-sectional based (...) on data from the Specialized System for Reporting Cases of School Violence (Sistema Especializado en Reporte de Casos sobre Violencia Escolar—SíseVe) in Peru, which covers a population of 23,641 students at the initial, primary, and secondary levels of Basic Regular Education [Educación Básica Regular (EBR)], for the 2014–2018 period. The prevalence rates of the different types of school violence and bullying, the sociodemographic characteristics, and the variation by department, region, and time in the period between 2014 and 2018 were estimated.ResultsPsychological violence/bullying occurred at higher prevalence rates (185.8 and 62.6 per 100,000 residents). Women from public institutions reported greater sexual violence, mostly by teachers (67.8%) than by other students (32.2%). The Selva region had the highest prevalence rate of sexual violence (10.1 per 100,000 residents). The departments of Tacna and Piura had the highest and lowest rates of psychological/verbal violence and bullying in 2018 (95.79 and 25.31 per 100,000 residents).ConclusionPsychological/verbal violence and bullying is highly prevalent among students; women report being victims of sexual violence by administrative personnel of public institutions. The Selva region had the highest rate of sexual violence, and Piura and Tacna had the highest and lowest rates of violence and psychological/verbal bullying. Based on these results, it is suggested to conduct evidence-based prevention programs in Peruvian schools to reduce these social problems. (shrink)

The volume brings together for the first time original essays by leading philosophers working on powers in relation to metaphysics, philosophy of natural and social science, philosophy of mind and action, epistemology, ethics and social and political philosophy. In each area, the concern is to show how a commitment to real causal powers affects discussion at the level in question. In metaphysics, for example, realism about powers is now recognized as providing an alternative to orthodox accounts of causation, modality, properties (...) and laws. Dispositional realist philosophers of science, meanwhile, argue that a powers ontology allows for a proper account of the nature of scientific explanation. In the philosophy of mind there is the suggestion that agency is best understood in terms of the distinctive powers of human beings. Those who take virtue theoretic approaches in epistemology and ethics have long been interested in the powers that allow for knowledge and/or moral excellence. In social and political philosophy, finally, powers theorists are interested in the powers of sociological phenomena such as collectivities, institutions, roles and/or social relations, but also in the conditions of possibility for the cultivation of the powers of individuals. On the one hand, freedom is said to be the property of a subject. On the other, freedom only happens in the space of being-in-common. Freedom, then, is the place of a conflict between the “self” and the “with,” between independence or autonomy and dependence or sharing. Resolving this apparent antinomy requires showing how the with ontologically constitutes the self. This, in turn, allows for a rethinking of freedom beyond what liberal democracy and political economy have to offer, as the (...) renewed opening of existence onto nothing, or onto an “outside” that the opening itself constitutes. Stigmatization and sharming of healthcare workers in Japan during the coronavirus 2019 pandemic reveal uniquely Japanese features. Seken, usually translated as ‘social appearance or appearance in the eyes of others,’ is a deep undercurrent woven into the fabric of Japanese life. It has led to providers who become ill with the SARS-CoV-2 virus feeling ashamed, while concealing their conditions from coworkers and public health officials. It also has led to healthcare providers being perceived as polluted and their children being told (...) they were not welcome in schools. Although such experiences are not isolated to Japan and have appeared in other parts of the world, the cultural forces driving them in Japan are unique. Overcoming stigmatization and shaming of Japanese healthcare providers will require concerted efforts to understand cultural barriers and to view such practices as raising human rights issues affecting the safety and well-being of all. This paper questions an exclusively state-centred framing of global health justice and proposes a multilateral alternative. Using the distribution of COVID-19 vaccines to illustrate, we bring to light a broad range of global actors up and down the chain of vaccine development who contribute to global vaccine inequities. Section 1 (Background) presents an overview of moments in which diverse global actors, each with their own priorities and aims, shaped subsequent vaccine distribution. Section 2 (Collective action failures) characterises collective action failures (...) at each phase of vaccine development that contributed to global vaccine disparities. It identifies as critical the task of establishing upstream strategies to coordinate collective action at multiple stages across a range of actors. Section 3 (A Multilateral model of global health governance) takes up this task, identifying a convergence of interests among a range of stakeholders and proposing ways to realise them. Appealing to a responsibility to protect (R2P), a doctrine developed in response to human rights atrocities during the 1990s, we show how to operationalise R2P through a principle of subsidiarity and present ethical arguments in support of this approach. This paper raises health equity concerns about the use of passports for domestic and international travel to certify COVID-19 vaccination. Part I argues that for international travel, health equity objections undercut arguments defending vaccine passports, which are based on tholding people responsible, protecting global health, safeguarding individual liberty and continuing current practice. Part II entertains a proposal for a scaled down vaccine passport for domestic use in countries where vaccines are widely and equitably available. It raises health equity concerns related (...) to racial profiling and fairness to people who are vaccine cautious. Part III sets forth a proposal for a flexible pass that certifies people who have been vaccinated, tested, previously infected or granted a conscientious objection. It sets ethical guidelines for the timing and use of flexible passes that promote equity, public health education, antidiscrimination, privacy and flexibility. (shrink)

Societal aging raises challenging ethical questions regarding the just distribution of health care between young and old. This article considers a proposal for age-based rationing of health care, which is based on the prudential life span account of justice between age groups. While important objections have been raised against the prudential life span account, it continues to dominate scholarly debates. This article introduces a new objection, one that develops out of the well-established disability critique of social contract theories. I show (...) the implications of this critique for the prudential life span account and for the special case of age-group justice. The result is that age-based rationing based on the prudential life span approach is not supported, and that the prudential life span approach itself is not the best way to think about allocating health care between age groups. I propose an alternative approach that avoids the disability objection, and consider its implications for specific proposals for age-based rationing of health care. (shrink)

By themselves, mesencephalic subcortical mechanisms provide a preattentive kind of consciousness, related to stimulus-related, short-latency dopamine release triggered by collicular input. Elaborate forms of consciousness, containing identifiable objects (visual, auditory, tactile, or chemical), imply longer-lasting phenomena that depend on the activation of prosencephalic networks. Nevertheless, the maintenance of these higher-level networks strongly depends on long-lasting mesencephalic dopamine release. (Published Online May 1 2007).

Crisis of Authority analyzes the practices that bind authority, trust and truthfulness in contemporary theory and politics. Drawing on newly available archival materials, Nancy Luxon locates two models for such practices in Sigmund Freud's writings on psychoanalytic technique and Michel Foucault's unpublished lectures on the ancient ethical practices of 'fearless speech', or parrhesia. A caregiver from the dominant U.S. culture and a patient from a very different culture can resolve cross‐cultural disputes about treatment, not by compromising important values, but by focusing on the patient's goals.

This paper addresses bioethics in the context of the coronavirus disease 2019 (COVID‐19) pandemic. The Introduction (Section 1) highlights that at the field's inception, infectiousness was not front and center. Instead, infectious disease was widely perceived as having been conquered. This made it possible for bioethicists to center values such as individual autonomy, informed consent, and a statist conception of justice. Section 2 urges shifting to values more fitting for the moment the world is in. To find these, it directs (...) attention to the Global South, and in particular, Africa, and to the values of ubuntu, solidarity, dignity, kinship, and humility. The paper concludes (in Section 3) that 21st‐century challenges facing bioethics are increasingly global, and calls on bioethicists themselves to be more globally inclusive in their approaches. One might hesitate about this, because we may wonder whether or not it implies that philosophy could disappear after automation, or at least be subject to serious revision. Philosophy could be read as a historical movement towards self-determination [autodétermination] as well as the exposition of the limit of such a program of archi-autonomy. Soft skills help prepare kids for school and the workplace. They are a series of strategies that help children learn competencies such as manners, respect, and organization. This book focuses on fourteen soft skills that all kids need, as well as how teachers and parents can work together to help children both at home and in educational settings.

In this paper I develop and support a feminist virtue epistemology and bring it into conversation with feminist contextual empiricism and feminist standpoint theory. The virtue theory I develop is centered on the virtue of epistemic trustworthiness, which foregrounds the social/political character of knowledge practices and products, and the differences between epistemic agencies that perpetuate, on the one hand, and displace, on the other hand, normative patterns of unjust epistemic discrimination. I argue that my view answers important questions regarding epistemic (...) agency which both contextual empiricism and standpoint theory leave open, but need to have answered. Feminist virtue epistemology thus emerges as providing an integrative framework for pluralism in feminist epistemology that illuminated connections among theories through engagement with the lived experiences, aspirations, and epistemic work of feminist epistemic agents. Hayden White's perhaps richest and most profoundly argued book, The Content of the Form, touches many nerves in the American historical profession. The entirety of the book, from its premises through its most thoughtful exegeses of historical writing, insists that linguistic form is the primary carrier of content in historical writing, indeed, in historical knowledge. This insistence on a respectful and careful attention to the formal usages of nonfiction prose, truth-claiming language, goes well against the grain of American tastes. As (...) de Tocqueville presciently and correctly predicted, when Americans take to literature in a serious way, they won't have much patience with precise matters of form. Hayden White's narrative theory has had uphill work to penetrate this pervasive indifference, especially among historians.He has been joined in recent decades by Paul Ricoeur, whose Time and Narrative, beginning from different premises and a slightly different question, arrives at a sympathetic and complementary analysis of historical narrative. In spite of White's published hesitations about the political/philosophical tendencies of Ricoeur's work, I am convinced that their books are mutually supporting and, in an important cultural sense, belong together.Altogether, however, I do feel that the main import and justification of this present essay must rest on my quite serious reading of Hayden White's best joke, a profound shaggy dog story about the historian monk of St. Gall. One could only suppose that the apparently forgotten beginning of any story was unforgettable; perpetually one was subject to the sense of there having had to be a beginning somewhere. Like the lost first sheet of a letter or missing first pages of a book, the beginning kept on suggesting what must have been its nature. One never was out of reach of the power of what had been written first. Call it what you liked, call it a miscarried love, (...) it imparted, or was always ready and liable to impart, the nature of an alternative, attempted recovery or enforced second start to whatever followed. The beginning, in which was conceived the end, could not but continue to shape the middle part of the story, so that none of the realisations along that course were what had been expected, quite whole, quite final. Contemporary developments in sport pose a powerful challenge to the historical connections between gender, physicality, and power. This process is examined through an analysis of the production of gender in women's ice hockey. Drawing from fieldwork and interviews with players and coaches who participate at elite levels, the author considers the place of physicality in the practice of women's hockey. The analysis suggests that while women's hockey provides an important challenge to historical constructions of gender, the challenge to masculine hegemony (...) is weakened by its construction as an alternative to men's hockey, the version of the sport that “really counts.”. This paper considers the proposal to pay people to get vaccinated against the SARS-CoV-2 virus. The first section introduces arguments against the proposal, including less intrusive alternatives, unequal effects on populations and economic conditions that render payment more difficult to refuse. The second section considers arguments favouring payment, including arguments appealing to health equity, consistency, being worth the cost, respect for autonomy, good citizenship, the ends justifying the means and the threat of mutant strains. The third section spotlights long-term and (...) short-term best practices that can build trust and reduce ‘vaccine hesitancy’ better than payment. The paper concludes that people who, for a variety of reasons, are reluctant to vaccinate should be treated like adults, not children. Despite the urgency of getting shots into arms, we should set our sights on the long-term goals of strong relationships and healthy communities. (shrink)

Adoration is the second volume of the Deconstruction of Christianity, following Dis-Enclosure. The first volume attempted to demonstrate why it is necessary to open reason up not to a religious dimension but to one transcending reason as we have been accustomed to understanding it; the term "adoration" attempts to name the gesture of this dis-enclosed reason. -/- Adoration causes us to receive ignorance as truth: not a feigned ignorance, perhaps not even a "nonknowledge," nothing that would attempt to justify the (...) negative again, but the simple, naked truth that there is nothing in the place of God, because there is no place for God. The outside of the world opens us in the midst of the world, and there is no first or final place. Each one of us is at once the first and the last. Each one, each name. And our ignorance is made worse by the fact that we do not know whether we ought to name this common and singular property of all names. We must remain in this suspense, hesitating between and stammering in various possible languages, ultimately learning to speak anew. -/- In this book, Jean-Luc Nancy goes beyond his earlier historical and philosophical thought and tries to think-or at least crack open a little to thinking-a stance or bearing that might be suitable to the retreat of God that results from the self-deconstruction of Christianity. Adoration may be a manner, a style of spirit for our time, a time when the "spiritual" seems to have become so absent, so dry, so adulterated. -/- The book is a major contribution to the important strand of attempts to think a "post-secular" situation of religion. Smiles that vary in muscular configuration also vary in how they are perceived. Previous research suggests that “Duchenne smiles,” indicated by the combined actions of the orbicularis oculi and the zygomaticus major muscles, signal enjoyment. This research has compared perceptions of Duchenne smiles with non-Duchenne smiles among individuals voluntarily innervating or inhibiting the orbicularis oculi muscle. Here we used a novel set of highly controlled stimuli: photographs of patients taken before and after receiving botulinum toxin treatment for crow’s feet lines (...) that selectively paralyzed the lateral orbicularis oculi muscle and removed visible lateral eye wrinkles, to test perception of smiles. Smiles in which the orbicularis muscle was active were rated as more felt, spontaneous, intense, and happier. Post treatment patients looked younger, although not more attractive. We discuss the potential implications of these findings within the context of emotion science and clinical research on botulinum toxin. (shrink)

An object-based activity—science and culture story box—was designed, developed, and used to explore young people’s views about cultural knowledge and scientific knowledge. In informal education spaces, culture is often presented via representations of easily observable features of ethnicity such as music or dress. The development and application of knowledge in culturally diverse communities can be difficult to visualize and is rarely presented. Instead, Western science often dominates as the authoritative, valid, systematic, and useful way of thinking. Conversations about science and (...) culture can create a platform for meaningful dialogue and valuing of a variety of cultures and different funds of knowledge. Using an informal science education lens, we interrogated young people’s views about different knowledge systems. Six cohorts of Western Australian young people participated in the study. The activity involved groups of three to four young people assigning seventeen photographs of objects and or processes onto a Venn diagram of scientific knowledge, cultural knowledge, or both. Photographs were taken of the forty-four resulting Venn diagrams showing association of items with knowledge domain. This was quantified to show the number of times an item was associated with scientific knowledge, cultural knowledge, or both. Group discussions were audio recorded and transcribed. Thematic analysis of discussions and associations of items to knowledge domain revealed intriguing themes and perspectives. Young people in this study associated technology with electronic devices and scientific knowledge but not with cultural knowledge. Young people expressed views that culture was old and basic and science was new and progressive. Other impressions expressed were that cultures do not “do” science and that skin color determines culture. No clear or consistent conception emerged of Australian culture. These young people’s perspectives are discussed within the context of meaningful intercultural understanding in multicultural societies. This activity was developed as a research tool for use with young people in a multicultural society to examine views of different funds of knowledge. We propose further development and directed use of the story box in informal education spaces as a process to stimulate conversations that might enhance intercultural understanding and appreciation of multiple ways of knowing. The non-financial effects (NFE) antitakeover amendment addresses the duties of company directors and management when faced with a possible takeover bid. The NFE amendment either permits or requires managers to consider the interests of the company's stakeholders during takeover bids. Other types of antitakeover devices have been viewed as protecting either stockholder or management interests. The NFE amendment would appear to protect a broad spectrum of interests including those of company employees, creditors, and the community in which the company operates. (...) Positive market returns to the adoption of NFE amendments provide some evidence that investors approve. The percent of both management and institutional ownership are positively related to the market reaction to the NFE amendment adoption. To the extent that institutional ownership proxies for the broad spectrum of stakeholder interest, NFE devices, unlike some other amendments that have been studied, appear to be in the interests of more than a single interest group. La « parentalité » est une notion peu employée dans le milieu scolaire. Les relations parents-enseignants sont par ailleurs de plus en plus problématiques. À partir de situations d’analyse des pratiques avec des enseignants, l’auteur de cet article fait l’hypothèse que la prise en compte d’une « parentalité en souffrance » permettrait une évolution positive de ces relations. Les crises identitaires que traversent la famille et l’école viennent en effet complexifier et conflictualiser leurs relations et parfois créer de la confusion (...) dans leurs places respectives. La construction de nouvelles alliances suppose le dégagement d’espaces tiers propres à médiatiser ces relations. La prise en compte de la place particulière que représente l’école entre l’enfant et ses parents ainsi que l’élaboration du « parent interne » chez les enseignants constituent deux pistes de travail. Une « parentalité partagée » pourrait ainsi servir de base à des alliances à même de garantir une place à l’enfant ou adolescent devenu élève. (shrink)
