Considerations of justice and concern for well-being support conducting mental health research and addressing ethical concerns specific to mental health research are critical. We discuss these concerns, provide recommendations to enable the ethical conduct of mental health research, and argue that participants’ interests should be given primary weight in resolving apparent dilemmas. We also comment on provisions of two legislative actions in India relevant to mental health research: Rights of Persons with Disability Act 2016 and the Mental Health Care Act (...) 2017. Both conform to the 2006 United Nations Convention on Rights of Persons with Disabilities of which India is a signatory. Both provide protections and enumerate rights relevant to people with mental health conditions but with differing focus. The commonalities and differences between the three are discussed in the background of international literature on research in mental health conditions. Studies involving deception and future directions for ethical requirements regarding genetic research are discussed. (shrink)

The evolution of microstructure upon partial crystallization and its influence on the mechanical properties such as hardness, elastic modulus and viscosity in a La 55 Al 25 Cu 10 Ni 5 Co 5 bulk metallic glass alloy are studied. Specimens with various volume fractions of crystalline phases were obtained by annealing the as-cast amorphous alloy above its glass transition temperature and were characterized by transmission electron microscopy. Microscopic examination of the heat-treated samples shows short-range-ordered domains prior to nanocrystallization within the (...) amorphous matrix, followed by the growth and impingement of the crystallites. Whereas the hardness of the annealed samples increases linearly with increasing crystallinity, the elastic modulus and the viscosity both increase abruptly when the crystalline volume fraction is about 40 vol.%, with a only minor variation on either side of this range. The sudden rises in the modulus and viscosity are similar to those in the literature data on the fracture strength of partially crystallized bulk amorphous alloys that shows a steep drop in strength at 30-50 vol.% crystallinity. On the basis of the microscopic observations, it is suggested that the interaction and formation of rigid networks of crystalline phases upon the attainment of a critical second-phase volume fraction may be the possible reason for the sudden change in mechanical properties. Percolation theory is utilized in further substantiating this hypothesis. (shrink)

The harvesting of data about people, organizations, and things and their transformation into a form of capital is often described as a process of “accumulation by dispossession,” a pervasive loss of rights buttressed by predatory practices and legal violence. Yet this argument does not square well with the fact that enrollment into digital systems is often experienced as a much more benign process: signing up for a “free” service, responding to a “friend’s” invitation, or being encouraged to “share” content. In (...) this paper, we focus on the centrality of gifting and reciprocity to the business model and cultural imagination of digital capitalism. Relying on historical narratives and in-depth interviews with the designers and critics of digital systems, we explain the cultural genesis of these “give-to-get” relationships and analyze the socio-technical channels that structure them in practice. We suggest that the economic relation that develops as a result of a digital gift offering not only masks the structural asymmetry between giver and gifted but also permits the creation of the new commodity of personal data, obfuscates its true value, and naturalizes its private appropriation. We call this unique regime “accumulation by gift.”. (shrink)

Mâtürîdî ekolünde, Ebû Hanife (ö. 150/767)’nin Fıkhu’l-ekber’i ile başlatılan bu tür metinler içerisinde Hakîm es-Semerkandî (ö. 324/953)’nin es-Sevâdü’l-a‘zam’ı da önemli bir yer tutmaktadır. Abstract Global climate change will have a strong impact on Nigeria, particularly on agricultural production and associated livelihoods. Although there is a growing scientific consensus about the impact of climate change, efforts so far in Nigeria to deal with these impacts are still rudimentary and not properly coordinated. There is little evidence of any pragmatic approach towards tracking climate change in order to develop an evidence base on which to formulate national adaptation strategies. Although Nigeria is not alone in this (...) regard, the paper asserts that National Climate Change Adaptation Strategy could help address this situation by guiding the integration of climate change adaptation into government policies, strategies, and programs, with particular focus on the most vulnerable groups and the agricultural sectors. There is an urgent need to adopt abatement strategies that will provide economic incentives to reduce the risk from disasters, such as developing agricultural practices that are more resilient to a changing climate. Study of the religious and philosophical views of Sir Muḥammad Iqbal, 1877-1938.

Diyanet İşleri Başkanlığı, 3 Mart 1924’te, Şeriye ve Evkaf Vekaleti’nin yerine kurulmuştur. Bu düzenleme ile dini konular, siyasal alanın dışına çıkarılıp idari bir işleve indirgenmek istenmiştir. Ancak bu tercihin aksine kurumun görev ve yetkilerinde ve teşkilatında artan ve büyüyen bir seyir ortaya çıkmıştır. Diyanet İşleri Başkanlığı’na kurulduğundan bu yana birçok misyon yüklenmiştir. Dinin devlet tarafından kontrol edilmesi, daha çok kurucu iradenin ve militan laiklik taraftarlarının beklentilerini yansıtırken, dini nitelikli hizmetlerin karşılanması ise daha çok muhafazakâr kesimin beklentisi olmuştur. Her iki taraf (...) da kurumu, Türkiye’nin sosyal, tarihsel ve siyasal dokusunun sui generis niteliğiyle meşrulaştırmaya çalışmıştır. Özellikle 633 Sayılı Kanun’dan (1965) sonra Başkanlık, sosyal hayatın daha çok içinde olmaya başlamış ve 1980 sonrası dönemde sosyal ve milli dayanışmanın sağlanması için bir araç olarak görülmüştür. Bu durum, 1982 Anayasası’nın korporatist ve solidarist özelliklerinin bir yansımasıdır. Diyanet İşleri Başkanlığı’nın bu şekilde araçsallaştırılması onun yıllar içinde bu derece büyümesinin temel itici gücü olmuştur. (shrink)

Özellikle ağrı gibi nesnesi tam olarak belirlenemeyen algı deneyimleri, güçlü temsilci teorilere karşı argümanların geliştirilmesinde sıkça kullanılmaktadır. Güçlü temsilci teorilere göre, bilincin fenomenal özellikleri temsil içeriklerine indirgenir ve temsil içerikleri izlenme teorileri aracılığıyla dışsal fiziksel süreçlerle bağlantı kurularak fizikalist kuramlara uygun bir şekilde açıklanır. Bu makalede, ağrı deneyimi özelinde vücutsal duyuların şeffaflık argümanı temelinde güçlü temsilci teorilere çıkardığı zorluklar ele alınacaktır. Ağrı (...) deneyiminin özgünlüğünü vurgulamak için öne sürülen gerçeklik/görünüş ayrımı argümanının, nesne/algı/edim ayrımının örtük bir kabulüne dayandığı öne sürülecek ve makalenin sonunda bilişsel bilimlerin deneysel verileri ile ağrı deneyimi özelinde gerçeklik/görünüş ayrımı argümanının sağlam bir temele dayanamayacağı savunulacaktır. Believers regularly refer to God as “forgiving and merciful” when praying for divine forgiveness. If one is committed to divine immutability and impassability, as Maimonides is, one must deny that God is capable, in principle, of acting in a forgiving manner. If one rejects divine impassability, maintaining that God has a psychology, as Muffs does, one must reckon with biblical depictions of divine vengeance and rage. Such depictions suggest that while being capable, in principle, of acting in a forgiving way, (...) God has a difficulty to manage God’s anger and do so in practice. Employing a Wittgensteinian perspective, I argue that utterances, e.g., “God merciful and gracious, slow to anger. . . forgiving iniquity and transgression and sin”, need not be understood as involving mistaken or confused descriptions of God’s nature and manner of acting. Rather, they can be understood as speech-acts of various types and functions: mystical, theurgic and others, that purport to bring about or transform various states of affairs in this world and/or beyond it. As such, they can function as non-semantic instruments that purport to elevate the believer to the “upper worlds”, or as anger-management devices that purport to help God implement His second order desire to act in a forgiving manner, despite His difficulty to do so. The paper is concerned with the question of the existence of moral dilemmas, conceived of as situations involving a subject in a conflict of non‐overridden moral obligations. I reject some of the presuppositions underlying discussions of this question and argue that certain morally relevant choices cannot be evaluated in relation to an all‐things‐considered moral obligation as permissible or impermissible, right or wrong. In arguing for the inadequacy of our ordinary moral predicates for fully capturing the nature of such choices, I (...) argue that they are, in certain respects, inexpressible. (shrink)

It seems that the choice for the subject "Christian Ethics in Ukrainian Culture" was made by everyone: the so-called "traditional Churches" and the authorities. The move, however, leaves much room for thought. First, who will teach this subject in educational institutions? We propose to use the experience not only of the western regions of Ukraine, including Lviv, Ivano-Frankivsk, etc., but also of the Ostroh Academy National University. When on March 24, 2000, the Rivne Regional Council decided to introduce the subject (...) of Christian ethics in Rivne schools, the National University "Ostroh Academy" became one of the basic training centers for teachers of Christian ethics. The creation of a faculty for the training of teachers of Christian ethics caused, accordingly, the recruitment of students. (shrink)
